Reports of municipal officers. Mayor Shields. Thank you, Keith. Uh, Madina just wrapped up the Madina Ice Festival, the 32nd annual. Special thanks to Alakan Ice and Peggy Costic, who we dealt with on a daily basis here in preparation, and for Main Street Madina for putting this enjoyable event together again this year. I want to thank the service department and all of their employees who worked uh during the night to uh get the snow removed and of all things for an ice festival, but we did have to remove a lot of snow getting prepared for this festival. the parks and recck department for setting it up and then the police and fire departments um especially the fire department who had to make the call on Friday that the fire and ice tower just could not go forward due the high winds and moved it to the

next night. But this is all the behindthe-scene works that go into getting this event pulled together and the city staff rallied as always and did just an amazing job of making it look seamless and and enjoyable for the crowds. and I did talk to many of the attendees and many were from out of town visiting and frequenting our restaurants and attending the festival and going to our stores. So, just a great weekend. So, thank you to everybody involved with that. Uh, February is Black History Month. Uh, last Thursday night, February 19th, Fellowship Baptist Church hosted a Black History program focused on African-American inventors, inspirational readings, and some pretty wonderful singing. And I know Reverend Wilson is here and M. Peterson, they were uh part of the whole program. and Reverend Wilson was and they were both part of the singing too. So, but it was a really interesting evening and just a great night and I wanted to invite the public and council and administration again this Thursday, February 26 at Second Baptist Church, 451 Bronson Street. They're having a black history program 7 p.m. featuring the Claget Middle School choir. And there'll be a narration on some local Madina history which is the Porters and the Porter uh family and the shoe store here. And our it will be presented by our own Madina TV's Miles Reed. So again, 7 o'clock 451 Bronson Street this Thursday the 26. I try to always keep you updated on America 250 events. They're really very entertaining and just a a great time. And the the one I want to focus on now is March 3rd. It' be a week from tomorrow night, 7 p.m. Madina Performing Arts Center. 851 Weaimoth Road, Echoes of the American Journey. Madina High School choirs. They've devoted their winter coral concert to music that will span the history of the United States. Pre-sale tickets go on sale online starting tomorrow, but you can also purchase at the door. $7 for adults, $5 for students and seniors. Veterans are invited free of charge and will be recognized during a performance of a tribute to the armed services. We were

supposed to do uh one more item tonight with the career center, but I think uh they're not going to be able to make it. So, I think I'll hold this until our next one. I want to remind residents that uh we have a mun municipal income tax. So, when you're doing your taxes, do your municipal income taxes, too. Thank you, Mr. President. Just one item to note for council. As you know, we applied for the Ohio Department of Development Brownfield assessment grant for the South Elmwood parking lot. We still have not heard back from the state uh whether we're receiving that grant, but uh the rumor mill is that the state will start uh releasing bid awards uh early March. So hopefully in the next couple weeks we'll have a little more information. Thank you. Thank you, Chief Kenny, Police Department. Thank you, Mr. President. I have no report. Thank you, Mr. President. Uh just wanted to remind uh visitors to go to our website. Uh you can go there now and uh catch up on uh the America 250 as Mr. Mayor Shields just pointed out. um you're able to go there and we have a page dedicated to all the videos that you can tune in and watch at your own convenience, whether that be on YouTube, Facebook, or uh the city's web page, which we stream the videos live. So, we'll be updating those as the year uh progresses. Uh there's an average of three to four documentaries every month. So, stay tuned and keep posted there for the latest updates. Thank you, Mr. President. Um just real brief, we had to close Fair Road for like a day, day and a half last week. There was a little confusion public not knowing um there were some potholes that well we had a few cars with alleged uh damage. So um it required full depth excavation with some equipment and we can't get hot mix at this time of the year. So cold patch really doesn't stay. The long and short of it is the fellas worked and uh made some full depth repairs with uh compacted 304. So we're monitoring it and then uh I already talked to a contractor uh for chip and seal. So, we'll address that in the spring once the um once the asphalt plants open up and see what direction we'll go. Thank you. Thank you, Mr. Patton, city engineer. Thank you. Members of the public were permitted the opportunity to speak on any issue or concern which pertains to the city during the portion of the council agenda devoted to introduction of visitors. All comments should be directed to the chair in a reasonable time and limit. Approximately 5 minutes will be imposed. If there's a group, please appoint a spokes per person. Speakers should approach the rear microphone and state their name and address so it can be entered into the minutes. Members of the public will be afforded the opportunity to comment on other portions of the meetings determined by a chair by a vote of the majority of council members present. Discussion. Uh, this came through um our last finance meeting. I think we talked about it a couple times ago, a couple meetings ago. Uh this is just a reallocation and look at every year we kind of look at the income tax to see where we stand on the income tax collections and if there should be any modifications made. We did make a modification uh uh modifying 2% uh income tax from the uh 106 account which is the police fund to the 301 general purpose capital account and the general fund. Uh some of these things looking forward are are things that you know from a capital perspective that we need to do in a city. We need to start saving up. We did deplete the 301 capital account from uh the Khash project. So we need to build a little bit more in there. Uh this would not have a negative impact on the police department as they will still be receiving uh funds that match their uh budget amount uh going forward and they have a lot of carry forward that they can cover if there are any shortfalls and things that come up that were unanticipated. So, this is just kind of an annual thing we look at and next year we'll look at it again to make a determination if we need to make any further modifications one way or the other to see if the allocations in various accounts are appropriate. when we talked to finance I mentioned to you that was surprisingly this actually went down and one of the reasons that I found out that it went down is as Darren talked to you tonight about some of the things that he has put in place to protect us. that made a big difference and that's uh was rated in our renewal. So, I really do want to thank Darren and Justin. They're always looking for ways to protect us and they're they're always on top of things which is really good in this day and age when it comes to all the threats that are out there in cyber security. Oh jeez, I can't even remember how much, but 22 years now, uh we're, you know, the department heads are saving money up for projects that they want to do. We're up to 17.6 million, which is pretty good. Yeah. Uh um saving up for uh the quoteunquote rainy day um eventuality that may occur or projects that they're planning to do. Thank you, Mr. President. Uh, I just wanted to compliment again uh not all our our city employees, but uh I've I've had a constituent in in Ward 2 on Northeast Street that there there was a couple water main breaks a couple weeks ago that caused some severe flooding to I think three or four different basements. on uh East North Street. The this one individual uh after getting everything repaired and and and spending a lot of time and money uh got a second uh flooding of her basement. She contacted me and contacted uh the Mr. Polei from the service department and the superintendent from the water department, the mayor and and I just got to compliment them. they've they worked together to make everything I shouldn't say easy, but more more uh manageable for this resident. Uh and I I talked to her. She's got small children. She wasn't able to to live at her house for a few days because uh it was fear more of flooding, flushing toilets and running water and so forth. But uh the city went out of their way. I feel the city went out of their way to accommodate this this resident and helping her uh solve this problem. Uh and I talked to her the towards the end of this last week and she was couldn't have been more complimentary. Again, Mayor Shields and Mr. Polei and the water superintendent. Uh it it just again goes to show how the the city and its employees will go out of their way to assist any resident that that that is uh in need. Uh and it just

makes me proud to be not only a member of this board but a a resident of the city with that that type of response. Other than that, it was a great ice festival weekend, great last two weeks of watching the Olympics and just remember to be kind to one another. Thank you. Thank you, Miss Hair. Uh, and I've said this before, when the various departments do their job well as they do and the administration, it makes my job as a city council person so much easier and I truly appreciate that.
