Hello. My name is Holly Fee. I live at 28223 Bassett Road. I'm a resident of Ward 4. And, I just wanted to talk to you today about the upcoming Transgender Day of Visibility, March 31.

I'm not a member of any organization. I'm just here as myself. Transgender Day of Visibility is an opportunity to not just acknowledge, but celebrate the transgender men members of our community and around the world. The reason why I felt it was important to address this to you as our leaders in our community is that a lot of times, whether by choice or necessity, trans people often live quiet, very private lives. And it can be easy to forget or even overlook the fact that they are in our neighborhoods, they are in our communities, and they are your constituents as well.

Rather than focus on the discrimination that trans people face, I wanted to take a moment to say that trans people are valuable members of our society already, that they are deserving of love, they are deserving of respect and dignity and to be welcomed anywhere that they go and anywhere that they live, including Westlake. I just wanted to ask of you that on March 31, if you would just take a moment to learn a little bit more about transgender people and the trans community and about the courage that it takes for them to be themselves fully in this world. If that isn't something that interests you, then I would just ask that you think about whether you've ever experienced acceptance, being truly accepted for who you are as a person. And if you have experienced that, then you already know how important important it is and how empowering it is and how life changing it can be. And if you haven't ever experienced that, then I would say that you deserve that too, and I think we can get there.

Ah, yes. Alright. So sanitation committee meeting, from March 12. The committee members present was myself as chair and, council member Leveque. The meeting started at 06:45, and the agenda item was to discuss a request from Avon property owner for continued and expanded sanitary service from the city of Westlake for 31660 Hilliard Boulevard.

Engineering director Smolik gave a brief recap of the request as had been presented at the 02/11/2026 committee meeting. He also reviewed the agreement in ordinance number 2,017 dash 11 and the need to amend it along with the history of the property as reviewed by Avon board of appeals and planning commission and Westlake Council and engineering department. He stated that Westlake sanitary sewer has the capacity for this proposed 6,000 square foot home, but outlined concerns and goals of a new agreement if it should move forward, including if the hookup should be temporary or permanent, defining when sanitary sewer is available in Avon and the sanitary billing structure. The property owner, mister Mueller, stated that even though the house will have a Westlake address, they will use Avon Police and Fire Service, will not be using Westlake Schools, and may use private garbage collection. He emphasized that his objective is that he does not want the land, mostly wetlands, to be developed.

Mister Kelly gave a review of the property, flooding in the area, the county line ditch that ties into Schwartz Creek, and what led to the tie in of the existing house to the Westlake sanitary line, which was not in accordance with the previous agreement. Much discussion ensued regarding possible future uses of the property, the possibility of annexing it to Westlake, the intent of the previous offer to donate land for park use, future development in Avon, logistical concerns for services and utilities, wetland issues with future sanitary sewer connection into Avon, and what should be included in the agreement. Council member Leveque moved, seconded by council member Havelka that the law department draft legislation for an agreement for a permanent sanitary tie in at the commercial billing rate that the agreement does not transfer to a new owner and with restrictions that if any of the current and or proposed conditions as outlined in the meeting change, it would have to come back before counsel. Me again. Service streets, sidewalks, and road drains committee meeting was held on March 12. The committee members present was myself as chair, council member Del Reigno, council member Nanari. This meeting started at 08:24 to discuss the following projects, the 2026 Kraken Joint Sealing Hot Applied, 2026 Asphalt Rejuvenating Sealer, 2026 asphalt pavement program in various locations, and the Federal Highway Safe Streets for All grant award. Engineering director Smolik reviewed the list of projects, city city parking lots, including the recreation playground parking lot, city hall parking lot, and Roman Park driveway entrance, along with the list of streets and subdivisions covered by the Kraken Joint ceiling and asphalt programs.

He then explained the $140,000 safe streets for all grant awarded to Westlake to develop a comprehensive safety action plan, which will make it easier to obtain construction funding for future projects, specifically long term planning for the Crocker Road I ninety interchange and the Mills Center Ridge Roads roundabout. On the other item we discussed was the 2025 sidewalk replacement project. Engineering director Smolik explained that 50% of the scheduled work was completed in 2025, and the contractor agreed to continue the unfinished work in '26 but with cost adjustments. Mister Smolik explained the reasons for the increase in scope of work and proposed a 5% increase based on multiple factors while keeping the resident rate the same. Council member Nanari moved, sunk it in by council member Del Reigno to authorize the administration to go out to bid for the following projects, 2026 Kraken Joint Seal Hot Applied, 2026 asphalt pavement program, and the 2026 full depth pavement rehabilitation as well as to increase the funds for the 2025 sidewalk replacement project from 1,678,300 to 2,700,000.
