Recommendation: Adopt Resolution No. 26-__ entitled, “A Resolution of the City Council of the City of Goleta, California, Amending the City of Goleta Operating and CIP Budget for Fiscal Year 2025/26, Amending the City of Goleta Salary Schedule for Fiscal Year 2025/26, and Amending the City of Goleta Schedule of Authorized Positions for Fiscal Year 2025/26.”
26-206 Short-Term Vacation Rental Ordinance Amendments
Recommendation: Conduct second reading by title only and adopt Ordinance No. 26-__, entitled “An Ordinance of the City Council of the City of Goleta, California, Amending Chapter 5.08 (Short-Term Vacation Rentals) of the Goleta Municipal Code and Finding the Amendments to be Statutorily Exempt from the California Environmental Quality Act under CEQA Guidelines §§ 15060, 15061, and 15378 (Case No. 25-0006-ORD).”
26-198 Amendment No. 7 to Professional Design Services Agreement with Flowers & Associates, Inc. for Capital Improvements at the Goleta Community Center
Recommendation: Authorize the City Manager to execute Amendment No. 7 to Professional Design Services Agreement No. 2021-041 with Flowers & Associates, Inc. for the Americans with Disabilities Act Improvements Project at the Goleta Community Center, updating the scope of work and increasing the contract authority by $101,700, for a new total contract amount of $490,104 and extending the term of the Agreement to June 30, 2028.
26-191 Public Works Professional Services Amendments with UCSB, Rincon Consultants Inc., Dewberry Engineers, Inc., Mark Thomas and Company, Inc., and Authorize Budget Appropriation
Recommendation: A. Authorize the City Manager to execute Amendment No. 3 to Agreement No. 2025-024 with The Regents of the University of California, on behalf of its Santa Barbara Campus for Research Agreement to restore and maintain Ellwood Mesa and the Sperling Preserve, increasing the agreement amount by $193,750 for a total not-to-exceed amount of $438,538, and extending the termination date to June 30, 2028; and B. Authorize the City Manager to execute Amendment No. 4 to Agreement No. 2021-063 with Rincon Consultants, Inc. for Professional Services Agreement for professional design services for a comprehensive implementation plan to manage and enhance the Ellwood Mesa Monarch Butterfly Management Plan area, increasing the agreement amount by $125,000 for a total not-to-exceed amount of $1,287,392; and C. Authorize the City Manager to execute Amendment No. 6 to Agreement No. 2022-001 with Rincon Consultants, Inc. for Professional Services Agreement for professional on-call arborist services to support the public works department, increasing the agreement amount by $165,000 for a total not-to-exceed amount of $552,000, and extending the termination date to June 30, 2027; and D. Authorize the City Manager to execute Amendment No. 12 to Agreement No. 2012-090 with Dewberry Engineers, Inc. for Professional Design Services for the Ekwill Street and Fowler Road Extensions Project (CIP 9002), increasing the agreement amount by $623,313 for a total not-to-exceed amount of $7,095,899; and E. Authorize the City Manager to execute Amendment No. 2 to Agreement No. 2023-025 with Rincon Consultants, Inc. for Professional Services Agreement for the San Jose Creek Channel Fish Passage Modification Project, increasing the agreement amount by $111,719 for a total not-to-exceed amount of $369,948, and extending the termination date to June 30, 2027; and F. Authorize the City Manager to execute Amendment No. 1 to Agreement No. 2024-088 with Mark Thomas and Company, Inc. for Professional Design Services Agreement for the San Jose Creek Multipurpose Path Project, increasing the agreement amount by $22,620 for a total not-to-exceed amount of $64,620, revising the schedule of fees, and extending the termination date to June 30, 2027; and G. Authorize a budget appropriation in the amount of $1,392,313 as identified in Table 5 of the Fiscal Impacts section of the staff report.

Recommendation: Adopt Resolution No. 26-____ entitled, “A Resolution of The City Council of The City of Goleta, California, Adopting A List of Projects for Fiscal Year 2026/2027 Funded By Senate Bill 1 - The Road Repair and Accountability Act.”
26-197 Public Works Professional Services Amendments with DKS Associates, Inc. and MNS Engineers, Inc.
Recommendation: A. Authorize the City Manager to execute Amendment No. 3 to Agreement No. 2024-091 with DKS Associates, Inc. for Professional Services Agreement for the 2026 Development Impact Fee (DIF) Update, increasing the agreement amount by $30,000 for a total not-to-exceed amount of $451,255; and B. Authorize the City Manager to execute Amendment No. 3 to Agreement No. 2024-087 with MNS Engineers, Inc. for Professional Design Services Agreement for the 2026 Development Impact Fee (DIF) Update, increasing the agreement amount by $20,000 for a total not-to-exceed amount of $221,282, and extending the termination date to December 31, 2026; and C. Authorize a budget appropriation in the amount of $50,000 as identified in Table 3 of the Fiscal Impacts section of the staff report.
