Good evening. This June 16th, 2026 Board of Aldermen meeting is hereby called to order. We have with us tonight Dr. Stan May from Emanuel Baptist Church to lead our invocation. The Pledge of Allegiance will be led by me after the invocation. Please stand.
Before we pray, just one word of scripture. Then Daniel distinguished himself above the governors and satraps because an excellent spirit was in him. His enemies could find no charge or fault because he was faithful, nor was there any error or fault found in him. Daniel is one of the heroes of the Bible, but the reality is Daniel was a government bureaucrat. But God used him in a mighty way to make two kingdoms. effective kingdoms, and bring glory to himself. So I want to pray for you tonight. Father, thank you for this night. Thank you for the opportunity to serve you. Thank you for these precious people whom you have raised up to lead this city. I thank you for them. I thank you that they take you seriously. They take their work seriously, and I pray you would honor them for it. I pray that you would bless Mayor Adams and give him wisdom to lead our city. I pray you would bless Chief Garcia and Chief Fletcher. Your mighty hand would be upon each of them. You would protect our firefighters and our police officers. You would keep them safe. I pray you would bless those who take care of the properties and grounds. Lord, you would watch over them. Yes, sir. We received an email just about an hour or two ago from the applicant requesting that a public hearing should rather be set for August 4th because of conflicts in the schedule for the applicant's team, essentially. We probably will not ask for another continuous
but indicate to them that we don't want to second continuous because this is a large public comment item that's raised a lot of comments that the planning Commission and I'm sure our meeting as well have public comments so we really don't want to continue again we want to go with that day. Item to consideration of application for the final plan of center Hill farms phase 2 submitted by Alex Kanye in our builders on behalf of property owner John McBride. The request is to create 62 single-family residential lots and six common open spaces from 23.78 plus and minus acres. The subject property is on PUD planned unit development district and is located on the west side of Center Hill Road beginning at the north end of Lucy Drive. Staff report, please.
May I demand the subject property. The entire center he found subdivision allies out of highway 302 just west of center he wrote not far from basically at the city limits. These area in green with a green line is that was phase one of the subdivision is implanted and recorded. The area of Phase 2 that is before you for consideration for final plot tonight is essentially this area to the west of Phase 1. This is the plot, portion of the plot as submitted. This is the other portion for the total of the 62 lots. With regard to subdivision infrastructure construction, a lot of work is still going on on this site. Sewer lines have been installed, shown here in green. Water lines, shown here in blue. Fire hydrants, that's usually an indication that you have water lines in the ground. Those have been installed. The site has actually been surveyed. The stakes for the property lines are on the ground. Stormwater management. The pipes have been installed, you have a pond, this is also a common open space. A lot of work would have to be done to clean these ponds before the subdivision plot is recorded. With regard to streets, the curbs have been poured, median is poured. However, the first lift of asphalt has not been laid on any of these streets. The subdivision regulations, once this plan is recorded, we will be obliged to issue building permits for housing construction to begin. And the Planning Commission doesn't want, or staff, doesn't want that to happen unless we have at least a first lift of asphalt laid on these roads to ensure that anybody doing housing construction out there has a road with at least a first lift of asphalt to drive on. As such, the Planning Commission reviewed this item at its meeting on June 9 and recommended approval subject to a number of conditions. Condition number four being that at the time of recordation of this plan, if all the public infrastructures have not been completed, then the applicant will have to provide a letter of credit to the city of such amount as will be determined by the city engineer plus a 25% contingency, including any as viewed drawings. Those will have to be provided. That will have to be provided to the city engineer. A building permit shall not be issued for construction on the proposed lot until the plan has been recorded. That is standard city regulation. The final plot for Sena Hill Farms Phase 2 shall not be recorded until the first lift of asphalt has been installed on all streets included in this phase of the subdivision. So although you may approve the plot tonight, the applicant will not be able to move forward with recording the plot until that first lift of asphalt is laid. A landscape plan shall be submitted to the director of planning and development for median improvements before installation. This particular phase of the subdivision has very many landscape medians. All of these are landscape medians that need to be constructed. And the trees to be planted in those medians, it's important that they be reviewed. We have the blessing of having a landscape architect on staff now. So it's important that they be reviewed and approved before they are planted. And lastly, one two inch to two and a half inch caliber tree shall be planted in front of each lot that does not front on the road with landscape medians before the house on the lot may pass final inspection. As you saw on the pictures that we have, the entire site is basically clear cut. Everything, all the trees have been taken down. So we don't want, the planning commission do not want to have the subdivision looking totally bare without any trees whatsoever. That concludes staff's presentation. Thank you.

Yes, sir. We had two bidders on this project. Vance Brothers, who has got it the last few years, did come in as the low bidder this time, $811,738.60. They got 120 days to complete the project. I'll be glad to share with y'all any questions that y'all have about which particular roads. But anyway, that is our recommendation is to go with Vance Brothers and to let them begin work as soon as possible.

We like we start expecting most of the work to take place during August and September so that's the last we've heard from but that is the intent to to get that work done and we think they can make that.

Yes, sir. We had a decrease mainly because of some of the roads that we passed last year that were actually put into the budget that we were looking at this year. So we had to go back and make an adjustment for it. And so that is substantially the reason for the deduct. So we do recommend this change.

Yes, sir. We found about 100 linear foot section of pipe that was actually six inches that we thought was larger than that, a 10-inch pipe being replaced to go into that, which caused a surcharging issue. It's a very short section, but we did have to add that to the contract, or we're requesting to add that to the contract so that we can adjust that up to 10. Once we do that, we should resolve this issue. So we are recommending approval for this additional increase in in cost.
