Heavenly Father, we acknowledge you as sovereign. We thank you for your creation of all people after your image and the value that you've placed in us just even from creation. Lord, we acknowledge today being sin that you uh have created the nations and the boundaries. And Father, we pray that you would forgive us whenever we do not treat each other as you lovingly and faithfully in your goodness and kindness treat us. May even today be a challenge and an encouragement for us to see each other and the value that you have placed in us. Uh, next item is the disclosure of conflict of interest. Mr. City attorney. Mr. Mayor, under state law, a local government official is required to disclose a substantial interest for themselves or certain family members and abstain from voting on matters related to such conflict. Are there any conflicts to disclose related to the pending matters on today's agenda? Yes, sir.
All right. Thank you. Uh, next on the list is the city highlights. Uh, as I say every city meeting, there's always a lot going on in the city of Edinburg. Here on the city highlights portion of the city council agenda. We do list the upcoming city events uh that will be occurring between now and the next city council meeting. So, please uh check that out uh so that you can be aware of upcoming um happenings uh in our city. One that I uh particularly want to highlight is that on Wednesday uh May 13th uh at 6 p.m. in our ACE building, uh we will be having our military enlistment recognition ceremony. Uh we invite um all students uh who have enlisted in the military to come and allow the city to honor you uh for your sacrifice um for the journey that you are about to embark on on behalf of everybody who lives in the country. Uh so everybody's invited to come out um so that we can celebrate you and honor you um and uh obviously the members of the public uh are welcome to come out to that event as well. Uh again, that'll be Wednesday, May 13th at 6 PM uh in the ACE building. Uh moving on, I don't have any items to report. Uh so we'll move into number six, which is the proclamations uh and recognitions. We will start with item A. Um recognizing our very own Vaketto wins program. Uh we've got the city secretary who will read the caption. Um after that, she will read out the proclamation as well. And while she's doing that, we'll come down uh to say hello to everybody uh and get a picture while the proclamation is being read. All right. Thank you. Please. Presentation of proclamation recognizing the Vaketto wins as a 2026 Texas Cutter Guard Circuit State Champions. Vaketto wins. Whereas established in 2018 by Chad Dempsey and Dr. Saul Torres Vaker winds is an independent 501c3 nonprofit based in the real Grand Valley
that serves as a beacon of success for lowincome Hispanic students providing transformative opportunities in the marching arts while showcasing exceptional talent and cultural pride. And whereas through visionary leadership, Bucket Winds has achieved unprecedented success, earning consecutive state championships from 2022 through 2026 and securing national recognition as an elite worldclass competitor at the WGI World Championships. And whereas these achievements reflect a deeply rooted culture of excellence defined by disciplined collaboration, unwavering professionalism, and an enduring commitment to the highest standards of musical and visual artistry. And whereas Vaketto wins is a seventime WGI regional champion and has held the TCGC state championship title since 2020 while earning the gold medal at the WGI World Championships in 2022, the silver medal in 2023, the bronze medal in 2024, the silver silver medal in 2025, and the silver medal in 2026. And whereas the 2026 Vaketa wins program is comprised of 66 members and is led by headwinds director Dr. Saul Torres and assistant director Jordi Areo supported by a distinguished design team included Wesley Pendergrass, Beth Fabitio, Tim Mitchell, and Ben Lee. Educational staff including Oscar Ortiz, Brandon Salenas, Angel Aldana, Matilda Alonzo, Luis Vos, Margarito Torres, Omar Aila, Victor Casas, Victor Cruz, and Isaiah Murio. And administrative leaders, Ruben Vasquez, Melinda Vasquez, and Christy Rodriguez, whose dedication serves as the backbone of the organization. And whereas at the center of this collective effort stands Chad Dempsey whose leadership and envision embody the spirit of Aketto winds. Now therefore the mayor and council of the city of Edinburgh Texas by power of resident and by law do hereby recognize the vaket winds

So, um, mayor, uh, council, city management, uh, thank you very much, uh, for honoring Vaketto winds with this proclamation. Uh, thank you for your support. Thank you for recognizing, uh, the, uh, value of music in our community. Ruben, could you just for those that don't know, explain what what this group is, what they do, how they started, and what they're doing now. It's very interesting when I found out about it. Yeah. So, I had submitted a video because it's a little difficult to explain, right? But if you if uh if you uh just kind of imagine what marching band is in a football field, we do similar but inside arenas with a uh a lot of visuals, storytelling and of course uh difficult music playing. Yep. So that's what we do that the indoor that's why it's called indoor marching uh program.
Excellent. Very excited. Thank you all. so much for representing your community, for representing Utrgv, for representing the city of Edinburg on a national stage. It really means a lot to us that you all would put in the time, put in the effort to do this. I know it's not easy. I was in the marching band when I was in high school. Nothing like what you all do, right? But still, I get on some level uh the effort that you put into this and so it really does mean a lot to us that you represent us and shine so bright on behalf of all of us here in the city of Edinburgh. No. Do you want to say anything about them? Uh, I'm Alan Dominguez. Uh, I was just curious. What did you play? Uh, snare drums, marching. Yes. And then percussion obviously for concert.
So, I have a question. Raise your hand if you played in marching band in high school. Right. So once you get to the college level, it's very hard to continue what you probably worked on for middle school and high school years. So this is a program that that I found very interesting because you can continue all your knowledge. You get to compete in this very very large uh competition that's not you don't hear about it locally, but nationwide it's a very very big thing. So congratulations. Thank you for continuing the music and keeping the music living on. And the last thing I'll say is I know that Chad Dempsey, who we all love, was one of the co-founders of this group. And so for you all to carry on his legacy uh means a lot to all of us that knew Chad uh and loved him very much. So thank you again for that.
Before we close off, um I want to say thank you. I'm the one that emailed about this. um really thank you for acknowledging us and it just goes to show how much you care for, you know, nonprofit organizations or other activities within the city of Edinburg. Um again, I want to show my gratitude by thanking you and thank you to y'all and the secretary and everybody in the city council uh for showing this. So, thank you. Absolutely. All right. Next item that we've got uh is item B uh recognizing National Correctional Officers Week. Uh again, if the uh city secretary could read the caption and read the proclamation, we will come down for some pictures.
Yes, ma'am. Presentation of proclamation recognizing May 3rd through 9th, 2026 as National Correctional Officers Week as requested by the Edinburgh Police Department. National Correctional Officers Week May 3rd through 9th, 2026. Whereas President Ronald Reagan signed Proclamation 5187 on May 5th, 1984 to observe the first week in May as National Correctional Officers Week in order to recognize and honor the contributions correctional officers provide to our nation. And whereas in 1986, the US Senate officially established the first full week of May as National Correctional Officers and Employees Week. Most recently, the US Department of Justice and the Federal Bureau of Prisons recognized the week of May 3rd through 9th, 2026 to honor these professionals. Angar's National Correctional Officers and Employees Week honors the work of correctional officers and correctional personnel for their service with honor, respect, and integrity and raises awareness of the duties, hazards, and sacrifices made by correctional workers. And whereas the Edinburgh Police Department honors the employees of the detention division for their essential role in ensuring the safety, security, and humane treatment of individuals in their custody. And whereas the Edinburgh Police Department's jail division is comprised of 10 detention specialists and one detention supervisor, all of whom are skilled and professional individuals. Over the past four years, the division has experienced a 55.97% increase in bookings. The responsibilities of correction officers are diverse and demand the ability to work effectively in a setting that includes a wide range of individuals. And whereas this proclamation recognizes their hard work and commitment to safeguarding our community. Now therefore, the mayor and council of the city of Edinburgh, Texas by power vested them by law to hereby recognize May 3rd through 9, 2026 as National Correctional Officers Week in the city of Edinburgh and encourage everyone to join in this special observance.
Hello uh mayor and city council. I just want to thank you guys for again for this recognition. Also want to thank uh the PD administration for their continued support and thank you for what you guys do for us. Thank you. Absolutely.
Thank you Dr. Hi, Mayala with the police department. I want to echo uh our our jail supervisor who's been with us for many years and has done an incredible job to to maintain the jail. There's times we have 15, 20, 21, 12, eight people in the jail. Uh and these folks are are the ones that have to take care of them and deal with them every day with the problems that they bring that they're suffering from. They have to deal with them on the back side of what our officers do in the field. So, we truly appreciate you recognizing uh our our detention officers for this week, National Corrections Week, uh and the support that you give us to be able to continue to run that jail operation because it is not it is not an easy job that these folks do and what they have to face uh to do that job. So, thank you all very much.
Thank you, Chief, for bringing this to our attention uh so that we could honor you all during this week. Uh I I know it's a hard job um and it's 247, right? seven days a week, no holidays. It is all year round. So, thank you all so much for what you do for the city. Thank you. Appreciate it.
Next item uh is item C. Um uh recognizing National Small Business Week in the city of Edinburgh. Uh if the city secretary could read the caption, read the proclamation uh and we'll come down for some uh photos. Yes, mayor. Presentation of proclamation recognizing May 3rd through 9, 2026 as National Small Business Week in the city of Edinburgh as requested by the Edinburgh Chamber of Commerce. National Small Business Week May 3rd through 9th, 2026. Whereas the city of Edinburgh recognizes the essential role small businesses play in driving innovation, creating job opportunities, and fueling economic growth both locally and nationally. Our world's small businesses represent the backbone of our nation's economy with over 36 million small businesses in the United States employing nearly half of the private sector workforce, many of whom are located right here in Edinburgh. And whereas the entrepreneurs, innovators, and small business owners in Edinburgh work tirelessly to contribute to our community's unique culture and character, pro provide valuable goods and services, and create jobs that strengthen our local community economy. And whereas during National Small Business Week, we honor the spirit of entrepreneurship and the commitment of small business owners who take the risks to pursue their dreams and build successful enterprises. And whereas the city of Edinburgh continues to support small businesses through initiatives that promote growth, foster partnerships, and create an environment where local entrepreneurs can thrive and succeed. including small businesses. To my right, I have Derek ShraMM with Utrgv. We have our board president, Mr. Nick Canu, who also represents Society 204 and Citrus Live. To my left, DHR Health, Carla Garcia, and and to my far left, Mr. Jesse Trevinho, who represents Sugar Bear Entertain Entertainment and MTS. Um, you know, it's it's an honor to stand here before you. Um, but before I continue, I did want to recognize any business owners in the audience. If you could please stand. This this recognition is for you. So, if you do,
Fern, please stand. Yes. Uh, if you're an entrepreneur or business owner, I know a lot of you all here on the DAS run businesses as well. So, this recognition is just as much as you. We're just honored to stand here before you. So, um, as the executive director, Ronnie Lalde of the Edinburgh Chamber of Commerce, uh, we're happy to be here with you, uh, during National Small Business Week. On behalf of the chamber and the entire small business community, I want to sincerely thank each entrepreneur, business owner, employee, and community leader who continues to invest in Edinburg and believe in the future of our city. Behind every business is hard work, sacrifice, and a commitment to serving others. Tonight we recognize those entrepreneurs and business leaders who continue to make a difference uh every single day. National Small Business Week is not only a celebration of economic impact. It is a celebration of people. The people who choose to build here, serve here, grow here. Their efforts strengthen our neighborhoods, inspire inspiration, and help shape the future of our city. As the chamber and the board of directors, we are proud to advocate for every small business and big business, connect you with resources, create opportunities that help businesses thrive. So, I want to thank you and our community partners, our supporters, uh, of course, our city, uh, city services. You know, I always preach that we're we're a relay entity between the city, the EDC, and the chamber. Um, and nothing can be done without one of the other. Every single one of us, every single person up here is employed by, works within, operates a small business. Uh and so the city of Edinburgh, we want our small businesses to succeed. It is the backbone. It is the majority employer by far uh of our residents here in the city of Edinburgh. And so um we are glad to be able to um recognize this special week, but we also want to recognize small businesses throughout the year. Uh and so we're here to help. And thank you to the Chamber of Commerce for everything that you do to sustain, to promote, uh and to educate our small businesses.

Economic development week May 4th through 8, 2026. Whereas more than 100,000 economic development and related professionals worldwide are committed to creating, retaining, and expanding top tier opportunities that foster long-term equitable community growth. And whereas for generations, the economic development profession has cultivated thriving neighborhoods, champion sustainability and resiliency, strengthened economic prosperity, enhanced quality of life, and built robust tax bases. And whereas economic development professionals operate across diverse environments including rural, suburban, and urban communities, local, state, provincial, and national governments, public, private partnerships, chambers of commerce, institutions of higher education, and similar organizations and associations. And whereas economic development professionals serve as stewards of progress connecting residents, business leaders, elected officials, industry executives, and educational institutions to advance job creation. Community investment, infrastructure improvements, and long-term opportunity. And whereas economic developers contribute to the continued strength and vitality of Edinburgh within Idaho County in the state of Texas, building on past achievements while shaping a resilient and prosperous future. So, um, thank you so much. I wanted to
say on behalf of the board and the staff, thank you to the mayor, the city staff, city council, uh, some of our former board members are also on city council. Um, with us today, I wanted to recognize Mark Moran and Veronica Gonzalez as our current board members who are here. And then my staff includes uh Karina Lopez, Samantha Martinez, Jackie Gera Let Pantoa who's behind you with the Robert Reyes and Daniel Garcia on on my other side. Um and of course Jerry Losan is also on on the current board as well. Dan Diaz and David Salasar also served on um the ADC board just recently. Um, you know, economic development is a lot of things to a lot of different people, but for us it really means trying to be that bridge between what uh is happening today and the future success of businesses in uh here in Edinburgh. Um, you know, we are honored and privileged to work with every one of our partners, including obviously city staff, and we're honored and privileged to be part of the success that Edinburg has been showing over the fa past few years. We continue to grow at a very rapid pace and economic development just continues to be part of that process. And so we want to continue to be that catalyst that makes a difference in not just the small businesses like like we mentioned in small business week this week as well, but also larger corporations that are the larger employers that can help uh spur an economy um that just as robust as as ever. And Edinburg and the entire real Grand Valley is continuing to show that that strong spirit of economic development. Thank you.

Uh we just had a joint meeting last night uh between the city council and the EDC got into a lot of really great uh issues. We've got I IC convention coming up where we'll be talking to retailers. You all are always incredibly active and so we thank you for everything that you're doing and then obviously for the board really smart only two we can only have two because if we had a third right we'd have a quorum. So good good thinking ahead on the open meetings act there but thank you to the board. I know this is uh time out of your out of your day, time away from your families, but it's u it's very much appreciated. So, thank you for that. Thank you all.
Uh next item on the agenda are public comments. Do we have public comments, Madam Secretary?
Good evening everyone. The Edinburgh City Council allows for a specific portion of the city council meeting to be dedicated to public comments. Public comments are limited to three minutes. I'll be taking time. Please note the public comment is not interactive. The council may not respond to public comments. At this time in council, there are three public comments. The first one is Mr. Arnold Noyola regarding a reszoning request. Hello. Good evening, um, mayor, council members. So, I'm here for, uh, uh, making public comments for a reasonzoning that was scheduled for today, has been scheduled for a couple weeks from now, which has been the trend for the last year. So, I'm going to go ahead and go with my prepared remarks. Good evening. My name is Arnold Nyola. I live down the street uh from 513 West Palm Drive. The property owner uh Heraldo Alman Trevinho and Veronic Alamman who are requesting reszoning from residential suburban district uh to industrial light uh on Santa Cruz Garden uh subdivision case number Romeo Zulu November Echo 20250274. The reasonzoning request has been in process for over a year since February 2025. The planning and zoning committee tabled it. The city council has rescheduled it uh three times. That that's not an administrative difficulty. That's a deliberate pattern of delay. For over a year, the residents have had to stay mobilize uh repreprepare for for hearings and clear out our calendar calendars repeatedly while applicant gets unlimited opportunities to lobby and strategize. That signals our time our
time and concerns are expendable. That should be that should end in this goound hopefully. Let me be direct about the legal and practical problems with this proposal. What's being requested here is a textbook textbook uh spot zoning reszoning a single 5acre parcel surrounding by resident residential property to accommodate one specific commercial operation, one owner, one person. The Texas Supreme Court addressed this exact scenario in the city of Far versus Tipton right here in our backyard. The court held that reszoning a single track to benefit a particular owner when it's inconvenient was in when it's inconsistent with surrounding uses and the comprehensive plan is arbitrary and constitutes spot zoning. That prec that's precisely what this is. One parcel, one applicant, one business, only one beneficiary. There is no comprehensive plan or rationale for the industrial use of this street. This is this is about convenience for the business owner and not sound use sound use of land and planning. Now let's talk about the safety of the street. Um, our street is a single lane road that currently experiences one to two traffic accidents every month and bad accidents right there off the off the expressway. Um, you're being to ask a commercial HVAC service with trucks, delivery vehicles.
Thank you, Mr. No. Thank you. That's my three minutes. Yes, sir. Okay.
The next public comment is Miss Fclarity regarding taxpayers money. I am here to tell you that the people do not want higher taxes and selling bonds means higher taxes. It does not matter that the city has the lowest tax rate in years. Mac Allen's is 46 cents. Ours is 63. The people are paying more every 12 months and the cost of living in Edinburgh is increasing faster than our income. This council has increased water rates by 67%. I believe next year the full 67 is there. So solid has sold $9 million in bonds to fixed equipment at the landfill and is now building a high-rise parking facility. All these actions are the result of overspending. Nobody believes that the parking facility can be built for $6 million and the sale of bonds was made necessary because of moving money from the landfill to the golf courses. The people have already been through this with the courthouse. It was supposed to cost $150 million and take two years to build. Now when the cost are moving beyond the 250 million and it we are in the fourth year into construction. Nobody can tell when it will ever be finished. Now, the city of Edinburgh gets a new mayor, and we find that the solution to our problems is to sell $275 million in bonds. And this is not all. The solution may require even more spending. Before I get to the cost of such a project, let's discuss this is actually what if this is what the people really want and if they're willing to sacrifice to achieve
this goal. Let's have a vote. Specifically, list the projects and place the questions before the voters. It does not have to be a formal process. Any residents can come to city hall and vote yes or no for the proposed project and the related expenditures. This process is important because the homes and business of residents will be used as collateral for this loan and if it is not paid, they will lose their property. I think the people will vote no because they would rather have lower taxes in their homes and businesses. A 275 million bond will cost 10.7 million a year and a total of 3 bill585,973,792.73 in interest. If you are interested, that is 3.9% interest on a loan uh for 30 years. So, please keep this in mind. I ask everyone to please keep praying for Israel and the United States that we'll win this battle and please pray for our leaders uh in the city and in the country. Thank you.
The last public comment is Ricardo Gomez regarding AI. I be recognized then, sir. Uh, yes. If you just uh leave your name for the record, please.
Ricardo Gomez. Uh, so I just recently uh heard on just some programs online that when chat GPT first came out about uh within a week 800 uh million people used it. So about onetenth of the world's population. Uh ever since then it's just grown and there have been more programs, more chat and more AI everything. There were businesses right you know here recently that maybe they're going to employ AI and I think uh although it's probably going to be here to stay if onetenth of the population uses it, it might be nice to put some kind of a cap uh on that on on the use of it. maybe some kind of a bill or just something local even that's uh limits the amount of hours AI could be used for say I don't know call centers or things of that nature. I just think um we could really on both sides at least come to some consensus with AI or the management of it if it's going to be not regulated. So, uh maybe it could be that um say a part-time job or a job below the 40 hours for health insurance. You know, the employee the employer is already saving on not providing say health insurance and then they're going to use AI. Maybe they could put some of that savings back to the people. So, say you work four hours but you get paid as though you worked eight hours. I think maybe the employee would like that. Uh, with the whole gig economy thing, Uber drivers and all of that, I think they'd much prefer a steady part-time job that offers benefits like that. Um, rather
than being laid off or not having any opportunity at all. And so, I think maybe we should bring that up. China, I know, already is trying to outlaw it. I know I heard recently there was some law to banning AI um or layoffs having to do with um AI being installed. So, I don't know if they'll enforce it, but technically it's illegal in some places. Uh, I just think before it really takes off here in the valley, maybe we should consider proposing some kind of a cap or a maximum for AI's use in places like call centers or wherever. Um, yeah, that that's all. I hope that uh take that under consideration as I'm sure businesses are going to, you know, really push towards maximizing their profits. So yeah, that's all.

It's an arts for everybody festival where we focus on arts and women empowerment. Freda Kalo is a Hispanic artist. She's a female artist. She was one of the first Hispanic artists that was featured at the Lou. She represents the women in the valley that strong woman in our families. Um, this is dedicated to all the strong women in our lives, our grandmothers, our mothers, our aunts, our sisters, our wives. Uh, this festival is for them. It's a great experience. The music is great. Seeing the little girls dance and everything was beautiful. The little rides are great for the kiddos. So, I mean, why not? You know, it's fun and very cheap, you know, really good. You haven't been out to Freedom Fest, you're missing out. This is a wonderful festival full of art, full of culture.
