Thank you uh for the opportunity. As the mayor mentioned, my name is Mike McCarten. I'm here representing the uh St. Clair County Community Foundation and specifically the uh St. Clair Endowment Funds uh committee. As uh some of you know um this committee is charged with the responsibility of uh oversight for uh various endowment funds that have been created uh in St. CLA by uh families and member people who have lived in the city for many many years uh now that have accumulated to the hundreds of thousands of dollars uh that annually come back to the city for projects that are consistent with the wishes of the donors who have uh made these contributions possible. Uh one of our partners over the years uh has been the city of St. Clair and many of its programs. Uh two weeks ago, our committee met and uh reviewed uh packets that were provided to us by applicants uh seeking funding for programs that they felt uh would meet the criteria of the uh the donor created funds. And our uh committee upon its review uh agreed uh to provide funding for a number of city projects uh including the uh community pool heater uh the uh summer family friendly uh event summer events uh the apps program which has been around for a long long time and for various beautifification uh projects uh within the uh uh city of St. Clair. The specific funds from which these come from include the Sinclair uh city foundation fund itself, the Mary Moore fund and the Ernie and Barbara Ocin uh fund. Um I would also I guess be remiss not to to mention that uh one of the real the people who sort of spearheads the projects in behalf of the city and uh comes to our meetings and convinces us the worthiness of the projects is

Yes, council before you is a resolution to approve the early voting plan. Um following the adoption of proposal 2022-2, the Michigan Constitution requires that each municipality has at least one early voting site for statewide and federal elections. In 2026, this will apply for the August primary and the November general. The election commission has determined uh the best plan for this community will be to host early voting as a single municipality held here in the municipal building. Polls will be open for both elections for nine days beginning the second Saturday through the last Sunday prior to the election. And polls will be open from 8:00 a.m. to 400 pm each of those days. So, it is the recommendation to adopt the resolution which approves the early voting plan.

the state of Michigan requires that annually public employers adopt one of the three options uh to be in compliance with public act 152 which deals with the funding of employee benefits. This city has and continues the policy of approving an 8020 cost sharing split 80% employer 20% employee. Uh to be in compliance with this act recommend that you adopt the resolution as presented. I'll make a motion to adopt the resolution as presented.

The um last communication we had was regarding the recycling schedule and they indicated that the um calendar that they published and mailed out to all residents was held up by postal reasons. And the reason we didn't get it before they started was they had delivered it but it was not delivered to the households at that point. That is all that they have responded to our request. Uh Mayor Cedar and I discussed a week or so ago that we probably will take the initiative to make another phone call and attempt to have further discussions with them. So I'm afraid I have nothing new to report.

Yes, I do. A few things to share with everybody. Um on the agenda, as you can see, there are several special event permit applications. U believe it or not, that's not all of them for the summer, but we're taking um we're taking a hit on most of them today. A couple things I wanted to point out as Chief Inis um makes the recommendation for approval. The art fair special event permit application does include the lease of Palmer Park and the adjacent golf course parking lot. So when you're approving that permit, just be aware you're approving the lease as well. And the art fair and Fourth of July both include road closures as well. And again, Chief Inis will make mention of that during um the summary, but I wanted to point that out too. There's a few more annual events that will be coming before you. be a tourist in your own town, farmers market, rocket in the plaza, and bluewater offshore powerboat races. And then there is a new one uh to recognize Jonathan Baron as our revolutionary war soldier hero. He will be um recognized in July. Be a tourist in your own town is the weekend of May 16th and 17th and we are expanding it to two days because there will be a cemetery walk on Sunday because we have the Kletcha Park dedication on Saturday. So we move the walk to Sunday so we don't double book and both activities can have um participation there. the be a tourist in your own town day. It of course it highlights our amenities here in the community but it's also a reminder of our sinclair on the river.com website and that website includes all the activities and events in the city. So I wanted to make mention of that. Tree city USA the city's application was approved again by the Arbor Day Foundation for its 26th year. We are a Tree City USA. So, the city continues to meet the four main criteria which includes minimum expenditure per capita. So, something to be proud of for our community. Nominating petitions for elected

officials are now available. They must be turned in by 400 p.m. on Tuesday, April 21st. Elections this year for the city of St. Clair will be August 4th and November 3rd. Applications for election inspectors are also available. And lastly, I would like to schedule the annual meeting between city council planning commission and ZBA uh Monday, August 20th at 5:15 if that time is agreeable. What day of the week is it? Monday.

All right. First one's going to be for the Little League parade. I'm requesting approval for a special permit for the 2026 Stlair Little League parade. The event will take place on Saturday, May 2nd, 2026. We'll begin at the high school and then head west down Clinton to Nights at Columbus or Knights of Columbus Hall, then to Little League Field. Uh the parade will begin at 9:00 a.m. and setup will be immediately prior to the event. I'm requesting approval for this uh this permit. Motion to approve. Questions here say I opposed. I'm requesting approval for a special event permit for the Slair River Marble Eye Classic Annual Walleye Fishing Tournament. The event will begin at the Slair Boat Harbor on Friday, May 15th at 10:00 a.m. and will end on Sunday, May 17th at approximately 4 p.m. This event will take place at the Sinclair Boat Harbor with setup immediately prior and cleanup at the conclusion. I'm requesting approval for a special event permit for the 2026 St. Clair High School senior cruise and firet truck ride on Sunday May 17th 2026. Students will gather at the school be at the school beginning at 2:30 for firet truck rides in the student parking lot. The cruise will take place beginning at 400 p.m. The cruise route will be out of the high school parking lot on two Clinton or Yeah. So will be out of the high school parking lot heading east on Clinton, north on Cox, east on Vine, south on M29, uh back to Clinton toward the high school parking lot. The Sinclair police officers will be placed throughout the cruise to assist with traffic control. I'm requesting approval for this permit.

But you're the chief. You'll tell me. Is it okay? No, it's not okay. So, I mean, we'll we'll get with the with the parents who kind of organize this event. I'll be a sticker, man. I saw that last year. like, "Oh my gosh, some of them kids are waving. I mean, bobbling back and forth."

I'm requesting approval for a special event permit for the annual Memorial Day parade and remembrance obser observance scheduled for ma Monday, May 25th from 1 to 300 p.m. The parade will begin 6th Street and Vine heading east Vine to North Riverside turning south and ending at Memorial Park for the remembrance ceremony. Setup will take place during the week of May 25th and tear down is sometime after May 28th. I request an approval for this permit. Motion to approve. Support questions. All in favor say I. I. I'm requesting approval for a special event permit for the Slair Art Association's 55th annual Slair Art Fair. The event will take place on Saturday, June 27th, 2026 from 10:00 a.m. to 6 p.m. and on Sunday, June 28th, 2026 from 10:00 a.m. to 5:00 p.m. at the Riverview Plaza in Palmer Park, which they have leased for this event. Setup will begin on Friday, the 28th at 10:00 a.m. preceded by art booth uh marking in the park. The Sinclair Art Association will be using the city parking lot across the street from the Pine Shores Golf Course for the artists to park their storage trailers for the duration of the event. The Sinclair Art Association is requesting a road closure of M29 from Vine Street South to J Street to allow for safe pedestrian crossing between Palmer Park and the plaza. I'm requesting approval for this permit.

So I have a list of events here. So I'll just go read them from the top to the bottom. I'm requesting for special event permits for several summer events planned by the Sinclair Recreation Department and the Cargill Cares Committee. First one's going to be Clutch Day Park and Walk. A park dedication ceremony for the new splash pad and the ball field improvements is scheduled for Saturday, May 16th from 9:00 a.m. to 1:00 p.m. The parade will begin at the Voyager restaurant parking lot proceeding south on South Riverside turning west in the Sinclair Highway and then south on Golf Street to Kletcher Park. Uh police assistance, police will assist temp for temporary road closures throughout the parade route. uh kid fishing event is scheduled for Saturday, June 6th from 7:30 a.m. through 11:00 a.m. at the Pine River um on the Pine River at the Pine Shores Golf Club. Uh the third one will be our annual safety town and block party event scheduled for Saturday, June 20th at Greg Park. This event will run from 10:00 a.m. to 1:00 p.m. and feature police, fire, emergency responders, and other public service organizations as they showcase various vehicles, services, and equipment for kids and their families. The next one would be uh kids garage sale and DIY craft market is scheduled for Thursday, July 9th from 10:00 a.m. to 1:00 p.m. at the community center. The next one is the 25th annual classic car show is scheduled for July 11th from 8:00 a.m. to 400 p.m. in Palmer Park. The next one will be a family bike parade and ice cream social scheduled for Tuesday, July 14th, beginning at 6:00 p.m. The parade will begin at Holy Family Episcopal Church. I think they changed their name. I think they're a Baptist church now. Um at uh 115 North 6th Street and it will end at the Slair Museum at 308 South Four Street. Uh the family out another one will be a family outdoor movie night is scheduled for July 21st uh in Kletcha

Park in August 11th in Palmer Park. Both movie nights start at 7:15. There is also family fun activities, music, and a bounce house for everyone to enjoy. I'm requesting approval for a special event permit for the annual City of Sinclair fireworks show taking place on Saturday, July 4th, 2026 at dusk in Palmer Park. The barge for the firework display will set up adjacent to the Pine Showers Golf Course until the time of the show. The city is requesting the closure of M29 from 6 PM on July 3rd until 6:00 a.m. on July 5th to allow for safe flow of people crossing to Palmer Park where the show will take place. There will be an all day event with food trucks, music, and vendors along M29 Palmer Park and in the plaza. The city will provide the placement of barricades for the street closure and the cleanup after the event. The Sinclair Police Department will coordinate with other agencies for a consistent police presence throughout the event. They will also utilize the public safety volunteers for this event and request an approval for this permit.

um sure yes in front of you is a contract for 2026 and October 2027 year um but I did want to discuss the amount of the contract this year being the 250th anniversary of our nation. I thought um it was appropriate to increase the fireworks show a little bit. So I would like discussion on the amount of the contract and also know if you want to confirm the optional year or just approve the contract for 2026. What makes it easier for you?

Uh the optional year would confirm the contracted rate for next year. And it doesn't necessarily have to be the same. So if this year is 45 and next year you want to do 35, that's fine. So it it is easier to confirm two years at a time. But what's the what's the extra amount give us? Pardon me. What's the extra amount give us? Uh well typically the contract has ranged before from 25,000 to 30,000 and this year we're asking for 45 which will give us more of a firework show. Bigger fireworks. Bigger fireworks show. Yes. Okay.

Prices increase too per American Fireworks who's our pyro techch company. So, not only did does this um incorporate having our our usual show, but also an increase to make it a bigger show. We have various funding sources for this and a lot of that's private and businesses and things. Um are we comfortable in being able to cover the amount?

So previously we had volunteers in the community um that took that on for the city but it is now being handled completely in-house. Mr. Mayor, members of council, in accordance with the PAS study and as recommended for rehabilitation in 2026, the Clinton Avenue reservicing contract was bid and we recommend award to Aztec Ashvault of Brown City, Michigan in the amount of in the amount of $83,28.72. The bid has been reviewed by the consulting engineers and verified that the uh contractor can do the job in the time line allocated. So therefore, I have no reservations and recommending same. This is partially funded through a category F grant from MDOT of $375,000.

Why was the uh two bids rejected from Murray Underground and RNR? the they were higher and they were because of a technical form that was not submitted in the correct manner. We still did get three numbers from three companies I'm familiar with and they're pretty competitive with each other. Yes. So I feel pretty good about that. Okay. Fact. So the other ones were were they were higher bids too. It wasn't just that technicality, but uh that was the reason for this particular recommendation. You're saying this work could begin as soon as May. Yes.

And how any idea how long the the work is going to take? Like to be done by June 1st. June 1st. Oh, that's good. Have we done any kind of examination of the um curb and gutter replacement, concrete base repairs that might be going into a curb replacement? any of that been done already? They are not done already. Uh they will try to proceed as soon as possible, but we would expect that to be beyond this scope. This is simply the road, right? And then anything else would be and some curb replacement has to take place. Yeah, they've already included some of that in that. Okay. I need a motion to that effect. Who moved? All right. historically, Michigan cities accumulate land by numerous means. Uh some are tax closures, other orphans, leftover public property, and other private projects, gifts, loans, or other things with or without restrictions. What I'm recommending is the by bid, we received a proposal that a real estate service agent review all of the city properties. And I did supply a list. There are quite a few and many of them are really probably not marketable but many have value and could be turned into lots for residential development um or other activities. But uh I'm recommending approval of the agreement for real estate uh services so that they can um go through the list, look at the assumptions, look at the values of the property and make recommendations back to the council one at a time um whether they are truly worthy of being marketed and the city has no public use for them. For example, I you keep using my my one example. There's about three lots that are just orphan lots owned by the city that have no public purpose as a park. They don't really fit anywhere else. But if they were marketed, they could realize a a good net proceeds from that that I would then recommend council put into capital infrastructure fund to start building funds for eventual costs of replacement of city facilities and infrastructure. Uh the bidder is a very uh thoughtful bid and uh I am I'm happy to recommend this to uh professional real estate brokerage services agreement to emig agency LLC doing uh business as St. Clair Realy.

The only cost that I see is the 6% four to 6% commission. Yes. Correct. I thought it was a pretty fair number in my opinion. I don't have a problem with that company at all. Yeah. Who has the final say on whether we're going to sell that specific price if offered? Only the council. Only council. So, all these sales will come to council. Yes. I'll make a motion to approve.

Greg Gary 715 Juliet Street St. clear. I guess I'm asking what the plan is for resurfacing or uh new concrete on some of these roads where I live. Our greatgrandfather built this house in 1901. I've paid taxes. I haven't. Our family has paid taxes for 125 years. It's still a gravel road. Every year my taxes go up. And I think it's time that at least Juliet gets paved. So, where we at with this year's paving and new concrete on roads?

Well, there's a lot of information up on the front counter is the 26 program of everything that's being done this year. uh we can certainly supply you with that and have that available on the website, but there's a handout and some information that's upstairs. We can be glad to hand you. There is no plan to do a reconstruction or construction of a gravel road in the Pacer study. The the capital program that runs out this year for the roads, these are all rehabilitation or resurfacing. And we have this is going to be one of the bigger years that covers those roads. But the plan just so you get an idea of that layout is available upstairs and it's in a map form and we got some other public information on that. But right now if there's a gravel street that people wish to have paved that would have to start by petition and to start the assessment process. So 125 years I think we've paid for this road many times. You know

actually pretty frustrating. Property taxes does is not designed actually to do anything but supplement roadways. The older communities have used some general funds, but it is supposed to come from gas and weight tax provided by the state of Michigan system called act 51, which is gas and weight tax for vehicles fuel consumption. When that is insufficient, then cities have to supplement it with the additional local funds for it. So, in other words, nothing's happening on our street on your street particularly was what again, sir? Juliet. Juliet.

We were asked to come and just tell you that we were bringing in steel equipment that we've been trying to get for about two and a half years. Um we had a board me when we talked to Tom um from the city here. He asked us to get approval from our board which we had a board meeting today uh uh this afternoon and no one seems to have a problem with it. It's really nothing different than what we have already. Craftsman, um, DeWalt, Milwaukee. Um, the only difference is steel's a little bit, um, more, um, regimented and we have to send two people down to get, um, certified to be able to do the warranty work. Um, I think the people thought we were going to be doing engine repairs and things like that. This is just stuff we've been doing for 12 years there with fixing fixing of a a lawnmower blade, fixing a weed whacker, you know, a power tool, replacing, sending it back in. But we have to have steel requires us to have a technician to handle those um um

Um there's a little bit of confusion on just what the I guess the entire intent is and whether what uh Tom is working on with section and code requirements for the city and fire requirements versus what new resale or dry resale is versus when we get into the question of warranty. What defines warranty whether it's electrical or gasoline and what is included on that gasoline. Traditionally, we all look at steel products or all those that are gas powered uh chainsaws and lawnmowers and heavier equipment and the world and industry that we're in is changing rapidly. So, uh the board did effectively vote to approve the new resale of any and all of the steel equipment similar to what Ace Hardware does on premise. the questions did come up of if there was any storage or repair of gasoline small engine um that that would have to come back for secondary request versus insurance, fire and local code compliances. Um, so today I think it was just more of informative and there's some a lot of confusion between I think Ace Hardware, um, the plaza itself and and what the city is trying to do to just clarify what it is that's going in and what's the short and long-term process of approving the different stages of it.
