And this gave rise to many different ideas on how we can move forward to improve the way we care for our animals. That came out of these discussions. One of the ideas was to strengthen our castration and sterilization guidelines so that they are a little more robust and castrate or sterilize animals, so that we can better control the animal population. And thus reduce the number of unwanted animals that end up in the animal home, which causes a lot of problems with the supply and especially with their quality of life. Good evening. My name is Lisa Sears and I was born and raised in Hollister. My family owned the same house here for 85 years until recently. And yet I continue to pay for the feeding of stray and wild cats in this block, as I have been doing for 10 years. It is important to point out that these cats were all castrated and vaccinated by Snippus. The cat problem in this city is shocking. I see the same problem in Monterey County, where I live. And that's why I continued to appear and applied for the animals as well as for the animal shelter employees who are commissioned to end their lives when the animal shelters are overfilled. Nobody wants this job. Since 2023, I have taken part in more than 100 government meetings and spoken there to make better results for the animals. And I know that everyone in this council wants the same thing. So let's take a look at what happened in Seaside where I now live. And I helped to enforce the obligation to castration and sterilization. Two years ago, the SPCI, which contains our contract for animal shelter services, increased the fee for Seaside from 184 to 245 per animal, an increase of 33%. At this time, our income numbers were relatively constant over the years, without a castration obligation. 440 animals were brought into the animal shelter in 2022, 438 in 2023 and 413 in 2024. We knew that if we continued like this, we would pay the same amount of animals for the same number of animals, but with 33% higher fees. So we had to do something. That's why Ciesal changed his approach. In 2024, we approved a castration obligation. Our employee followed the cases of residents who, despite previous clarification, repeatedly did not cooperate. Houses that were already on his radar due to complaints calls. By the end of 2025, he achieved a 100% enrollment in these problem households through fixed tickets. And that's important.
