Um, and then a resolution opposing New Jersey legislature bill and another resolution 25-95. Mayor, would you care to comment on any of those? Uh I think the one is the um is from the league. They're asking us to do it. So that's the one we're doing which is the uh affordable housing. So I should up I'll update that in a minute.
One's on the zoning channel chapter 92 zoning. Another one is uh zoning is from league and the other one I don't know. Yeah. The the other ones are one from Wayne one's from Bloomingdale I think. Yeah. The Wayne and Bloomale. Okay. on the sign ordinance and ones for walls. Okay. Any questions on those?

This is the preliminary and final uh site plan approval for known as the Washington building. They're going to um take off the uh second floor, put on eight apartments, used to be office space. Uh they'll be off there'll be eight residents. One is going to be an affordable place to comply with the affordable housing obligation. Um they uh um they're going to change the facade. You know, the the parking variance, their parking is getting better. It used to be 78 required, 18 to 18 there. It's going to be 65 required and they're providing 22 which I think 22 with the credits. So they still need some variances. They're improving impervious coverage slightly, but it's preliminary and final for the Washington building with several related varianes.
[clears throat] and the um the resolution was very thorough and uh had all of the requirements that the board approved and or requested. And so with that said, I'd like a motion on 254 resolution, please. Mayor second. I'll second. Bill. Okay. Any discussion or questions on the resolution? Okay. So, there's nothing else on the agenda. There's [clears throat] no conceptual and uh no other business to discuss. The only thing I wanted to mention uh when I was going through stuff online at various places I found a interesting discussion in Wayne regarding their master plan update. Now there's um funding been approved I understand for next year and we have next year and the following year to complete it. So, uh, Wayne Township is doing a master plan update, and we have a committee here which is going to be involved with our master plan update. And, uh, who's on that committee right now? Tim and

Okay. Brian. Yeah, Brian. That's right. So, I'm going to give this to uh you guys. It's it's important that we all on the board understand the concept of the master plan. Now, we have some new people. Um we want to understand how this affects the burrow for an extended period of time and what limitations we have as a board and what requirements we have as a board. So, I I thought um if I just grab this, if you take a look at that, I I think it's you can dig into it. You got to go on their website and you got to look up master plan. That was really a reminder for me to tell you about it. And there's a whole lot of stuff in there that that they're doing and how they're doing it. And I thought there might just be a a head start. And um if you can give that to John when you're done, please. Um and then we'll be talking about that next year uh once we get moving after the first of the year.
I know it's one thing to have which is always a good thing is public involvement. So you just kind of you you invite some public sessions where you you it doesn't have to be this board it could be the subcommittee but they allow them to say this is what we're doing. We look at we're creating master plan which is and the planner can help with that. You [clears throat] can have son do it and then say we would like input on you know what needs to be changed what's good what's good about it what what would you like to see just and they have three sessions of that I saw which is a good thing. Some people do online questionnaires, some people do online, you know, just questions you can do. They'll have specific questionnaires. Some have in-person participation. It's not it's a good idea and they and they have three of them.
So, what what I would envision um [clears throat] is that the board will be involved in general on uh procedures and the things like the public meetings to to make sure that we are all in agreement with it because everybody gets a say in it. But the committee is going to run it basically. you know, you guys have to figure out how you're going to meet, where you going to meet, what uh top topics you're going to hit. We're going to have to rely a lot on the planning planner and engineer to make sure that, you know, we're covering all of the required bases and then the optional things that we want. And then there's going to be input from the mayor and council prior to us doing any approval on it because I want to know what you guys are have in mind. And then ultimately, whatever we decide is something that goes to the council for their approval. So, um, it's going to be a long process. It's going to take all year and probably some of the next year as my guess. Anything else you want to add to that?
Uh, no. Something I learned uh, in another one of my towns, we'll bring it up. They just did a real quick master plan re-exam on exactly one topic, sober living facilities. The sober living facilities have um, [clears throat] just kind of been a mandated permitted use. people can have them and the boards couldn't really stop them. Recently, there was a new legislation that allows municipalities to regulate them somewhat. Distance from other ones doing things that if you do it proactively now, you can because without it, you don't have the ability to it's it was an interesting I can get a copy of it. I'll send it to you members. might be something that you want to consider doing because other than that you have no control and it's not good or a bad thing but it um in some towns they have I should say shouldn't say they people that own the house have um created a money-making opportunity because you can have a bunch of people in there all they get rented out insurance get paid for and it is it is forced down your throat. Now you have the ability to um uh have some regulations governing.
Well, you know, think about it. It's and it only comes up when it happens and it happens some towns, doesn't happen in other, but suddenly there's four in a neighborhood and people say, "What can we do about it?" And it's unfortunate because the taxes don't go up. Nope. But the cost to the town and schooling and other services does. And it's a question of this. How many do you want? There's a lot tends to be a whole lot more cars because there'll be nine residents all have cars. not going to be, you know, there's there's, you know, it's a a bunch of individuals, not families, but a bunch of individuals living into it. So, they tend to act as individuals staying out late doing things that are that change that can change the tenor of a changes the neighborhood completely.
Yeah. So, it can, but it's up until now you haven't been able to regulate it. Now, there are there's ability to do some regulations. Mike, there's also that uh resolution that you guys passed concerning um opposing New Jersey legislature 4376. Um maybe you guys could just talk about that briefly. Did that pass or not? I do know that. I'm not sure about this one. Okay. That's the one with the uh mother daughter kind of setups in the basement. I was told that was a state. Oh, yeah. No, that's allowed. Yes, that passed, right?
That passed. Yes, it did. Yes. So the new ruling states you can come to the building department and ask to have a I'll call it a mother daughter but it has to be a relative could live in your basement or even a room in the house. Now the problem with that I don't really have an issue with it but we have to stay on top of it that say your mother's living there and she moves or passes away it doesn't become a rental now just to anybody who wants to rent that space. Okay, it closes down unless it's a family member and then again it has to be proven it's a family and there's criteria of what was included in that. Um but that you know it fire it can go in the basement and it can go in a room you know it opens the door for weird setups in some places
and does the the application has to go to the building department which means that fire will get involved to some degree as the fire inspects up I don't know the state regulations with the fire side of that. Well, my main concern is because most basements don't have I don't think they need exit or egress sized windows and one door is not adequate. Right, John? Correct. I don't think they need one for that. I have to check. Well, I'll have you an update in January. How's that? Okay. Yeah. I I think there there's a lot of things that are happening within the state that are not going to be it's basically taking away home rule basically. It's taking things that you would normally be able to deal with and basically shoving it down your throat as you said.
So, we are looking at now a resident calling about a house across the street and there's she's renting rooms out of the house. We have no ordinance against that in town right now to rent. You are allowed to rent a room in your house. Um it's not a hotel. It's not a bed and breakfast. You can rent a room. We're going to see we're going to start looking at it at the end of the year. see if we can come up with something. But the the question becomes if this person says I'm relative then it's the whole you have to prove they're not a relative and what degree [laughter] relative is my fourth cousin removed from my third uh father's something or other
I think there's criteria within the state of what is considered and I don't know what they call it. It's not a mother daughter but they call it something. There's certain criteria that you have to fit into these things. And I know someone just for example, mother and father are both alive, not doing well. They live in West Milford. They can't handle the steps. He went to the town here say, "Look, I'd like to turn my garage, which you can do in this, into a living space for them." And the S at the time said, "I'm still waiting to see if it was passed enough that I could approve this or not approve this." But that's the kind of that's what it's set to do. That's what it's supposed to be doing. But say those people then move six months from now and you have a whole apartment and building it through this garage. What's going to stop someone from just listing it and renting it to anybody they want. That's where I have the issue.
Yeah. Yeah. The house I bought on my town, my street by you, um when we moved in, it had a separate illegal apartment. They had actually blocked off part of it and it had a u a bathroom and a kitchen, regular full kitchen. And then they used the split level and they used the lowest level for the uh sleeping living room area and they rented it out to college kids. God forbid somebody had a fire in there they would never gotten out. Something we'll have to keep an eye on. Okay. Anything else? Anybody have any uh thing to bring up otherwise? Yeah, I have a couple things. Uh so we just last council meeting uh we think we settled our uh our um
affordable housing affordable housing situation we are looking at I don't know if you know have they reached out to you yet I talked to Bob short briefly about what you think about the vital or other stuff but so what I think one of the good parts about it is after conversation with the judge the judge is going to give us credit for the new vet and senior housing even though we've reached our requirement numbers on that so we're going to give Annie credit moving forward for that which is a big deal. Um and they reduced our number by one and they're happy with the numbers we presented. So I think we're going to have a signed agreement that'll last for 10 years and we'll be done with that. Um until the next one.
So the way we're understanding it, the way our attorneys explained it, they're trying to settle with the smaller towns because they're really not the issue with this kind of deal. You know, it's the bigger towns and patterns. They have to really and there's lawsuits involved that will go on for years and years with that. So they're trying to get all the little ones out of the way. there's been a big push to settle and I think we're going to be in that settlement group. So that's good news. Um the other thing is um I got a call from the county uh DOS highway bridge which was you know supposed to be redone has been taken off the list because there was another bridge in county that was worse off. So they have to do that one. So do highway bridge will not be done in the next 5 years at least probably longer and also forget even that one being done. The other thing if you've been down first field is being done. It's in the process of being worked on right now. We're hoping to have it done by June 1st. Actually, the contractor knows because we have summer camp starting in July. It has to be done by then, but we're shooting for for that date of June 1st. Um the bridge over here uh behind Max has been ordered. It's back left block. So, that will be going in also. It's just a little more confusing on how we're going to do that one because that one's needed for school and kids cross that to go back and forth from school. So, we're gonna have [cough] how we're going to work that out. Um, and then the third bridge, don't forget there's another bridge, the Dupont Bridge, which uh we're going to take ownership of. We've already put the plans in to build that bridge, and that'll be going on in the next year or two, too. That's another new bridge.
But who pays for that? The county's going to pay for it, but then we we take ownership of it. Okay. First with the other two. Counties pay for the other two. Um, but they're taking ownership. No, sorry. We're taking ownership of this two of the two bridges. They're taking ownership of that. We're doing the engineering on the Dupont Bridge. And that's a complete replacement at Dupart. Yeah. Good.
Um, I think that's it. Uh, uh, I had meetings with Meridian and, uh, CGM. They're shooting for September 1st to be rented. Uh, I had a meeting with them to tell them and I spoke with their attorney about this. you know, part of your plan that you presented to them is they have to have a restaurant in there. And I've told them we're going to give them a lot of trouble if there's not a restaurant put in there while it's open.
Um, they agreed to that. They said they will put a restaurant in. They're working with the company right now to make that happen. Um, the only [clears throat] and as we move forward, we should keep this in mind. And I will tell Redevelopment also, we didn't put a timet of how long the restaurant could be in there. So if they put a restaurant in there and then they close it 6 months later, they've met their obligation of putting a restaurant. That's that's a problem. So we'll have to work with that. And the last thing is moving forward in the new year, you guys are going to pick two people from your board. We're going to do kind of like a master plan for redevelopment and we're taking people from, you know, couple council people, couple planning board members, one zoning board member, put them all together, working with the planner to see where our future goals are in in redevelopment, kind of put a plan together. Um, there's some money put aside for that, too. So, that's going to happen the next year also.

All right. Well, again, we'll put the list together. I I'll keep, you know, before we want to get full board here. Um, yeah. So, it's a class four member. Class, which is most that's everybody. Class four is everybody. That knows the those are the that's but then there's alternate. Is there an alternate or um full member? No, we have two. I know. But this is what Liz sent me. We don't have one member. The ultimates would be class fours too. It says class open. Class 4 open position.
Okay. So I would suggest that's up to you guys. You probably want to move your alternate up or you did it. No, they they can't. They cannot the the they you get appointed as an alternate. They have to get appointed as as a member by you. You by you. Yep. All right. I'll talk to them. Yeah. It doesn't that's a every board I've had is thought. Oh no. Move them up. Doesn't work. They have to be appointed. Okay. Um I think that's it. You know, uh just so I'm sure you you've heard uh Tom Quigley stepping down through the development agency. Oh no. Starting January. So, we'll be uh picking a new uh chairperson over there.
Um I think that's it. Unless you got any questions about the projects then I mean I the projects that we've improved in the last couple I think are good ones. The Washington and the one over there. Those are going to be nice projects. I think they're going to Mike, what's up with uh I don't know the address across from the uh Krowers uh with the big wall in the back of the address. [laughter] They finally they finally paved it. I Yeah, they did. But they did. They seem to be doing nothing for many many many years. Very very soon. They they must have endless supply of money. [laughter] That's as long as they're working.
He's carrying an awful lot of financing there because just that wall work had cost him probably at close to a million. CJM building, by the way, is trying to beat Meridian's opening. So they want to try to open before. That makes sense. So there shoot your September out then summer they're looking at it. Okay. What's going on with the cross from Le the old gas station? That's done. That that project's finished and signed off. They are getting ready to build. They're having an issue with the and maybe Tim could address this that still have to go through the MUA. Something missing or something.
There's they're working out an easement. There's a a main that comes down from everything north of Wanuku a main runs underneath that property. So they're working out the uh the meets and bounds of the of the easement as soon as that's done and they sign a developers agreement. M I guess I should I don't know if you guys all know they did have an open session meeting in Riverdale for the quarry site and it was open to residents to come and voice their concerns and it's going to be warehouse. They're building a warehouse in there, you know, not like an Amazon but like an Amazon type but uh they did have quite a few residents that are concerned about
truck traffic and the noise and the trucks and all that. Um, so they had about 40 bikes that show up for North Prompton Turnpike is out of the uh use part of it because they put restrictions on that. So that means everything's going to be on Hamburg turnpike. The only good thing is, you know, the 287 U ramps are right there. Right there. Yes. The way I understand it, and I don't really know the whole point, but I think there's going to be some connection between the ramp and and the site itself. So, they really don't have to be on Hamburg turnpike too much, but I think it involves changing the shape of the ramp because the ramp is a tight turn. The southbound ramp probably. Yeah. Because it goes right alongside the property there. They might have to move. That's already approved.
The the it is approved. Project's approved, but the um how how do they go about it? How how they explain? It's too bad it's not Amazon. We could get deliveries in minutes instead of hours. A lot of helicopters going [laughter] drones being dropping packages. I mean, um, sheer curiosity, I know that there are two redevelopment projects on Wanik that have construction going on right now. I know those were probably approved ages ago. Uh, how's that looking for? Those are the two hopefully September. I think CGM, which is the other one, um, yeah, CGM is much much smaller. the way the senior veteran housing complex is going, they might be done first. Yeah. No, they're hoping to go to open June 1st.
They're really moving there. They're really They're hoping that's And let me just tell you, there's a lot I get a lot of calls on it right now. There's a lot of people from town who been here a long time who are veterans who want to get in there. Uh so hopefully, you know, that that's how we set it up. So our people go first. But veteran preference is veterans first. number one veteran number one then local seniors number two then county north veterans from north seniors so those are the four categories yeah that's great yeah so and it looks nice what about on Ringwood app there was uh there's another big construction site on Ringwood app I believe uh
that's what he just told that's in the back Yep. What I get for that's kind of a semi you guys know that's a semi county project. It's not a full county project. It's a semi county project. Um soon as we get the okay from the person who's running that we'll list it on social media because we're taking lists of names of people who are interested but we do not decide who who goes in there. The county will make their decisions on how they do it. I don't know how they'll do a lottery or whatever way they do it. Um but there's criteria you have to meet. You have to meet the criteria and the numbers are, you know, kind of low for some people. You know, social security counts in that. So, it's it's a low number. Got to tell you, I love the recycling center. Yeah. Looks great, though. Came out good. Easy in, easy out.
Yeah, it's nice. You know, it's just a thought of mine though as I as I come over. Uh what's this? What's the street that's one way from the recycling center out onto uh WQF? Ivy Spruce. Spruce. the when you you drop off at the recycling center, you come out and you come out. Come out by Ivy, right? Yeah. To me, it' make a lot more sense if you had that way going in and going out the other direction because now to get to recycling center, you got to go down one queue out, you got to turn uh make that left and then you got to take another left and then you got they're trying to keep the traffic away from the building though, get on the other side from the uh senior house.
Just a thought. I cuz I cuz I I rode behind some guy one day and he just made a left right into the to the oneway street and we got to the recycling center. I said, "Did you realize you made a left turn?" He said, "Didn't see the signs." I said, "There's two giant signs sitting there. I didn't go downstairs." Well, going back to the pharmacy that you guys were talking about and and the New Delhi that's going to, you know, that's in Wayne, but you know, they're going to they're asking for no left-hand turns coming down Hamburg Turf to go into both of those. Give me Jen Carelli. Very restrictive. Jen Carellis. Yeah. No. Many people are going to make U-turns then. Wow. Isn't Isn't one Isn't that a deli go on a street? A side street. It is theoretically you could pull gas, but they could make a no left turn into the side street too. And then the people that live there,
it's not into the driveway. They don't want a left hand drive. Same thing with the new building like you guys know cuz you approved it. No lefthand turn into that building at 2 either. They're stopping all left hand turns on from the county side. And for the life of me, I don't understand why when you come out of quick check and and stop on Daw's highway at that traffic light, why there's no right on red. That makes absolutely there. You have a sight path like 150 yards. Yeah. Plus, on top of that, you know, you've got a long light there. Oh, yeah. So, if you get stuck behind that light, it's not a, you know, 30 second light. I see a lot of people just ignoring the no turn on the red sign. So, of course, if I don't, I'll get it. Well,
yeah. And and you know, we have um you know, because you guys are approving these projects downtown, which are great. We're getting a lot of uh conversations from people wanting to open businesses downtown. You know, they're trying to get ahead of the curve and they see what's going on. And you know, we've had a couple new businesses open up. They're trying to get more chains involved in this and I think we'll get there in the next year or two, which is good news. That's that's what we were shooting for. So, um you know, those are all good things. Any no more Mr. Sushi offsets? [laughter] Guess what? How do they do this? Getting the gums. [laughter] That's what it's not by selling food. Wendy's won't like that. I agree with you. I always wondered that. Any any word on over top crowers? What's going on there?
Top. That's the one that has the suit filed. This one you guys moving forward. There's some legal issues slightly. If you were here when the fella who has the property next to it and there's an encroachment on his driveway encroachment on the property and it always has. Yeah. Okay. I remember that. Yeah. They went to court to challenge and but they it sounds like they are making they're working out a deal amongst themselves where and this is simplified. I think rather than perpendicular parking they're going to be able to pull it back and it's going to be angled parking because you don't need as much horizontal distance from there. I think that's what they're talking like where the old photo mat used to be. Yeah. Yeah. Okay. Yeah. And that what they're building in Oakland is an actual McDonald's there. So on the corner there, right next to the um
the shop? No, on the other side next to Walgreens. Oh, yeah. McDonald's. Back behind what used to used to be Luca Trtoria, the restaurant up there. That's a McDonald's now. Yes. Now, mayor on the senior housing building that they're putting up, one of our resolutions were we were interested in them putting a generator in. They didn't have money for the budget, but they did put a transfer to make sure they had it. So, and I confirmed building department has it. The next step is when could we put pressure on them to, you know, to get the next budget? You know, it's been a year to say, "Hey, how about put the generator?" I mean, I again, I don't generators. [clears throat] Are we talking like a generator does a whole building or
No, just like a cool room and oxygen outlets and stuff like that. Something like that should be in our senior house. I think that's needed too by the way. Yeah, absolutely. There. So, I I'll bring that up again. They just said it wasn't in the budget, but they would put the transfer switch in. So, that's kind of good. As often as we lose power in this town. Yeah. It's astonishing how often we have power outages. I never lose. So, [laughter] I mean, it's not some of them aren't long, but they're frequent.
And our civic center is, if you've noticed, is finished. Um uh we're just doing some internal process inside where the upstairs is going to be storage and we're putting we're going to uh put a chain link fencing separating the groups that use it. So uh they will each have their own combination to get into that. So that's what they're doing now. And then historic will be buying some stuff inside historic to set up some like a mini museum and some shelving in there. Then the building will be back in use again. You know we're ready to start using it probably next year. We're going to give up the office on Monica Avenue, the bid office. No, no, they keep that. They keep that. Is the police trailer going yet, though? The police trailer is uh will be gone because they'll be moving in
once they move the once they move into that. Okay, good. Cuz that was one of the key things we wanted to see also when they uh you know, were planning all this that the police trailer would be gone and uh it'll look a whole lot better. And we'll get report. [clears throat] As long as we're on a roll here, that spot over here. Uh parking where where the sidewalk has not been shoveled where the the dentist office used to be. Yeah. Yeah. Yeah. What's going on with that parking lot there? They didn't do a lot there. That's going to be the parking for the Oh, okay. Okay.
They own that. That's going to be their parking. I am working on a deal with them to open up like six or eight spots in the front along the gas station side during the day, maybe till 3:00 that would be used for shopping downtown, like a shared parking service. And then you know the residents can come in at night park where they park all the spots but you know from 9 to 3 maybe we get some parking out which would be a good and they weren't against that by the way.
