The only thing I wanted to mention, I left with each of you a replacement page 57 and 58 of the draft audit that you were provided. um based on uh working since you were provided the draft audit. There was one slight change and the change between those two relates to the sales tax um approval process that happens on the first draft you received. It was all allocated to MEDC and the DRA the U replacement pages you had also splits that out now between MEC and CCP.

Good evening. It's an honor to be here tonight and first of all jumping into audit just want to recognize management for all the cooperation they provided to us performing the audit. As you know, there a lot of laws and regulations that they must comply with during the process and process of the business year. And we just want to recognize all their hard work that they put in. Uh again, it's my honor to be here tonight. We have expressed an unmodified opinion at the highest level with assurance we provide as your auditors that all the disclosures were required by general staffed accounting principles. Have they included the financial statements are materially correct? There is a tremendous amount of financial data within the report. I'm going to direct your attention over to page 16 for a moment. In my opinion, this is the one of the most significant pages within the whole document. Kind of presents a snapshot of the financial condition of the city as of September 30th, 2025. The general fund is presented on the far leftand column of page 16. Total revenues for the year came in at 8,460,000 in the general fund. Total revenues were $7,372,000 in the general fund. After taking into account other financing sources and usage of $87,000, you had a positive increase to fund balance of $1,175,000. You began the year with a fund balance of $4,416 sorry 4,613,000 and you ended the year with a fund balance of 5,788,000 for the year. As you know, in a governmental entity, fund balance is your primary indicator of fiscal health. And you will often look at your total fund balance in relationship to your total expenditures to find out how many

days of operations you have if no additional revenues came in to the city. So 30 days would consider be uh low, 60 days would be good, 90 days would be very good. You're approximately 285 days unbalanced. So you're in an excellent position from a fund balance perspective. Also, as we noted, it increased 1,175,000 this year. So anytime you see a trending upwards, uh that is a good sign. And as as you also know, it's a very growing city. You've got a lot of things coming at you uh in the near future. And so having a good fund mount position is a good place to be at. Overall for your governmental funds, you have a total fund balance of $9,198,000, which again is a good position to be in. And then looking back over at your water and sewer operations back on page 19, total operating revenues for your water and sewer fund came in at $3,698,000. Operating expenses were $3,8,000. And after taking into account interest income for the year, you had a positive increase of $786,000 in your water and sewer fund. So again, that's a good position to be in for the year. That concludes my remarks on your financial statements. Be more than happy to entertain any questions you may have. Not sure I have any questions, but I can I I'm very happy that our city seems to be a very financially sound city considering that we're moving into a project that's going to be a little costly that seems to cause a little angst for our residents, but seems like that we're moving in the right direction.

Mayor and council. What we have in front of you tonight, this is Seen before. This is accepting a public infrastructure into the one-day warranty period. Uh this specifically is for Cameron Drive. If you look at maybe 137 of your packets, you'll see an exhibit showing the location of this road. Uh there's no lots or anything included with it. It's just the roadway in front of the rec center and access to more of the development. Uh we had a final inspection back at the end of January. They have since addressed all the punch items uh that are expected before the one-year warranty ends. uh things that we've consistently talked about that carry over through the one-year warranty, street lights, uh vegetation, and sidewalks. And so those are are will remain those will be inspected at the one-year warranty to make sure those have been completed. Other than that, the work is complete and we recommend entering into the one-year warranty, which would end on February the 26th of 2027.

Very similar to the last item. Uh this is for the first section of Legacy Grove. Developer is here tonight. I have questions for him as well. Uh we had a one or excuse me, we had the final inspection on March the 9th. We identified the punchless items. uh they have since addressed the majority of those. There are a couple outstanding but they're insignificant when it comes to the overall development. The main thing left uh that is not in the one-year period is if you remember they are installing decorative pavers in the street runway. Uh they entered into an agreement that that is their responsibility to own and maintain those pavers going forward. Right now that space is filled with stabilized sand. are still drivable. Uh based on their schedule, they should have those installed later this week. Uh but that is not complete. Uh the rest of the items on here that weren't done, uh they're waiting on some sanitary lids, actually, excuse me, those are complete. The stop sign caps that weren't completed as the time of this report, those have been completed. Um and then the rest are just carryovers into the the warranty period. So,

So again, the sidewalks, I totally understand why we don't put sidewalks in at the beginning, but for some reason, they always get left off with a one-year warranty period, and then we have cracks and all kinds of stuff. So does our one-year warranty period start over? Accept those? It does not. So they are is part of it. So we'll walk them at the one year. If there's cracks and any deficiencies at that time, they'll have to address it. But if there's no cracks at that time, it's there's not a separate one-year warrant per section. Got. Then my other question was the station was stationed on that ended up

correct. So station for this development they are funding lift station 5 uh which that deposit came through earlier this week. Uh so that contract contract was executed that construction project is starting. So they have in place an agreement for uh temporary pumping of their sewage. uh they have an agreement with haste to operate it so that way if there's any issues it's with the city's operator so they're fully aware and so they've met all those provisions of their agreement uh as regards to temporary pumping. So when does the lift station plan completed? Uh lift station 5 project I think it's a 280day contract if I remember right and they're getting started. Okay.

So I mean it's it's going to be a ways out but so there'll be some I mean this will happen building. So, we'll have a couple months. I haven't seen it if we are, but I believe they're working on it. Yes.

Back on February the 12th, uh this project was bid. Reminder, this is the upsizing of the water line on Simon and looping it around the Wson to serve the Superior Properties development. This is funded by them. It's their project. They requested to hold having this on your previous agendas as they're working out some funding on their side. They have since done that. And so this is what's going to be tonight's recommended word of the project. Uh on the 12th, we received bids at 2:00. We had 15 biders. Uh prices range from 103 to 24.49. Our estimate on the project was around 130 145. So right in the center where we expected. LG&G was the low uh bidder. We personally have not worked with LG before report. Uh we checked references. They have not worked with the county. County had good things to say about them. We also discussed with developer as they are funding the project and ultimately responsible for the cost. Uh they are also okay with moving forward with LG. Uh but when you go down the list of biders, it's not until number three. Uh we have worked with before in the city and then some other ones beyond there. the $20,000 price difference cannot see.

So, yeah, cuz I'm always amazed at the discrepancy between the high and the low bid. Just floors. But you haven't worked with them before. You say the county has correct. Correct. Where in the county? I don't have the specific project, but we can follow projects.

As far as the discrepancy in bids, we expect to see a variance. What we what we hope to see is a good amount of biders. You know, having 15 bids is is a good result. We've had time when we have one better on projects, two that are on projects. It really doesn't give you a good gauge. And a lot of times you see contractors that are it just depends on their schedule. This is not a huge project. Uh so something that hey, they can get in get quickly and knock out between projects versus, you know, some of your your larger contractors that are not larger contractors, higher price contractors. You know, they they're specifically this Providence is a new company that has spun off. So, they're still trying to get, but again, it's just availability and when they can fit it in.

Grant as I mentioned at the last council meeting after the final permit came in for the wastewater plant, there were some additional limits on there that require some additional treatment. So the main two things were a more stringent solids suspended solids requirement builds on the permit uh higher than normal uh not necessarily normal but higher than expected as well as a phosphorus limit uh which new would come down the line future. Uh so in order to the phosphate limit goes into effect at the next expansion project. So that's not as much of a of a factor at this point, but what is a factor is the solids. And so we've reviewed and gone through a couple design options with T public works pays uh to go through different options. And what T has come up with is for the addition of tertiary filters. And so what they'll do is that after it goes through the treatment process, it'll go through filters and filter out the solids uh so it meets that permit requirement before it gets released into the stream. Uh and so what's in front of you tonight is in a change order from half uh to complete that design of the filters. Couple things we've gone through to give you more background is uh we've gone through a couple different building and sighting options with them to make sure this is the most cost effective as possible. Uh and also what your operator is more used to working on. There are other tertiary filter systems that they're working on or they operate in the area. So they were heavily involved to make sure that the scope was something that they're comfortable with. Um and so the additional cost of that plus um one of the design changes that we had them make was we want the ability to be able to take the lift station and bypass it around the city. So currently lift station 2 that sits at the town plant which is right there by the propane tanks and Mr. easily business that pumps

alonear Parkway and around uh we want to continue the ability to do that in case we need to take this plant down to be able to pump flow as well as uh the comfort of this it was designed as a duplex lift station so two pumps uh our preference is three pumps and so it makes the wet well a little bit bigger a little more piping electrical and so that changes in here as well total construction cost increase that we expect from this is around 1.4 4 million. Uh their fee for doing the design is 105700 is what's in front of you. It's about a 7 and a half% design fee which is is normal uh for this type of work. Uh so again we we reviewed the scope we reviewed with half public works staff and haze and we all find it to be reasonable and also necessary to go forward. As far as the project as a whole and budget as a whole, so the what was sold bonds on, we're still well within our contingencies that we sold. So there are funds available for this without exceed our estimates that are bond that were sold for the project.

And maybe I missed this. Why? How did we miss it by 300,000 gallons? So it wasn't. So the the size of the plant is the same. It's just the the total suspended odds limit came in more stringent than what was in the original permit. And so when we did that that ex the extra limit in order to meet that requirement filters are necessary in order to meet the permit. Is it the same company that designed the original?
