So, yeah, last week, our 2025 MS four report was submitted to the DNR. That just basically goes over a summary of everything that we were doing in the last year to comply with that permit. So this is just basically to give you guys a chance to review the document, make it publicly available, and answer any questions you might have. Next week, I'll be presenting my quarterly stormwater utility updates at the council meeting so I can go over some of it in more detail at that time, but I'm happy to answer any questions you have today as well. Next agenda item twenty six zero three three six, construction contract change orders. How many do we have for Carol Park? Okay.

There are three mayor that are attached to the agenda. Change order number one for La Crosse Public Library furniture, change order number four for 2025 Carol Park improvements, and change order number one for Highway 16 Water Transmission Main South.

I was just wondering if we could get an update on the Carol Park. It looks like it's overbid, so I would like to know some details. Thank you.

Could you repeat the specifics of that for me, please?

Yes. I know sometimes it's not clear in that part of the building. Just where are we now with construction? And it appears to be overbid. And so what's happening, or is there a resolution that might have addressed that issue?

There's still money left in the project. We used the contingency. But we knew going into this project that because of where it's located on a landfill in the flood, we knew there would be changes we had to make and these now should be the sum total of that. Once we set the building in place that we could get it to ADA compliant, so we've made everything accessible, which was that's a big part of all this concrete work we're doing and adding the railings. We had to shift some items. So, if the weather cooperates, it should be done here in the next four to six weeks.

Sure. Sorry. I I tried to hit my button before Jim left. This isn't for Evan, but I for Carol Park, I just wanted to make sure because I I know these have gone through finance and everything's probably fine. But if there's a way we can update the paperwork to show that we're not actually over contract plus contingency, like, there's change order to deduct out original contract work.

Because the way it looks now, I think this might be what council president Dickinson was saying, is that the contract plus contingency was about five seventy five, and we're coming in now at about five ninety four. So that's what's kind of not making sense. If there was other stuff that hasn't been shown as deducted or saved, or maybe if there was a resolution to add additional funds, the math isn't working out, at least on this form. So I'm wondering if something's missing.

Can anybody speak to that?

In working with finance on this, and I could go back to them and get you the numbers. Yes. We did, the contingency is gone. So we've been using or we are just with this change order using the funds that are in the project. So there's still money there. It's not on our contract.

Well, I was gonna say I I get that, but my question is if depending on how it's bid, like, it's a lump sum or if it's quantities, usually, to keep your bottom line, you know, at or below the funding available, you'd need to show a deduct from a previous obligation to show that you can cover this additional work. I I'm not doubting it's there. It's just that the the numbers maybe need to be updated a bit to show how it's fitting within that original $500,000 bid. Usually, you'd have to show some paperwork that you've got a deduct and then you're adding it back another way. It's just it's not really clear on this form. That's all.

So I'll work with finance. We'll get it put together.

I guess that was my same question for the Highway 16 contract change order. We don't I maybe I just don't understand how these work, but my logical brain tells me that the contract contingency, the changes should reflect at the end. So I don't see where the contingency is when we use it that it's deducted so that we know what the con the final contract numbers are. So, again, what is what is this telling me?

Yep. So kinda going back to what Matt was just saying about Carole Park. So I'm looking at the contract for Highway 16, and I understand, you know, what we're eliminating and then what we're adding. The contract was for $5,174,219.92. The contingency is $7,776,132.98. And then it says we're gonna increase by additions of 20,904 thousand $66. So then the revised contract becomes 5,000,971. So I'm like okay. Matt can speak to that.

I'll just pretend to speak, and maybe people online won't know what's happening. So we can update the form to show when an amount is retaken out of contingency. You know, the quick math you'd have to do is the contract plus contingency minus your net additions has to still fit within your available funds. And if that's not entirely clear on here, we can certainly update that to show it better. Because the at this point, for example, on on the Highway 161, there there's net additions of $20,009.00 $4.66, but no previous change orders.

So this would come out of that $776,132.98 amount leaving, you know, approximately 756,000 still in place. So we certainly can update the form to more clearly reflect the math if that would help. So

I and, again, I'm just asking if it's logical then after that the contingency on the form be reduced by the 20,946 or 9 $20,904.66 so that we can see the contingency lowering, you know, that the that fund is less. Thank you.

Yeah. Yeah. There are two ways to do it. We we can show the the original contingency and subtract off of it or show, like, a remaining contingency just to show the change. Yeah. Yeah.

And I'm not just picking on this one. I'm just saying on all change orders, I would I would like to see the contingency. When a contingency is tapped, we need to see the remaining contingency. Thank you.

And is that a directive to finance, or is that to each department that's bringing that forward?

No. That's just

to us.

As the keepers of the contract documents, we can revise that form to show that. Once upon a time, we didn't even show contingency. I mean, that's why we went through having finance check and approved that the money was there, but we can spell it out in a better way here. Okay. Thank you.

yeah. My bad. Next item twenty six zero three five two, review of 2nd Street and King Street intersection closure. Who's speaking to the okay. Jamie.

Morning, members of the board. This is being brought because we're looking to close the intersection of 2nd And King, in the downtown area. This, is needed to do a sanitary connection that is in the middle of the intersection. And with doing said work, we will be unable to keep, the public, safe if we were to allow traffic to continue. The closure we are hoping will be minimal.

It will be weather dependent, but try to limit it to a couple weeks. Basically, get in there one week to do the work, prep, and pour concrete back, and then the remaining time would be allowed for curing and get the concrete up to strength to allow traffic on it. So it'd be a onetime closure in and out as fast as we physically can.

Jamie, for those here that don't know, this is part of the the neighborhood Greenway extension, right, on King Street?

Correct. Yep. With that, we are updating some existing utilities, and there was a stub out done, but it was not brought out far enough and we have to get back to that.

And in terms of I know you don't necessarily know the length of time would you like getting in and out as fast. What's like the expectation in terms of is it a couple weeks? Is it

I mean, right now, my like I said, it's biggest thing is gonna be the weather.

If it stays cool like this, I would suspect two and a half to three weeks. If we do get a little bit of a warm up, it doesn't have to be much. Okay. But it could drop as low as two weeks.

A biggest thing the weather is dependent on is that curing of the concrete. If it's too cold, it's gonna stifle. It's gonna be very slow to happen. But, otherwise, in terms of the actual underground work, that and the prep probably within a week will be have everything ready to go for concrete

I suspect. Because the pipe will only take probably a day to get in.

So I already I know the answer to this, but publicly, just so we have it. Mhmm. Those businesses around that area will be notified of everything. And Correct. Okay.

Yep. They were notified of the project last year and early this year, and the contractor dropped off actual notices to start last week. Okay. So they know it is officially starting this week at some point.

Can you, I guess, speak to when these street privilege permits happen, what's kind of the request that we have of these companies for cleanup and stuff?

For cleanup?

Yeah. Or just in general.

So when when permits like this are taken out by utilities, private utilities like those presented today, Excel, Charter, Brightspeed, Metronet, and Wynn, etcetera, they are essentially utilizing the street privilege permit process as a design review to search for conflicts with existing infrastructure or utilities with the city of La Crosse. And so this is a way for us to document or memorialize their request for work and to highlight any changes that need to be made to accommodate them since they have the right to be in the right of way but can be there at our direction. And so the expectation with them is the same as with any other permit in the right of way that they are responsible for replacing in kind whatever they do. That would be disruption to boulevards, hardscape like curb and gutter or sidewalk, or restoration to private property when they're within an easement, but this process covers the work within the right of way. So we, as the caretakers of the public space, have to chase up every single one of these in the field typically.

That's what street department and engineering staff do throughout the summer is we have to check on these various sites. Sites. Typically complaint driven. The the residents and businesses are very good about keeping an eye on the utilities that are out there doing this work, and so then we have to follow-up to see that all the restoration is done properly throughout the year. Year.
