I'm over to Drew okay good evening thanks for coming so tonight we have on the agenda one item Lone Tree annexation consideration to Annex 9 12 acres on 5 3,000 West we have petitioned the county and they have certified this annexation and sent it back to us for your approval tonight uh this would be west of town obviously up on the map you'll see our Zone adjacent to this property let me just show you where the property is here roughly right here Nate yeah right where the purple and green come together does it end of that like Road thing right there or is it go all the way to the end of the rectangle in the file that I got it ending that road right you can see the line right here there's a parcel line right there okay what is that what is what oh that's a parcel line okay yeah so this parcel is not part of it it's would be sorry it would be this parcel and that parcel together and the access road is 3,000 West the county road County Road right there this road okay right here what is it what about that road that's this is also on my property that's not going to be an access to anything at this point other than maybe agricultural use in the future is it what's that is it an easement is it it's so there's a recorded easement on part of this for some of these houses in the back there's a section of it that doesn't have any recorded easement on there for anything um it's not currently

I don't think it's it's currently in as far as checking with Duan County I don't know if it's a classified as like a Class D Road or anything but um like I say there's I know there's a couple of easements on there that go across some of that and some of the it doesn't affect it so okay my question to you drew is if we do Annex it does that affect the easements and the access other people around there so no cuz just the property that Nate would be annexing in would be his property the access would be out 3,000 for the whole property at this point if he were to develop that in Roosevelt City obviously he would have to come up of the road and access and division of that property to Ros City specs as far as the the LW sizes and things so okay so no it would not affect that does sewer run down 3,000 no no no sewer is the city planning to run sewer there or is this if develops it this it going to be sub um there has been talk about bringing sewer from stonate to 3,000 with some developers and some development that's on the books or not on the books but in discussion at this point though nothing has been on an application to to review yet but it could happen that's one thing we may need to talk about requirs because they do require one acre for Tri County re setic system so the the request would be a p andr request we could do p andr but we would still have to make that contingent on regulations of one acre minimum that's that was my plan and in the event that we do get

sewer out we change change the size which is what I was intending perfect so it would be on septic system in that area until improv sewer makes it to 3,000 but at this time it's not there what's the benefit to the city for annexing this property uh the request from the property owner to Annex into Roosevelt City would be the services of of uh they get discounts as far as our regation they get fire protection they get first responder protection um we look at it as a city as if they want a petition to Annex in if it borders our existing boundaries then then we welcome the in Ros City okay is p r p r would be the the proposed Zone if you'll pull up that other zone map please so that would be M2 in the purple which is heavy industrial the green would be our R R1 which is culture one acre and the request would be a p r in that area like I said across the street we would we do have heavy industrial we do have some office in that industrial as well so the request would be a p for all 9 and a half acres at this time true yes and was any observation pits for the water table has that been done recently that area nothing's been done in that area I do have I do have four site assessment holes that have been dug since um spring of 22 and they've all they've been dried winter and spring summer and they're about 9 ft

de so we're not going to have another Stone Gate problem no me that's that's something that Tri county is facilitating with their hydrological reports and everything that they've had but yeah they've had um the the one house that's on there currently had to have a new sepic system in and they actually weeded a deep trench system in there because there was no issue with groundwater at all and also he's not building a new home which we would not require a site assessment for tri Count's regulations that would only take place if we were splitting Lots or if he was building a new construction MH but the one home that's on there that's part of this annexation it is part of the annexation there's two Parcels so it's a separate parcel that that could be a standable par it's not necessarily a requirement that I Annex it in but I just thought it would be good to Annex all of it in there and the home is currently on SE brand new one and is it on one acre it's on one acre over one acre just or just just over the whole parcel is nine so okay yes so we got plenty of real estate there Drew when we do these Annex curb gutter sidewalk so Case by case where it's bordering the county like that if you recall High bench estate south of town here where we don't have control of the roadway y it's notel City infrastructure and a lot of these are not built to grade whatsoever yep um at the time that it does develop out we'll probably look at some sort of Special Service District and and maybe help with those infrastructure improvements with a tax taxing district if the city would like to look at something like that but right now are we

asking the owners to be prepared for that to come in the future we haven't um at this point but that's something that you as a commission can discuss I would preer that rather than annexing something in and then 5 years down the road we tell them they need to put in a sidewalk and a cur Gutter and all that other stuff and theyve got something I mean the the discussion Drew's already had the discussion with me on the interior of the property if that was developed that it would have to meet the Roosevelt City standard of having curve and gutter um on the 3,000 you know as far as having any future buildings on 3000 West where that's already on a County Road that from the way I understand it is it would it would be being access that way at the current time the only concern I would have is just to make sure that whatever building you do build is high enough so that when the road does get so in the permitting process when he does pull a building permit for a future building we do require that right any concerns with run off from his property spilling over to the other properties and then the city having to no until until it's improved as far as a a road and and lots of that nature that would be when when he does subdivide if he does choose to subdivide that's when we'll address okay the runoff issues get a plan as far as storm train storm runoff retention or however that's going to be mitigated but with 9 and half acres with one house yeah not worried about it anybody else have any other concerns what's the zoning in our or what's the our Master what zone do we have on our

master plan for that area we don't ask the same question what we have what we have is a is a future zone or future annexation area forel City it was not required to designate what zones are in that future annexation area but it is is required to have an annexation area petitioned with the county and the state we cannot Annex property in to roselt City unless it's in our proposed annexation area and that map and proposal was prepared I think back in 2017 when I first started yeah if you remember I believe we go clear out to 600 or 6,000 West I thought we had some idea on what we wanted to put where but nothing nothing's designated on that map the future anation do you foresee they're being an issue with the Z that's being proposed I just think it's weird that we have a PO and R out in Yonder where we've got M2 and R ones there the p r I thought was mostly for private office and residential which is mostly what we have on State Street and and that and have it out there just seems a little odd to me but to me it also kind of creates a buffer between the industrial the heavy industrial and the residential a little bit I mean it kind of and it gives options as far as professional office or residential short-term rentals is one thing we grilled into the p and the commercial so would open that option for the property owner to have that use as well out there so here's some benefits any other

questions I have a question is there will there be a problem of accessing to 3,000 for as far as just access I was in a meeting in the county and someone on on ioka Lane you know they were trying trying to get to build a couple of uh rental homes and the the whole problem is they said well the state will only allow one access every 500 ft this is a county road so but the county they I had we earlier when I talked to Mike K about it and he talked to the road department they wanted it within a certain distance of each other 12 yeah and by doing that I mean my my master or my idea is event to have one acre lot split off of that that you could build homes on and um by there's still enough enough Frontage there that those could be far enough apart for each other so so your master plan is to have nine buildings on that no is in the I intend at the present to do anything with the back other than than use it for um for agricultural purposes the front would be used for using that p1r as shortterm rentals and you got I mean you got to apply for an approach and everything anyway yeah have to bring in a CT and with the county yeah Roseville city building permit County encroachment yeah and then we would deal with the sewer versus septic at that point as well when he pulls a building permit if the sewer is within 300 ft he would be

before thanks mate thank you than you thank sir okay you're ready for my manager I'll go into that real quick um okay so real quick we've got our annual planning and zoning Planning Commission training that we we did last year in Burnal thought it was a benefit to the bodies that within the county that are involved in planning zon so that will be March 26th in Vernal at 5:30 p.m. to 8:00 p.m. and I'll give you a flyer to pass around you're welcome to take with you we are required so many hours of training each year for the body this is a good way to to get Drew it's in Vern the Vernal city building so Shane County County D County 26 March March [Music] 26 okay the last item I have is we have two members of the Planning Commission whose term was expired a year ago that we didn't swear back in and we have three that will be up this year that we need to uh make sure you're good to serve again another term everybody everybody who's up is eligible to serve another term and then we can take it through City Council next week for approval through the city council if you so desire to serve so so we had Ren Keith and Lynn who are up in 2025 March 1 we need to swear Tommy and John in from
