Our heavenly father, we come tonight and say thank you for your blessings and thank you for allowing uh this community to go pretty much unscathed in this last storm. We pray that we'll continue to be compassionate people caring about our neighbors. And father, we're thankful for all of those who've already responded uh with helping clean up Aroma Park and Kanka Key and those that have uh donated food and time and effort. So, we just pray that all of those who were affected by that storm directly that they'll receive the help that they need. We're thankful for the way your Holy Spirit can speak to our hearts. Lord, may we always be compassionate people who care for one another. and I pray that you'll bless this meeting tonight and bless all of these trustees and those who speak. Thank you. Public participation. Our first speaker tonight is Diane Sauerbeer. Good evening. There's many things happening here in the village that make me sad and angry, and I know that my friends will be addressing those in a little bit better than I can. But I'd like to circle back to the presentation that was given on behalf of the domestic violence shelter, Harbor House in Ka Key. The facility is being renovated and enlarged. The presenter talked about the number of women that had to be turned away from sheltering and the consequential need to expand the facility. This should never happen, but it does because this is an in an issue that some people choose to ignore. It's a problem that nice people like us aren't affected by. Don't kid yourself. Domestic violence doesn't have a color. It doesn't have a dollar threshold and it doesn't have a zip code. For too long, victims hide because they are truly believing that they the abuse is their fault. Very slowly, the veil is being lifted and we are beginning to know that the abuser is the only one at fault. Who is this victim? Is it your neighbor, the teacher at your child's school, the lector at church? who they never wear a sign that tells you. Sometimes they make an excuse for a bruise or a cut. In reality, that person could be a family member, your daughter, your niece, your grandchild, or maybe your mother, someone that you love. They don't speak out because they're

afraid. About 40 years ago, my ex-husband tried to kill me. I had him arrested. I took my kids and ran. I called my father for help and filed for divorce. I am no longer silent, nor am I afraid. I'm a survivor and I've helped others survive as well. It's very true what Rocky said. What doesn't kill you makes you stronger. Please consider as a community contributing to Harbor House. And if you as a private citizen, if you can afford to contribute, please do that. Save a person, save a family. Thank you.

I look through the agenda for tonight and under these ordinances, there's one that says they'd like a motion to approve an estimate from KPI Electric. Now, this is for $21,967. That's for installing electric on the new pavilion in square on second. That's a C is to approve tonight. an estimate from Glade Plumbing and Piping Company not to exceed 49,410 for the new pavilion which are the bathrooms at the square and second. Now, it's my understanding that in previous action by this board that the pavilion is receiving $300,000 in various types of

work being done. And I just would like to know is this additional 71,000 plus part of that 300,000 or if that's an additional amount. Good evening. How are you? I find it very interesting, just a quick comment on the previous meeting that you're talking about the town being in debt when you gave Goan a 30-year tax cap. That really I don't know, makes no sense. Anyway, what I didn't get to share at the last meeting, I'd like to do that. And I was also asked if I would bring the picture. I don't have the the enlargement that I had last time, but this is the picture of the people that are working at goan and their faces are redacted. Uh it would be up to them to explain why. If you want to look at it, I'd be glad to show it to you. I gave the big copy to the mayor last meeting. David F of the national security said CCP pref prefers to be close to military and nuclear and government facilities. He explained that the same solar panels contain data collecting capabilities as well as kill switch that can be operated remotely and has the potential to sabotage our electric grill by drawing too much power that would reset that would result in government military resources being compromised and communications being interrupted. As Mr. Patinsky said the CPHAS act under the non-notified program can and will reopen even for a closed transaction based upon intel from citizens and agencies. Interesting that he never mentioned any of this uh new information coming from President Trump's administration but referred only to what took place under the previous administration and Pritskar's non-disclosure agreement.

Goan has a green field of business. What else was included? Non-disclosure agreement. Is there a data center coming soon as well, which will not only add to the water problem, but to the electricity problem? I took the photo of the people working at Goan so that you could all see it. I enlarged it and and the mayor has a copy. Um, it's been a busy couple of weeks. Within the last week and a half, there was a fire in Matson. Behind the Menards, there's a Chinese-owned battery facility. They had one of their pallets start to go into thermal runoff and was offging. They had one of their employees take a forklift, remove the pallet, and drive it to a dump pond in an attempt to cool the runoff. Interestingly enough, from the time that he put the forklift in and it went to the pond, which is not a lot of distance to go, the man began vomiting. He became laded and he became unconscious. Could I have one more minute?

And my friend, who is a paramedic up there said they transported the man unconscious to the hospital. when he gained consciousness, he did not remember anything. And he sustained um respiratory damage and he's not he's still not in in good shape. And that was just one pallet of batteries and they got there before it went into full thermal runoff. That was just off gasing. This past week with the storm, one of the panels in the field over here started a fire. Can Key Sheriff's B police uh sheriff's put out a message on Facebook for first responders, that would be you guys, as well as paramedics and firefighters to be cautious when approaching the area because of the toxics that were being released in that field. Now, they're planning on having one over there that is going to go a real long way. And we all know and saw pictures of what happened to the one just east of Mon. I have two friends that were going to buy a house in this town and they told me Sunday that if Goan wasn't here, they would be moving here. It's a beautiful town.

Yeah, close. Um I just had um three comments. Um one was um something that had been talked about over the last couple different board meetings. Unfortunately, I was able I wasn't able to make those. um was we were talking about the ordinance that you tabled tonight was um the remote access ordinance. I have some concerns about remote access ordinances. Um I was a firefighter for almost 30 years. Um because of my job, I was diagnosed with cancer, went through chemo. Um unfortunately, it forced me out of that profession. There are times when your responsibilities become un you are unable to meet the burden of your responsibility. I don't believe it is my opinion that a remote access um member is appropriate for this village. When the person was appointed not voted in appointed to that position it was with the understanding that that person would be coming to the meeting and be present and be able to fulfill their responsibilities. If we are going and when this person was appointed the previous person, it was also my understanding that they were replaced because of health issues. So it would seem a little bit hypocritical if we offer a remote access for the person that we were appointed for the person who had health issues. So my opinion is that remote access to a board meeting should not be something that we be we should be considering that if you are not able to meet the burden of your responsibility to come to a board meeting then maybe we should put someone in there that would be able to access the meeting or be here and be present. Um the other part is that there is nothing in our ordinances. There is nothing currently saying how many meetings we're supposed to attend, ethics, code of code

This is something that we should probably visit after all of this is taken care of to um assure that we have what we need or if there is a problem that we can remove people from office if they are not able to meet the responsibilities. Um I'm sorry I lost my train of thought and I'm on the third one. I guess I'll have to do it the next board meeting. Okay, that's all I had was was my concern of uh remote access. um to the meeting. I feel like if you take the job, you accept the responsibility that you should be at the meeting.

Um, I would like you all to keep in mind two words when discussing the permission of board members zooming in for meetings tonight. Those two words being reasonable accommodation. Could you speak a little louder, please?

Yes. I'm sorry I'm wearing a mask. I'm trying. Um, for the sake of having limited time up here myself, I'll let your lawyer explain the nitty-gritty details of what that means and instead share my experience on the topic. Um, all I'm saying is help yourself out now, help yourself out in the future, and help out future board members. If you are facing a health concern or injury, why should the only options be to show up or quit? I feel like a little more clarity on the board's plan of action on the topic would be beneficial. Whether you are a believer or not, this reminds me of the story of the paralyzed man found in Luke 5:17-19. On one of those days while he Jesus was teaching, Pharisees and teachers of the law were sitting there who had come from every village of Galilee and Judea and also from Jer Jerusalem. And the Lord's power to heal was in him. Just then some men came carrying a man on a mat who was paralyzed. They tried to bring him in and set him down before him. Since they could not find a way to bring him in because of the crowd, they went up on the roof and lowered him on the mat through the roof tiles into the middle of the crowd before Jesus. If friends can lift up friends to see Jesus, then friends can lift up friends to change their communities for the better. Let's not forget grace and compassion in times where disagreement feels easier. Um, I'm a cancer fighter myself. I'm still going through chemo. Just had another round a couple days ago. And being the president of a nonprofit almost 501c3, we have a board. We oversee the support of about 300 people with an online reach of 3.5 million. So teamwork is obviously needed. Um before I even formed my board, I had to create a list of rules and regulations to help us run smoothly. Never once did it cross my mind to not allow a board member to participate if it came down to something I could help them with. a ride allowing Zoom participation

um or meeting them where they are at because I could very well be the one needing that accommodation and I have needed them in the past given my circumstances. Um I have even asked my dad to speak here on my behalf before. Obviously, this isn't a black and white issue. It's a no-brainer. This should not be loosely a loosely regulated way to participate. for the sake of just not feeling like showing up or being on vacation isn't a reason. I hope everyone understands that's what I'm trying to say. Um, but when it comes down to meeting each other where we're at, I just wanted to share my perspective on things to consider. Um, as a cancer patient myself, um, obviously I have limitations, but not once has anyone ever told me that due to my circumstances I shouldn't be able to do something and I can't. Can I have like a minute?

Take an extra minute. Thank you. I know not everyone agrees with me. Not everyone has been through what I have um to have this other perspective, but that's why I'm here. This can be applied to a lot of situations where we can show compassion more, and that's what I'm all about. The amount of people who asked me not to share my perspective tonight was a little disappointing, but I'll leave it at that. I'm here because I care. Thank you.

Thank you. Our next speaker is David Bergd Doll. Good evening. Couple topics for tonight. First, I don't have any deep rooted concerns about remote attendance. Sometimes you need to have that option. But as you discussed in your committee here meeting earlier, the ordinance that was initially passed out doesn't cover but one of the questions that arises out of that issue. Doesn't doesn't deal with rules and regulations. It doesn't deal with you guys get paid for meetings. Are you going to get paid if you're remote? Do you get paid the same? Um, interesting probably purely legal question. Is this currently apply or is this only apply to future boards? Question for Mr. Canar to con consider. Again, I'm not opposed to the concept. The legal profession is adapted to this somewhat well, but I see the problems of it every day when I go to the courthouse and you have people that just never bother to show up because they do everything by Zoom. Secondly, last meeting I had discussion about your chamber position and your village marketing position. I'm still of the opinion you probably need to sit down with the chamber and consider whether you want to divide those positions, one village, one chamber, rather than

having them both be dual roles. In committee earlier, it was commented about how much money is being spent on community events, whether those are chamber expenses or village expenses. Those are the kinds of questions that need to be asked and dealt with because again you can't deal with part of the question without dealing with the whole. And finally, people think planning processes are boring. They're lengthy and kind of pointless. I sat through a whole lot of emergency planning meetings when the county was going through their emergency planning program coming up with the county plan twice actually. And you don't realize the benefit of those studies until you have a week like last week. All those grants and things that potentially are coming from the feds are all a result of all the time and money and effort put into those emergency planning plans by the county, adopted by the village, supported by the municipalities. Without those plans, Aoma Park would be in big trouble. Thank you.

Thank you, Dave. Next speaker is Sandy Chis. Hello. So, I have these notes from the March 11th, 2026 planning and zoning committee meeting regarding remote Zoom meetings. Trusty Gatsky suggested that this board struggles to have a quorum present at several meetings because people have schedule conflicts. Pursuant to the Illinois Open Meetings Act, a quorum must be physically present at the meeting location in order to conduct business. So, if a quorum isn't physically present, Zoom attendance is ineffective. Trusty Crockett stated a similar situation where he was out of town for work and contacted as to where he was and why he was missing a meeting because there wasn't a quorum. He said that if Zoom had been available, he could have participated. But as we know, without a quorum physically present, his attendance would also have been ineffective. Clearly, in a perfect world, things work fine. In a not so perfect world, they don't. Other issues that were brought up were the reasons for being unable to attend meetings, a tournament, school, work. However, would any of these situations provide an hour or more of time to watch a telephone or computer meeting and give that meeting your undivided attention? Zoom meetings are not becoming an issue at this time because of Trusty Zimbleman's absences. Right. But you have to admit the timing is rather suspicious when you consider that in Trusty Crockett's 16 years and Trusty Gatsky's 20 plus years, Zoom meetings have not been brought up. Not even during CO when these types of meetings were everywhere. Certainly, you can understand our concerns. I guess it

wasn't an issue when Nent decided how everyone should vote. Wouldn't it make more sense though that your first priority would be to establish an attendance ordinance? there's none in place as was discussed at the March 11th meeting. Wouldn't it be prudent to establish attendance guidelines first before suggesting substitute attendance options? In addition, there should be a list a limitation on the number of absences a trustee can have before their position is considered abandoned. Trustee Budro said that if a trustee misses five or six meetings, they lose the ability to vote on subjects discussed at those missed meetings. Where does it say that? I found nothing with that limitation. But Trusty Gets seemed to believe that everyone could or anyone could vote so long as they stay up to date on meetings by YouTube and emails. How that's confirmed, I don't know. If a remote attendance ordinance is enacted, how are we to know the capacity of the remote attendee? Face to face, we can evaluate whether someone has sufficient capacity to understand what they are voting for and why, even if we disagree with their vote, particularly in a medical situation. Remotely, we do not know if that person is under the influence of drugs or treatments that render them incapable of making a rational informed decision.

I just have one more point. Finally, the ordinance for trustee payment section 1-6-6 compensation states that compensation shall be paid for each meeting actually attended. What does actually attended mean? It seems to suggest physically present. So that ordinance would also have to be addressed. For all these reasons, I think the remote ordinance should be rejected. Our final speaker tonight is George Riker. So I understand the village had about $30 million and I think the first thing we sold was the water and it's it's anytime you can get a lump sum of money it's nice. I mean, I took a lump sum on my pension and I did very well. So, I mean, it's nice having a lump sum. I mean, I'm not sure if the water was not drinkable here or we just wanted the cash in our hand or what. And the next thing it went was the sewer plant. And I just feel like we squandered that money away over the years. I don't think it was spent financially responsibly. I don't think it was. I mean, I look at some of the things, you know, I hear being I mean, I look at I mean, nothing against Jim, but did we really need a building like that over there? I mean, my nephew's in charge of Romeoville, and I brought him down here and showed him that. He couldn't believe it, you know. And uh I don't just other things. He hears how much the fishing pond cost. I guess it wasn't a whole village, but and then the pickle balls and my phil It's easy to spend somebody else's money when it's not yours. And that's what's happened to this town, you know, instead of thinking of the future. Okay, let's let's, you know, not do this. Let's not do this. I mean, I mean, I look at all the hours spent on them Christmas tree lights out there. Those are nice, but how many guys we got working for the village? 12. I I don't know how many we got, but they seem to have to spend a lot of time worrying about them Christmas tree lights. And I mean, it's it's a waste of money. They could be

doing other things in the town, you know? So, I just feel like I don't know, maybe it's too late now, but even with the garbage service, I have a daughter lives in Burban A and if it's not in the garbage can, they don't take it. And I look at Mantino, I ride around, we got people got their garbage spread all the way up and down the street. And these guys have to stop and get out of their vehicles, pick it up, and put it in a truck. And that's not the way it's supposed to work. They're supposed to drive down the street, pick it up, dump it, and that's it. We're We're making them guys use too many manh hours to pick up all our garbage in this town. So, I don't know who negotiates with the garbage in this town, but it would be nice if maybe they could sit down and say, "Okay, look, we're going to be coming to a screeching halt here. What could we do to stretch out our garbage service? Could we only do garbage scans only or what? But uh I don't know, maybe it's too late for this village. Thank you.

First of all, since we had the tornado come through Cani County, Jim and I spent some time on the phone. I called a couple mayors. He had also made connections with the county and we volunteered to help in any way we could. Jim, can you give a report on what what has happened?

Uh, yeah. We uh sent a crew down to um Waldron Road there on the south side of Kinky Ki into A Roma Park uh through the Kinki County. Um they kind of facilitated this. So we sent out uh three dump trucks, a couple guys with chain chainsaws and a backhoe to load up uh the debris. Uh it's an unbelievable amount. Um I think they got through about three or four houses of just the amount of tree and limbs and just an absolute mess. So they're hauling that all off to a uh a dump site and I think they're going to process that in there. So uh they plan on going out tomorrow at least. Uh I don't see how this is going to get cleaned up anytime soon. So, uh, we might have to see if interested in sending the guys down one day or two days a week based on our workload. Um, something we could try to help out.

And I know in the very beginning they were asking people not to come out there because they had too many people there all at once and it was chaotic. So the day we originally were going to go, I think it was Thursday or Friday, commed and the county were working and they really didn't want anybody else to be there while they were trying to get all the, you know, utilities hooked up or turned off or whatever they did. So, I want to thank everybody in Mantino who has donated and I don't know about all the donations, but I can tell you that Burkott donated water. The Mantino food pantry sent food down there and Anonymous Faceless Love on on Main Street is a not forprofit and she called me and she was taking items there too. So, things were going to the church there where people could collect food and items that they needed to survive. So, thank you to everybody who has helped and thank you for all the prayers. And it's going to be going on for weeks and possibly months. And I can tell you that if anybody likes to walk around on golf courses, the Elks is looking for people just to go out there and help pick up sticks. So, if you'd like, if you'd like to do that, contact the Elks and they'd love to have you. Um, congratulations to the seventh grade girls volleyball team. They recently just got second place at state over the weekend and I did watch those games on TV. They were pretty exciting. And also this last weekend, the middle school and the high school had Special Olympics kids who were participating and came home with some medals. So congratulations to all the Special Olympics kids. And tonight at six o'clock, um the eighth graders, girls are also playing volleyball at state. Oh, no. If they win, they get to go to state. are playing to go to state. So you can find those games on TV on YouTube if you do streaming. So congratulations to all the kids involved in all these wonderful events. That's really all I have for my report. I just want to give an update. Uh today was the last day to accept uh applications for the uh community uh marketing director position that we have open with Jacob Knox's departure. We did receive 20 applications as of 4:30 when I left Village Hall. And we also received 12 applications for the three public works seasonal positions. So, we'll be going through those uh applications in the next couple days and then setting up some interviews hopefully yet this week to work on getting replacements for those positions. There's a special use permit that's going to be discussed about a new business on division and then a discussion on the growth of Mantino and kind of looking at options from their their standpoint um going forward. Yeah. Good evening, everybody. mayor, board, uh, residents. How are you? Nice to see you all. Um, tonight I just want to briefly highlight, um, Mantino Police Department's partnership with the Blue Envelope Program. So, it's an initiative designed, uh, to improve interactions between law enforcement and drivers who are on the autism spectrum or have other communication related disabilities. So, the blue envelope program is simple, but it's very effective. So, participants receive the envelope. Inside here, they can place their driver's license, registration information, insurance information. Um, and then on the outside is instructions for not only to the police officer kind of how to act, just, hey, keep still, hands on the wheel, just be patient. And also for us, the officer, what they might be dealing with, how they communicate. It kind of helps us understand why they might have responses that they have or don't have responses that they have. Um it also provides them to give us a contact in case it's something we have never encountered before um with a phone number and their relationship with them. And so uh a lot of times with those types of things, autism or some type of communication related uh disability, you know, the effects could be something as simple as eye eye contact or fidgeting which you know officers can take as something different. So, if we have this, it kind of helps us be like, "Okay, we're going in a different direction." Also, inside the envelope is another pamphlet. And there's also a sticker. So, you can place a sticker on the rear windshield. Um, that way on our approach, we understand what's going on. And it might give something to, hey, we might realize we need to turn our our lights off. Maybe flashing lights, sirens of that nature. Anything that might further help us help them. So, um, it helps to ensure that the

interaction remains calm, respectful, and that it's safe for everybody who's involved. And then the residents who want to participate in this. All right. You can pick these up at our station. We have a bunch of them. Saw the chief has brought some for tonight. If in case you know anybody that might need it, might be helpful. It's not just Mantino. I know some other agencies are also involved with it. So, it's a good thing to try to pass along if you know somebody maybe who doesn't live in our city or if they pass through our city. Um, it's always something good to have just so they have it on them. So, the program though, what I like about it is it strengthens the trust and understanding between our police department and the community. So, it helps our officers do their jobs more effectively while ensuring the individuals with the special needs feel safer, more comfortable during a police encounter. That's that's what we're striving for in the end. Uh we're very happy to participate in this program and we're look we're we're going to continue to work toward a community where everyone feels supported and respected

Uh, and so we have several officers participate in. They were called out that night. So, we sent, I think, three officers down to do search and rescue that night, which is dangerous work. Uh we're looking to start swapping out the uh banners around town from the snowmen to the military tribute ones. I think this is in the morning. There's a couple Facebook posts on that. Uh we've gone around uh cold patching. Uh it's t the season after snow plowing, freeze thaw. So, I feel like we need to view that as we can do our part and hopefully build that good ju guuju out to the universe so that uh with that kind of stuff, there's a lot of opportunities. You mentioned the Elks golf course. There's any kind of donations you can give. Obviously, I know times are tough, but anything is great um with it. I think we got really fortunate to not miss the hail too. My uh family lives in Bradley. Their cars were totaled as probably a lot of cars were. Um so again anything at all to help look to give um things again our PD and public works and our residents already doing it which is great to see again this is a community we love this I think why we all love to be here with that small town atmosphere um was it too um another thing I just want to mention as a civics teacher there is a primary election tomorrow um so for those that want to have their voice heard voting is the most powerful way to do that primary election look to have that out uh there's good resource out there too obviously we got competitive races on both sides of the aisle Well, um was that um just just to put some numbers on where this payment of bills are going to 62,000 for garbage fees. Uh we bought that uh public works car that we've uh approved while before. Uh we had 18,000 in legal fees and then 13,000 for engineering to HR Green. Um then finally, just one comment um about spending. And I get it. I I really do and I tried to say this in the committee meeting

also. Um, whenever I try and I have to approve spending the money of the village, I try to put it back in the town as best as possible and things. Um, and I think a big thing that I've learned is that just because it doesn't affect me doesn't mean it's not good for the town. Uh, the pass are used all the time. uh equipment we have public works and PD again hopefully we won't have to touch those for decades to come um with it and again giving back um with these public tax uh or the p uh property tax rebates and the garbage has been amazing and has saved our village and our residents thousands of dollars in the long run. But um again, this is why I'm trying to push that growth idea unless we can find new ones, which unfortunately doesn't seem to be coming this year. Um we got to be smart financially.
