County Commission - Regular Meeting

All righty, it is August 11th. I'm going to call the meeting to order. Okay, so Sam is gone and I've got the privilege of running the meeting today. So start with minutes reports received in file.

Yes, we have the collectors July 2026. Okay.

Commissioner committee liaison reports. I've got my board meeting this afternoon, HBA board meeting, planning commission meeting this evening, HBA general membership meeting tomorrow night, solid waste management district board meeting Thursday, Saturday covered Lutheran's Island expansion dedication service for the fine arts and locker room. at one o'clock uh sunday st thomas parish picnic and then monday i've got a board of realtors meeting as well so

Okay, today, a Patriot Day meeting. Thursday, City Public Works and Planning and a CART meeting, Capital Area Railroad Terminal. On Monday, a Safety Net meeting. And then I want to take this opportunity to mention that, and there's a story in today's News Tribune about this, the Assessor's Office is beginning field work for the 2027 Countywide Residential Reassessment. And as the project moves through the county, some neighborhoods will receive postcards notifying property owners that field inspectors are taking place in their area. And this field work is part of the normal reassessment process. It's intended to ensure property records are as accurate and up-to-date as possible. It's not an indication that a property's value has already changed. So I'd also direct folks to take a look at the newspaper article today. And his staff is out there wearing vests, leaving door hangers to tell people they've been there. But they can come onto the property. They don't go in property, but they do come onto the property to take pictures and that kind of thing. So folks need to be aware of that.

Judges would like to get back to work over there in the courthouse. So we're going to jump down to under new business domestic relations resolution fund award, right?

Okay. I think we had a letter and you were going to tell us what we got approved here.

Yeah, so we got $15,000 approved to help offset costs for defendants who have been sentenced as part of their probation to do the domestic violence docket. As part of that docket, they have to participate in battered intervention programs, so the The barrier to them participating has been the cost, getting them assessed for the program. We're not going to cover 100% of the cost for them, but the goal with the fund was to help pay for some of that cost to help them get them enrolled in the program. So we only got $15,000 of what we had applied for, but then we'll just only spend the $15,000. We don't need anything beyond that. Once the money runs out, they just are then responsible for 100% of their costs. Also, one of the concerns was if we don't get as much money next year, are we then still on the hook for $15,000? Same thing, not true, because we would just not be able to cover as much of the cost for the defendants.

So do we have the – I've got a copy of it attached to our minutes. Do you have a copy of the fund award?

Okay, back to our regularly scheduled programming. Bids and contracts approval and signing of the FY25 MPG Subrecipient Agreement. Morning.

Morning. Hello. This is the subrecipient agreement for the FY25 EMPG Emergency Management Performance Grant. This is the grant that reimburses us 50% of the salaries for the Emergency Management Director and the Administrative Assistant. The total award amount is $66,445. Of that, we're responsible for $33,222.50, and we will receive the same from the state, the matches from the salary fund that our agency is currently paying. And again, this is for 25, so the period of July 1, 2025 through June 30, 2026. This is a little bit late because this was tied up in federal court for an extended period of time. Now the funds are released.

Okay. I thought I was on to something. I saw the dates were last year and it closed and you didn't. Yeah.

I'll make a motion to sign the subrecipient award and the EMPG subrecipient agreement.

So we were approached by Johnson County Ambulance District. Apparently they have a paramedic student who would like to do clinical time here with our organization so in order to facilitate that we do need to have a clinical training agreement in place there is no cost basically says that they're covered that under their liability and we will just furnish them the training opportunity these are good because it's a good way to highlight our agency to folks who maybe haven't been exposed in this jurisdiction and can be a good recruiting tool so There's not downside to it.

Okay. I'll make a motion to approve and sign a clinical agreement with Johnson County Ambulance District for the paramedic student ride-along.

yeah all right uh first reading of a budget adjustment number six um this is for the 15 000 that the courts that we just signed for the courts um there's no action needed today we'll hold it for 10 days okay uh any other unfinished business or anyone else wishing to address the commission just make the official request that if we could start next week's commission meeting at 8 a.m the courts are scheduled to present their budget Yeah, I've got a disappointment. I know they can say seven, so I should be here. If not, you can go ahead and start so they can get on to their schedule, so that'll work. Okay, if there's nothing else, then we've got closed session.
