First item for discussion and and action item is to consider a report from New Braunfels utilities regarding water and wastewater impact fees for the period of 01/01/2025 through 07/01/2025 and make a recommendation to city council. Come forward.

Good evening. Jessica Coleman, finance and risk manager for MBU. This impact fee is being presented to the New Braunfels Impact Fee Advisory Committee in accordance with chapter three ninety five of the state government code. The reporting period is 01/01/2025 through 06/30/2025. I'd also like to mention that MBU, is aware of some recent legislative changes in regards to chapter three ninety five.

We're currently working with the city staff, and we will have more on that in the future. The impact fee balances at 12/31/2024 were 8,400,000.0 with the majority of that balance being held in water impact fees. Receipts for the reporting period were 15,800,000.0 with just under 12,000,000 being water impact fee fee collections. Net expenditures for the period of impact fees were approximately 10,000,000, and the impact fee balance for the period ended 06/30/2025 is 14,100,000.0. I would like to note for this that while water impact fees are higher, there are a few projects that will be coming on and be kicking off in FY '26 and FY '27 that will impact our usage of these fees going forward.

In FY '26, we have our FM ten forty four elevated storage tank plan for about 14,000,000, and Salms Pump Station about 8. And then in FY twenty seven, the bulk of our surface water treatment plant expansion will begin and has a total five year budget of $57,000,000. With that being said, the two largest projects for this reporting period were our Conrad's elevated storage tank, and then on the sewer side, the McKenzie Water Reclamation facility expansion.
