So for those of you that were here last time, basically this is codifying, if you will, what the state or state federal government has mandated for us regarding the wet water lines. It gives the ability for us as a woman to do this properly in order to take care of the water lines that we're mandated to do. As I mentioned last time, it's something where if there is something we want to do, we always try to work with the person, first and foremost. We want to get their permission. doing what we have to do, what we're being mandated to do, which is give us the ability to go onto the property and work on that water system, work on the water lines that are going into that house. I don't believe, correct me if I'm wrong on our shift, but I don't believe this gives us the ability to actually go into their house. It just gives us the ability to go onto their property, not into their house. Yes, yes. Probably there are still many things going from the meter to the house. The challenge is, is that the state of the feds are basically mandating that we have to make sure that that's not right. Yes, well, we may still have to give them a little bit of work on it. We're still working through all those details. We have to at least figure out what kind of line is between the meter and the home. which is really not even our responsibility, but it is now because it does the same to us. So next up, we're getting into a little unfamiliar territory, but we are getting into the energy of projects. Chairs have been working really hard with our BOT contractor, if you will, to get the amphitheater to a place that it's fundable, get the amphitheater to a place where it's buildable, all those kind of pieces. Now, in order to effectively fund that, we don't know. $4 million cash, obviously. And so the majority of the funding of this food bonus will come out of the food and beverage tax. There's a little bit of property tax back that's been there for sure. But my point of saying all that is, is the state allows a certain constitutional cap on our debt. In order to get past that constitutional debt limit, you create a building corporation. You see this in the libraries, built their facilities. You saw this in the schools, high schools, built their facilities. This is a way that effectively creates a body that manages the actual building of the facility, paying up the bonds, things like that. So we don't get out of paying for those bonds. We still have all those checks and balances, and they still get the approval of a lot of that stuff, but one development we've done is it creates a building corporation, and it also, we have to circulate a petition and get at least 50, we're paying 50, get at least 50 signatures from residents that say, yes, we wanted to make the theater to be those. So, yes, it really was the first resolution is focused on? The second resolution is focused on reinforcing of expenses. So, one of the things that we're doing is, for instance, is obviously we have engineering work that has to be a part of this, on the DOD process. When we're to get it reimbursed from the bond proceeds, we've got to pass a reimbursement, in this case, a reimbursement expenditure resolution. So that's really the focus point of these two things. Again, as I told you before, this just gives us these other instructions. We'll report on that. You guys still will have to approve the GMP, the Guaranteed Maximum Price, okay? So this is not like the last step before we'll see this again. You will seek a full project and guarantee that some projects will pass up. And you will get an approval of it before we report. Okay? I know this is a lot of gobbledygook because I'm still learning how to process. My assistant involved in it. We got a lot of help initially at Eisenhower for bond council on this process. So we're trying to move the boat forward here. We just needed it before we even get into the GNV and all those kind of pieces. There's just one more step forward. The end of it. So, this is the whole reason for Citigroup. It's no more than that. It's essentially the same thing. It's literally one of the procedural mechanisms going across. So, that's the problem. It's essentially a bypass of the constitutional definition. Yes, so that's what it is. And again, like I mentioned before, which is we will, when it gets back to you in a few times, we will have a little funding package for you all to look at and say yes, no, we think this, we'd love this, we want it, we don't want it. Okay? So, I need to do it for real. I still don't know where these type of projects move forward. But yeah. Yes, because of the financing mechanisms that were in place. Exactly. Yes, effectively, if the relatives are creating the full incorporation and you get the decisions, all that stuff doesn't pass, the project doesn't pass. Yeah, that's true. I was infected. So, I can say, I'd like to say that it is, I refer most girls, I think that it's good information, focus is possible on that. Would it be a surplus that they don't think about so that we can continue to maintain the growth status for Columbia City, for all the cities in the country, and for the rest of the state? I measured all the utility wires that are overhead. But I think if you go through the woods or whatever, the forest, the cherry forest, then you'll open up and see the forecast.
