A very short report but it is an important one because we are conducting spring cleanup days beginning on Monday. It should last about two weeks. This gives individuals the opportunity to rake their leaves onto their tree lawn and we will be picking them up. Another important aspect of the spring is we are selling leaf humus and wood chips. Those sales will begin also on Monday the twentieth. And then the Westlake Kiwanis Club is having their pancake breakfast, but it's not this Sunday. It's April 26.

Thank you. Reports of standing committees. Our committee of the whole meeting met this evening. We convened at at 07:30. Present were council members Greenspan, Nenari, Del Ragneaux, Leveque, Havelka, and Getsay. Also present were mayor Kluff, law director Maloney, director Stoom, Smallick Shaw, Horner Bedell, Serber, Steibel, Graham, Gad, chiefs Beeloser, Moran, and clerk Rosenbaum.
Discussed for agenda items, selected correspondence, planning commission report, as well as the following items. We have two Eagle Scout proclamations. We will present them at a future date. We're trying to coordinate that with the troop and the two scouts. We received a construction projects update and committee meetings to discuss charter amendments, compensation study were also discussed.
Two committee meetings were scheduled. The committee of the whole has been scheduled for April 28 at 7PM to discuss possible charter amendments, compensation study, and e bikes. And a PZL meeting has been scheduled for the twenty first at 06:45PM. There are nine items, including a a matter regarding waste pickup times. That meeting inside committee of the hall, we did go to executive session that convened at 07:49PM.
Council member Todd Leveque moved, seconded by Nick Nenari. This purpose was to discuss collective bargaining real estate and real estate. The motion was unanimous to go into executive session. Yes. So this, changes, this facility from, its existing skilled nursing home to assisted living, and this does require a new conditional use permit.

So this one is not on the agenda tonight. Reason being, PZL recommended that the properties be assembled so that it would be a singular campus. And Planning Commission agreed to it. Unfortunately, this creates a catch 22 situation because in that zone, preschools are supposed to be on their own parcel and the only use in the building. So in order to move forward with the conditional use permit, it requires a text amendment to and by the way, this is the only zone that's like this for preschools.
So they would be able to do this vibrate in in residential zones, for example. So it does require a zoning text. And again, it permits preschool to share a parcel with a place of worship and also to be located within the same building as a school when located in the shopping center zone.
And that item, just as a point of reference, is ordinance two thousand twenty six fifty two on the agenda, which is being referred to PZL.
Ordinance twenty twenty six twenty six, the conditional use permit for training school 26945 Westwood Road. It's on for second reading tonight.
Yes. LifeBridge Care. They're a certified provider with the state of Ohio for individuals with develop developmental disabilities where they provide life training and skills training, and this does require a conditional use permit in the office building zone.
Ordinance twenty twenty six dash 27, condition of use permit for fitness center, 27100 Detroit Road.
Yes. This is for Forward Fitness. It's a small fitness center for just one on one training and small group training. And regrettably for them and the general business zone, this does require a conditional use permit.
And ordinance twenty twenty six dash 32 rezone 29707 Center Ridge from office building district to R Dash 1 F 80 single family district.
Yes. So the purpose of this is to allow the developer to construct an 11 lot single family residential subdivision, And a schematic layout of that was, supplied and it does meet the code requirements. And if this moves forward, eventually you will actually see the preliminary plan and final plat for it.
All of those will have public hearing, on 05/07. 05/07 meeting. The last item would be the Cleveland Water Tower site improvement. I'm needing need a motion for this one. I'm gonna make a motion to approve the Cleveland Water Tower site improvement temporary cell tower due to repaint painting of water tower with the modifications listed in the report of 04/06/2026 planning commission.

Yeah. I can go through the slides if you'd like to learn more about it. This is a a temporary cell tower. And as mentioned, it's it's at our water tower is going to be painted. We're not exactly sure until today. I actually thought it was gonna be repainted this summer. It may actually go into next summer. But it does require removing all that equipment that you see on top that is by T Mobile, Verizon, and AT and T and removing it for a month and a half, three months, whatever it takes for them to do the painting when that actually begins. So in order to do that, they will have a temporary ballasted pole, which just means it's a pole that's not on a foundation. It's weighted on the bottom.
The weights are not shown in this drawing. Big concrete blocks will keep it from blowing over. And it's really only temporary. It's not a structure that can be up for years. They're not designed that way. The one item with it that does require modification has to do with the distance from the lot line. Per our code, it's supposed to be one foot a one to one ratio from the distance of the top of the tower to the lot line. And our water tower currently doesn't meet that requirement. The water tower itself is only 48 feet away, and that's about what is it? A 140 foot tower.
So that does require modification to allow this temporary ballasted monopole to be closer to the lot line than what code would actually allow. And again, as I mentioned, the tower itself, this is our lot line right here. So in order for this to actually meet current code standards, the lot line would have to be way out here somewhere probably. So Planning Commission did recommend approval. And it's really a necessity because without this, there's no no cellular service in that part of the city for Verizon, T Mobile, or AT and T.

We had some areas where it was less than $13 and through competition when we're hiring we realized that we're not going to hire anybody for less than $13 And then we also a couple weeks ago approved the hiring of a new HVAC technician. It was in the ordinance as part time. We're making it full time based on again our ability to find somebody and with all the buildings that we have in the city of Westlake, it really does need to be full time. And then the last one was including the assistant chef at the community center, That position and that hourly rate.
