1. Conduct a public hearing to consider appeals filed by Placer Citizens for Neighborhood Rights (“PCNR”), USA Properties, Inc., and YIMBY Law of the Planning Commission’s October 16, 2025 actions related to the Hope Way Apartments project located at 3130 Hope Way in Penryn, consisting of the approval of State Density Bonus Law Requests 1.b.1 through 1.b.7 and 1.b.9; denial of State Density Bonus Law Request 1.b.8; denial of the Design Review Agreement; and determination that the project is consistent with the previously certified Housing Needs Rezone Program Programmatic Environmental Impact Report (SCH# 2023100581). 2. Take tentative action on the appeals and provide findings for staff to incorporate supporting the desired action(s).

COMMUNITY DEVELOPMENT RESOURCE AGENCY - Resolution Ratifying Alpine Springs County Water District’s 2025 Fire Code with Local Amendments – Supervisory District 5

1. Adopt a Resolution ratifying Alpine Springs County Water District’s Resolution No. 11-2025, and Ordinance No. 12-2025 adopting the 2025 California Fire Code with local amendments. 2. Direct staff to transmit the Resolution to the District and to file with the California Department of Housing and Community Development copies of said Resolution and all District and County findings pertaining thereto. 3. Determine the proposed actions are not projects pursuant to California Environmental Quality Act Guidelines Section 15378.

HEALTH AND HUMAN SERVICES - California Department of Health Care Services, Providing Access and Transforming Health Capacity and Infrastructure Transition. Expansion and Development Intergovernmental Transfer Grant

1. Adopt a Resolution authorizing the Director of Health and Human Services, or designee, to sign a revenue agreement with the California Department of Health Care Services, to receive funds for the Providing Access and Transforming Health Capacity and Infrastructure Transition, Expansion and Development Intergovernmental Transfer Grant, in an amount not to exceed $201,838.73 with a County match of $201,838.73 for the term of January 1, 2026 through December 31, 2026, and sign related documentation, including reports and certifications, and to sign amendments that cumulatively do not exceed $20,183 with the corresponding match consistent with the agreement's subject matter and scope of work, with Risk Management and County Counsel concurrence. 2. Approve a FY 2025-2026 Budget Amendment #AM-01271 for Adult System of Care in the amount of $94,756.

PROCUREMENT - Increase Contract for Mobile Car Detailing | Casey Liston dba Hott Shots Detailing

1. Approve an increase to a contract with Casey Liston doing business as Hott Shots Detailing (a sole proprietorship) for mobile car detailing services in the amount of $30,000 for a new total contract amount of $130,000 through December 31, 2025. 2. Approve the option to renew the contract with Casey Liston dba Hott Shots Detailing for two (2) additional one-year periods in the maximum aggregate amount of $130,000 each year. 3. Authorize change orders to the contracts in the maximum cumulative amount of $13,000 annually, consistent with the Placer County Procurement Policy, subject to department concurrence and available funding. 4. Authorize the Purchasing Manager to sign all required documents.

Authorize the County Executive Officer, or designee, to sign a Consultant Services Agreement with Energy Analytics, for the period of January 1, 2026, through December 31, 2026, in an amount not to exceed $137,000, for Middle Fork Project Hydroelectric energy consulting, and to execute future amendments up to $13,700, subject to County Counsel and Risk Management concurrence. 2. Determine the proposed action is not a project pursuant to CEQA Guidelines Section 15378.
