0:00 – 1:140

Okay. 5:15. I'd like to call the uh April 6, 2026 City of Portland Planning Commission meeting to order. Our first item on the agenda is 22 locus staff subdivision consolidation. Uh is anyone here to speak on that plans we have? All right. Seeing none, uh it looks like what they want to do is consolidate a couple of parcels of land into one parcel. Uh this would ensure the existing solar facility would be located on a single parcel. Site plan approval was initially granted June 27th of 2022, so four years ago. Uh administrative review and approval of a minor improvement plan is requested to add an access road to the northwestern portion of the site connecting to an existing access drive uh for improved emergency vehicle access. Um discussion guess we'll discuss it since no one's here to talk about it. And from what I could read, they're building a road and also going to put in some light bulbs. I would understand

1:12 – 1:570

power poles, excuse me. Powerful. Correct. Power. Well, it should be on one one parcel of land, shouldn't Yeah, this should have got done when I initially. Yeah, when it was initially approved, right? Go for it. Does anybody see any problems? Maybe we should start there. Any trouble areas that you would want to address before we make a motion on this? All right. Um, I had somebody had make a motion to I'll make a motion by Brandon. Second. Seconded, Jim. All right. Any further discussion? All right. All those in favor say I.

1:55 – 2:320

I. Anyone opposed? Any abstensions? You want to move up uh Calabro so we can get Troy? Ruben. Yeah. Yeah. Do does anybody mind if we do that? Nope. All right, let's do that. Let's jump down to number three. Number three on our agenda is 32 Miller Street site plan extension Caliber property receipts and extensions for work under the site plan for Gillette Skirt Factory which is approved back on June 28, 2021. Uh and it has got extended until June 6, 2026. U Mr. back. Let's begin.

2:33 – 3:140

Obviously, we've been delayed. We had some uh design issues. Um some engineering issues, New York State Parks and Recreation, Federal Parks, Recreation, which we have all straightened out now. And uh we just hired a new engineer firm, which I'm plans are done. Um we're starting to clean it out now. So, we're projecting to start probably midsummer, the latest. So really no big changes. You're still looking for an extension of the original plan. Okay. Um you which you guys were all submitted the original plan approved. So Right. Right. I don't know if you still have in front of you. I know a lot of you weren't on the board back then. So if you have any question

3:14 – 3:590

you basically want to turn them into apartments building. Yeah. And since we first or we started all this obviously the two houses are gone now, right? Of home. So that's going to be one of the main entrances. Okay. We'll clean that up. All right. Questions from the planning commission? No, it's a simple extension. Just an extension. All right. Yep. All right. Can I have a motion to approve the site plan extension for 32 Nether Street? I'll make a motion. All right. Mike second. Sure. I'll second it. Brennan. All right. Further discussion. This is two months from now long enough of an extension. That's what I was wondering. Year.

3:58 – 4:360

It's usually a year. Yeah. The agenda says 26. Is that what it says? Yeah. So, uh, uh, last year the planning commission granted an extension. I think it was on the June 2nd meeting for a year up until Jul June 6. Maybe it was June 6th was the date, I guess, of your mean, but you granted an extension until Oh, I see. Okay. So, we're looking 27 or beyond June. How much time do you think?

4:35 – 5:160

Most realistically be a two-year project, but obviously the site plan be one of the first things we do. So, I mean, once we get the building permit, I think it'll be more of an extension on Royan if we don't meet that. So, are we looking at June 6, 2027? Yeah. Yeah. All right. So, I guess that's the way we have the word de proposal say we're looking for June 6, 2027 extending this uh site plan. Yeah. So, that all right. And Brendon, you were seconding it. Any further discussion on this one? No. Straight forward. Okay. August 6, 2007.

5:14 – 5:590

Yeah. Hopefully we'll get home started by the same time too. We sent out for our PMI. That'll be great. Get home done. I think it's one of the last major road coming in the city. So, right. All right. It's true. Yep. Roy, were you going to say something? All right. All those in favor of second 32 street say I. I. Anyone opposed? Anybody abstain? All right. Motion's carried by good. Yeah. Thanks. We'll bounce back and get number two. 16 of Weiggo Street site plan extension. Uh John Barton seeks an extension for work under the site plan in November 4th of 2024. Now again here

5:57 – 6:420

John is not here and I'm going to say this. Do not give this man a year. Not I would give it until November till the end of construction season. that if it's not substantially completed by then, I would not recommend any further extension. If we go to de November of 2026, that would basically get until the end of construction. She said we really get that, you know, I think that would be enough to get the the work done probably, you know, not done. But this property, didn't this property come over in front of us before? Many many times. Yeah. So, yeah. as long as it's been on issues. Yeah, there were a lot of issues,

6:39 – 7:110

many starts and stops, but in November of 2024, you approved the site plan. Yes. And based on it, it had been tabled. We were waiting for, you know, you requested certain drawings and um but ultimately it was the site plan was approved in November 2024. Oh, this is the one that's a hole. Yeah, hole in the ground fence. Y is that what it still is? Yep. You suggesting 6 months?

7:10 – 7:500

I'm suggesting 6 months is no more than 6 months. I can I I I I can tell you that Mr. Barton is on a very short lease. Okay, that's all I can tell. 6 months. We showed it October 4th. Does that seem reasonable for your office or should we stick stick with the November? I stick with the It's not going to get that much work done. I think so. The way the code reads, as long as they got the majority of the work done or a substantial amount of the work done, they haven't got it renewed. Okay.

7:47 – 8:320

So, he hasn't got anything done. So, I'm hopefully going to get at least the foundation done by the end of May. And then hopefully we're going to start seeing some construction construction started because if it's not again I'm going to say this point blank. If it's not there's two that there's two time frames here. If that foundation isn't done and then you put it in your thing that that foundation isn't isn't in by by the end of May project. We're filling a hole. And same thing goes with end of November. If that isn't substantially completed completed by the end end of this this project season we're tearing it down Phil.

8:31 – 9:160

Okay. How do you guys feel about that? Making a a stipulation that the foundation be by the end of May and that the project be um the majority be complete. You don't got to put the foundation in by the end of May. That's already been served. Oh sorry knows that. Okay. I guess you're just looking at the extension then. What about what you say about the foundation? It's already been that's been served. that's been served by you. So our job would just be six months at the six months right now. 6 months that's October because this is April. 6 months from now is October. Do you want to go October? Do you want to use the November date which gives him a full you know I would go till the November day. But just want to be perfectly clear this is not just

9:14 – 9:400

I want that building closed in. I mean at least if it's closed in you can do interior work. Yeah. over the winter. I want it closed in. I don't want no not I mean it's going to look like building or that's I'll bet Okay. Should we put in some kind of stipulation that this will be the last extension? Yes. Yeah. You know. All right. Anybody want to tackle this one?

9:38 – 10:200

All right. So, the wording on this we got to work on, right? So uh uh so I think something like um um planning board or make a motion to extend extend uh Mr. gardens uh um you know uh uh uh site plan uh to November think of the date November 4th, 2026. November 5th, 2026. All right. With the stipulation that this will be the final extension offered by the uh planning commission. All right, I'll second that. You guys can second. All right. Um any further discussion? Anybody else want to add anything?

10:19 – 11:000

He's not on Zoom, is he? some meeting just making sure I don't know well I mean anybody can be watching you know it's open to the public this will be this is being recorded and hopefully later on put online recording yeah just oh I see he's not there um no one's on no so Brendan made a motion that it be approved but this will be final extension for this project. Y what's the criteria? So I don't think we need to go into too much detail.

10:58 – 11:380

No, the only criteria is that this is the last extension. Uh because as long as he starts to work, you know, you you'll keep an eye on it, right? Yes. Absolutely. Make sure through if he's making progress, he you wouldn't have to come back here, right? Right. It's under a microscope right now. Okay. All three of us. He's got like three separate projects going on. Okay. Okay. All in the same state of Nice. All right. Any any other discussion or questions? All right. All those for uh approval of the site plan extension for 16 OGO Street say I. I.

11:35 – 12:110

Anyone opposed? Any extensions? Okay. That extension's been made in until November 4th, 2026. All right. Last item on our agenda is 1 one-3 Commando and 8 Commando Avenue site plan extension. Uh Vintagno seeks an extension for work under the site plan approved July 7, 2025. Yeah, this had come in front of us as well and we had some members speaking about it at the time. I remember what's your thoughts on this?

12:08 – 12:520

So Vince met with the mayor and apparently he's found some financing um you didn't have it before financing financing I didn't have before so I'm anticipating so apparently construction is going to start shortly it is what it is um at any rate I would say same thing one year after that can I ask you a question my memory isn't what it used to be and I I I remember coming up and I remember community born speaking events But I forget what he was probably doing with the property. Was he making them into apartments? Was he uh three single family homes?

12:51 – 13:340

That's right. Okay. Then they then he was going to part of your stipulation was is that he rehabs the commando building that so and the building as well. He owns five as well, right? They rehabs all the buildings and apparently that's all. So I'm on that one too. the whole corner of me that's rehabbing that corner for apartments that that's reopen as a restroom. Yeah, he's gonna he's gonna But that's a whole that's not planned. Yeah, there will be. Okay. Yeah, I see any plans for that stay. So, there's one where the parking lot is now and then there's two in the actual parking lot across the street.

13:32 – 14:170

Across the street, the gravel from the lot there street, right? Yeah. But we also had stipulations for his property at least have something meaning to be done with that. Yeah, I believe that's being torn down. Okay. Has been torn down. Um, another person likes likes to put things out till the last minute. All right. So, this was approved back on July 7th of 2025. So, we're looking to extend it another year from now. Right. So, be 2020. So it's you want to extend it from six so 6 months from July. Okay. That would be January 2027.

14:14 – 14:550

So extended a year to January. Yeah. Whatever. So 6 months from July would have been January 26, right? Or February. This was approved back in 2025. I think it's a one year. I know. But it was six months. The initial site plan is six months. Oh, I see what you mean. So it's something about January today. 28 go retro from January or whenever six months from July. Well, the initial one was approved July 7th, 2025. So 6 months from July 7th5 7th 26th which has already passed. Yeah, we'll do a retro that's retro.

14:52 – 15:360

Oh, I see. So So we'll back date it to uh what 6 months from July 20 July. you do a retro and then you go back to January February 27th. So, so but uh January would have been 6 months, right? January 7th. We back date from January 7th to January January January January 7th 2027. Oh, sorry. 2027. You're right. You're right. All right. So, you want to make that motion to extend this to January 7th, 2027. This will also be the final one six months this and maybe put that in a minutes that this is also a final final extension.

15:330

So you're thinking we're going to start this summer. I mean I would propose that we go July 2027

15:41 – 16:260

allegedly allegedly. I mean if you want to you guys would want I'm just go go go July 27 won't I just my concern is and this is I mean so don't make excuses our office is really we're slammed and I just want to make sure that Vince or anyone that we we extend a sip line that they don't try to go outside those lines. You know what I'm saying? So, I want to make sure it's it's done to the point where it's still fresh in everyone's head versus having to say, "Well, this isn't that's I don't want to drag it drag it out." I just I'm worried if we do January, it's going to be bad.

16:25 – 17:100

So, July then, if you want to I think we have a better shot at a This is it. Then he has two construction giving him a little longer because it's July 27 versus January 27. I'd agree with that. We had trucks sitting around the site right now ready to rock and roll. about January. It's it's the winter it's tough to you know construction. So yeah. So I agree if we're going to put in that last you know the final state and speaking of so what would the code office do now if you know what happens if nothing is is done on any of these properties where we put in this final stipulation then he's got to go through the whole process all start from scratch all over again new.

17:08 – 17:420

Okay. So just no more extensions they have to come and present process all since again that way that that prevents that I just it has to be fresh because you don't want something done that wasn't approved right you also don't want to just keep extending indefinitely so did he demolish 61 east you know I don't know why because deadline take 61 Yeah.

17:41 – 18:220

So, would somebody like to make a motion to extend this site plan uh included at Commando Avenue properties to July 7, 2027? We make that motion. Okay. Mike's going to make that motion. Anybody like to second that? Seconded by Jim. I further discussion. Any other And and also Andy, we want to put in there this is the last extension for this project. No more extensions. Uh who made the motion? Uh Mike. Mike made the motion. and Jim second. Jim second. Are any other comments, questions, feedback? All right. All those in favor say I. I.

18:18 – 18:390

Anyone opposed? Anybody? Uh, anybody want to see? Okay. The other the only other thing we have to do is approve the minutes from our March 2nd meeting. Those were also part of the email. Um, see you guys probably

18:44 – 19:230

any I'm sorry. I just said it's how I remember it. Okay. Yeah, me too. And I All right. Can I have a motion to approve the minutes from our last month's meeting? I'll make that motion. All right, Jim. Can I get a second? I can second. All right, Mike. Any uh further discussion? All those in favor say I. I. Anyone opposed? Oh, that's right. Well, yeah. Okay.

19:18 – 19:330

Our next meeting is uh but uh we'll see everybody at the main. All right. Good job, guys.
