25-56031 Recommendation to adopt resolution certifying that the Final Environmental Impact Report (EIR) for the First Citizens Bank Project at 3450-3470 Long Beach Boulevard (EIR-02-24, State Clearinghouse [SCH] Number 2024070597) has been completed in accordance with the provisions of the California Environmental Quality Act (CEQA) and State and Local Guidelines and making certain findings and determinations relative thereto; and adopting a Mitigation Monitoring and Reporting Program (MMRP); Approve Site Plan Review (SPR23-030) and adopt the proposed findings of fact and conditions of approval related thereto, for development of a new 12,469 square foot, two-story, 34 feet high bank building with a walk-up Automated Teller Machine (ATM) and 44 surface parking spaces at site within the high-rise overlay district (HR-4) in the Community Automobile-Oriented (CCA) Zoning District; and Approve a Lot Merger request (LMG23-002) and adopt the proposed findings of fact and conditions of approval related thereto, to allow merger of three parcels (APN: 7145-006-010, 7145-006-011, and 7145-006-012) into a single 36,750-square-foot (0.84-acre) lot.
