Item consideration of a professional services agreement nine between Laramie County, Wyoming and Barry Dunn, McNeil and Parker LLC in the amount of $137,200 to develop a strategic plan to guide the county over the next three to five years with the scope of service in exhibit A.

Heather Rudy, director of human resources. Thank you, Commissioners. As indicated, there was an RFP put out for a strategic plan countywide for Laramie County. We received 17 proposals. And after a competitive evaluation process, the evaluation team which included Molly and John for public works, Dominic from IT, Sandra from grants and JD from procurement.
The team concluded that Barry Dunn, McNeil and Parker was the most responsive and responsible proposer. So we're requesting approval from Board of County Commissioners to enter into agreement with them for a countywide strategic plan for the amount of a $137,200.

Mr. Chair, yeah, just excited. This is kind of an interesting thing for us to be doing. We've talked about this for a long time and to finally be doing this and having a strategic plan, something that we can, you know, refer to is kind of an exciting next step for us. Appreciate you guys and the work you've done on it.

Oh, chair. I'd just like to thank the people that put so much work and effort into this. I know that was a very large project to review on the low end 45 page documents on up to ensure that the county got the best person or group for this project. And I think it's going to pay dividends to the community. It will help tie different resources together so that we can strategically work together on projects that we that it will work with. And I just wanna just again thank everything that the group did.

Retail liquor category, Bunkhouse Bar, Terry Bison Ranch, Antelope Truck Stop, Little America, Little Bear Inn, Town and Country Supermarket Liquors, Tumbleweed Bar, The Den Gentleman's Club, T Joe's Steakhouse and Saloon, Hell on Wheels Packaged Liquors, limited retail category club, Cheyenne Shrine Club, Forum six nineteen, Moose Lodge, VFW Post forty three forty three. Category, County Retail Mart Beverage, Antelope Truck Stop, Travel Centers of America, Harrington's Pub. Bar and Grill category, Tortilla Factory, Resort, LCCC Dining Services.

Mr. Chairman, members of the board, Justin Arnold, Laramie County Planning and Development at the request of the applicant and owner, We would request that we postpone this item indefinitely until such time as we can determine proper access as well as the proper instrument to obtain that to the platted parcel.

Item nine, consideration of the postponement of a public hearing regarding approval of a modest plat for Swan Ranch Rail Park, twentieth filing, Laramie County, Wyoming. And Mr. Chairman, this was postponed from the 05/05/2026 meeting.

Mr. Chairman, members of the board, Justin Arnold, Laramie County Planning and Development. It's my understanding that the county assessor, their mapping services are requesting some clarifications or corrections as it relates to the deeds as well as signatures in appropriate notations on the plat itself. They're currently working to get this done as soon as possible so that we can get as clean staff report and resolution to you requesting postponement until the June 2 public hearing, please.
