nonprofit organizations in Bowling Brook we have a plethora of nonprofit organizations and um the way it works is we submitted nonprofit organizations to live then we submitted their missions and what they do and how many people they serve so on and so forth and it became a joint effort between Liv and the village of Bowling Brook to distribute the funds to uh some of our nonprofit organizations and with that this evening and I'm not exactly sure how we're going to go about bringing you guys up here so I think clerk Barton put people in in alphabetical order correct I did so as we call your name if you could please just join us Doug you guys want to come and help me with this pleas please and thank you Doug and Mary Kate from the bowling Burg Golf Club were very instrumental and a lot of it at one making sure that the tournament was a success first up please the Bowling Brook [Applause] Buccaneers next is the Bowling Brook Lions Foundation [Applause] we're going to talk a little bit about what these are going to go towards but so I could just get them up here Bowling Brook Premier cricket [Applause] league BR Soccer Club [Applause]

[Music] before everybody leaves I just want want to share a little bit of what the funds uh are going to be used for this was uh one of the requirements for being considered for funds was to let us know what the funds were to be used for and uh just to give you some examples stag golf supplies shot clocks golf simulator indoor cages weight room updates Varsity scoreboards and indoor LED video display boards athletic equipment program costs health and wellness Services event costs skill development workshops assemblies educational resources activity supplies workshops and programs technology access we also have some where it's got uh Capital items of building improvements playground equipment upgrade to facilities and Equipment the one that I'm uh super excited about to be quite honest with
you is the Lions Club and um they do something amazing they host a beep baseball tournament how many of you guys know what beep baseball is that hasn't volunteered for beep baseball come on now be for so beep baseball is baseball for for the uh visually impaired correct pretty much and they host this tournament from how many teams usually show up eight eight teams eight teams and it's amazing because they can't see the ball and it's got this beep beep beep beep beep I can't hit a ball see it don't see it here it doesn't matter it's not my thing but anyway but um they listen and they bat and they run because the bases have beep and it's just so am amazing to watch you know it's if you believe in yourself you could do absolutely anything and everything and so uh beat baseball is near and dear to my heart and that was probably one that I was uh determined to get across the Finish Line uh equipment uniform so their vision is to make sure that they give back to the communities where they host their events but they also have metrics so each of you that received checks tonight uh we do have specific for what the money is to be used for but we want to continue to engage and we want to provide this feedback and show yes you definitely made a difference in our community by allowing us to distribute These funds so um again we'll touch base with that and and we'll let you know what they could be used for they're allocated and just for those of you that are here or those of you that are watching from home these cannot go to pay expenses can't go to pay salaries utility this actually actually has to go to um the the players the teams the
organizations and it has to benefit the community so thank you each and every one of you for what you do for the children for the adults for the seniors because every one of you plays a very very important role in our community and I as well as the entire board I'm sure are very grateful for your efforts so thank you again [Applause] isn't that a great way to end the year just give out money don't have any expectations the checks are done guys they should go to those organizations so yes uh for those of you that do need to leave we we have a little bit of business left probably about 30 minutes but if you need to go I'm just going to give them a few minutes to uh for those that need to leave to go ahead and do so and thank you again so much and Merry Christmas thank you thank you thank you so much see what happens you entertain them you pay them and then they [Laughter] leave all right is there anyone here this evening that wishes to make public comments regarding anything on this evening's agenda anything on the

all future tax levies for the 57 M 45,000 Village of Bowling Brook General obligation refunding bonds Series 2014a this resolution abates the taxes that were to be levied for the village of bowling Brook's General obligation funding bonds series 2014a resolution 24 r-117 authorized the Redemption of these bond series on January 1st 2025 therefore the village does not need to Levy the taxes that would make the bond payments the early Redemption of the bonds will save the taxpayers 8,744 th000 through through 2036 if you remember in the previous meeting we voted to prepay the bonds uh Rosa do you want to comment just basically that we're going to be um prepaying the um bonds that will be Levi from 2024 to 2036 and in essence just saving uh taxpayers um Levy amounts in those years so the savings total is about million almost 199 million before anyone asks your taxes are not going to go down the village portion The Village portion but you know we considering that we saw the newspaper in truth and Taxation there's quite a few people who are taxes are going up so just to let you know your taxes are not going to go down however we are doing our part to at least maintain what we have control of so and that usw we're maintaining great job to uh staff to the board you know this is uh I know that when um we told the attorneys that we wanted to pay this off they kind of
looked at us like what you right well kind of but but this is this is if I could just mention representing many municipalities is rare you see such good Financial stewardship and and diligence by Rosa and staff in recognizing along with our our bond councel and Underwriters that we could do this extraordinary uh uh paying off the bonds so that we save the $18 billion that it that is truly extraordinary considering uh the state of the uh of the United stat State the State of the State and the state of the nation that's correct all right any questions comments from the trustees motion to approve please so moved second trusty Cana second trusty carpenzano roll call vote please yes mayor trusty Lawler yes trusty Doris yes trusty carpenzano yes trusty Cano yes trusty Zarate yes thank you motion carries next ordinance 24- 056 amending chapter 6 of the Bowling Brook Village code increasing class C8 beer and wine from 4: to 5 Mickey's Euros located at 188 South Bowling Brook Drive this ordinance increases the number of C8 liquor license and grants Mickey's Euros located at 188 South Bowling Brook Drive a beer and wine liquor license this has been reviewed background checks have been done and uh approved by all relevant Personnel any questions from trustees motion to approve please don't move good trustee Doris second truste zerat roll call vote please yes mayor trusty Lawler yes truste zerat yes yes trusty carpenzano yes trusty Doris yes trusty Cano yes motion carries ordinance
24- 057 amending section 22- 87 fees for services of chapter 22 fire protection of the Bowling Brook Village code regarding mileage transport fees for ambulance services a lot of what we have to do is follow state law what is State allow then we follow up with insurance and what do insurance need so many many different steps in making sure that we stay current and up to date this is one of them this ordinance makes a minor Amendment to The Villages code to clarify the mileage transport fees are required for all ambulance transports in order to remedy insurance coverage issues for ambulance services so in order for us to recoup our M monies correct we have to put this here or else the insurance says you don't say that you charge therefore we're not going to pay you and this is how we make enough money to pay off the bonds any questions from the trustees all right motion to approve so move trusty Zarate SEC second trusty Lawler roll call vote please mayor trusty Zarate yes trusty carpenzano yes trusty Lawler yes trusty Doris yeso yes thank you ordinance 24-58 Levy pay in taxes for corporate purposes for the village of Bowling Brook current fiscal year commencing May 1st 2024 and ending April 30th 2025 Debt Service Levy 13 m996 499 police pension everybody loves to hear the word pensions 6,289 158 fire pensions
5,655 177 for a total Levy of 25,9 4,834 these Levy amounts will require 3,249 38 from our general funds to go towards the police and fire pensions Rosa any comments no this is just an annual increase of 3.6 um our portion but again as the mayor said that's only our our portion other tax agencies are going to be increasing their own taxing okay may I make a comment absolutely so this is for the the the police and fire pensions right now are broken down into tier one and tier two back in 2011 I believe tier 2 was created in order to assist municipalities with the um the pension obligations for police and fire that are mandated by the state of Illinois who um don't contribute anything to them I mean police and fire contribute 9.9% of their salaries and then the village uh has to meet a certain Actuarial threshold for pension there's a move now down in Springfield to in Ence get rid of tier 2 pensions and go back to everybody's tier one which will then increase The Village's obligation um so the problem that they attempted to rectify in 2011 now is going to create a new problem the village of bber so this is this year's so if legislation changes next year there's a senate and a house bill that are um they haven't been passed but they're in committee um you're going to see these numbers increase exponentially so
FYI stay tuned yes and we are uh whether it's the dmmc Dage Mayors and managers Will County um or even the Illinois Municipal League all of us are adamantly strongly opposed uh to this legislation and we'll see how it pans out when session starts but yes you're correct um any questions from the trustees comments motion to approve please so moved second truste Lawler second trustees are roll call yes mayor trusty cantero yes trusty Zarate yes trusty carpenzano yesy Doris yesy Lawler yes all right one more set of of lots of numbers and we are nearing the end of this evening's agenda this is so exciting though I absolutely am absolutely are you kidding uh ordinance 24059 abating taxes Levy to pay interest and principal on $ 35 m795 th000 special service area numbers 200-1 200-2 200-3 and 2002-1 special taxes refunding bonds series 2018 annual tax levy abatement for the special service areas series 2018 abating taxes for principal and interest on$ 35 m795 SSA increment 28 bond series 200-1 200-2 20013 and 2002-1 abated amount 1,467
9550 and Levy amount 3 million 529,000 56 this has been reviewed and approved by all relevant personnel and officials any comments or questions all right may I please have a motion to approve so moved second trusty cantero second truste Zarate roll call vote please yes mayor trusty Doris yes trusty carpenzano yes trusty cantero yes trusty la yes Shear yes that's it motion carries thank you so much uh next section in our agenda is public comments I do believe we have one person who has registered we have one gentleman that has registered is there anyone else up hello good evening good evening how are you good uh my name is Theodore tyke my current address is two hedro court Bowling Brook uh Illinois I uh previously lived at 501 whbe Court also in boing Brook my wife and I have three children ages 13 12 and 8 who are born in BO Brook have attended schools since the age they could we would me and my wife would like the opportunity to open a gaming Cafe in Bowling Brook we know that the village has approved any licenses or even voted on it yet we believe uh that our business would help help increase help increase tax revenue for the village in town we also believe that the business would generate taxes that
would help the city of Bowling Brook grow right now residents from Bowling Brook are going to neighboring towns spending money at gaming cafes that could be better spent in Bowling Brook we believe we have uh contacted a couple of Illinois gaming companies Universal and cold rush they would love to work with us in the village of Bowling Brook to open a gaming Cafe in Bowling Brook so if we could uh maybe start the process of trying to get a vote cleared to allow gaming licenses in Bowling B we would be very very appreciative thank you for your time thank you so much thank you for coming in is there anyone else that wishes to address the board okay I think we're GNA go to a final comments from the trustees let's start backwards trustee carpenzano best of this evening again I thought we discussed wearing holiday sweaters but yeah m got it I think no one responded no one responded to that meeting um at least uh Deputy Mayor Lawler does have a patent necklace on um it's holiday board meeting uh I'm sorry lights and everything nothing quite as loud as this sweater though um wishing everyone a very uh Merry Christmas a happy New Year a happy holiday um uh thank not only uh the the magical for playing tonight but also uh their soldout shows I heard were incredible um support the community support small businesses just a quick shout out uh just because it happened just before tonight's board meeting there was a local team there's a few folks maybe even here in the audience tonight uh that supported the American Heart Association these last 60 days um this local team raised over $25,000 that's going to go to support the mission of the American Heart Association so a big thank you to
everyone in this room a special thank you to Angela kindness who is one of the top Chicago sponsors and supporters of the campaign uh and Miss Debbie Watson who sat on that impact team Merry Christmas everyone send it over to truste can for the record I also have a very festive tie um just want to wish everyone a happy holidays um just try to keep the uh true meaning of what uh you know the holidays are about uh if you are able to help out someone that uh uh needs assistance please do so there's many great uh local organizations that you're able to donate to to Ure that everyone has a happy uh holidays um thank you to our armed forces that are deployed uh thank you to our police and fire that will be working during the holidays ensuring that um you know we stay safe we enjoy time with our families even though you guys are not able to be with with your families we appreciate it um and thank you for that um that's all thank you I too would like to wish everyone a happy holiday I was actually reminiscent today about how four years ago we were not able to celebrate with all of our families uh crazy times I I I don't want to ever revisit them so I I I tend to try to take advantage of every holiday um with friends family and loved ones so to all public servants to all those who own nonprofits uh that make holidays better just want to thank you for what you do because you did have to work vigorously through those times and maintained so wish you a happy holiday your family's a happy holiday and please be safe be healthy and whatever your beliefs are may your God Bless you that's it um thank you um I also would like to thank every nonprofit that was here today and we were able to reach out and
help them as they help us um and remember there is a lot of kids out there and families that are not as fortunate as us um if if you could find it in your heart drop off some canned goods or something so they could have something to eat and I'd like to say thank you to the everyone who worked so hard uh to set up the the tree lighting it was beautiful um the lights were spectacular um Santa was there the kids just seeing their eyes just made my made my night it was cold but everybody came out and we owe that to uh Public Works uh everyone who really puts their heart in suland to thank you mayor for all that you do for this community um and uh your family and I'd also like to say thank you um this is going to be my last Christmas here and I just want to say thank you to everyone who is in this room um who either voted for me or you know just remember me um I hope I hope that you will all prosper in life stay safe to our police officers I cannot thank you enough to the fire department I hear your sir sirens and I I say my prayers be safe out there enjoy your families because life is short and um I would like to give my condolences out to every everyone who has lost someone in this community or in their families I know it's very difficult during the holidays um but I'd like to say thank
you once again to everyone I've worked with and um I I'm not leaving yet I will be leaving in um probably May and um but thank you very very much Bowling Brook for everything that you have allowed me to work for you in this Village thank you thank you I also want to thank the magal for being here my my youngest was part of the madal years ago but I was attending madal dinners and uh enjoying the performances at at the uh December village board meetings for many years and they always do a great job um and I also uh Mr Hanah Hoff mentioned it but this Thursday bber High School is putting on they have two concerts you'll if you have never gone this is such a unique concert the only thing I'll give away is there are performances that pop up throughout the auditorium so you have to you're going to be looking around and and enjoying performances throughout the night so it's two separate performances you can get tickets through Bowling BG high school but it is a phenomenal end of the year and and helps us enjoy the holiday season thank you to the Educators bless you Mr Evans um and uh for all that they do with our our children to develop them um the this Sunday there's a special activity at St Dominic's it's the annual breakfast with Santa and that's going to start at 7:30 in the morning and go likely until noon I'll be busing tables as a member of the Knights of Columbus at St Dominic we've got great volunteers who work the food lines but if you attend funds from that event and several other pancake breakfasts throughout the year go toward national uh the U Northern Will County Special Recreation annual Christmas party and special needs families and
also a coach for kids drive for the kns of Columbus of St Dominic so but I'll tell you if you walk away from that event hungry you've not done your job and I'll hold you to account um the other thing that I want to talk about lastly before tonight I visited Operation Christmas Bowling Brick on our stage behind Village Hall and uh on behalf of Lee Bush Jr and everyone involved with Operation Christmas they truly appreciate the community's involvement police and fire for shopping with them police and fire departments for shopping with them to get gifts for the families the foods that's been donated there's too many people to thank their registration the opportunity to register for families has completed but and they've ended up with 633 families which is a record over last year's record of 488 [Applause] families the families uh there their families have until this Thursday to turn in the necessary documentation to get their gifts and their food we were we enjoyed um a few hours packing food boxes I think we set a record for an hour and a half maybe 170 something like that a little under 200 still we're still recovering from that but it worked out well um and they the families are having an assigned day in time and uh to come pick up their gifts and their food for Christmas holidays and that will occur today through December 19th uh with that I wish everyone from my family to all of you merry Christmas happy holidays Happy New Year for a wonderful and prosperous 2025 thank you
I usually don't comment uh I have a uh I have two comments tonight uh one uh the mayor uh giving out the uh the Monies to the Charities tonight she uh she touched upon the fact that we received that money from uh the folks that live uh I just want to compliment the mayor and a few others who who negotiated the contract with Liv to make sure that we got that money from Liv uh and that we have another contract with them uh for for next year so when you think about the benefits that the tournament gave uh to Bowling Brook you have a a firsthand example tonight that all of these Charities were helped by the mere fact that we had the the tournament here so so that's the uh the cheerful part of my report the second part of the report is is I want to piggyback on something Ken talked about in regarding the intense legislation in Springfield uh regarding pensions I'm not going to talk about pensions but I want to talk about other intents legislation that happened back in 2016 that uh provided legislation to allow private water companies like Illinois American water and aqua the right to acquire munici municipalities um water distribution centers and tax other municipalities for the acquisition and for the fixing of the other municip the new municipalities water systems that has continued that's why you've seen the rate increases we appeared before the IC the um results I think has been
reported that that Illinois American Water uh received 70% of their ask which was still I think in my opinion grossly High uh but it was not 100% of what they asked and I I I do feel that our contribution as a village helped in persuading the Commissioners not to give even more than they did uh the fight is not over uh Lucas uh and I talk about this uh a lot one of the fights has to be in Springfield to resend the law that was passed in 2016 that allows the water companies to tax the people in the town of Bowling Brook and Elsewhere for them purchasing Water Systems uh throughout the state of Illinois and for compensating their uh employees at a higher rate it's an absurd law it's all about lobbying I hate to put it all on the table but we read about lobbying in the paper every day now uh and this is a result it will take an intense effort to undo that law because of the lobbying by the big companies who have the big money but that is the best way to fix this problem because the IC is bound by the law uh even though the Attorney General uh Cub um and others along with us fought the rate increase uh it's it's it's going to be in place as of January 1 uh there there will be a appeals from the ICC decision that will come in early part of next year don't know what will result from the appeals but I think it's only fair that the people of Bowling Brook know that we fought the fight uh not with any
other municipalities by the way this side of the uh the border so to speak um and I I I feel in my heart that our contribution and our experts contribution helped keep the uh increase to where it is and it could have been worse but it it's too much the way it is I argued before the board and got looked at like I was from Mars that there should be no increase and in fact if I knew the law better as a regulatory lawyer I'd arre through a decrease uh so I was kind of the uh the odd man out with all of the regul regulatory lawyers and the guys and the and the gals who knew the numbers and knew the percentages and how much they should get and not get we argued that they should get nothing because they're already making a huge profit and it's absurd to have them get more profit off of the uh uh people in the village of Boeing Brook Homer Glenn and all the community service by Illinois American Water so I the mayor said don't be too deep tonight we don't want to put a a sad note on this festive occasion but I felt a need to at least tell the people where we're at and we're not done H there there's a fight to be fought on two fronts so with that Merry Christmas back to happy news and exciting things that are happening in the village of Boeing Brook um tomorrow night we have thank you for that by the way I mean it's good to be real right people need to know um tomorrow night we already have about I think 130 seniors uh if you have not been to Town Center yet you definitely need to come kudos to public works for all of their work uh and effort but also to our newly formed
