Hello everyone, my name is Tamara Ojeda. I'll be the project manager on Public Project Agreement 327-00065 with Toro Enterprises for the Neighborhood Street Resurfacing Project Cal-Keesler, specification number PW-2609. The City staff recommends that the City Council approve and authorize the following items. A total of $4,384,787 in project funds for the neighborhood street resurfacing project, Cal Giesler. Number two, the mayor to execute an agreement with Toro Enterprises in the amount of $3,653,989 for the project and approve a project contingency amount of $365,399 with Toro Enterprises. for a total not to exceed value of $4,019,388 for the project. And number three, a project allocation amount of $365,399 for engineering, inspection, survey, and project management for the project. The neighborhood tree resurfacing project, Cal Geesler, is part of the Public Works Capital Improvement Program. for fiscal years 2025 through 2029. This project was prioritized based on the outcome of the citywide pavement management program that was brought to the city council on April 2nd in 2024. And it is the second phase of the proposed residential street construction projects presented to city council at that time. At the May 18th, 2021 city council meeting, The council identified a goal to fund and support working toward and maintaining a pavement condition index of 70 throughout the city. The pavement condition index ranges from a zero to 100 scale. In alignment with this council priority, the neighborhood street resurfacing project, Cal Geesler, will increase the PCI of the roads in this neighborhood. The project scope consists of the following items. resurfacing existing asphalt concrete pavement, milling of existing asphalt concrete pavement, placement and compaction of asphalt rubber hot mix, placement and compaction of asphalt rubber aggregate membrane layer for CAPE seal pavement treatment, placement of slurry seal, excavation and reconstruction of asphalt pavement failed areas, reconstruction of existing ADA curb ramps, concrete repairs, adjust utility covers to finish grade, removal and replacement of street name signs and posts, and traffic striking. The work is tentatively scheduled to begin in August of this year and continuing to October of this year for a total of 60 working days. And this is absent any delays for supply chain issues, unforeseen site conditions, or weather Staff will work closely with the Kelheesler Neighborhood Council to keep them informed of the schedule and will also work closely with the neighborhoods and residents directly impacted by the work to keep them informed of the project schedule. General project information will be disseminated to help keep the public informed as well. The notice inviting formal bids for this project was published on May 21st of this year and the following bids were received. From Toro Enterprises, $3,653,989. For Onyx Paving Company, $3,737,000. And from Granite Construction Company, $4,876,693.30. The lowest bidder is Toro Enterprises, and its bid is responsive to the City's notice inviting formal bids. Following this determination, procurement staff reviewed all documentation received from TORO and its subcontractors. Based upon the available information and research performed to date, staff believes that the contractor is capable of satisfactorily completing the project. And because of this, staff recommends that the City Council award the contract for this project to TORO Enterprises. In addition to the project award amount of $3,653,989, staff recommends authorizing $730,798 for the project, which includes $365,399 for project contingency and another $365,399 for the cost of engineering services and city staff. Both of these are 10% of the contract costs. Engineering services include the following activities during construction, engineering inspection, survey, and project management. These recommendations bring the total estimated costs for the project to $4,384,787. The total cost for the project is $4,384,787, which includes the agreement with Toro Enterprises in the amount of $3,653,989, and then a contingency of 10%, which is $365,399, and engineering inspection survey and project management another 10% of the contract cost, which brings it to $365,399. This project is funded with the following funds from General Fund, the Measure O Fund, Road Maintenance and Rehabilitation Act Fund, Community Development Block Grant Fund, 2014 Leave Revenue Bond Fund, Water Operating Fund and Wastewater Operating Fund. The Neighborhood Street Resurfacing Project specification number PW2609, project number C2209 has an estimated total available project budget balance of $23.66 million. The ongoing maintenance cost for this Neighborhood Street Resurfacing Project will have no new impacts on the Streets Division's operating budget in comparison to the annual operating costs in prior years.
