Other Preliminary Matters ADDED Silver Spring Design Advisory Panel appointments
The Silver Spring Design Advisory Panel (DAP) is a volunteer body that provides design critique of Optional Method Development projects in Silver Spring during monthly meetings open to the public. Staff requests the Planning Board: 1) appoint Peter Noonan to serve a three-year term through August 2029 as a member of academia, and 2) reappoint Bill Bonstra for a second three-year term through January 2029 as a member of the architectural community.

Water and Sewer Category Change Requests – Administrative Delegation 2026-3 Group (Public Testimony Accepted)
The Planning Board is required to make a master plan conformance determination for all water and sewer category change requests. The Board will review the County Executive's Administrative Delegation (AD) 2026-3 Group of proposed category map amendments to Montgomery County's Comprehensive Water Supply and Sewerage Systems Plan.
Montgomery County Curbside Management Guide
Planning Staff, MCDOT, and the project consultant, will provide an overview of the Curbside Management Guide project and it's final deliverables. The goal of this project was to develop a flexible curbside management policy framework to inventory, optimize, allocate, and manage curb spaces in areas of increased and diverse needs, equitably supporting the goals of safety, mobility, economic activity, and livability. The project kicked off in May 2025 and has resulted in the development of a final policy framework document for County staff.
