yes Mr P we'll make that fi of 6A 6 8 five public comments from the public are allowed in accordance with L RS 42-11 section 2 through 34 and specifically limited to an agenda item to be considered during the meeting 3 minutes per person and 15 minutes per topic p number six presentation by the Fort Allen Police Department FL safety Chief Mitchell this ain't going to be long however I'm going to get ready to tell tell a little story you know on why need okay so an incident had occurred in sometime last year was the beginning of the year where we had uh multiple shots call um and as y'all already aware we extremely sh right so with that being said uh we got multiple uh calls shot they can hear you oh they can hear you we had multiple shot fir call uh in various locations one was in from Porter another one was in um North nor 14 and uh P another one was on South 12 in uh um another one was on Avenue A and once again we shorthanded so we didn't have a accurate location on where to go so we went and we started searching those surrounding areas upon searching we end up eventually getting uh a phone

call from my Anonymous caller which we get a lot of those um people who don't want to be involved we tell you what's going on leave but we got Anonymous call from this particular person we said hey shot the shot was over here on on Court Street right by South 12 at that point I end up getting on scene I start knocking at all doors until I end up coming up to this resident who still want to remain anonymous but provided me with this video footage of what happened okay up I like to point to if you pay attention the car coming up right here this South push so they comeing to the intersection of South this the plan yeah all right that's the car I just listen once again they not do this okay at that point in time hold stop again I sto can y'all make out that vehicle anybody can make up that vehicle a little bit more even with that car going at spe nobody can't make up that right right I can't

I'm a cop cop over 10 years I still can't make that okay so I'm going go ahead and get back to you how to so with that being said we end up seeing the direction of travel they was going which is West on uh P Street if we had a gunshot detector cameras F will be able to get a pinpoint accurate of that deal we depending on the community and y'all been extremely healthy but what they can provide we limited once that car had lost um left out of frame we had nothing else so that kind of deterred us further on getting to the the root cuse right there which was that deal so I'm coming to you guys with y' support moving forward to try to get flight safety because with the the tools that they can help us help provide to us we'll be able to do our job more efficient and it's not only help us out it help the community out it help the city the whole city so at this point as y'all can tell I'm extremely hor I'm just not getting a little bit of my voice back I like to let re okay take CH the begin can we move that on screen yeah we no not everyone it's all [Music] right um all right guys first just want

we have uh Mr Ford on the screen I just want to briefly introduce him this is sheim foryd I've been working with myself at G been working relentlessly for who the last couple weeks I'm just diving into the uh DNA of this of this system that we we come to know but before I get started I kind of want to do something I'm a very interactive person I like being engaged so I need a just a little bit of participation for my positions if you don't mind can you please PL your cell phones you never do anything to it just pull it out for me so I can hold it up can join to if you want I did and I give cou second so and I I appreciate you joining me so with that being said you got I won't make you know too long so with that being said the reason why I instituted that because on the back of our cell phones we have a camera and it's at the disposal of of us very quickly is ready to Stu is in our back pocket people keep purses brief cases anything you want to name and you have the ability to access and use it at the moment's noce all right so if you had to take a guess on how many cameras cover the city just take a while any I'm open anybody want to give me a suggestion all right so we got one person that's correct we have none none we have zero all right and from a law enforcement standpoint I find it to be a uh it's very hard to work with all right we're in 2025 we move to the 21 C 21st century police we GA a lot of data a lot of evidence that we present to the DA's office all we use for further

investigations not just further investigations but we work with other jurisdictions to try to solve cases and when you don't have those tools especially a tool that's again reg available um it sort of put the concrete on your back and it makes your job just that much hard as you saw in the video that Chief mitell show that that crime could have easily been solved all right so we have statute being violated we don't have a suspect we don't have a car we don't have anything to go off of thankfully the citizen had a residential camera and again residential cameras are great but usually they our residents on budgets so you have to buy a budget camera um replacement of it it's going to be idea for their home not to always catch a public aard Street and that's not their duty to do it's our job as a as C to to provide that but being helpful being helpful they still provide those videos for us to help us in our investigation but sometimes it's just not enough um you can get a car view etc etc The Next Step before I so to turn over to Mr FL is you take a look around I did the interaction with you guys with the the cell phones and the cameras but if you look around in here we have a small camera on the stand here but so this the column is blocking we have one in here by Cil G there's one on the wall on the back and there's one at the top last time I checked not much crime goes on in here but this room is more equipped than the city of Port Allen as far as video and audio and quite frankly I think that's a problem that we have to attack and it's for the benefit get to the benefit of all of us um my role before kind of do a roll I was detected now countless cases

um shootings aggravated assaults where the investigation that I did I thought did a great job we had local residents that help video provided but it was just that little bit more of information that I could have used to identify a vehicle a person walking a license plate a matching a car mod that would have really really really helped not just really really really helped we could have H somebody account before which is the person that did so I'm going turn over to Mr Ford and he to explain a little bit more to about flock saet thanks CH Smith can everybody hear me okay chief assistant chief can you hear me okay yes sir okay great um so yeah as assistant chief Smith said I'm I'm shanus for I'm the flock safety rep that's been helping out Chief and assistant chief Smith um you know and at the end of the day flock safety's mission is to eliminate crime right ac across the United States um and we do that through our technology whether it's hardware and software um for the purpose of of this city council meeting I will be passing it over to Jonathan he'll introduce himself and then can kind of get into the context of this thanks good evening good folks hear me yes yes sir awesome thank you so much so my name is Jonathan bus I'm part of local government Affairs team here at flock so we were founded back in 2017 uh when our CEO was the victim of property crime in his neighborhood in in Atlanta Georgia um and at the time he thought having a doorbell camera would be enough uh so he went to his local PD and said here's some evidence um and turns out it wasn't uh his uh they told him you need a license plate so he did a little bit of research and found out that license plate reading technology has been around for over 30 years it's just typically

very expensive for neighbors to acquire that technology so he developed uh what is now the best-in-class technology that doesn't break the bank um and we are now in over 5,000 5,000 communities helping solve over 10% of prime and really what we're helping do is answer the Paradox where police are expected to do more with less um and we what we find to be a solution to Staffing shortages um in in law enforcement is having a collaborative policing technology platform in making officers more effective having more objective data but also working with the community um that's one of our founding principles we have a whole Suite of solutions uh uh what we're going to talk about for this part is the license PL reader and this is how it works uh so you drive by one of these cameras um they're in a fixed location they're not moving around um and they take a snapshot of the back of your car and really it takes stock of two things number one the license plate right uh number two the vehicular T so it makes notice of the color the make of the car if it has a bike rack um that's data that's included in as part of that snapshot and it really is helpful as an investigative tool right because if something happens something terrible happens people some people don't memorize a license complete they remember what the car looked like so that description alone helps law enforcement be able to have a real objective lead bread crumps if you will leading to a suspect um so we provide 24/7 coverage but on top of that um there's a proactive element to it where this data is integrated with the National Crime information center so that means that if someone's coming into your neighborhood coming into your jurisdiction uh that you know a stolen vehicle's coming in of a missing person a missing child uh someone with a felony warrant is coming into your jurisdiction you will be notified in real time typically in under 30 seconds uh you'll get that notification so there's that

proactive component that investigative component and you get you know solar powered so you don't have to put wires down this is what it looks like to have a real time alert um this is a a car that's that's been flagged associated with a catalytic converter theft uh so you get you can get a text message alert an email or an inapp alert and you can customize your own alerts uh this is what it looks like for an officer to search through the system um looking for criteria of a vehicle so you can include what the vehicle make the body type as I mentioned um again providing um just information about where someone may have been at some point in time um and I I wanted to just really quickly emphasize we built this technology with privacy in mind uh if the data is not being used right like if your car drives by one of these cameras and you're not going to be investigated for anything that data will be deleted in 30 days and that's a hard delete uh the only data that's kept beyond that is data that would be part of an investigation so uh I also just want to emphasize we don't own the data you guys are the masters of your own data we help store it um in a government Cloud um but we can't sell this information we we don't really collect personal data um there's no personal data Associated this is literally data about Vehicles when it comes to license plate readers um and we believe in security so all the data is encrypted end to end um and there you know you can't go into the system like we built it with accountability in mind and transparency so you can't just go into the system and wonder what your neighbor's doing you need a search reason and any search in the flock system is part of an indefinitely available audit Trail so these things this the system is audited um and yeah we we want to make sure that there's transparency the process so we also provide free of charge uh a transparency portal this will you know showcase to the public you can include it in your city website but this is a tool in the

toolbox uh it it explains you know what it's being used for what it's not being used for um you can even publicize your license plate reading policy and even show the return on investment some agencies show like hey here's how many stolen vehicles we've recovered here's how much stolen property we've recover they can put a dollar amount so that's a real benefit um in terms of this you know transparently and ethically using this technology I wanted to quickly share about uh our gunshot detection system um imagine if you're responding to a terrible situation you get a 911 call um and there's been reports about uh gunshots uh this will allow you to have a virtual crime scene um you are getting notified about where shots have been fired in under 60 seconds um so even before someone calls 911 and a dispatch is sent out you will already be aware of where that may have happened uh so you can not only preserve evidence you can protect victims better and you can apprehend suspects because this will be um uh this will be paired to the licensed plate reading cameras in your neighborhood so if there is a vehicle that there are witnesses there's a car getting away the the license plate reading cameras are informing are being are helping you inform about what is the situational awareness where maybe someone's fleeing a scene uh so again just to recap you're protecting evidence you're protecting victims and you you have way better situational awareness now that you have G shot paired with licensed reading technology um and I just wanted to just reemphasize again um this is uh within these devices operate within a 90t radius um um and yeah there's more gunshots reported than 911 calls made so I I I really uh think this is a is a powerful tool and this is just to visualize it um you know before someone is even dispatched you already have um eyes on the scene understanding where uh shots were

fired um and I did want to again just reemphasize um we we train these devices so they're not really listen they're not listening to conversations they've been trained to soltion to explosions that are comparable to to to gunshots so these look like 5-second audio clips that are reported and saved when a gunshot um is fire is fired or firework or sow is detected our technology is evolving so that that's what those specific cases are being used for uh but again you're triangulating within a 90 ft um which enhances evidence collection um and I did just want to again emphasize all that is automatically deleted uh on a 30-day basis so again if it's some uh something benign no one got hurt it's um you know you will be able that will be deleted unless it's part of an ongoing criminal investigation so again you you guys own all the datas um and the real power behind you know having a licensed Plate Reader having gunshop detection and then having live video is that you're actually able to have eyes on a situation um this is what our live video camera looks like uh when you're operating it um you are able to where some of these cameras are Place let's say it's a hight traffic area and there's like some kind of game happening you really develop a situation awareness where you can proactively monitor these cameras uh or reactively if there's reports that there's an incident uh you're able to uh better understand the situation uh and really pair these different devices to gather good information good evidence and save lives so here's a few amazing features I'm not going to run through all of them but uh these cameras you are able to pan til in Zoom um and you have a 25 times optical zoom feat which from what I've been told is really impressive um um and but we we really do help you in terms of setting these up finding good places that they will be helpful places where you really want to have eyes on the ground uh and we help you with the permitting

installation and the data storage um so just to kind of recap uh we're a very upfront company the price that you get is very upfront uh we want to be your safety as a service partner so we don't just give you the technology and walk away we actually help you maintain it we help update it um and again as I mentioned beh help in the installation process permitting and the data storage uh so we are already continently helping prevent and in Louisiana where already 45 law enforcement agencies here are some of them um I did want to just share a couple quick stories uh where we had a they had a hidden run situation had a central um Central U officers responded to reports of two vehicle crash uh the victim was reported that he was reared by Chevy and paa that fled the scene um so they quickly queried their LPR and they found a magic vehicle thanks to our uh license litting technology in kener uh one in April 18th uh where officers responded to reports of two suspects attempting to break into Vehicles they received reports of at least 12 vehicle burglaries in the neighborhood again these are people just reporting with very limited information like it was a blue car running away um but they were able to successfully pray the system and identify the suspects before anything else or Worse happened um in similar situations April 24 the officers received an alert that a vehicle had been detected nearby um they initiated a traffic stop and erects the two suspects who were charged with illegal possession of firearms simple burgy and a position to uh with intent to distribute among others um I don't want to take up too much time but I did want to just um quickly share sorry this uh story here um where uh officers responded to reports of a driveby shooting um in Kenner um and they found a deceased victim on the scene uh so again resp responding to a real life and death scenario they queried their flock safety um cameras and within 3 hours of the

shooting they identifi the vehicle its owner um using the camera so 10:00 a.m. uh the first suspect the 23-year-old Kenard local was arrested for first-degree murder um and at 1: p.m. the suspect uh the second suspect the 25-year-old was arrested on the same same charges um so just to give you an idea you know this is all happening in real time people are operating with limited information um but you know within within the next day uh those suspects were apprehended um and just to kind of quote uh the ker police chief uh let this serve as a message to anyone who considers terrorizing the city or its people that ker PD will be relentless until a bring a criminal to justice so this this means a lot to the families of the victim uh being able to know that you know there isn't uh someone running around the city um and I just want to really close out uh with our first anber alert um solved I apologize I'm going for too long um uh back in Georgia where we were founded in 2020 a mom was walking down the street with uh her baby uh when two strangers uh literally um pul uh pulled up to her um and at gunpoint stole her baby she fought she fought as best as she could uh but she remembered it was a red Honda with a damaged back wheel uh that information alone was enough to successfully um Locate the suspects uh we have a very strong Network um in Georgia uh where we were founded um so by 12:00 this an amber alert is issued a baby is stole it by 2:00 uh they were able to locate the vehicle and they knew that the suspects were fleeing the state so they were able to map out uh a safe stop to make an arrest um and by 6:00 the baby's reunited with the mom uh stranger on Stranger abductions are very rare to solve uh and here in this scenario we were able to solve it within the same day um I share this story not only to talk about how great our technology is but this baby is a toddler

um and this family lives to tell the story um it's she shows the power of our network but also you know we've been able to help recover over 400 people Nationwide uh that's probably an underestimate um so this is the real value where you could bring to your community not only knowing that you'll be better protected but um you'll be protected efficiently um so happy to answer any questions I do apologize if I went for to that question so um while I'm kind of closing down I did really want to add um one story one investigation promise you won't be wrong at all but um Jonathan gave a good example of how within three hours the suspect was identified arrest Char first and k well myself and T's name dealing with a very very similar case now luckily the person the victim did not die which is always awesome but nonetheless the crime was still committed and he suffered a major almost life threed injury well that was January 1st in the location of Avenue G in South T Street and it is February and it's still under investigation so to take we going on two months now a month and a half now and to be able to Crunch it down within 3 hours of a crime a major major violent crime being solved it does so much Justice to our city in our community um this is not a product that we can pack up and take to our house and benefit from this is for the city of P this is for our community and that's who it brings justice so I'm going go ahead and shut this down I appreciate you guys for listening

lot people tend to think of us as a storehouse of books and that's not what we are anymore we we got plugins on the laptop our R comes and works in detail for us and next um all right so we're ready to go so tonight I want to talk to you about all the resources at the library that are above and beyond books we do have lots of books but much more than that so some of our resources are books magazines and and DVDs we have over 70,000 titles of books so that's not copies that's 70,000 titles so if we have two copies of Jane a that it only counts once so we have 70,000 titles we collect I can't see it 112 magazines if you have a magazine subscription you're wasting your money you can come to the library and check it out for free um we get Newsweek people gardening magazines keto magazines whatever you need uh even a homeschooling magazine and then DVDs not everyone has access to streaming um capabilities not everyone has internet access a lot of people still come in and check out DVDs we have Classic Movies TV series lots of children's DVDs we got the entire Disney collection um and they're really great for road trips if you put a DVD player on the back of your car you can drive all the way to Disney and they'll be fet um additional resources we have all

the local newspapers we have the advocate Point P um we did have the Westside Journal until they stop publication but we'll have that again as soon as they're back in business but we also get USA Today and the New York Times you can access the New York Times through our databases without paying for it so you can read the New York Times online for free or you can come in and get the paper it doesn't has to come through the mail so it's not that day's addition but um and then public computers we have 20 public computers they're equipped with Microsoft Office they're connected to the internet they have print capabilities we have uh one particular employee named Louise who can help you with any computer problem you have um and then we have these databases so databases tend to fall towards the academic they have um information for research papers and things like that but then there's also medical databases we have a car repair database if you're old school you remember the Chilton manuals but that's all online now so you can come to the library or access it from home and print out those directions of how to change your starter and not get them greasy not get the book greasy when you're working on it um go ahead all right so this is our Digital Collection in addition to physical books DVDs magazines newspapers we have access to online books audio books for your commute um so the first one is called Cloud Library that is um a Consortium and agreement between most of the public libraries in the state of Louisiana we have all gone

in together and there are over 300,000 titles in that collection um that is just books and audio books um try Parish e library and Libby are kind of the same thing on tri parish e library is on your computer but Libby is an app that you can download to your phone Libby is a really smart app if you have more than one library card for example I have one here I have one in EBR I have one I have one in St tamony you can put all your library card numbers into it and it connects to all of them at the same time so when you're looking for an available copy of hug fin it tells you which library has it and you can click on it and check it out right then um those collections however only have what we purchased to put in them the one that's called hoopla it's sort of set up uh pay as you go so it doesn't cost us anything to offer you hoopla but when you click on something and check it out we pay for that checkout and only that checkout but the other thing about hoopla is you don't have to worry about whether something is available because everything is always available we can all check out the same thing and all watch it together or read it together it's really great for required rating for school required rating when nobody can get their hands on that book that the English teacher said you got to have by Monday we can all check it out on hoopla hoopla also contains more than just ebooks and E audio books it has access to music the Taylor Swift album is on there if that's your thing

not my thing but um they have uh comic books it has um uh TV shows old TV shows especially I Love Lucy uh the Andy Griff show um and it rotates because we don't buy things and put them in that collection kind of like Netflix does every month they take some things out put some new things in so it's constantly rotating um teen Cloud Library that is for middle school high school students and it has a lot of that required reading in it but it also has some study guids especially like the Baya wolf um Shakespeare things like that that helps explain them that is really essential if you have a middle school high school student that has those required reading assignments and then tumble books is maybe my favorite it is for the little kids it has all the picture books and nursery rhymes and all that and it's interactive they turn the page on the book there are little dots that go along with the text and read it out loud to them if that's what they prefer there are games that are associated with it it's a really good way to um integr R some literacy into what your child is already doing on the tablet and then our services uh so many people don't realize that you don't need to go across the river for so many of the things that we offer uh we serve as a document Center you can come in you can scan you can print you can copy you can fact um there are minimal charges for copies and faes but compared to going across the river it's really convenient um my staff does an amazing job of Outreach we go out to the schools we go

out to Council on Aging we have bookmobile that has regular stops but when Co started we kind of backed off on the bookmobile a little bit and started doing some more personal service we still have those neighborhood stops for the bookmobile but we serve our Shu inss and elderly on a personal level Miss um Cherry takes them their books directly to their house can leave it on their doorstep or see them and some of them that's the only interaction they're going to get this week um she takes on crafts um it she does an amazing job she's really dedicated and one of the best assets plus b Mar has um we have a meeting room um it's bigger than this one uh ours at the South Branch seats 150 people the one here in Port Island if you haven't been to it lately has been remodeled has all new paint all new flooring we've got the projector and the screens it's completely free to use there is no charge and reference all right that one employee his name is Louise and if you don't know Louise you need to know Louis Louis is your man he was named what Louisiana Library association's Public librarian of the year for 2024 um he can help you with your phone with all those apps that I just talked about he can help you set up a resume apply for a job find the research book that you're looking for for your homework whatever it is L this afternoon Casa is doing some training in our meeting room and Louis is in there setting up her Powerpoint when I left this afternoon so so our statistics this is just for 2024 it includes Port Allen for the

whole year and the South Branch opened on May the 16th so half the year we checked out over 65,000 items we had 8,000 272 computer sessions which tells me not everyone has a computer at home not everyone has the internet at home we provide that vital connection um Louis all by himself answered 15,000 reference questions last year that doesn't include where's the bathroom or what time do you close those are real reference questions that people needed help with and couldn't find the answer on their own everybody says just Google it it's not always the answer you you really need some direction sometimes and in 365 days we had 572 programs that's amazing we're not even open on Sundays we had over 30,000 people attend those programs and there are only 28,000 people in West BGE Parish so does that mean everyone of y'all came to a program last year I hope you did I hope you did okay all right we in 2020 three join forces with Dolly Parton's Imagination Library really quick explanation of it the foundation mailed children under the age of five a book every month for them to keep it comes in the child's name addressed to them and there's no cost to the parent there's no cost to the state um there are no restrictions other than be under the age of five and live in back Ridge

I apologize I'm one short David strange R out development uh the houses themselves the construction of them is financed with Community Development block grant funds those funds are given to the federal government by the federal government to the state to allocate so yes the federal government is ultimately paying for the construction of its homes the the units themselves are not subsidized it's not a Section 8 development or anything like that so we we've talked a couple times he about the development and pictures and stuff but this time I just wanted to go over a just a little bit of the math with you real quickly and we talked about some of the things U and so I just brought some pages from the market study that that was done which was about $8,000 for this Market study and it it shows a couple of uh what the proposed rents were at the time when this was going to be Apartments back almost a year ago and now we've switched it to single family homes uh and the state has approved that the third page has those rents on it and I have uh miss vacity here from the management company to explain real quickly how those rents get calculated and how people qualify and and why they tend to to vary uh and then there's just some very interesting statistics that this Market study uh pointed out and that is that there's a declining

population base here that the population base is older here than any surrounding community that the renter percentage the people of rent in this versus own their homes is almost 50% that the median income of this Market that 50% of the residents make less than $50,000 50% that that's a staggering number in in comp comparison to to the National averages um and so um the the capture rate of this that we talked about earlier is that if we build this only 1% of the demand of this community would be satisfied and building these this huge need for these houses uh on that page also is what the market rents are and we talked about that that the market rent and the greater baton reach metro area for a one-bedroom apartment is $1,100 that's what the market study says for a two-bedroom it's 1370 and a three-bedroom at 17713 on that page three you will see that our rents are nowhere near those numbers and they're calculated based upon an individual's income we talked about how it can't be more than a third of your disposable income so therefore if you made $330,000 your rent can't be more than 10,000 if you make $100,000 your rent can't be more than 30,000 uh that's how these rents get calculated so for instance Miss King if you walked in and wanted to rent one of these houses you have to produce your verified tax returns and income and then it would calculate what your rent is so your rent will be different than your neighbors because you make different amount of money than your neighbor uh you go just a little bit further in uh these documents it's going to show the the application log I mean there were a hundred applications for
