And I think Mr. Buckley is going to start that. I know some family members are here, so I'm going to turn over to you, Mr. Buckley, and you can orchestrate as you would see fit.

All right. Um, well, thank you. Um, yeah, the the Kevin Minehart Memorial Award for Distinguished Public Service. Um, I was asked to present uh this this year and so of course I had to read up on and find out what was all about and and it's super impressive and uh just for folks who don't know um Kevin Minhardt was a member of the uh board of adjustment for 15 years uh late 90s and and through the early 2000s um and really exemplified dedication to public service and as a result the the the city established this award um to recognize uh by nomination and selection of of those who uh exhibit um excellence and professionalism um and and outstanding enthusiasm and citizenship through their participation in public service. Um and you know, here's some information. Uh nominations can be submitted by anybody who serves on a board or commission, including staff liaison or members of council uh that participate in those those committees. Um, so with that being said, this year's award is uh to uh former council member uh uh um Mark Shriber um who I think clearly uh uh exhibited all of the qualities uh necessary for this award. Um and and and then some. And you know, when I read up on Mr. Shider's background um the impact he had uh as a public servant through the Department of Corrections. I know as a former state employee myself and working with that department that the work that he did there transcends to this day. Um and and and was extremely important as well as all the work he did here for this community. Um and um it you know it's an honor that I'm I'm very humbled to present. Um, you know, I just I want to comment and and thank um Diane Gillespie of the Convention and Visitor uh Convention Visitors Bureau for nominating Mr. Striber and and just uh you know, one quick line from from Dian's nomination uh I think sums sums

things up very well here that she said that uh Mr. Striber's uh legacy is um uh it's one of quiet excellence um steadfast leadership and a lifetime of work carried out uh with dignity and purpose. Um and so, you know, thank you for that. And I don't think there's a better way to describe um uh uh the the importance of public service uh than than that statement there. Um I know there's some family members, Diane, yourself. I would like to invite any of you up to to to say anything if you'd like to. Um Mr.

Thank you. Um, I'm going to try to get through this one. Um, I know Chief Scoffield is going to come up here and join me here in a minute, but I joined the CBB in 2013. At that time, I was introduced to Mark and he became my go-to person for MSP. And 13 years later, he became my friend and then my go-to person for MSP. and I truly miss him working through MSP, but I know he's out there watching over us. And I know he loved the history of Jefferson City, but more importantly, he wanted to see us grow and he was very excited about the conference center and I hope we can carry that through for him. So, I'm honored that he was being given this award and very welld deserved. And I'm going to turn over to Matt if he would like to say anything. He was um assisted on submitting this award also.

Uh Matt Scoffield, fire chief here in Jeff City. Good friend of Mark and and and Mark's um familiar with Mark's work and he recruited me uh uh to be on the Lions Club. He didn't really give me a choice in that matter. He he told me that I was going to join and then he told me that I would also be an officer and later become the president of the club. That was also not a choice. Um but that's how Mark was. And uh and I I'll miss him just like everybody else. Yeah.

Yeah. One other thing I want to mention is that you know that the day of the tornado we were walking through MSP and he just looked at me and he said, "Diane, this is creating another chapter for MSP." And so with losing Mark, it's another chapter 10 minutes.

And if you would just identify yourselves, thanks for being here. I know you've been very generous with your time over the past years, and we so enjoy this this opportunity. Hello, I'm Molly Minhartt Hawkins and Kevin was my dad and this is my dad's brother, Bob Mininehart. And we just wanted to thank you, mayor, and the city council for keeping my dad's memory alive and continuing to to have this honor and this award for the community. Um, in addition to being a talented architect, my dad was a cool person and um, he believed in giving back to the community. So, um, I know that this means a lot to him. So, thank you.

Well, I think all council members would attest that we find friends on council. Mark and I just clicked when I first came on council. He was kind of my mentor. He he may not appreciate me saying that sometimes, but he and I were in lock step on I think 99% of the issues. I mean, he was just one of those guys. And you get challenged through life that you need to spend more time with friends and and mean Mark was always inviting me to coffee. I see one of our coffee group members back there. and life got in the way. But I wish we' have spent more time together cuz he was just an amazing person and we appreciate your family keeping this legacy alive. I I don't believe I had the chance to meet Mr. from my heart. But from all the things I've heard, he embodied this this award and and we're so privileged to be able to bestow it on a a member of our former member of our council and just a close friend of many. Chief or Paul, whoever is running this show, Diane, we have some family members here. if they want to come up and make a comment. At some point, I'm going to give someone a plaque and we'll do a picture, but I want to give this is an important night for us. So, I'm Kirk I'm Kirk Shriber. I'm Mark's uh younger brother. Actually, only brother. Um I didn't really have any prepared comments, but I just wanted to say thank you all for for this award for recognizing Mark. Thank you Molly and and the Minehard family. Kevin, as Molly said, Kevin was a cool guy. He was in the same class that I was, the Jeff City High School class of 1977. So, I had known uh Kevin for a long time. We were certainly sorry to lose him. Um, and on behalf of of Debbie, who was Mark's wife, my wife Sharon, there's Deb Brown, a good friend of the family, and a lot of the coffee guys, Jerry Rehagen, Jeff

Uh so if you were at threetory at any time and walked in in the morning there, you would see any anywhere from five to 15 guys there and I think Mark started that group and uh so um I think I speak for everybody that we wish Mark were here to accept this award and uh you know I think um as Diane said his legacy speaks for itself and he also had a legacy of an older brother but we don't have time to get into that tonight but uh Uh we just um thank you. Anybody that ever had the privilege of walking through MSP with Mark learned a lot of the history of this community, that facility and he was able to bring it to life. So, we miss him and we thank you for sharing him with the city. He gave a lot of time to the city. So, thank you very much. All right, we are going to move to another exciting presentation. We're going to recognize one of our great soccer teams in this town. And I see Dr. Mosley here. We're going to recognize the Lincoln University men's soccer team. And I believe Dr. Mosley is going to help me when he can get that crowd in here. So, thank you.

So, uh, thank you, Mr. Mayor. Thank you, city council, for the opportunity to be with you all tonight to recognize this outstanding group of young men. Uh, their success on the field. It was historic for our institution and only the second year of bringing the program back. Uh these young men and their coaches were able to go to the sweet 16 of the NCAA uh division 2 soccer tournament. Uh we were a goal away from advancing to the elite 8 and I think the taste of success that they've had is going to propel them and this will be just the beginning. Uh our campus small and mighty that we are has about 2,250 students in the fall. We have students representing over 47 countries here in Jefferson City on the Lincoln University main campus. Many of those countries are represented here tonight. Um, mayor, thank you for giving me the opportunity to do this without having to call each of them by name because uh I may not do them justice and uh names are important, but uh we are very proud of these young men. And the other thing that I would like to say is in the role that I now get to serve in, uh I'm just as proud of them as students. Uh many of these young men have represented our institution in the classroom to be scholar uh athletes. Uh not just athletes. I'd also like to recognize their head coach is not with us tonight. He's actually recruiting and I am perfectly okay with that. Um but the assistant coach is here. At least one

coaches are here. Okay. I knew one. But coaches are here. Tim Abney, our athletic director, is here with us as well. Uh, but coach Sammy Samuels in his second year. Uh, Sammmyy's one of those individuals that you have to slow him down. You don't have to speed them up. And, uh, I appreciate that in the role that I get to serve in. Uh, he and his staff are uh, they're recruiting the globe. And so, uh, he's spending some time overseas. Uh, he's already done some. He came back briefly and back. He's back again recruiting now. But, uh, we look forward to continued success of these young men. Uh, if you see scooters in and around Jefferson City, it's probably about a 75% chance that it's one of these guys. They do their best to obey all traffic laws. And, uh, they have they have become more accustomed to to the campus rules as associated with riding those inside. But, uh, they they're they're great young men and we're honored to have them representing Lincoln UN, excuse me, Lincoln University. So, thank you to you guys and thank you to the city for this recognition for them.

Well, thank you for bringing them over. You you have heard me say hopefully a number of times that no great city can succeed without having a great university. We have a great university. We have a model a little bit north of here that has shown that successful sports team bring excitement to the city and to the university and I hear folks talking about you you guys all the time around the city. So, thank you for being ambassadors for our city as as you go out and about and for the lives you lead and for the leadership that you've shown our community. We are privileged to have you here and hopefully you feel at home here. We we want this to be a welcoming community. Dr. Mosley has done an amazing job of working at that building up not too far from here the dome trying to get funds and building worldass facilities to meet a world-class team. So we are committed as a city to supporting you and we appreciate you being here council. Any comments from council?

I just want to say I just want to say yes. Thank you Mr. Mayor. Uh, as a proud Lincoln alum, I'm just so excited to see the team back on campus and on campus and doing great things. So, I just want to personally say congratulations and u doing what you're doing. We're all extremely proud of you and keep winning.

Um, I I just want to say congratulations to you all. It was it's fun reading about it and watching you and following you all year long in the sports section and all that. U Dr. Mosley I think has set a bar high for his u his goals he wants to achieve at Lincoln and I think that's set the tone for the rest of the school there too and and the athletics that are at Lincoln. You know never never set them for mediocracy. Always set the bar high and uh keep reaching toward that. And the only downfall maybe have is a certain player has a father with a coffee shop up town which shall be renamed nameless. But uh despite who his father is, uh he's an outstanding soccer player and uh like seeing him in there all the time and wish you all the best of luck for this coming year.

I'll just read it real quick to the Lincoln University soccer team in recognition of the 2025 Lincoln University men's soccer team for their historic achievement. In only their second, I emphasize second season as a program. The team has advanced to the Sweet 16 of the NAA NCAA Division 2 Championship, demonstrating outstanding skill, perseverance, and teamwork. Teamwork was a big thing. I know Dr. Mosley, I think I remember watching him coach some basketball here and he coached a while. I don't remember that.

Maybe it was your twin. But teamwork, you guys know better than I do. As you can tell, I was not a soccer player. I like watching good soccer. So, thanks. Yeah, my name is Eric Landwear. I'm Jefferson City resident, K County Public Works Director, and most importantly tonight, a past president of the Missouri chapter of the American Public Works Association. And I have my colleagues along with our past president uh Kyle Brimmer here tonight to present him with a certificate. And we have Mike Teal who is our current president, Bob Gilbert, Jason Vanderfelts, and Venique Capilla. Uh Venique came all the way down from Columbia, so appreciate him being here. Uh but American Public Works Association, our Missouri chapter, um we um have a very strong organization of nearly 650 members. Uh Kyle, like I said, served as president um this past year, 2025. Uh we basically serve um our our members through education, through uh communicating different things that we do and helping each other to most importantly just promote the field of public works in our communities and promote the good things we do and support our different public works agencies, our consultants that do the engineering work, our engineers, our field staff, everybody that puts in this the strong effort to make public works departments, our roads and bridges and everything else that goes with that um a good assets in our in our community. So, um I I I would like to add um and recognize Diane, our our good friend Mark Shriber, spoke at our very first uh APWA Missouri chapter conference in Jefferson City in 2020 or 2012. So, going back several years, he gave a keynote address on the prison and gave tours and all that. So, great to tie that in for tonight. It's a great great thing and great part of our organization for many years. Uh Mark's involvement in different conferences. So, I'm going to turn it over to our president, Michael Teal.

Honorable mayor, distinguished council, I am Michael Teal, um 2026 APWA president and city of Fulton member. Um it is my uh honor to present Kyle um with the uh past president's award and and past president's pen. Um Kyle to me, Kyle hired me about eight years ago. Um he became my boss, became my mentor, and he became my friend. And that's something that I'm most proud of. And the city of Jefferson is is very lucky to have Kyle because he's he's dedicated, he's professional, um he's hardworking, and he cares like nobody else. And and you all are very lucky to have Kyle. Um, Cal's a great friend to me. Uh, he's a great friend to our chapter and, uh, he'll be a great friend to your community as well. So, on behalf of APWA, um, I'd like to present this to Kyle.

It's interesting as as I uh listened to uh Mark Striber and um and and the chief saying how he was he was challenged by Mark um you know I was challenged uh several years ago uh very very similarly um by Mr. Eric Lamware to be part of this uh be be part of the board of APWA. And at the time he's like, "Oh, just be secretary, you know, it'll it'll it'll work out just fine." I I didn't really register to me being naive that, okay, start as secretary and work your way all the way through the ranks and as a multi multi-year gig. So, um sometimes it's great to be challenged. You know, it's amazing. um you know what what Michael just said, but that's that really just explains all these guys. Um, you know, Bob, I don't know if Bob even remembers, but Bob, uh, he was a a a he wrote recommendation letter for me on my professional engineering exam way back when.

And, you know, the other the other folks in these groups I've, you know, Venid, I've I've had a chance to to uh grow with in our organization. That's really what it's about. you know, our our uh that Lincoln soccer team up here, you know, this is as you grow and get older, you know, your teams change a little bit and and APWA, as far as public works goes, that's that's our team. That's how we advocate for public works. Um, you know, we try to advance uh everything public works related. And uh you know, I just marvel at some of these guys and how they're able to do it. try to take notes and uh you know network with them and say hey what did you do here so so we can apply it here in Jeff City as well so um it's uh APWA has been been great to me but that's the the main thing it's teamwork friendships the collaboration the network we have a problem Brian gives me a problem and I'm not sure exactly how to solve it well I can call one of these guys um or I can I can you know even if if it's not somebody in the state I and call somebody outside the state because you know I know I know who they are. I've met them through through APWA and and uh and it gives you gives you that backbone. So really appreciate it and uh thanks guys for for uh showing up showing out tonight and I appreciate the word Thomas and Councilwoman.

A resolution of the city of Jefferson, Missouri, approving a special exception use permit for conference center and hotel exceeding 100,000 square ft for property addresses 201 Madison Street and 210 Monroe Street. Mr. H.

Thank you, Mr. Mayor. As the clerk said, uh before you for public hearing is a special exception use permit for the conference center and hotel uh located downtown at 201 Madison Street through 210 Monroe Street. It was introduced on January 5th uh to council. Tonight is the public hearing and is eligible for passage um afterwards. Uh the property in um that we're looking at tonight is bordered by Madison Street, uh East Capitol Avenue, Monroe Street, and Commercial Way. Uh the city is the owner of the property. What we're looking at is the um special use permit that would allow a hotel, conference center, and um parking garage to be placed on this parcel. Um anytime the building is over 100,000 square ft, um this kind of use permit would be required. The building and hotel uh conference center is approximately 190,000 square ft with another 170,000 square ft of garage space. Also, as part of this uh special use permit is a permissive uh runaway use uh permit um on the Okay, there we go. Um you can see around the outside of the structure there are canopies um different uh decorative features as well as plantings that would be in the rightway structure um along both Madison East Capitol Avenue and on the Monroe Street side. the building design which has been brought before council multiple times um is featured on the screen and also in your packets um showing the concept for the uh structure.

Part of this plan is a variation from the normal signage um that is allowed for structures. Um what is being asked is that they can place um the signage towards the roof line as opposed to the normal two stories or lower um that would be normal for this area. Um this is pretty common for this type of structure and hotel. The second part of the signage would be for an electronic billboard. Um, this would be on the side facing Capitol Avenue at approximately a just under 50 foot height. And we do have um some representatives from the development team here that can help answer any questions. Um, and we did receive one letter of support that's included in your packet. And it did go to planning and zoning and was passed on a vote of eight in favor, zero against. All right, I think we'll go ahead and open the public hearing. We'll we'll do the comments and then we come back and we'll get the bill hopefully on the table and we'll do any questions or comments from council. So, we'll go ahead and open the public hearing on resolution 2025- 56. Is there anyone here to speak in favor of the resolution? And if you want to come up now, that's probably a good time. Yeah, just uh this bothers me a little bit. We we uh approved software uh for the software a month ago. Um and it bothered me when we did that a little bit uh um that it was you know we stated at the time that uh the current scheduling software will this disc this continue uh all support marked 2025 which seemed like we were kind of late renewing it but then uh so we approved it but this now we have a month later uh this coming back to us and it's doubling the amount um and I don't know just it's also clear from our documents that uh this is very important part of the software uh which just it bothers me that it wasn't included in the beginning uh last month and I just uh it kind of raises question to me about, you know, how the other uh competitive vendors would have fared with if this had been included. Anyway, I just I don't care for the way this was done. So, I just wanted to certainly mention it. Uh I don't know why it's done this way. It was seems like oversight, a mighty big oversight. Those are my comments. Uh I don't I don't plan to vote against it, but uh the whole process I haven't bothered. Council

Uh and I really, you know, had I not had I recognized this earlier, I guess I would have pursued the questions. Uh but I really didn't realize until I looked at it and looked back ago, realized that we had done this recently. So, as we vote on this tonight, I just wanted to say publicly that, and I don't know that some of the council was here at the time, but a couple of years ago, we we ran into an issue where we had a capital improvement tax item on the table to be um to be done. It was presented to the voters, not by the city, but by an organization that worked with the city to uh to kind of present to the voters at the time of voting what those funds that the voters were approving were going to support. And whether you liked a particular project, didn't like a particular project, I think that at least gave the taxpayer an idea what their community was going to support and what their community wasn't going to support. Um, I would be all for a list at some point from the community showing the taxpayer what these flats are expected to support and and not support. So, not necessarily, you know, a vague u infrastructure support, but maybe specific projects similar to like what the county's done. Thanks.

Well, I'll just comment and I'm not repeating you. I think it's good that the the public have as much input, but I I can tell you I was on council at the time. We went through that list. One of the projects was a vibe and it just we could not afford the project. So even though we committed that that was a priority project, one was Southwest Boulevard and we got push back from the community, they did not like the solution that we were proposing. So that project has not been pulled back, but it kind of moved the direction of it up to the Edgewood, the proposed roundabout there, and the proposed roundabout at Creek Trail as priorities as a long-term piece of that project. And then I believe the third was Monroe Street that just grew out of sight in cost and we got some push back from the community. Now, I don't know that we ever got it to a vote, but I think there was enough that the public works committee said we need to refocus this money. We were getting a lot of pressure to move it to Madison Street. So, we did the section, council approved the section from the expressway up through Dunland. So, doing at least over the hill and moved some of those dollars. So, I agree with you. The the community should have input into that, but they're extenduating circumstances. I think Councilman Lester was involved in some of those as a member and now as chair, but sometimes things change. Co changed all of our worlds as far as cost and we had to adjust, but it was all done in public works meetings. Most of it came to council and just

Um, we are here tonight uh to seek a resolution um in support of an application to a build grant which is through the Department of Transportation. Um we're bundling projects um to see if we can u make it stronger. Uh build is better utilizing investments to leverage development. Um so we feel like the high street vioaduct um bundled with a new riverfront connector bridge um from the river market to Deborah Cooper Park um would demonstrate um better utilizing federal dollar investments. Um so we're looking at one integrated connectivity project um to be able to get both of those uh projects accomplished. Um just I know most of you have all seen these renderings but just to show exactly what we are applying for. Um you have the um ex expansion bridge from the river market which would be a pedestrian bicycle bridge. Um connect off of basically the bottom of Lafayette Street culde-sac um to the other side of Deborah Cooper Park. Um this would essentially give Jefferson City a riverfront um for folks to enjoy. Um and also the high street vioduct u which is technically two bridges if you count uh the box culbert. Uh so that is the latest rendering provided by Bartlett and West. Um build funding it funds up to $25 million. Uh the project location because of where it is um is eligible for 100% federal funding. Um we estimate that the vioaduct um is just under 17 million if we're looking at 2027 numbers. that does not include the engineering. Um and then the riverfront connector bridge um is currently estimated at 7 a.5 million. Um so we have a little bit of cushion for um engineering, but um we're hopeful that we can submit a successful application. We've got the regional planning commission working with us as
