Good evening. This is a call to order of the April 20th, 2026 Canal Winchester City Council work session. Uh, roll call, please. Miss Amit, present. Mr. Bennett, present. Miss Stewer, present. Um, and we'll go uh right to reports of city staff, Mr. Sims.

guess the volume. My goodness gracious. uh East Waterlue Street. They'll be the contractor will be returning to work on Wednesday. Um we'll be uh replacing the temporary pavement in East Waterlue Street uh Wednesday through Friday uh to get that pavement repaired and then that'll leave us uh basically lawn type restoration work to get that wrapped up. Um, Winchester Boulevard. The electrician is still on the project uh removing the old street lighting system uh currently and demoing out things like foundations and so forth. Um the signage contractor will be in on uh tomorrow actually I believe uh to start installing the permanent signage. McGill Park. Uh the contractors moved on site um for phase 2B. Uh actually these shelter building materials were were delivered today from ROMtech. So they were inventorying those. Um I think we're expecting another load tomorrow and then that should be it for the the building materials. Um and they'll be out there the rest of the week with things like uh installing a soap fence. um um chipping up all the trees and so forth that have been cut down previously. Uh getting the site set up, moving it, put more equipment in, and then uh the street program uh will be starting on May 4th. They'll be physically beginning on uh concrete replacement. Uh they'll concentrate first on the roads that are going to be resurfaced. So, probably see them on Deets Drive and uh Try Street uh

doing some repairs in those areas and then move into um the uh kind of the curb replacement program on uh Samaritan Court and the sidewalk program. Uh which street is that? No. Okay. Well, it'll be moving into the sidewalk program. I won't even let you know the streets. It's uh uh actually it's kind of the Fox Hill Hemingford area and the associated courts. So, um so that'll be getting underway here in two weeks. Any questions?

I have a question. How long will the like sidewalks and the streets be closed in those areas for the work? Um so the things like the sidewalk work uh typically uh when they when they have to remove panels to be replaced um they come out one day they're poured back the next day and then the the any the uh protection that was put up is taken down the following day. So, uh, typically it's about 3 days, uh, for a resident, you know, that loses their sidewalk panels as they're being repaired. Um, curb works very similar. Uh, generally take them out one day, pour them back the next. Um, there are some curb repairs in driveways approaches, but, uh, they have plates available to put over those excavations, so residents won't lose their driveway for curb repair. Um, from the road perspective, most of the resurfacing is done under traffic, we don't physically completely close the road. We'll take it down to one lane with flaggers during the workday. Uh, the exception here will be Deetsz Drive because the extent of the work, we're going to do the road in halves.

Okay? So, we'll do the north half of the road and south half of the road. Um, so we've got a week slated for each half. So, uh, folks will lose access to their driveway. uh for a period of you know three to four days probably. Okay. Thank you so much. You're welcome. Mr. Sims, this um this afternoon and maybe I just haven't been paying attention, but I drove around the roundabout um there at Winchester Boulevard and that brick work is stunning. It's it's beautiful. So, I don't know if that was your pattern or someone else's pattern, but it's actually very beautiful.

I have several patterns. That's that's my favorite. No, the one I suggest. So the uh it it does look very good. The contractor has done did that did that work has actually done probably 95% of the brick paver work uh in Canal Winchester over the years um all the way back to when the pavers were put in uh the center of town in uh 90 93 something like that. um and as well as in most other communities quite frankly they do a lot of that work. Well, he or she continues to do beautiful work. So, thank you.

The um fire department uh had a few revisions of their uh development plans. had to go back to planning and zoning for an amendment. Both the amendment for um an access drive uh to be shown on their plan uh was approved by plan and zoning as well as a variance uh for a 45 width 45 ft width for their uh main access drive. Uh again, that was approved by planning and zoning on the 13th this month. Um, this has to go through council because it's a planned district. Uh, and all final development plan applications require both plan and zoning and uh, council action. Uh, and one thing to note, they will be coming back in the future for a sign uh, approval. Thank you. Um, yeah, just with the sustainability commission, it kind of came up in discussions uh that there there is a a provision in the in the code uh limiting the uh garage sales too. While it doesn't come up very often, uh it has come up before if a complaint is made um to make sure that there's uh proper participation or that that a this provision doesn't keep people from particip participating. Uh there was a charity involved that proceeds were going to. So um I think it ended up getting worked out. Um Mr. Bennett is shaking his head. It it didn't escalate to any enforcement, if you will. Yeah, it was it I think it was it was escalated because of a parking traffic issue. Okay. I think that's where the initial

Um, you know, I know I know people probably aren't very aware that they're limited on how many garage sales they can have and but anything we can do to just make sure that we're not causing undue harm, I think is a good idea. Um, we had a great council connect on Saturday and one of the objects that came up for discussion was the crosswalk and signaling at Washington and Ashbrook Road by the bridge, especially from if you're coming from Lyopoulos towards town that it was really hard and there request was made to um either update the signal or look at traffic control measures out there um because of the rate of speed that people are coming into town at and it because the one now it's constant whereas with some of the newer ones we have are push button indicated and do that but with that being a 35 mph road I didn't know if we could even go further and have a push button with like a flashing red light that would actually turn into a a stop signal. But I'm just bringing it to you what we heard and guys who were there at Council Connect. I mean, am I getting this correct in a nutshell?

Yeah, we had a resident that um saw a child that was crossing there and the car coming from the Lethopoulos side did not stop at all. Um and so it's just

additional awareness at a high traffic area and high crossing area too. I drove that road yesterday and um I did see uh which I don't know why it's lost on me that it it was there but there is a approaching uh pedestrian exiting sign. So there is a there is warning in place and I feel like that is appropriate in that in that area. But I agree with the the um flashing sign that's a little more prevalent so that way it sticks out and it's not just something that bleeds into the background um would be relevant and good and helpful there.

Are we able to because I think the speed so I take that way a lot because I live kind of out near Lethopoulos. Um I think the speed limit it's ambiguous for a while then 35 and then it slows down to the school speed limit. Are we able to extend that reduced rate that's kind of near the school a little out further before the crosswalk? Because I don't think the school zone starts until after the crosswalk come. The school don't the $25 million doesn't start till basically you're coming over the bridge into town there. Um I know we've talked about potentially lowering it before and I think

Um and and we kind of talked about it at the uh at the retreat as well that that it is it's not a typical thing um that that we have. That was actually our first one. Um it doesn't the the the technology now has it to where it it's just on demand. This one is always flashing. Um that's where someone said it kind of gets lost. Yeah. um because it is always flashing. You don't don't seem like it's uh you get used to it if you're driving through there all the time. Um the ones that actually do stop, those are actual um those are um more of a traffic signal. It's a masstorm uh that goes uh across the road. They will be included in the um the path that is being designed uh from Can Winchester to uh Growport um with Franklin County through the Dakota links.

Um those are actually going to be at um just right outside of town um by where where waste management comes out. Uh and then a one over at Lifeoplos Road where it crosses. And keep in mind those are that's a 50 45 to 55 mph road depends on where you're at. So uh that's why they're adding them through there. But they are actually a it's a very odd signal. I've not seen one in in person before. But it's three lights and it's two beside each other and then one over top. Um and there's two yellows and a red. I I don't if you're familiar with those. Yeah, there's there's some growth city. Okay. Yeah. I'm sorry. They're they're they're very typically near school zones.

You will see them frequently where there's high traffic around a school or a busier road. Um but they can be used in other uses and they're appropriate. They're um generally they will be a little bit higher speed roads typically um because it is literally a stop light that you're putting in. So um so there's an appropriate location for them. There's guidance for it and so forth. Um it probably certainly uh along gender road or or Groport road that would probably be appropriate you know in the unincorporated area. So Mr. Peoples what did you call those? Um they're hawk signals hawk signals.

They're for pedestrian. Um I think it might be in my report. That's okay. Can I ask a follow-up question then? What would be like what would be appro an appropriate signal for that type of roadway that location that to improve the situation out there?

I I think what we have in the other locations would be an improvement and only because it's not flashing all the time. um this has come up in the past um that we were voluntarily going to do it, looked at it, it it really didn't um return on investment, if you will. It's been there. Everybody's used to it. Um it they're not really that expensive unless you get the one that Bill got out on Waterl Street. That's a little bit more of a decorative one that we got for our main drag. the one over on on Thrust Drive and Groport Road um is is our first one. Uh it was kind of our guinea pig for that. So that that one was about 2500 I believe.

So So I mean it's not not terrible price. Um you know I don't know the electric cost out there but I mean that's you would say the electric because these are those are all solar

um on that. So um we've really not had a whole lot of problem with them either. um they just they flash. We change the bulbs every once in a while, but they're probably also not the most efficient things. Um and then if the new ones will add in both directions on each side as well, which is probably the biggest benefit from that. So you're not just seeing the one flash, you're actually seeing them going back and forth on each side of the road and in both directions. So, it sounds like something we could potentially add relatively easy. You should be able to. Yeah. So, that's uh Yes.

Should be able to. Yeah. That's that's as much of a commitment as you're going to get out of that on the record. I think that's that's pretty good. I mean, like Yeah, it makes sense. Like, it's just the newer technology. It only helped the path that we have there. It makes sense to what what we've done in in our other locations. And if you switch to solar, it might even pay for itself in like a year or 10. No, probably not a year, but yeah. Pay for it. Yeah. Yeah. It'll make Will happy. Though that's what I'm here for. One more update from uh council connected. Well,

yeah. We had a resident um that commended everybody's efforts on communication. So, I do want to uh start with that. They're signed up for the alerts, the text alerts and love it. Um, one additional idea they had too is as we do music in the park in Stradley and we're giving out popcorn, they were like, "Hey, if you created a QR code that would take people to sign up for those alerts and maybe we could get more and more and more people to sign up for them so more to help improve that communication." That was an idea that they had thought of, which we thought was pretty good, too.

I'll pass that on to Hannah. She's creating a she's making this like a sandwich board kind of thing so that people know that popcorn's free. Sure. She's listening now and and is taking some notes. Yep. And if we It We also thought it would be cool if we could get some if we can get some help from like Destination and the Chamber and maybe give them one too so they can put it up at their events. But like we were thinking with Destination with Farmers Market and the Art Strolls and a lot of the events they do be a great way to try and capture some more people because it was the I we were the person was very very complimentary. Oh, the alerts are great. Do we have anything else for new business?

Any staff wants to talk about while we got a little time? They talked a lot to us on Friday. I I guess I'll bring it up in advance of Amanda's staff report. Miss Jackson, we can talk about it. Um we can talk about the operating change for the pool. Um and the staff's um so we had our joint wreck meeting the it's the second Tuesday. So it was last week. Yeah, last Tuesday.

So we had a a JD meeting last week. Um we were potentially in jeopardy of not having a swim team uh this year. Um the coach availability for this type of program um often swim team is a little bit different than all the other programs that the joint rec runs. um swim team, you usually have someone with a lot more experience for swim. It's a little bit more technical. Um so historically, these are probably just about the only program we actually pay coaches for.

Um which is also why that program costs more than a lot of the others um is they're having to offset that cost. But um so Greg um contacted the city um and said, you know, here are my challenges. Uh the city was quick to respond because I think they also had some potential alterations they had in mind with some operational improvements for the pool. I'm going to just say that um and I'll let you take it from here, but that Greg was very complimentary of the relationship that he and the staff have and how fast that they were able to organize um and get sort of this notification. I think it went out last week that the swim team is back. Um the only thing that was kind of holding up Greg from announcing it earlier was the board approval on the costs and the program and the timing. So, um just uh really want to say thank you um for the sort of nimleness that the staff had with working with Greg on this um

and the flexibility of adjusting schedule really in jeopardy of not having a swim team and that's usually about 100 kids that are impacted um and um it's a historically a really good program. Also, the league we're in, we would have been the league runners and we might have been the first league runner without an actual team. So would have been a little a little me, but um so with that, I'll pass it back to Miss Jackson. Maybe we can talk a little bit more about uh some of the alterations that the staff made or suggested for the pool this year.

Absolutely. So um as Mr. Bennett said, we were approached by the um JRD, both Greg and Erin Warren, who I believe is the swim commissioner if I recall correctly. Okay. um about their um struggle with finding a coach who had morning availability to coach the kids because typically the JRD swim team would practice um Monday through Thursday mornings prior to the pool opening. Um so we worked with them um to make some changes this year. The Canal Winchester swimming pool's regular operating hours are now going to be 12 to 7:00 p.m. rather than 12 to 8:00 p.m. Um, doing this will allow the JRD to the swim team to get into the pool at last whistle at 6:45 to start their practices. Um, and they will have the entire pool for their practice. Um, typically they would practice in the evenings on Tuesdays and Thursdays and we'd have to shut down part of the competition pool, the bigger pool. um to allow them to put the lane lines in and start their practicing and that practice took longer because they had a smaller area. Trying to fit all those kids into only a few lanes was um a challenge for them. So, we um we had previously been talking about changing the operating hours at the pool. That last hour of the day is really not a profitable hour for us. The concession stand is closed. You know, most people have already gone home by then. Um, and it also lines up more with how uh surrounding pools operate. A lot of their hours are 12 to 7 as well. So, this puts us right in line with um Groveport and I believe Lancaster. Um, Pickerington's is a little different. They're open till 8, but they also close down for an hour in the middle of the day. So, number of hours that they're open are still the same as ours. Um, so we were really excited to be able to um try this out this summer. you know, both for the benefit of the pool of benefit

of the city and the benefit of the swim team. Um, and we are also doing one Wednesday swim meet this year. So, that's something we used to do years ago. Um, I think years ago it was pretty disruptive to be quite honest with you. So, we kind of moved away from that, but I think we've streamlined everything. So, we're excited to try that out this year. So, there is one Wednesday on the calendar where we will close the pool at 4 p.m. to the public so that the JRD can host a swim meet um at our pool. So, um with that said, because we are closing at 7:00 p.m., we have worked with Columbus Pool Management to offer an hour in the morning for senior swim. So, uh, we are still working out the exact details on that senior swim, but it will likely be from 10:45 to 11:45, uh, Monday through Thursday, where this will be for 60 and over individuals only. Um, that is our senior um, I guess age cut off, if you will, that we've established for the pool, but they will have the entire pool to themselves um, for that hour and then there'll be a small break for the lifeguards prior to opening to the public. So, um, we're excited to see how this works out for us this summer. So, any questions I could answer about any of that?

Mrs. Jackson, how will we communicate that and how? So, um, I'm actually kind of working on that as we speak, typing up how we're going to be handling all of this. And then, um, we just finalized the calendar with CPM today. So, uh, I'll work with Hannah in the morning to start rolling all this information out so that people know, um, exactly what's happening this summer. CPM, by the way, Columbus Pool Management. I just wanted to help. No acronyms. We didn't we didn't use that one last week, so I thought I'd help. You're so smart, Will. I know. So, you want to test my math skills, dude? No.

Okay. But again, I just wanted to, you know, u really extend a appreciation for the staff with the flexibility, the fast reactions, and and again, I think I'm excited to see some of the new changes. Um, I think residents will be excited for some of those as well. Um, and so I think it's it's nice every once in a while to try something new. I mean, I think we're trying it with the IDs and now we're going to do maybe some different offerings. So, this summer is going to be very different at the pool. very different.

Um, I will warn everyone that probably the next five weeks are going to be absolute chaos while we try and implement all this new stuff. Um, so we just ask for a little bit of patience and a little bit of grace uh as we work through this new process, but we're very hopeful that it will be a positive uh positive outcome. And again, I continue to volunteer to help. Yeah. However you been here. Thank you. Is there anything that we like should be communicating to people as we're talking about the pool just to give them a heads up? get you signed up for your day pass before you go.

Yes. So, the biggest change is going to be on the day pass side of things. So, those that are not purchasing memberships and wish to visit the pool on a daily pass, they have to be pre-registered and verified. That is not being done at the pool. They have to do it here at city hall either during our normal business hours or dur during our special pool openhouse um events. So, it's probably going to be very important to get that message out for those that wish to visit on the weekends. Um, that they need to plan ahead of time that there's no cost to do it. Um, it is going to take a few minutes of your time. It is going to require a picture of each individual um who wishes to visit the pool. Uh, but once that is done, it's one-time thing. Once that is done this summer, then you can visit the pool whenever you would like. Okay. So, that's going to be the the most important thing to get out to the residents. Thank you.

We I will say that we did discuss lap swim as a potential, but we wanted to try and do just a little bit at a time um this summer. So, that could be something we could look at in the future. I was given strict orders by somebody that we needed to make this a quick meeting. So, I won't have much to say, but all jokes aside, uh just a pleasure to be here. Uh I wanted to personally welcome the two new council members. Um it's great to see people in the community stepping up and filling those roles of leadership. Look forward to working with you. So that was a sad day, but we are happy for you and uh good luck on your new endeavor. So this proclamation is from all of us to you, Altha. Whereas after 13 years of dedicated service to the Canal Winchester community, Altha Mullins has resigned as director of Canal Winchester Human Services. And whereas Altha began her career with human services in August of 2012, serving in various roles before becoming director in May of 2019. And whereas under Altha's leadership, human services has expanded its services, programs, workshops, and most notably growing the adopt a family event at Christmas to ensure that no family was denied the ability to provide for their children. And whereas Altha's love of Canal Winchester, and I mean her love of Canal Winchester, and serving her community is evident. It's very evident not only through her work at human services but in her volunteerism as a board member of destination canal Winchester and the agency council member of the mid Ohio food collective and whereas Altha was named the pillar of the community in 2022 by the canal Winchester Chamber of Commerce a testament to her commitment to our community. And whereas Altha's genuine love and compassion for others, especially those in need and the senior citizens in our

Yes. So, last Saturday we had our cleanup Canal Winchester event and it went great. I think we had over 100 participants. Um, and we created 17 bags of trash just in one section alone, which is great. Um, everyone had a good time. I heard it was very well organized from multiple people. So, um, kudos to the commission for putting that together and putting a lot of work in to make it such a great event. Um, the next event, uh, from the sustainability commission will be May 15th and May 16th, and that is the great garage sale revival, which is a community garage sale. Um we have waved the permits or the uh restriction on how many garage sales uh people can have. This one will not count towards the two um that you are you're able to have for the year. Um it is the same weekend as the art stroll, so there's lots to do. Make sure you're getting out on the town.
