DEPARTMENT UPDATES FOR COMMITTEE:

David Dempsey (Treasurer) -

- The collection of County and Town tax liens, Auburn Enlarged City School taxes, and 2026 Town & County taxes continues. - Notice of Lien warning letters will be mailed out for parcels still owing 2026 Town & County Taxes. - The 2025-2026 Foreclosure process is ongoing. Auction dates are August 28th to September 11th. Deposits for winning bids is due September 15th. - The 2026-2027 Foreclosure process is ongoing. Title Searches have been completed from Vanguard Research & Title Service and invoices are being processed. - Receiving and disbursing of bail funds and court fees and fines is ongoing. - Installment Agreements payments continue to be received and processed as well as new Installment Agreements continuing to be written and started. - Many Certificates of residence continue to be issued for County residents going to community colleges outside of Cayuga County. - The collection of room occupancy tax continues for the 2nd quarter of 2026, as well as registration of new room tax vendors. Late notices have been sent out. - Continued administration of estates by Treasurer with outside attorneys.

DEPARTMENT UPDATES FOR COMMITTEE:

Grace Blowers (Finance) –

- Continue to work with Auditors to Finalize 2025 year-end. - Received the Final Draft of the Health Consortium Financials – Audit is now complete. - Answered and provided some additional information for the County’s Single Audit. Received 2025 Draft Financials for review. - Updated the Sales Tax Report through September. - Completed the 2027 Finance Department Budget and met with the Chairman and Budget Director to review and discuss. - Provided Clerk of the Legislature with information for several FOIL requests. - Payroll Specialist had meetings with various departments re: OBBBA. - Met with fiscal staff from Mental Health & Health to go over instructions on how to complete the OBBBA qualified overtime calculations worksheet. - Met with Highway to go over available reports to determine the most efficient and accurate way to report the Department’s qualified overtime. - Collaborated with Junior Accountant in Finance to complete the DSS overtime worksheets. - Payroll Benefits Specialist has been meeting with retirees to switch them to ACH payments. This creates a more efficient payment process and less paperwork. - Monthly meeting with Accounting and Payroll staff - Participated in the Monthly Health Consortium Meeting. - Met with Justin King from CCPUSA to go over accounting services and provide historical, fiscal information. - Meeting with Tompkins Bank, County Treasurer and Deputy Treasurer, for our semi-annual Cash Management Relationship Review. - Continue to work in collaboration with the Treasurer to strategically move the necessary cash to process monthly warrants, payroll, and Health Insurance payments.

DEPARTMENT UPDATES FOR COMMITTEE:

Jennifer Indelicato (Real Property) –

○ Completed school tax roll and bill processing. All tax bills have been mailed and tax data delivered to the Tax Collectors, banks, and State. ○ Migration of Tax Map Online (TMO), new Septic Locator (Environmental Cartography Online), and District Locator to a new server and update to the most current version of ESRI completed. ○ School tax bills are now available for online viewing on new TMO. Due to issues with server migration and staffing, school bills were posted a week later than normal. ○ Online Tax Foreclosure Auction is scheduled to close on September 11th. Auction results will be provided next month. ○ Real Property Advisory Group met to discuss a negotiated sale request from Little Tags Inc. to acquire a parcel located at 1159 Lake Como Rd that was previously tax foreclosed and transferred to the Town of Summerhill. Deed from the County to the Town included a reverter clause. Little Tags Inc has submitted their request for no consideration. To avoid constitutional issues of gifting a property to a private entity, the Advisory Group recommends no action unless consideration is for the amount of delinquent taxes at the time of transfer to the Town.

DEPARTMENT UPDATES FOR COMMITTEE:

Diann Ferris (Human Resources/Civil Service) –

• We continue to work with various departments on their recruitment and hiring needs; ○ We currently have 46 positions authorized to fill • We conducted annual training for the Highway Dept and Municipalities; • We will be attending the Sheriff’s Open House to recruit candidates for the upcoming Deputy Sheriff (Road Patrol) exam; • Scheduled and participated in interviewing candidates for the 911 Administrator position; • Scheduled and participated in interviews for a STOP DWI Coordinator; • We are working on posting job vacancies for BOCES and various outside jurisdictions; • Currently working on some employee and Union issues with Counsel; • We are working on processing annual payroll certifications; • We are working with employees who are currently out of work on approved FMLA leaves; • SEACC and DSPA Union negotiations are continuing; • We are preparing rules resolutions to be submitted to NYS Civil Service Commission

Amanda O’Grady (Purchasing) –

○ Continuing to meet and plan details on Back-up 911 Project at AFD ○ Provided Danforth with the documents they requested ○ Completed FOIL requests ○ Continuing to work with Thaler on the HPO City Court Possible Plans ○ Completed and awarded the emergency bid for Fosterville Road Twin Culvert ○ Published bids for 3 Boiler Replacements ○ Re-published solar array bid for the Ag Museum Location ○ Met with Cayuga Gold for planning ○ Met with Tetra Tech to discuss Hazard Mitigation Update Bid ○ Met with Highway on PO Reporting ○ Met with Rob Franklin on Cayuga County Procurement Standards & NYS Laws ○ Completed a site walk at the Fleming side of Emerson Park for ARPA Bid ○ Participated in helping Cayuga Gold with an Ice Cream Appreciation Day ○ Completed a site walk at Emerson Park for Concrete Repairs for ARPA Bid ○ Assisting with Cleantec buildings complaints and meeting with the President for solutions on large site issues ○ Provided IT with the draft Time & Attendance Scope for bid and scheduling follow up meetings related to planning & scope adjustments ○ Continuing to review all purchases and get approval from the Chair for the restricted spending implementation memo he sent dept. heads ○ Provided the Attorneys office the draft scope for legal services to County and CCC for bid ○ Assisted with some draft construction contracts related to quotes and bids I have assisted with ○ Continuing to assist DMV with needs for their new space
