As you stated, the election results need to be certified. The June primary was held on June 2nd of 2026. The Red Bluff City Council consolidated the election with Tama County and theirs and placed Measure S on the ballot. That tax initiative passed by the voters by a 60.33% majority. Following the June primary, the county must certify the election results. The clerk recorder did release those on June 26th of 2026. following that the Board of Supervisors certified their portion of the election which happened at their meeting on Tuesday July 7th the county or the city rather needs to do the same thing that's what's before you tonight so simply you would just adopt resolution number 18-2026 certifying the election results from the June 2026 primary election and if you have any questions for me I'd be happy to answer them Thank You Tom any questions counsel

Item number two on the agenda is a resolution of the City of Red Bluff authorizing the City Manager to execute agreements with the State Board of Equalization, better known as BOE, for implementation of the local transactions and use tax. Paul Young, please.

Honorable Mayor and members of City Council, a few weeks ago we received an email from the CDTFA about how to set up the new sales tax. All three of the resolutions on today's agenda are all part of the requirements that they put on there. This one authorizes the city manager to sign the agreements that they sent us. So these are the CDTFAs, forms that they require us to agree to, to implement the tax. In it, there are talks about the amount of money that they charge for their administration. This is the same process that happens with our Bradley Burns sales tax and our quarter percent sales tax. For example, in our Bradley Burns last year, they reduced our revenues about $37,405 for administration fees, and in our quarter percent sales tax, they reduced it by $19,720. Given that it's the same size of the Bradley Burns, we expect it to be more like the Bradley Burns than the Measure D. But we are asking that we are recommending that you approve Resolution 16-2026, authorizing the city manager to execute those agreements with the Board of Equalization for the implementation of the local transaction and use tax. Good evening. Quick question. I'm not sure how we get charged for this particular tax. The State Department, from what I understand, charges us to handle

The person that collects your sales tax that you pay currently is the CDTFA. It's a state-run organization. They're only ones that are authorized by law to implement these taxes and run them. They have administration law over cost recovery fees. This is all part of that administration law.

I understand that part, but I'm just wondering what's the percentage of... say the 1% we're collecting, what are they going to get for administration?

It'll be less than 1% of the total revenue.

A resolution authorizing examination of transaction and use tax records and agreement with Hinder Leiter, DeLamas, and Associates, HDL. This recommended council action, number one, adopt resolution number 17-2026, authorizing HDL to examine transaction and use tax records. And number two, authorize the city manager to sign the agreement for transaction tax audits and informational services with HDL. Paul Young again.

Honorable Mayor and members of City Council, this is the last resolution we're asking you to approve to implement the sales tax. This one is an authorization who can examine our sales tax records, which are confidential. So this one puts in a place that the members of the city government and also HDL, which does the service for our other sales tax, will be able to examine the records. In it we have a new contract for them to review the sales tax also. Typically they review it or audit it relating to sales taxes that are paid to the wrong jurisdiction. Typically it's less than $8,000 a year. Last year was around $6,000 and the year before that it was about $2,000. So there's not a lot of activity that gets paid on this cost reimbursement for the audit recovery amounts. And then they also produce the quarterly sales tax updates. So there'll be an additional information about the new one. And with that, I'm available for any questions.

Honorable Mayor and members of City Council, tonight we're asking you to approve the creation of a new fund which will allow for the segregation of revenues, expenses, assets for the new Street Start Citizens Initiative. This will allow proper accounting and allow you to segregate those activities from anything else in the city. This is required by proper generally accepted accounting principles and also in the Citizens Initiative. So with that, we ask you to approve the creation of this new fund and direct us to account for all the activities within that fund.

My name is Ken, and I'm speaking for Street Smarts Citizen Initiative. This is a good thing. We wanted to keep these funds separate from the general fund. So we're completely supporting as well as thanking you for your service in this way.

We're to this point and hopefully our citizens are those that had questions regarding the false narrative that was being perpetrated by many people that the city would use this as a piggy bank for their own vacations and I'm being sarcastic but that's kind of the way things go sometimes so I want to thank everybody for the work and let everybody's minds be at rest that the city is transparent and these funds and it's gonna be accounted for in a separate account which is number 38 any further questions council thank you so do we have a recommend do we have a motion on items one and two on agenda item number four

And just a quick question, does this have to be approved by separate items, Sophie, one and two separately, or can they be together?

So we currently have RSY doing the design for the South Jackson Street lift station. that needs to go in for palm villas in order for them to be able to flush and thus have capacity for their new project. During the course of the design, they encountered a couple unforeseen additional changes. One being we requested access down to the creek behind the location where the station is going, which has then initiated the design of a retaining wall that was not in the initial scope. And then in addition to that, some of the equipment that they had specified over the last year for the lift station for controlling has been superseded and the city has changed equipment to accommodate those changes. And so this will have to be redesigned to include the new equipment. So that's really a general consensus.

Thank you for being here, number one. Number two, so during the design and the SCADA system that we have, I'll just say it that way, it's no longer manufactured. Did we not know that back in 2022 when this whole thing started?

Correct. And it's not necessarily the SCADA system. It's really just the controls. Okay, thank you It's good to be proactive instead of reactive right Robin Yeah, and I don't want a contractor to bid on something that is discontinued or we have to do design changes during construction because then that becomes more costly in the long run.
