I would like to declare this meeting open with the legal number present. Let us all stand up for the invocation and for the oath of fidelity. Gracious Heavenly Father, we ask you to be present in this room so that we can deliver in conformity to your will. We ask that the present be treated equally. We ask you in the name of the Father. I swear allegiance to the flag of the United States of America and the Republic, which represents a nation under God, indivisible, with freedom and justice for all. I would like to thank all those present and those who are watching us possibly on our YouTube channel. or on the website of the city to thank those who are carrying out their public duties. That's all. If the municipal administration would like to say something.
Good evening and thank you again for your time and your availability. I would just like to update you on some things the metal plates that are moving and are completing some ironwork on the county road 317 we had the pre-construction meeting with the builders should start this week they will start with the drainage we have published a public notice on the 317 which will probably remain closed for several months while we work we also had the replacement of the foaming for canyons we moved with the foaming you know from behind with the houses that are in phase 1 so they should start this week for phase 2 of canyons we will have to do a kind of preliminary and final site on phase 2 I think it is scheduled for 29 to do it with our engineers And this is magic. Yes, things are going well. Covington Acres, I met them last week and they should have the electricity for the clubhouse and building 6, which is the first building right behind the clubhouse.
They hope to have it operational, to open it in four or five weeks.
They should also deliver the furniture this week. So things are going well.
Yes, okay. I see they said they might want us two years before.
It doesn't seem that so much time has passed, so let's hope. Well, they hoped to have a couple of buildings opened with the Clubhouse and then their plan was, I think it was in January, to have the last building or what was the date.
Well, originally the last building would not have been opened before August 2027, but they said that the ground and everything else is going so well, the weather has collaborated and they could have completed all six buildings by the end of this year. So when they open, when they have finished one, they will begin to bring the tenants.
I mean, that's how these apartment complexes work. So yes.
And when will everything be ready? It will take about two years. There are yellow posters for the public comments.
Okay, no audience is expected.
Let's move on to point 6 of the general section. Point 6A concerns the revision, discussion and approval of the verbal of the ordinary meeting of the Commission for the planning and zoning, held on April 14, 2026. Actually, it should be April 13.
Appoggio.
We have the motion presented by Carter Schwartz and supported by Stefani Fluss. Thank you.
Who is in favor, raise your hand.
Motion approved. Point 2.
Point B. Point 6. General. We want to examine them in order.
Is there anyone waiting?
We can exchange B and C because we have the Lord of the Canyons here.
We will do it if it suits everyone. So the point 6c in general is to examine, discuss and act on a request for approval of a final plan for phase 2 of the development of Canyons presented by King Leorn.
The address of the property is in the city of Keene, in the county of John.
I would like to present point 6C.
Good evening Commission, my name is Meggia Alegria, I am the coordinator of the development services and I am here to present point 6C. And just to give you some basic information, the final planning for phase 2 was originally approved by the Municipal Council on December 4, 2025. After the original approval, the construction of the roads and associated infrastructures began. During the construction and the subsequent revision process, it was established that final planimetry revisions were necessary to accurately document the site's conditions and provide additional information and services associated with development. And those proposed revisions are highlighted in the final planimetry. Do you have the highlighted copies? So, if you look on the right side, highlighted in pink, there is a service of sanitary foaming that is 15 feet long and runs along the northern end. What is it? Northwest? No, northeast. And then there was a maintenance service of the five-foot wall that was also added to some properties and those were also highlighted there on the properties that have that service. They also noted that this service will be maintained by the association of homeowners. And the last thing is the minimum elevation of the finished floor, which has been added to some of the properties highlighted there in green. And these are the revisions proposed for this final map. So, do you have any questions?
Did you say you would have moved that signature? Is that the signature you were talking about?
No, there is one ... actually it is in the south, right behind the football stadium. Ok. That signature, when the subdivision was originally traced, was one of our main signatures and it should have been in the courtyard of about 14 lots. So I said, you know, we have reached an agreement, you know, we had five years to move that masonry. And we had about three.
We will do it. Do they want to build on this property where there is this masonry?
Not where there is this one, but I mean, yes, they have designed lots, but I didn't want our main masonry to be in the courtyards of people, so we moved that masonry. And that's why we finally did the auction races, obtained the contracts. And they will start working on us this week.
Yes, I think it's in phase 1 of the canyon, so this is phase 2.
Most of this vacant area, of these extra large blocks with the X, or apartments with the X, is practically a plain. Or a... 500-year-old sewer?
Yes, we have... They are all in the 100-year-old Piano Rubinale Fema and it is partly the reason why we added that minimum elevation of the finished floor to the map.
I appreciate this emotion. We are at 6C, if anyone wants to suggest a motion to approve. As a race to the council. I propose to the Commission to approve the final review plan for phase 2 of the development of Canyons presented by Kim Layhorn on behalf of D.R. Horton and to ask the President to refer this recommendation to the Council. The 6B motion, in general, which concerns the revision and adoption of measures on a request for approval of the final planimetry for the sections A, B and C of Phase 3 of the development of the Ashton Home Place located in the 8-3, Abstract 579 of the J. Mackey Relief, County of Johnson, Texas, presented by KRB Consultants on behalf of MKP.
The property is generally located at 231 County Road...
There's something on this...
Thank you, Mr. Jackson. Okay, so to give you some basic information on this, the preliminary project for Ashton Home Place was originally approved by the Municipal Council on July 28, 2022. After approval, the final projects for phase 1 and 2 have been approved and the construction is almost complete. The municipal staff and our engineers have examined the civil projects and the final project for phase 3a, b and c, with respect to all our ordinances and also the PD ordinance that has been approved. No other important changes have been made compared to the original project that had been approved.
Phase 2 is on the other side of Old Mansfield.
So we have three different sections, one that will extend east on Brookstone Drive. One that will extend north on Ledgestone Drive. One that will extend west on Autumn Lane. You can look at the small picture in the upper left corner to better understand if you need it. There is some discussion. There is no need for discussion, I will take it into consideration, whether it is to approve the recommended modifications or to reject them, I will slowly define them, at the municipal council. Support? No, again. I need to ask. Ok.
I propose to the Commission to approve the final plan for the A, B and C sections of Phase 3 of the development of Ashton on Place and to ensure that the President refers to this recommendation to the Council.
There is a second.
Support.
Carter Schwartz presented a motion supported by Stephanie Flannery to approve the approval of the final plan and recommend that the final plan be approved and transmitted to the Council. those who are in favor of it. Ok, the motion is approved. Well, we have an executive session scheduled for tonight, so point 7 and then the eighth in the order of the day can be ignored. Number 9 is a request for future points in the order of the day.
Is there something that the members would like to see? We worked with Shady Acres to try to fix it. They want to voluntarily fix the third phase of the Camper Park in the city. So we had some trouble with them. We are getting closer to this. So this will require a public audience for the connection. So it's something that will probably be addressed in the next month.
And at the moment it has not yet been developed?
No, it is already completed. I supervised the water and the foaming when they did it. Initially they had promised to be honest before doing it, but from the side of the county they did not have much to say.
And this brings us back to the canyon. Well, we are closer to the use of... Let's wait. I mean that the $ 250,000 grant that has been assigned to us is still in progress. In fact, we are approaching... How much was it? 60%? Once they reach 60% they make a presentation. And so we are approaching that. I mean, they did the study on the streets and you know, they did a lot. So yes, I would say we are approaching. I'm trying to think. I imagine they would do it at Pianzetta. So we are approaching.
Well, if there are no other points...
I will evaluate the request to suspend... Well, I propose to suspend the session.
There are no further...
It's 18.17. Thank you all for watching.
