55. I think I'm going to speak. Um, this is the recreational vehicle ordinance. Um, I am coming to the conclusion that I had one individual in favor of it, one individual opposed to it that I could think of, even though we've gone months of trying to get public feedback. Um, I talked to the law director and asked him what options are for taking this off of the agenda. If we table it, we would also have to table 64 because they're related. And then there would be an asterisk on our agenda um saying that those two ordinances were tabled indefinitely until we brought them back. Right. Correct.

So, I think it causes more confusion. And then the police department has said that they're not really, you know, enforcing if if you're doing like we like we intend for this to do, just doing maintenance, then it's already not a problem. So, I think it would uh be fine if we kind of swept them under the rug. I think it's an issue that's looking to be solved.

So, this is a rollover of our one-year bond anticipation note that we issued last year for Highland Valley View Intersection Improvements, Ledge Road, State Route 8, and Highland Intersection Design Engineering Work. Plan to put it uh to market in early January along with a later burdens here. Uh number 81. So we can combine the two together and save on cost of issuance. 81 is for the service center complex. So you can do a second read and third read in December or you could pass it tonight if you wish. We're planning to put 120,000 down towards principal. When when does 81 need to be done?

yeah, I can speak to this. Um, this piggybacks a little bit off of what John was describing for 73 here tonight. Route 8, Highland intersection. Uh this legislation is uh simply for us to uh begin to draw the plans for uh the Route 8 Island intersection project. I think you guys at this point are familiar with what it entails. Adding turn lanes on Highland Road uh at the Route 8 intersection. Uh replacing the traffic signal, adding a turn lane on South Bedford Road where it intersects with Highland because we all know that's often a problem. uh upgrade the traffic signal there and build a new sidewalk on South Bedford in front of the high school where there's a gap, a no sidewalk gap and we would ask for one, two, three this evening so we can move forward.

Is it is um design or consultation services typically something we do bids for or because it's we contract through the it's because of the So ODOT recently rolled out a conflict process which requires projects the city's involved in that are utilizing federal funding um to go through a bid type process under the revised code. That's why you see that language about a third party owner's representative, city representative that reviewed the Well, you're only one bid from CVE that came in, right? Okay, cool.

And 79. Demolition to the BP. So, I'll kick this one off and hand it off to Director [snorts] Gdetti, but essentially the location, famously known as the BP, that was formerly at the top of Highland Road. Uh, we've been going around and around them for quite some time. I get this question from a lot of folks that live in town and and quite frankly, I've had enough of it. We've been basically putting them on notice that we've had enough with that building looking the way it does and we're trying to deal with that. So, I'll I'll hand that off to Mr. Gdaddy.

Yeah. As you can see from exhibit A [clears throat] that's attached to the legislation that's been going on for some time. Um the city has a code section that basically says that there's an abandoned service station gas station uh that's abandoned for more than 60 days. It's a nuisance and the city can either require it to be brought into use or raise it. Um so we proceeded with a demolition route. uh 7-Eleven had filed litigation seeking an injunction that resulted in a settlement agreement which we spent a lot of time working on. The settlement agreement effectively had three phases. Phase one had about four requirements that they had to comply with. They promptly [clears throat] did not comply with those four requirements within the allotted 30 days. We then provided a notice of default to 711 providing them 14 days to cure the to cure the default. They failed to meet that timeline. So now we're basically back moving forward with the demolition process again.

This one's somewhat self-explanatory, but I'll let the chief speak to it. That's axon incar cameras. They're part of the capital plan. They were actually for next year. The invoices are going to come in until next year, but at the end of the year, they're offering like 15% savings on if we go this year. So, but again, it won't be the bill won't come in until next year. So, we're just saving money if we can.

We are looking to go to market as the mayor said uh looking to break ground here soon. Due to the shortcomings in Bath Township about two weeks ago, I collaborated with another city council representative from another jurisdiction. We talked about it. We discussed that something needs to be done. So, I have contacted Mr. Gdetti, Chief Akapovich, Jeff Garvis, and the mayor. And I will continue to work on this project. Um, Mr. Hoover and I talked about it, and he sent me some information from the city of Hudson who already has statutes in in in place for that. And I understand there's some other people in this room that are also interested in this and I would gladly take any input that they would have at this time or at any time during this process. But it's it's something uh that it's a phrase that I've taken off of uh Chief Yakapovich for quite some time now. Let's be proactive and not reactive.

If you go past that, go on the other side. It's I have pictures, but it's it's on my extra garage. It's on the side of my house. It's in my yard. It goes to the end of my yard. I I I need something done. I can't. Did this problem get rectified last time? I remember we were working on There was one That was the one on Driftwood. So, this is another light. This is the light on Shephard Road.

The one on Crow has been there for over six years. There's nothing when all that stuff is going in and out of where I'm at. That's our number one complaint. I I I I see there are people passing and they're passing by the side streets that come in which is even worse if you have like specific times a day or specific 5:36 37 I mean it well I mean it's the people coming in back and forth to work they they take but if you see like at the like between 5:30 and 6 or a certain vehicle or someone is really excessive that helps us too to to deal with that.

I can only work within the limits of the law, but I can tell you that this eyesore I've had enough of and we're we're at this point now to move it towards demolition. But I will hand that off to Director Gadetti.

And this is something where the city's attempted to work with the property owner slash um tenant for really a number of years despite the city's code stating that it's banned for more than 60 days. Then we can move forward. if it's not brought into use, we can move forward and essentially demolish it. That hasn't really resulted in anything fruitful occurring. Um, when we did try to move forward with demolition uh the first time around, some litigation was filed by 71 that resulted in the settlement agreement like we discussed in work session which basically was not fulfilled resulting that terminating. So, now we're back into the demolition process and this is basically for council to reauthorize the city to proceed with that. Um, I would anticipate that's going to generate litigation again. Um, but this is really just the next step.

So the reason we're building this building is going to be for more efficiency centralizing the staff all in one location. Currently the there's five locations roughly that uh service operates out of and that's just not going to be a good operation for efficiency. um when we talk about serving a community, if we centralize it into that location, and one thing I talked about again in the community focused um interview that I had was we could have our entire year salt at one place at one time. Right now, if we run out of salt, we're at the mercy of these folks to bring us more salt. And guess what? When we're out of salt, everyone else is out of salt. So, we're we're waiting for them and hoping that they bring it to us. If we could put all that salt in there and start to see that we're running a little bit low. If we had a [clears throat] bad winter where we're using a lot of it, Director Wilson, you've experienced that. Um, we could start to order that well in advance so that we're not fighting everyone else to get salt as well. Again, all this is to serve the community to make it more efficient. And it's it's not a want. It's definitely a need. And when I display the video, you will see that if anyone, council, administration, residents want to see the condition of these buildings, I'd be happy to walk you through them. It's not worth putting any more money into them. That's why we're doing what we're doing. I've heard from some people on election day that they felt this was a bad idea. I invite all of you if you think this is a bad idea, call me up. I'll take my time. I'll do it after hours, before whatever you want to do. I'll walk you through these buildings and you'll understand why we're doing what we're doing. It's it's a necessity. We have to do this. It's at that point. It's the safety of our employees. It's the efficiency of everything we do. Uh, they're installing uh storm sewer pipes and catch basins uh through the end of this month. Then they'll suspend for the winter and they'll resume next spring. uh for the rest of that project. Really, one thing to report is uh we had a a good construction meeting with PY Homes as they're well known know that uh they're moving right along with the new subdivision over there. The streets are in. you're going to start seeing some homes going up uh shortly after the holiday. The model home is scheduled to to start. Uh we kind of basically went over the permit process as as well as what needs to be submitted uh along with the idea of we want PY standards to be in line with Macedonia standards as far as the the homes. So, we had a pretty good production meeting and and got a lot of things cleared up, Nino and I. And um it was um it was uh very helpful as well as to learn the new processes that they're going to be doing to be able to keep ahead of the the project. So, and then I'll note is that all the other projects are moving forward. So, um, there ones all the major ones that everybody sees to in the city, the ones the obvious ones, and we're keeping on top of everything and we'll let you know if anything major happens.
