Um and we don't have any action items. We're going to move into communications from city staff. Commission's 2025 general report. Um, Lindsay, if you want to go ahead and I just threw together a quick PowerPoint presentation. Most of this I wasn't here for, so it was fun to pull together so I could see everything that y'all have been up to this past year. All right. And you can just You can start that and whiz past this one.

Um, and so this is just kind of a nod to when we adjourn today, we're going to have to do a nice team pick so I can drop it into this presentation before we take it to council. Um, so with that, we can we can hit uh the next. Yeah, I should have given you plenty of time.

Yes. Everything. So um starting with the role of the planning commission um one of the main things you do is fulfill um our goal one commitment for citizen involvement uh per the state's requirements and then basically you have two other key roles uh two advisory roles. The first being um as advisory to city council for reviewing and me making recommendations to legislative items. Those can be plan map or plan text amendments. Um, you also serve as an advisory role for various planning actions such as economic development analysis or later this year we're going to be bringing you housing needs assessments and analysis. So things like that that you provide uh recommendations and advice to council. And then there are those discreet items which are a decision maker. Um the quasi judicial items uh such as conditional use permits, variances, um industrial master plans and in 2025 commission met seven times. Go to the next slide, Lindsay. Um, and so I'm just going to run down the the recommendations from the last year. Uh, the first was a really big one. Uh, uh, PTA 25001, which was adoption of the 2045, um, TSP. Uh, the last time we updated it was, I believe, 2014. So, I know that was a pretty heavy lift. Um, and we are learning all about it now and implementing it uh, as projects come in. Um and that was a unanimous 5 to zero um recommendation uh to council. You can go to the next slide. Um the other recommendation you had was the text amendment related to CEC design or CEC walkable design standards. This

amendment included a variety of code amendments designed to improve neighborhood connectivity. uh site design standards for commercial and mixed use developments. And there was also some updates to autooriented uses such as drive-throughs and things like that that got included into the code. And now we'll roll over to the decisions. Um the big one for 2025 was the um industrial master plan 24001. This is the lamb project. Um, as you probably know, that's got appeal. Your the decision got appealed to city council. City council upheld the planning commission's decision and there was no appeal filed to Luba. So, that that decision stood. Right now, they are um pursuing development. We are about to issue permits for the north parking uh lot uh by the end of the week. So, there's lots of permit stuff. You might not see a lot happening on the site, but there's a a lot of permits and we meet with them weekly uh to make sure all the permits are keeping pace with where they need to go. Next, um you had the conditional use permit for uh the new uh water reservoir and pump station um at uh Southwest 108 and planning commission uh voted unanimously to approve this conditional use permit that uh they status of that one right now. They poured the foundation um last week. Um you'll probably start to see some vertical construction going up uh this week beginning in next and they're going to be pouring the walls by um on April 30th I believe. So it's it's moving quickly. Um so that's where that one is. And then you also had another conditional use permit for a contractor's office. Um that project I I

believe has not moved forward. Um I don't know that there's been a whole lot of activity related to that approval uh yet. Uh there was participation in the first uh board and committee summit. That summit brought together the city's eight different boards and committees to share perspectives on the community strengths, challenges, and opportunities prior to the new year. Um and then we brought you several staff updates. Um, we brought a presentation uh for the Twitin code update uh dealing with clear and objective standards, something that uh you will see later this summer. Um, you had a presentation of the downtown revitalization project. Um, and then you also had the presentation in the 2024 um, annual report. So, a look ahead to 2026. Um, we are going to be bringing uh draft code language for the clear and objective uh update to the TDC. Um, we're going to start doing annual code cleanups. Um, staff will start working on these in the summer with the the goal to have them approved by the end of the year. These are policy neutral um simple typos. Oh, hey, we forgot to update this figure and now it references the wrong thing. Those kinds of things. Um, we might also try to, um, stick in a few of the more simple legislative updates in there. We'll see how that fits that are more simplistic, nothing big like middle house or anything. That would be its own deal. But, um, and then we will be bringing you the contextualized housing needs analysis and the housing capacity analysis. Um, and then food cart pods are also on the docket for this year. So, we've got some busy months. um I'll run through those um a little bit later of some of the dates we have. But

yeah, we we've got a busy busy time this summer ahead of us. Some big things. Um and with that, if you have any questions, I figure we could do a serious one and a fun one. Yeah. All right. Um and yeah, I just wanted to share the other item under communications from staff is related to the two items that we'll be bringing you. I wanted to give you an update on food cart pods. Um on the 27th of this month, I'll be taking um the topic to a work session with council. They asked for that. um just to provide some a broad overview of where they'd like us to go with our work as we move forward um and what what they'd like that to look like in the coming months. Um so we'll be doing that on the 27th and then the next steps after that after staff goes back and does their work will be some sort of work session with y'all and then with council where we start working on any codes or updates. So, that's coming. And then on June 17th, um we're slated uh June 17th, 16th, whatever that date is in June. Um we're going to bring you the the clear and objective code update with the draft language and we'll have the consultant with us to to walk us through their changes, proposed changes.

Teresa, those food cart pods are currently just limited to that spot behind the poll center, right, that's being revamped. Right now, the only place that a food cart pod like more than one can go per the code is in Basalt Creek. Oh, it's not even that one. Okay. It was the one I thought. Okay. Yeah. Super. Yeah. Yeah. The only other thing there are other places um in the other zones where carts are allowed, but it's one cart per site and so the pods aren't even allowed. Um so, yeah, we're going to try to try to come up with something to keep pace with all of the surrounding jurisdictions that allow that already. many. Yeah.

Right. There's an allowance for like special events that they can get a special events permit temporary ones permanent. But if you wanted to just like have a food cart daily, um it's just one. So there's a like a special allowance for certain special events. And when they do that, isn't it on parks property for that? No, if it's all on parks property, quite frankly, I remember it wasn't just Yeah, I don't I I feel like it's not, but I don't I I really um city owned property that's not parks.

I'm trying to think even like events at Aalotti they had trouble with and they had to be out in the street. They couldn't be up here. They found that out when we're planning our neighborhood planning our neighborhood meeting only allows it I think at Twalton Community Park for those venue like there's timing that meetings today right but like Vivas down at yes we've been doing lots of research and interviewing lots of surrounding communities so we'll be able to bring something back for a good work session with you uh in the future. I know if council is gunning for something like West Lynn House in downtown I heard everybody wants the pod. Was that the gist? It was the chamber that didn't want the pod
