All yeses. Resolution 2025 20262. A resolution of appreciation to Arianne C. Chilly. Whereas this council wished to express this appreciation to Aryan C. Maryanne served on the water, wastewater, streets and sidewalks, solid waste committees, as well as the traffic and grievance committee. This council hereby extends a sincere appreciation to Anthony Children for the contributions of her time and service as a member of council for the city of St. Mary's. You came the call came out and you came forward to serve. Thanks. May I have a motion to pass, please? Mr. Fitzgerald. Uh, Mr. Aquar, all council vote to pass, please.
All yeses. Thank you. Next on the list, we have nominations for President Pro Tim. May I have a motion? Bob, I would move to Mr. Fitzgerald. Uh, Mr. Chrisman, nominates Mr. Bob Fitzgerald. Do I have a second? Mr. Uh, Aquaro, is there anyone else?
May I have a motion to pass, please? Mr. Bob, Mr. Chris, I'll vote to pass, please.
All right. Next, we have the appointment of perk of council. Uh, may I have a name, please? Uh well I have a motion to uh nominate Deb Cable as clerk of council. May I have a second? Mr. Luns, may Ibody else? Anybody else? May I have a motion to pass, please? Mr. Aquar, Mr. Chrisman, all vote to pass, please. Mommies. Mommy.
All yeses. Next, we need to establish the salary of the clerk of counsel. May I have a motion, please? Mr. Buff, I'd like to say keep it the same as ours. Same as ours from Mr. Buff. Do I have a second, please? Mr. Aquares. Next we have a nominations for clerk pro 10. We need a person to fill in in case Deb is unable to make it for
and I'm going to tell you right now she doesn't miss but as soon as I say that
board usually is the one I'd nominate Aaron Buchanan.
Nomination for Aaron Buchanan. Do I have a second? Mr. Aqua. Is there anybody else? All vote. All yeses. And it sounds I have the uh new committees out. If anyone has a wish to discuss them, we can talk about council. Looks good to you. That's what I like this time.
Next under reports of city officials. Uh we have mayor's report. I have no additions or corrections to my report, but I just want to state and just go over this um the report just for the miscellaneous receipts. Parking bicycle photo copies. That's all self-explanatory, but the miscellaneously speaks. Our police officers do work for the court. They deliver summons and things like that. Sometimes they testify in court during the grand jury. They get paid for those services, but that that money gets sent directly to the administrative office and it gets put into the general fund. So, anything miscellaneous, that's it has to do with the courts and police officers. Thank you. Any questions or comments from the council? Okay.
Next we have the tax commissioner's reporter. Mr. Harris, I have nothing to add to the tax commissioners report. Any questions or comments from council? Next we have the director of public service and safety report. Mr. Fox.
Uh Miss Har like to have if I could please is that this Friday patrolman Fiser will graduate from the highway patrol academy. Um Chief Ter and I plan to attend it in Columbus. uh after he graduates, the police department will be back to full staff. He, however, will have about a 10-week period where he'll ride with one of our field training officers. Uh we don't anticipate any issues. Our hope is that two weeks from tonight, he'll take his oath of office from our mayor. Um the second thing is on January 22nd, we will open sealed bids for the interior renovation of the Grist Mill. Uh it's a week from this Thursday. We're all pretty excited about that. uh there was a lot of interest and so we're hopeful to get a good price on it. Other than that, I'd be glad to answer any questions that anyone might have.
Any questions or comments from council? Yes, sir. Um on engineering number two, just uh wondering when when that phase of pre-construction will start if we know yet. I don't have a general idea. It it probably won't even be bid in probably early 2027. So there's nothing going to happen this year and potentially next year would be late. So we're it's just it's a long process. Again, we're applying for grants. We're trying to get as much money as we can and sometimes that just takes a little longer.
Any other questions or comments from a question on engineering about the the mill? Um how many bids have you got so far and what was the schedule on that? Um, someone is selected to be completed.
Uh, they have to be completed by the end of June. The pro the money we received was a grant. It has to be the project has to be finished and the bills paid by the end of June. Um, right now I don't believe we have any bids, but we're confident we will get some. That's not uncommon. Typically, they walk in with them the day that we open. So, my guess is on the 22nd there'll be four or five contractors walk in with the bids. That's very typical for them. um they wait till the last minute to submit it because they're watching the prices of materials. Um I believe we sent the bids out on December 30th, so they that should give plenty of time. We were pleased that most of the contractors are local that we've worked with before, so we feel pretty good about that.
Any other questions or comments? Moving on to reports committee. We have no reports committee under third readings. We have amendments ordinance number 202531. So the first thing I want to do is have a motion to amend the ordinance to the new numbers. Mr. Chrisman, Mr. Lungs, all vote, please. All yeses. And under advice of the uh law director, I'd like to have a motion to suspend the rules. Since this is a new council, may I have a motion to suspend the rules, please? Mr. Fitzgerald, Mr. Aquar, I'll vote to suspend the rules, please.
All yes. Thank you. Now, may I have a motion to pass, please? Mr. Chrisman, Mr. Bob, I'll vote to pass, please. There we go. Oh, yes. Thank you. Next, we have ordinance 202532. Uh may I have been advised this one also needs to be suspended since we are new council. So may I have a motion to suspend please? Mr. Williams Mr. Aurora I'll vote to suspend please.
All yeses that being the case may I have a motion to pass. Mr. Gillan Mr. Chrisman council vote to pass please. All yes. Thank you. Next we have resolution 2020603. May I have a motion to read, please? Mr. Buchanan, Mr. Lums, all vote to read, please.
All yes. Resolution 202603 emergency resolution for the repair, replacement or construction of curving gutters, sidewalks, combination sidewalks and curbs, asphalt pavement and drive approaches. Mr. Fox, Mr. Harris, this is our annual street program. As you'll see in the legislation, there are six streets we would like to resurface and one street we would like to reconstruct. It's basically a long block. Um the engineers estimates is just around a million dollars. property on shares about 31,000. We would like to get this out as soon as possible. The earliest we get this out. The earlier we get this out, the better price we'll receive. So, we would request be passed in a suspension of the rule.
Any questions or comments for council? In fact, we have a request to suspend the rules council's wishes. Mr. Buff, motion to suspend. Suspend. Motion to suspend by Mr. Buff. Do I have a second? Mr. Aquaro, council, vote to suspend, please. All yes. That being the case, may I have a motion to pass? Mr. Chrisman, Mr. Gillan, council vote to pass, please.
All yeses. Thank Thank you. Next, I have resolution 2604. May I have a motion to read, please? Mr. Gilland, Mr. Buchanan, council vote to read, please.
All yeses. Resolution 20264, emergency resolution authorizing Joseph E. Humbo, Jr. as delegate to represent the city of St. Marian is a member of the board of directors of the Ohio Municipal Electric Association. Mayor Herbert, um I can talk about it if you'd like.
Okay. So the the city of St. Mary's is a member of OMA. Uh their primary purpose is basically as a legislative liaison. Uh they monitor state federal regulatory activities which sounds very exciting to me. Um the OMA board, their affairs are are governed by a board of directors which the mayor sits on and he has been reelected to that position. Um it's an important position. It's good that we have a seat at the table. They have asked the council reaffirm his election to the board and they ask that we do it tonight.
Okay. Any questions or comments from council? Since this is not a monetary, we don't have to suspend the rules. So may I have a motion to pass please? Mr. Fitzgerald, Mr. Aquar pass, please.
What's that? Was there any other option? It has to be elected to the official so it can't be Thankfully under scheduling mislead business closing. We have a request for solid waste. Mr. Dylan, how does that time look for you? That works for me. Okay, Mr. Harris, this is the rate study. Just so everyone understands, our consultant will be here uh to discuss the second rate study that we had conducted. Okay, newspapers with that.
Is there anything else come before council? Mr. P. Motion to or motion to motion by Mr. Second suspend all please. No jacket.
