To the flag of the United States of America and to the republic for which it stands. One [clears throat] nation under God, indivisible, with liberty and justice for all. I apologize for being late. Little teddy up talking about the fuel tank got sent today at the airport. I just play I lost track of time. John called me and woke me up. Anyway, have roll call, please.
Council Bry. Yes. Council Hans here. Council here. Mayor Landry here. Mayor K
here. Approval of items on the consent agenda. Approval to read by title only. Resolution 2026-02. Resolution 2026-03. Resolution 2026-04 Resolution 2026-05 Resolution 2026-06 Resolution 2026-07 Resolution 2026-08 Resolution 2026-09 and resolution 2026-10
I need to add and 2026-1.
Second Landry Council. Yes. Council Hson. Yes. Yes. Mayor Landry. Yes. Mayor Ketchum. Yes. Receiving requests from the general public. Is anyone here to speak on any anything on the agenda? Hearing seeing no one, we'll move on to bids and RFQ. We had a staff recommendation for the street on bid.
Yes. Um, we decided they all gave bids for the building and then they separated building field lime rock. We're just going to do the building itself and then our guys are going to do the, you know, the lime rock and and b. So, the lowest um bid for the building was with Michael in for 34,600. Very good. Anything?
Do y'all have I'm not sure if y'all have to vote on her or not because it's over the 25,000. Yeah. Motion off. It's all right. Council [laughter] Brian. Yes. Council P. Yes. Council Walt. Yes. Council member Ranger. Yes. Mayor Hens.
Yes. Item 6A. Engineering firm Adura to address council. Council will take any action deemed necessary. Thank you, mayor and the council. Uh, so I think last time I was here, I was going to tell you that there was more coming fund wise. So, you got the announcement for the CDBGR.
Um, Mary G about 16 application were approved, which is that's what we did. Um, so that gives the city another $25 million towards the treatment plant and towards the battle upgrade. So that's a great news. Um and then on top of it, we got word from uh FD and they gave us another half a million dollars uh which you will have a uh in your packet to do some more INI work and which we can use later on to get some funding to do the repair. So um looks like we're heading in a good direction. So we'll continue to work towards it. Uh what you have in your I think later on for the SRF you'll have three resolutions and three applications you have to do uh all three of them uh you don't have to take back so they have no financials on it uh so once you pass your resolution there is a the resolution allows uh mayor to sign the application and the applications are there so I'll be here to answer any questions you have but we request uh you know after evolution's pass to sign those applications because there's so many behind you. We want to move forward be the first one to get the contracts from D. So there's no money involved in it. It's just all grant funding. So the resolution basically says unless D does use a term called principal forgiven means that we want it back. That's the only question. No. But with that, anybody have any question on that?
Yeah. The problem we had with the number seven way. Yes. Said I'll take care of the new one. Uh so that we are working on that. Some of the funding can be used for them. And then we are uh you know the well driller is starting end of this month or a new well uh which the you have option to purchase. So the test well is going in end of the month. So you'll have that is that the one we put new filter in?
No the the one this is this is a brand new one. So the city actually uh has an option to buy land but before we buy it we want to do a test well uh to make sure you know what number eight right yes is that one plantation area I don't know yet yeah let's not call it new well got the new well number that's why I get confused hey question number seven is the one you put Yes. And it's working fine. Okay. Yeah, it's working fine. The one there is a we got funding to put the similar filter on another level
and then we have we're doing a test on number eight. Okay. If you were saying those whales going up and down is probably what caused some of the discoloration in the pipes and pulling them out. I had some sediment or whatever. The eight time. Yeah, we're pulling those whales coming and going. Down what? Three. I want they told you we had a something with the casing and whale. 7 had to pull the casing. Yeah. They going to put a camera in there. They already replaced it. Okay. But for the three days we were down, we were pulling harder on the older.
So that's why I think, you know, we are looking for the new one. Hopefully there the new one from break on it. All right. So I think there's in the next three four months there is two or three more grants we're going to go after for that portion. So I think all the application in the only thing left is HMGp. Uh we don't have the results for it. those are generators and then in June I'll be here supply for and uh there's a very good possibility thank you for all your works app thank you
thank you thank you
need to add a item that resolution we added just added to the end I reckon Resolution 26-11 USDA Jedi back grant USDA. Yes. All right. Here we go. The resolutions.
I got 96B. council to discuss insurance broker rankings and council to take any action necessary. Mr. Brian and Stephanie and I met last Friday 123. The final was 78 for Boyd, 90 for hub. Motion to go with hub.
Have a second. Let's make a motion to enter into negotiations and I'll bring back the contract after me and Hope look over it. make enter into negotiation terms with her. Okay. Like to say that I was very impressed with her. So I think her favorite [clears throat]
and you know the way this works if we can it would h go to board redo it straight to a motion a second Council O'Brien. Yes. Council Woodall. Yes. Councing.
Yes. Okay. Now the resolutions. Agenda item 6C resolution number 2026-02 Willy Street repaving. A resolution of the city council of the city of Perry, Florida, authorizing the execution of a state funded grant agreement with the Florida Department of Transportation for Willow Street, authorizing the city manager to execute said agreement and any related documents providing an effective date. This one and the next two was actually on the last agenda and y'all approved the agreements and I was going to send the agreements back. The last page says make sure you attach your resolution. I didn't do it by resolution last meeting.
It is this correct or is it a mistake? All of them have got this in it. Go down to second whereas I had a spelling roll. Uhoh.
What does it taste like?
Whereas the department of the city are period to a state grant. I didn't change. I read it when we did the agreement with Park Street. I guess I left that whereas I didn't change the title of the streets. We'll fix that. I used a a template I had from Park Street. Yeah. And I didn't change it right there in that where as So I need to change that to actually we'll fix that. I'm waiting on April. Don't have to take somewhere in this.
That's second. It lists Park Street. I just use that template from the last time we did the same resolution to repaving a street and it was Park Street. You guys didn't catch it there to change it to the back end.
I'm surprised.

I got those. I didn't tell you. I got the ambulances from the I been to a meeting ever. I got three ambulances from the county. We're going to put a hole in those. I don't know about the listener council, but I'd like to see something that we can do best. Um, now I talked to DP on the phone. They said they didn't care what trucks they were long as they were three that from another agency.
I own them. See, y'all want them? I already got them. Oh, we don't have anything. That's it. They're city ambulances now.
If they don't let us do that, we use the three trucks that we do have. But they said already told me they don't care what trucks are and they're now. But how much did we pay for them, John? How much? What? How much did we pay or were they donated to the county? I paid $78 each for the title track. It came out of Phil Bryan's daughter mouth. What you [laughter] came out Brian's a daughter's mouth that we could do whatever trucks we want as long as they qualify. Mr. feel like the thous. [laughter]
If they don't, we're going to go back to our original plan, use the R3 trucks we discussed. We just have to those those trucks met the weight requirements and all that in the year. They're old enough. We just heavy enough. We use two of them daily and one of them. I'm talking about old. Yeah. Yeah. Two. One's two. All three of them are fours or one two's a four, one's a five something. I think one's a six actually. Six. Okay. I say treasure should be a six. Which one? The Frasier. That big big one. Probably big blue one. That big one. Yeah. Mhm.
Miss Shirley, just so you know, we did receive an email from D stating that other counties or other municipalities had asked that same question and they it is something that was discussed the very next day that they were going to allow us to do it just as long as we own them. Right. Okay. That's all the paper we're sending in tomorrow, right? All it says is do you have three trucks that qualify? It doesn't say what trucks, what VIN number, what nothing. Do you have three trucks? Did they meet this standard? Last four through five, 2009 and I mean 4 through7. Yeah, get all the
not get in that truck because you get all we have a motion approve this resolution. Motion by Mr. Brian. Second Diane Council Bry. Yes. Council. Yes. Council. Yes.
Wre item six G. Resolution number 2026-06. Budget amendment. Garbage truck. The resolution of the city council amending the budget of the city of Terry, Florida, fiscal year October 1st, 2025 through September 30th, 2026. This to cover the portion that the grant's not covering.
I gave a 75. I think Daniel worked a better deal out. Yep. I worked out a better deal and then we got some um we added extra warranty to it and it come up to be 979 400 for all three for all three that all day long we've already [laughter] He's got the motor
warranty is on the engine, the motor and it's a 100,000 10 year 100,000 milei warranty on the engine. It's just the end of it. But there's different warranties on the like the ax the um the body and the train different things. Yeah. And the depth system. Some of them are just a year, some of them are like seven years. But the engine were like 4,000 something. It's 10,000 miles. And if you take one of those garbage trucks to get worked on one time, you spend at least $5,000. Oh yeah. So, just make sure we got a good warranty on the DEF system.
On the DEF system. Yes. The same drugs. It's the same. It's a newer model to the the bought. to approve. Second. Council Bry. Yes. Council member Hamilton. Yes. Council member Woodfall. Yes. Vice Mayor Lig. Yes. Mayor Kendrick. Yes. The budget amendments approved. We got a new truck in last night.
We had to look really. Well, we this morning or yesterday, our old truck died out on Piscar Road or whatever that truck route was the other day. The rear end. Yeah, we finally got it back to the shop, but it was like we had to do something. And they were holding the truck close anyway, so our guys went and picked it up Friday. It was in front of city hall, was it a minute? Yep. really clean today looking at it.
But I was trying, you know, it was going to be cold this week, you know, and it it's it's rough on them guys, but the other two should be here within two weeks. Very good. Good. Good. We don't have that much. No state contract. State contract. They have they we got through state contract. Yep. The key to all of this is this letter back here. That's what word.
I don't know who did it, but some spent [clears throat] 1.2 million before [clears throat] they got their letter. They're in deep trouble. Yeah, I know. We didn't do that. We'll find out.
They're going to be here in two weeks. Within two weeks. That's quick. They're in Atlanta. They've been holding that one for us for four months because we knew we had to do something, right? But they had two more. They got more in Atlanta. They're trying to get them here from Atlanta to Apakka and then that's where the villa is. Yeah. They'll do their thing and then they'll bring them to us. Awesome. [clears throat] All righty. Agenda 6H. Sorry, you're
approved. 6D. Do we have a motion?
Make sure item 6H resolution number 20. Resolution number 2026-07 budget amendment water well number seven resolution of the city council amending the budget of the city of Perry Florida for the fiscal year October 1st 2025 through September 30th 2026 it's got to do with the repair yeah that's to cover that emergency repair we had last week or week before I emailed you the day it happened
we're a hiccup away run the city out of water for that well being down. We've had issues with the older well already. We didn't have much option there. It had to be done. Motion to have a second. Yes. Help. Yes. Later. Yes. God bless the water department. Yes.

I did change it.
Where was it? Oh yeah. Page. Yeah. Okay. I changed already on the right one. Yeah.
It says city council now. mayor gave me all those Friday afternoon. I'll find them out to you quick and I didn't get a chance to read it till Monday. Mayor's fault. [laughter] Here goes the bus. motion. I have not yet enter.
Yes. Hans, yes. Council Woodall, yes. Landry,

That gives me approval to sign the No, I'm talking about this gives Oh, yeah. The city manager is hereby designated as the authorized representative. So, you're signing the resolution so I can sign the agreements and applications and all that. That's your guarantee. [clears throat] My mirror's doing that. [laughter] All right. Agenda item 6L resolution number 2026-11. Jeder truck green entry. I'm not sure what I need to read past that.
Yeah, I got this this afternoon actually. Um, we did it two years ago and then USDA said they say just an agreement on the jet Yes, there you go.
When we did it the first time around, it was a 75% grant, 25% loan. I think with the hurricanes and what else, they um trying to get it 100% grant. We've also asked that in the state appropriations. So, I'm hoping Cory or Jason can get USDA and tell them to approve that one. But yeah, that's the title you need to read, I reckon.
So, this is just professional board, right? A resolution of the city council of the city of Perry, Florida offering and providing for the incurrence of indebtedness for the purpose of providing a portion of the cost of acquiring, constructing, enlarging, improving and/or extending its vacuum truck facility to serve area lawfully within its jurisdiction to serve. And it says for the amount of NA second page.
Yeah, because we're not raising bonds or principal. We're trying to get the 100%. Accept a grant in the amount of not to exceed 5597,67 motion. We have a second B. Yes. Council member Hampton. Yes. Council member Woodall. Yes. Vice Mayor Landry. Yes. Mayor. Yes. City manager report. They are.
Excuse me. Okay. truck. Agenda item 6N. Council to discuss transfer of ownership of parcel 03 655-00 parcel 03657-00 to the Taylor County School Board Council. Take any action being necessary.
What area? That's the ball fields that we approved a while back. Yeah. Okay. And then we found we found that in 1933 it was deed to the county Taylor and then Perry Town the town of Perry and I have to get the county involved to get rid of that to get not get rid of this to buy this nice amenity to the school board.
And we also found This little this lot right here. I think it's bigger. That lot right there. It is Taylor Haylor County and City of Berry that we also want to give to the school board. It'll be this big parcel with the ball fields and then this smaller one. So, y'all approved us doing the big one. I need y'all to approve doing both of them and Do we have a motion? Do we have a second? The county,
ma'am. At no for the county. They're meeting at whatever next week. What time do they meet tonight? They're meeting next week. No, they have a workshop tonight. Workshop. Uh, it's on the agenda tonight. in the workshop Thursday. That's the night I think because I told him I couldn't make it because it was they're having a meeting about something. I don't
I read the agenda. Yeah. Trying to remember what
you needed. Do we have a motion? Do we have a second? Do we want to wait and see what the county's got? Any kind of somebody's got to move first. Land transfer like that's going to have to be my ordinance anyway. So, it's going to come back to you. Would be best for us to just talk.
I know Lwanda is interested. I told Lwanda if she doesn't get them to go with it, I'm going to quit claim deed it to her and let the county maintain it. All right. Agenda item 16 to discuss banners.
It's going to come back to y'all as an ordinance in land transfer. So you're going to have to approve it at least two more times. Item 6M council to discuss banners for US 19 and council will take any action deemed necessary. Can you show this? Okay. These are some of the banners I came up with. And the warnings, the background, color, and design, it all be changed. In the past, we have never let the same batters stay up year round. Um, just look at them and let us know what you think, which ones are acceptable, if any, and what needs changing and we'll go from there.
How many are we going after? I'm sorry. Six. Six. Yes, we have six duplicates. 36. 36 total. thing on each side of the street. What was the cost?
Let me write 10 grand with the brackets. I think
I think it's 67 $6,714. It's over $2,000 for the brackets. But we do not need 36 brackets. Um, and the other thing she say is seven, but I think we will be safe by getting six I mean 10 to 15. 10 will be $630. Now, would that be safe? It would be because a lot of the brackets are like they just have the one um
would you change them arm piece whatever but we can take and you know we can make do with um I can't even think to be honest. We could take some of the post and you know make them make them work. We're just going to make a few more arms. Yeah. Pretty ones. [clears throat]
Christmas time. Oh,
that well not those words, but that would be pretty for the fall and around that time fall winter time. You're really So, we just need to go through here, select six, see how much you want to do. Yes, ma'am. If you if you get to the This stop sharp enjoying and welcome to pairing. Stay shut and enjoy. We love it here. We're stronger together.
But it ain't already. Like I said, keep in mind anything you change. And John John has an idea. John, I asked the art teacher at the high school and point of grace to um see if their students wanted to try to design couple, see if anybody dig digital art and bring it back to us. They might not come up with anything good, but I want to give them opportunity. Won't [clears throat] be neat to see something.
High school. Both teachers are very interested in submitting something to us. So, we want to wait till you get something for them to make a decision. I'd like to. Yeah. Let's do that. Let's do that and then bring it all back. Mhm. Great. Very good. Thank you. Thank you. You just know one of my favorites is going to be this one following the other op. Uhhuh. All right. Agenda 6
approve a minutes of the January 13, 2025 regular session. Have any changes or amendments? I guess they're the same thing or the last meeting. serve it.
Council brson. Yes. Woodfall. Yes. Vice Mayor Landry. Yes. Mayor Peter. Yes.
Do you have anything for us? Okay. Chief couldn't be here tonight. Sorry for that. But would like Miss Shirley asked about our new officers last council meeting and I would like to introduce to you Officer Josh Taylor and Officer Tyler Bernett. Welcome. Welcome. Started with us last week and they'll actually start their first shift on patrol this week to tomorrow night and Friday night. So come a little closer. I'm sorry. Come a little closer.
Josh comes from uh various parts of the country. Done 20 years uh in the corporate world. Decided he wanted to change careers and retired and went to police academy on his own. And we were fortunate enough to get him straight from the police academy and snag him from somebody else. So, Officer Bernett has a couple years of previous law enforcement experience. His wife actually is a dispatcher here with the sheriff's office. So, he's already kind of familiar with all of us and everything. So, it's kind of nice to have him aboard.
Thank you. We are thankful for new garbage trucks. That's all I have.
I'm telling you, that's been the old city. But it has been a nightmare the last two years, three years for me. Mhm. So, we're very thankful. Hopefully, things will are going to get better. I know that they are definitely will. They definitely will now. Sure. Surely, you have anything.
Um, just to let you all know concerning [clears throat] the garbage trucks. I know how bad you need that, but I also know that we were caught in the crosshairs about six of them, eight years ago because we didn't do the right thing. Jim gave us hell about it. I just want to make sure we're taking [clears throat] the correct steps to use. I didn't know what the difference was in the angel. I didn't know. But anyway, um we got a lot of things concerning Rage Community Center and have it with you and me about it later. Okay. Okay.
Thank you, God. Andrew, any progress on the city limit signs? I did try some condensed version. I already like Oh [clears throat]
It's hard to get D approved stuff with that. What was any possibility of put just up there right away on private in different places? I thought about that and Bob Brown thought about that too and we thought somebody that did that was going to want to lease it out to us. I ain't paying somebody forever to keep it done. But if somebody give it to us, maybe some value would do a dollar a year. I don't know. Yeah, I'm just saying maybe. I don't
We kind of consider that, but I didn't want to get city money tied up over city side.
This a dollar a year. I'll keep it. Speaking of rideway, we got a lot of rideway that needs cleaning up, a lot of vegetation that needs cutting back and a lot of trash out there that needs picking up. That's all I'm going to say to make that a lot easier. John, did you reach out to the one that got the shelter stuff? I did.
And it wasn't very encouraging. Whatever they got their money to build can only be used, it has to be a separate building completely. It can only be used for that purpose of special needs, not homeless. They can't they can't use it for office space. They can't use it for nothing but special needs. They are extending the times. Oh, I seen that. But I was looking for something seeing if something was year round, right? Yeah. Unfortunately, a lot of time when you get a grant, it's very specific just you can't
can't vendor off and do this or do that. Yeah, I understand that much. some I didn't understand all that until basically I got involved here in the airport. I just got excited when I seen the 4 million. Sure. You know, so I understand when it come to grants and everything to do, but you know, they didn't go into detail what it could be used for. So that's why I was telling you to reach out to them and get some insight on special needs. Yeah. But I'm pro that we could do that.
Okay. Is that all you have? Okay. um the projects that we have going on when it comes to the um want to have I want to touch bases with you to see where we're at with all of that as far as the lift station. That's same engineering, right? Yeah. Okay. We got the money for construction. They're in the engineering phase now. Yeah. So those are August funding. We're going to go after them. So generally due in July. Okay. But we have the funding for Warner. That's the one we got the RIP grant.
Yes. But that's the design. So you're in the design phase now or talking about the water line? No. The So that lift station. Yeah. We got on the design. Yeah. The water lift station. Not the water. But so you going to get blind now. We're moving projects that he has. The projects that he left, okay, are not doing great. that got him.
He always, you know, the next chunk of money, that Volswagen money, you know what they going to do? They're they didn't tell me they're opening up the class eight trucks, which we County has a couple. Do we have a class? Or back. You know, John, would the back be considered a class eight? They're getting a back truck. Well, we could get I'm talking about you have to put a hole in back in a class.
Yeah. Yeah. We don't have any. Maybe a fire. The county has several semis out in compound class 8. I'm not going to tell them about it then. [laughter] But there will be another funding cycle for that grant. Okay. That's good. Anything else? All right. Thank you all very much.
