good evening and welcome to the Mantino village board meeting for Monday January 6 2025 to call meeting to order and if we get all please rise for a pledge of allegiance the United States of America and to theu for it stands one nation under God indivisible with liy and justice for all roll call please voice here budro here Dole here Crockett gesy here Phillips here we have Quorum uh tonight as always we begin with the approval of the minutes we in everyone's packet we've had the board meeting minutes from December 16th of 2024 and hopefully everyone has had the opportunity to review those uh are there any changes additions deletions Corrections seeing none I'd accept the motion to weigh the reading of amends and approve them as presented by the cour I'll make that motion motion by budro I'll second second by do roll call Bud yes do yes Boyce yes gesy yes Phillips motion carries uh public participation tonight the first uh speaker is Francine Fatma hello it's the New Year I'm Francine Fatima a proud member of the concerned citizens of Mantino the Grassroots organization of residents who want the best for our village and who say no to Goan there's
more well it's January and soon it's time for Jolly Old St Nick to step aside until next December so too the Holly but I say golly what's left for us to wish for well it's 2025 and no time for Folly which we have learned is to hold the pursuit of Truth in content attt by choosing to make one's own path that's been happening here in Mantino so therefore Folly brings to mind idiocy lunacy Madness recklessness stupidity surely not one what we residents want for our village we reside here in hopes that it can last for a long time so I say to you mayor nent and trustees to stiffen your spines and show some love for your fellow man and resend Goan heavy industrial category that would be a very effective New Year's resolution and one that would be well received by The Village residents thank you thank you the next commenter is George rker good evening um I want you guys to mark your calendar on Tuesday January
14th at 9:00 a.m. in courtroom 204 in the king ke County Courthouse judge Lindsay will be deciding on the concerned citizens of Mantino lawsuit against Goan so hopefully that goes forward and I just wanted to bring to everybody's attention and then I have another little story here for you so right before Christmas I was shopping in burot and I looked over and Mr nent was standing next to me I was kind of surprised cuz I've never seen him in the general public so I'm not mistaken but I think he said hi George and I reached out and we shook hands and we said Merry Christmas so we can talk you know I mean I appreciated that Tim thank you thank you that's all the commenters we have this evening um village president report the only item I have is uh we had invited the Mantino High School chamber choir to uh come tonight to sing the national anthem that's the group that had uh entered into the contest in with the Chicago bearers um with all the different high schools throughout the Chicagoland area and Mantino High School chamber choir won that contest uh and they sang at the last home Bears game back in December and so we had in uh asked them and invited them and they had originally accepted but they called this morning and said that there was some of their members weren't available or sick or whatever and so so hopefully they'll be able to come and uh and do the national anthem here at a at a future meeting uh I have nothing else uh Village administr oh Mr um Hanley you want to give a update on with last night was like the first night of the you know any kind snow of any accumulation how
things went or what's going on yeah we we've uh well I think it was definitely uh downgraded a lot from the last week for what they were originally saying but uh we've been out salting at least three or four times now this season uh just had 150 tons of salt delivered the other day I think we've used about 70 to 75 tons uh so far this season uh just a couple minor mechanical issues a uh augur Drive is we got to replace so uh good news is all the machine Machinery is up and working just a couple things just to bring up uh anything over 2 in we ask that all the the cars don't park on the street park them in the driveway and even today when the guys were out snow plowing we noticed a lot of people pushing the snow off their driveway into the street you know that is either going to end up back either in your driveway or your neighbor's driveway you know to push the snow from either other side of your driveway either side of your driveway rather than pushing the stuff out into the street so that was a couple things that we noticed but all in all we've it's been a pretty soft winter so far you know couple times where we get more of this freezing rain or a half inch of snow we're basically all we're doing is throwing salt we're really not plowing yet but you know it's we still at least have a month and a half to go hopefully that's the end of it yeah we'll see all uh Village administrator's report Mr Lorac thank you mayor I have nothing this evening committee reports on public works and utilities Mr Boyce uh thank you Mr Mayor I have one under consideration a m approval of contract with PSI Incorporated for the construction of the Public Works storage building for a cost of 298,000
uh a couple of the other big pieces of equipment that we have you know we uh we built the building new building plenty big for all the essential equipment it's just a lot of the material stuff that just does not pack well in that building so we're going to be able to have a little more space to grow into um you know a lot considerably cheaper building uh very minimal couple garage doors lights Cold Storage you know a lot of stuff that we're not using between the two seasons uh coal patch light poles Park equipment a lot of things like that that we're not using in between so keep stuff out of the uh out of the elements amazing how much stuff you get well and I mean with all the I mean obviously Christmas decorations all the different you know things that we have over the course of the year the stages and you know all that stuff has to have some place to live y um and then also the building on South Main Street you know that you'll be able to move anything that's left in there um you know and ALS we got some stuff in South o still that we're looking to probably sell those two existing buildings uh it's a Quan and another another building like the Sligh the sleigh ride the hay rack it doesn't fit anywhere really well you know it takes up a lot of space so it's like one of those things that we end up in that building so there's uh there's quite a bit of stuff so uh that's all I have thank you thank you Mr Boyce uh properties Recreation Mr w uh I got nothing new on the agenda uh we are going to have a uh properties Recreations meeting uh January 28 Tuesday at 7: a.m. uh I want to thank uh Jacob for posting uh that thing about the square ideas I've had a lot of comments I've been looking at that about over 40 comments so thank you to the public for uh giving us some more ideas we'll be discussing what we want to maybe do with the square with that plus other Park updates I went around and kind of looked at all the parks so I
have some ideas on kind of to improve overall with that uh and then uh a resident reached out to me uh about maybe doing a partnership or some kind of agreement with the river valley special Recreation Association so we'll discuss that a little bit more I think it could be a good opportunity for uh some residents of this town thank you thank you Mr Buro on public safety and health Mr do thank you mayor um I don't have any action items on the agenda my next uh public safety meeting is Wednesday this next Wednesday at 7:00 a.m. here in the village board room uh pretty much going back to what Jim had already talked about with our first significant snowfall the season it might be a good time to revisit our snow ordinance as it relates to parking on Village streets it shall be unlawful for a person to park a motor vehicle on any public Street within Village limits after a snowfall of 2 in or more is advisable to remove your vehicle as soon as it begins to snow this parking restriction shall be in effect for the entire Village during any snow fall of 2 in or more and shall remain in effect for a minimum of 24 hours after the snowfall ends and until the street in question is completely cleared from Curb to curb after the snowfall ends excuse me any person found to be in violation of this section shall be subject to having the motor vehicle towed at the owner's exp expense and may further be subject to a fine not to exceed $200 or more for such offense also keep in mind that kids are walking down the street in the sidewalks and to keep them off of the the street uh maybe you could have CU they're on their way to school and catch the school bus and to avoid them walking in the streets and not to walk through the snow let's possibly hire maybe a young ambitious child to shovel your sidewalks uh they could use the money and and you could have your sidewalk uh um cleaned and it would be nice uh to keep that clean for the kids to walk to down to the bus um you could be saving a child from one
danger and also want to mention the beautiful Christmas lights throughout town uh in the new sub Visions seem to be have more themes and and more uh designs you've got streets that you know everybody's lit up and everybody's got um it's just is it just beautiful riding around town and seeing all the the subdivisions taking uh ownership of their subdivision and and uh and making it festive so it was a joy to to see everybody do that so and that's all I have to say yeah it's obvious that some of the neighborhoods got together and organized you know cuz they're all they've all got the same decorations I think uh the white tail Bend area started that a couple years ago with her candy caned Lane and that certainly is taken off and it looks great down there and I think some of the other subdivisions I know I was out in Rock Creek the other night and uh they've got you know arches over all the sidewalks and you know they at night they lit up they look good uh some of the other neighborhoods have got Santa Clauses and they're all you know got matching ones so you're right it's nice to see that the neighbors have gotten together and somebody in the each neighborhood has organized it and like you know Amazon's making regular deliveries at some of most of those places they're all getting it from the same place so um but you're right it does look look good and you the town was really well lit you know for the whole Christmas holiday season um Chief as far as the uh Towing of vehicles we haven't towed any this year at all and last year I know we just instituted that ordinance I mean the whole purpose is not necessarily to tow the vehicle the purposes to try to keep the streets clear so the snow plows can get through do you remember last year whether we you instituted that very often at all no I don't I don't think we towed a vehicle yet for that and that's a last resort we'll try really hard I they'll go to the door multiple times calling the phone um talk to neighbor whatever I me we we'll work with gyms guys really well they'll call us and let
us know a car EAS move and we'll go over there run the plate and try to contact the owner and be to you know inovate get it moved in some reasonable amount of time I don't think he put a car yet right I mean we Institute that ordinance for the you know like you say kind of a last resort thing but it's certainly not something that we necessarily want to take the time to do and impose the expense but if you've got some situation where it has to be moved for one reason or another this gives us the authority to do it thank you Mr Dole Planning and Zoning Mr Crockett is uh not here tonight he's called he said he was not feeling good Mr gesy you're going to take his yes uh Mr crackett has ordinance 2417 this is a housekeeping ordinance uh amending title 8 building regulations chapter 1 Building Code by changing sections 8-1-3 B9 building codes of the municipal code for the village of Mantino uh this is uh basically adapting the updated energy codes Chris is this uh correct that yeah the state mandates those and rather than change the ordinance every time when they have a new year so we' we've kind of just uh put the same language in there that we have for the mandated build uh plumbing code which just says it's the latest version approved by the state so this way we won't have to to keep redoing it okay uh next Planning and Zoning meeting is scheduled for the 28th at 7:00 a.m. here and next Planning Commission meeting was cancelled due to nothing on the agenda and that's all we have for Planning and Zoning go and do do the finance then also on the finance we have uh a motion to extend the camera rebate program until further notice um we discussed this at our last finance committee meeting and the camera program has been successful for us in solving a lot of crime and um making sure that our
streets are safe and so if this is one thing that we can do to continue this um it'll be for additions of additional cameras or updates of outdated cameras I know we see that happen at the Village some of our own technology that we have to ex update it every once in a while so um it is until further notice anyone gets a ring doorbell um blink whatever nest whatever you decide to use there's a $100 rebate uh for each camera that is purchased and there's not a date currently set for ending um in addition to that we have payment of bills the amount of7 ,40 72 of which Tiff number three bills are $36.25 and our bills authorized and paid between board cycle are 52,500 uh $549 cents our next finance committee meeting is scheduled for this Wednesday at 700 a.m. right here that's all I have thank you Mr gesy uh General government Mr Phillips glad to see you resolution 24 4-14 a resolution appointing imrf authorized agent that's all I have then the reason for this is uh you know Dar Hurley has been the authorized agent for imrf for the last I don't know how many years and years uh and she has turned in her retirement papers and uh will be retiring in March so uh this is changing the imrf agent um from dar to another employee um so the items that will be voting on The consent agenda are as follows under old business we have nothing under new business we have ordinance 2417 an

U melting or whatever so I know they were out early I heard them going down streets uh and early early in the morning so but that's you know what they got to get out there to make sure everybody else uh gets out cuz some people do leave before 8:00 in the morning so so appreciate that thanks all you guys that's all thank you Mr DOL um Mr gesy I have nothing Mr Phillips yeah I very glad to be back to work and uh I wish everybody a Happy New Year thank you um the only item I have is the I get questions a lot every you know every year is the Christmas lights how long do we leave them on uh we've kind of historically you know the public works you know spends a lot of time putting those lights up over the course of you know after October Fest and until the first week in December um and so when we lit them leave them all lit up all time you know all during December and we have historically kept those on through the whole month of January so if anybody's got anything planned and they're wondering whether the Christmas lights will be continued to stay on uh they will be on uh the whole month of January um so you know anyone has any questions in regards to that or why do they continue to stay on well look say they they really brighten up the town and makees it look really nice and you know once they're up there it's nice to to have them lit up so they'll be the town will continue to stay lit for the whole month of January I agree it is beautiful so it's a CO it's a Hallmark uh moment we we hear that you know time and time again that people are you say they're walking downtown you know Hallmark which that's that's what we that was the look we were look going for I have nothing further i' accept the motion to adjourn motion by Boyce second by do roll call Boy Yes Dole yes budo yes gesy yes Phillips yes MO motion curious thank you very much for coming for [Music]
