the public meeting public sorry the P initial public hearing I've I've lost you guys I can't hear things what's up it was quiet because it was the public hearing we can all hear you now can everybody hear me yes I got Steve I got you okay uh moving on uh for uh agenda item number one approval of the minutes of the February 19th 2025 regular meeting do I have a motion I move to approve I'll second got a motion and a second all those in favor say I I I all those opposed motion carries moving on to item number two for possible action zoning review of afda 25198 application for 12 residential allotments 1401 Medical Park Drive uh nikisha I'll turn it over to you uh thank you chairman McDonald uh good evening Commissioners nikisha lion with the Community Development Department I am the city planner um so this item before you tonight is a zoning review for an application for 12 residential allotments this is for the riverrun senior apartments uh formerly known as the Homestead at Boulder City it's located at uh 1401 Medical Park Drive as you can see on the screen this is south of the Boulder City Hospital and
southeast of the intersection of Adams Boulevard and buan Buchanan Boulevard uh last year the applicant and property owner they acquired this assisted living facility and they're requesting the necessary uh development allotments to convert uh the facility into dwellings specifically for senior citizens um and this is in accordance with the city's controlled growth management plan for uh construction year uh 2024 to 2025 uh per our code a maximum of 120 residential allotments can be awarded during any one construction year which runs from July 1st to uh June 30th and so for this construction year uh so far we've only all located 15 single family home residential allotments uh to date uh very recently which is for uh beer homes uh at the diamond Ridge subdivision and we don't have any other applications pending at this time uh upon staff's review of this um proposal against the applicable zoning uh the conversion didn't comply with two of the applicable provisions and this is specific to the hospital zoning District in which it's located um and this relates to the density the facility as well as their uh minimum dwelling unit size since it's just an interior conversion those uh units or rooms already exist so as you may recall the applicant submitted the necessary conditional use permit that's for the density and then the variance for the minimum dwelling unit size uh to address uh these specific um Provisions um and to comply with them and both of these applications were approved uh by this commission at our last meeting in February uh February 19th so further detail s on those specific approvals uh that's provided on page 28 of the agenda packet so if found in conformance with zoning tonight the application will be reviewed for um uh the allotments by the allotment committee that would occur on
March 31st uh the allotment committee they are uh the board that's responsible for evaluating rating and awarding points to the Project based on several factors that's outlined within our growth management plan so if the project receives a score of 70% or more uh the committee will recommend approval of the application to the city council and the city council will consider this for final approval on April 22nd so the application site plan landscape plan for uh floor plans elevations as well as a location map that's included in in the agenda packet that starts on page 29 and so the request before the commission tonight is to uh determine if the request complies with the zoning requirements and to make a motion to forward this request to the allotment committee for their evaluation and review and there is motion language on page uh 29 of the agenda packet as well as on the screen if I can maybe get to it there we go um and staff is available for any questions that the commission may have and I do believe we have Aubrey Powell representing the property owner um on the line via Zoom if you have any specific questions for the applicant thank you thank you nikisha and I'll open up to the de here if anyone's got any questions of Staff or the applicant no questions from the day is there any out there Steve got any questions Lou anybody else no questions for me no questions from Beth either than fantastic thanks Beth uh it doesn't look like we've got any questions so I will go ahead and entertain a motion if we've got
