I was not aware of it. 30 days. 30 days. I'll make a motion. Well, we'll just we'll do them all. Yes, sir. We'll do them all at one time.
Okay. And Miss B, if you get with community development too with your progress, we soon as we get it done, we'll get them removed from this too. Okay. That's what I want to ask you if I show I'm doing something. Okay. Uh that that man on the far end, Mr. Billy Trotder, the head of community development. All right. No problem. Thank you for coming. Thank you. Yes, ma'am. You got another You can leave. Yes, ma'am. Thank you. You don't want to enjoy.
Um yes, ma'am. Um, I was sitting there. I know I had a tree fall down in the back and my husband has a hood and stuff. So, I had I got borders at 220 because when this thing is broken out and I do not want to leave that unsecured, but they are going to be fixed. As I said, what I would suggest is uh since you you may have already had it cleaned up, I would suggest first if it's okay with you, I would recommend a 30-day extension and then have you get with Mr. Troder and then hopefully next month it's off the list.
Thank you. Okay, we're going to do them all now. Do we have anyone else here? Okay. Nobody wants I make a motion we approve with uh and remove the and to take off the 30-day extension and the other request. Seven motion by Gary, second by Ted. All those in favor? I opposed.
If you'd like me to proceed. We have three additional public hearings. The first of these is Meg McGee. She submitted an application requesting a minium medium, excuse me, minimum lot width variance. Uh, and she's at 405 Avery Street. Um, this R2 zoning normally requires 80. I believe this is a 70. Uh, the planning commission met uh approved this. It's been published. Uh, have there been any objection? Um, any objection been advertised? Yes. Okay. No objections. Make a motion to approve. Second.
Motion by Gary, second by Brian. All those in favor? Uh both our next one is uh Michael and Vicky Whitten. They've submitted an application and uh it's only three feet. It's a sideyard setback variance uh for uh constructing a detached garage in their properties at 314 Ronald Road. Um have there been any objection? No objections. Make a motion we approve. Motion made by Brian, second by Gary. All those in favor? Both.
Okay. While we're on a roll, um Ashley Lorenzo has submitted an applic uh and this is an application over here at 109 South Pierman. And what she's doing is she's putting in a flower shop. And um I actually one of the people that could have objected. I joined the property and um I certainly don't. I was with the planning commission when they approved it. And uh Billy, there been no objections. How would you recommend the board do this? Uh I recommend the recommendation.
So move second motion by Gary, second by Brian. All those in favor Josh back in here. We fitting here a little better.
Give you all couple quick updates. Actually working on the police station. Highway 8 sidewalk project going to take off a couple weeks north. Uh the north industrial drainage project is going to take off next week. And then debris hall we are actively they're actively hauling is in boards one and five. They're cutting in war two and they're anticipating to be fully through the first hauling by three foot 10 days.
Wow. Today they haul in the last they've been working week. They hauled 6,800 yards. What they're looking at working every other three double boom trucks and then two boom. They're making good progress. We'll see what it looks like in 2022. And then a couple things for approval. the final change order on Mr. Road. It's a final summary change order is negative for approval. And then happy to report we were awarded our landl. We did just receive that award. So, we're asking for approval to all
motion by second. Thank you, Ryan. All those in favor? I opposed. Do I need I need a motion for the Bishop Rose um change order. I never made a motion for a negative change order, but I'll make a motion for motion by gangster. Second by all those in favor. Does that mean he gives us money back? We hadn't paid. It's just getting his contract. So with this grant program, they want the final payment, the contract, and everything to be exact. Okay. We had overchanged ordered in some work and then ended up coming.
That's great. Good job. Good. That's all I got. Thanks, Josh. Back to you. Yes, sir. Um, the consent agenda is for you. Ready for approval. Unless questions. Make a motion to approve. Motion by GL, please. Second. Second by. All those in favor? I post. Beyond that, I have a report one or two at least two. Do you have a litigation update? We have litigation and public safety
and public safety. You were the public safety much better than I really
I'd call you Mr. Nile. Not that I can say. They recording everywhere. All right. Uh Anna, how are y'all? Um the board meeting looks so good. Thank you. You're welcome. Uh but y'all have my uh report unless you need something from me. Anyone have any questions for Adam? No, you're doing a great job, Anna. Thank you. All right. Thank you. Thank you. Y'all have any questions for me?
Any questions for the chief? Keep it up on the road. I don't have anything else. I'd like to say thank you to everybody for that very quickly.
Good. Thank you. That's great. Thanks, Greg. Uh Jamie, y'all got my report unless you have any questions for me. Only question I got is we still ain't got any money from the county. No, but um I'll follow up with you on that. Okay. Thanks, J. Way. Good evening, guys. I'm going to pull back on my request for emergency options.
You want to remove right there. Okay. Right. Yes, sir. Yes. Okay. All right. Uh Lucas Lucas. Lucas is with us.
Um I don't have anything. Y'all have my report. I think you talked about
the limbs. She sent out a somebody sent out a tech email the next day. They had to schedule on day progress, right? So, as far as the limb pick up from the storm, I'm sorry. Well, now it's been transitioned from public works to our contractor. So, we've we've hired a contractor, y'all. The board approved um a contractor. Um Josh, do you want to touch on that at all? Didn't you just say they're work they started at one and five is where they started? Yes.
That's correct. Started southwest working. So, they're still currently hauling. And then I think they're going to finish and they should be fully completed first by March. And I believe their plan, unless something changes with the level of debris, their initial plan was to make three passes. So
I was more or less directed to you, but it's public work. So, you may have noticed Leslie and I are probably at around the golf park because there's three text my go requests because I didn't get usually like reference. Okay, I'll follow up with Elizabeth on that. So, they were all all three were um public works two water leaks and one one pole look like it's actually a sink. Okay. the concrete separated in the same similar what we had in the two water and one pothole. Okay, I'll follow it up.
Okay, I'll follow up. and also about
Yes, ma'am. When you sent the photos, I did send those to actually Josh and Lucas and um they were going to follow up on those. Do you want to give a report on those, Lucas? On which pothole? The North B. North by the photos that I sent you. Okay. Well, we are actually patching pose now. We're taking before pictures and after pictures. So, North Bayou will be tomorrow. We'll start on North Bayou. We have to do it in a certain manner in order to include it for reimbursement from FEMA. Miss
that's fine. I just need some pictures that some of my constituents over there contact me about it. Of course, I showed you the picture. Yes, ma'am. And uh I sort of hit one of them. So I I do understand their complaint. Yes, ma'am. So that's a high traffic area. I think we've got potholes a lot. That's right. That's right.
But we're gonna have this because Robert and Willie are going to give me that $1.2 million. That's right. You question about that. And you should now or it's gonna come back to you.
Say that again.
Um, I couldn't hear you. He doesn't have a street supervisor per ward. No. No, no, it's it's two, right? We only have we only have two supervisors. Street supervisor. We only have two street supervisor. That's right. If we got money,
uh, Clint, besides us being out of your building, do you have any
motion by motion? Second by Robert. All those in favor? I oppose. Is is the thing is this for Huey Louie or whatever his name is the one that you me every day digitally. Yes sir. Uh Christian I do not see Christian with us. Um
okay. Um he did ask to submit the revised um national fitness campaign for the outdoor fitness court um grant. The resolution has been updated if you've had an opportunity to review that um to include a contingency uh for receipt of funds for the match money. Um Danny and I worked on that today. So if we don't get the matching money, we don't do
right. We we included a clause for contingency of receipt of that match money. Oh, Danny's not Oh, where is he? Well, I see he's not here. Yeah. No, I mean I didn't know if he's at the airport. Um he's not. He he did reach out and say he wasn't going to be here. Okay. He did. Yes, sir. So, we need a motion. Do we need a motion? If it's motion by Gary, second by Brian. All those in favor? I opposed. Lady.
Okay. I have a few things for you. Um I would like to request uh that we terminate the state of emergency that was declared due to the hail storm. We no longer have need to continue that um state of emergency. Motion by Brian. Second favor, Robert. All in favor? I opposed.
Uh the next item uh just discussion of the renewal of our health insurance uh plan, the citywide health insurance plan. We um the committee looked at several proposals um and agreed that the best proposal was an increase of the the deductible that the city pays per employee on that's uh $55,000 uh deductible. Um and it's a it's the least um increase in the the um premium for the city. Um and that's about a 20% 19 % increase to the premium. And that's the recommendation of the committee. If y'all have any questions,
don't have jump at one. No. Can I get Can I get a motion? We do need a motion. Well, we're we're Yeah. Yeah. We're we're self on the committee. You know, we have a we're self-insured and we've had great experience the last five years and we've got money in reserve, but we hadn't had so good a year this year. We made our premium go up. Only way to keep the premium going up about 28% is we raised the deductible 55,000. Now, that's not a deductible to the employees. That's that's our deductible that we pay.
Yeah. I think one of the I I printed it out. One of the one of the recoms was a 40% increase to the premium. Pardon? Like what? 45,000. Anyway, but if we stayed at 45,000, it would be a 40% increase to the premium. Right. I make a motion we accept the proposal.
Motion by second by Mark. All those in favor? I opposed. The last item that I have is if y'all recall in years past when we've had uh winter weather events, especially when we've had ice or considerable ice, we've had uh we have a leak adjustment policy that allows citizens to get a leak adjustment um when they have um pipes uh leaks and but there's a limit to one leak adjustment per 12 month period on in our policy. We um have requested in the past uh to wave that um limit in a 12-month period if they have a leak that's caused by winter weather or the freeze. And so I'm requesting um that that 12 month that limit in the 12-month period be waved during or due to the winter weather.
Question that's been requested in February, but it has to be due to the winter weather. during that time frame. So, are we you going to have a limit or I mean we're going to do two or No, it's by the person. I mean, it's I understand. So, you'll be allowed two one. What he's saying? What he's saying is is if they have another leak later in the year? No. Is that this one going to count? No, sir. It'll it'll be one leak adjustment during the winter weather and then they don't they could get another one. That's basically you could have two, right? That's right. That's what I'm asking. That's right. Two is all you got. Two. That's right. Two is a max. You're right. One would have to be called by an ice storm. That's right.
And second one just a regular. Right. Right. In other words, during this winter weather event, it's basically a freebie. Like you get one during this winter weather event. We just wave the the limit during that time frame. I make a motion on that. Motion by Ted, second by Zen. All those in favor? That's all I have. May there
Heather. Make a motion to approve. Motion by second by. All those in favor opposed.
Thank you. Okay, Mr. Sander. leaders from our community sitting side by side.
Well, I can't I would love to sometime something.
Okay. You sure you want one of these?
All right. Uh Mark, Miss No sir. Gary, I'm good. Brian, no. Thank you.
Uh, I have just a few announcements. Uh, one, we have a thank you note from Delta State for their partnership with the city. That's really token from Delta State for our participation in the uh during the centennial and u nice. So, thank you. Uh I would like to thank all of the uh citizens of Cleveland who donated peanut butter. It is my understanding that the trucks bring a whole extra pallet of peanut butter in case the cities don't have the amount that they need and they didn't have to open our pallet of peanut butter because the city over supply peanut butter. So that's great for the city, the citizens, and I thank them for that. I've got I think those are Did I have I miss
I would like to if mention thank Jean Bishop for his help with I got we're gonna have to uh Dean helped us with getting all this done and there's some difficult situations as John SC passed away in the middle of it
uh and uh which is a lost the community here because we don't have anybody. Is anybody going to do it? Dean, did you know might be great? But this guy helped out a Grenada, I believe you said. They really look good. Good. Uh, we're missing the flag. The city flag.
The city flag is not here. The all of our city flags were made to go on flag poles. They were not made to go on the pole inside here. So, we will be uh getting that done. And the uh we do have our state missing one but anyhow will have the city flag on here. It had to be custom done. Nobody had us in stock. Uh I think that's all I have. Thank you. And uh y'all give me a motion. We'll go into executive session. Mr. Make a motion to consider any new executive session for the pulling action items on litigation update and matter of public safety.
Second. Motion by Brian, second by Gary. All those in favor. Any oppos? Make a motion. We enter session for motion by Gary. I mean by second by Gary. All in favor? The noun means
