Good evening, everyone. We'll call to order this meeting of the Finance Committee on Monday, 02/09/2026, at 05:30PM. Let's rise for a pledge of allegiance.

0:11 – 0:221

I pledge allegiance to the flag of The United States Of America and to the republic for which he stands, one nation under God, indivisible, with liberty and justice for all.

0:27 – 0:470

Roll call of membership. Let the record show that all members are present with the exception of Alder Krott who is excused. He did try to join remotely, but technology has decided otherwise. We'll move on to approval of the minutes from the previous meeting, item 20 six-one 152, the January 26 Move

0:472

for approval. Second. All

0:48 – 1:270

right. Any comments, questions? Seeing none, let's go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes four-zero. We have no public hearings or appearances tonight, so I'll go right into action items. Twenty six-one hundred fifty three, request to award sole source contract for parks and recreation building furniture upgrades to Norden Business Environments in the amount of $91,681.14 with a five percent contingency of $4,584.6 for a total project not to exceed $96,265.2

1:262

Move for approval. Second.

1:280

Alright. We have a motion and a second. Alder Hartzey.

1:31 – 2:001

Thank you, chair. As you have come to know, soul sourcing is not my favorite thing to approve. But, I am grateful to deputy slash interim director Flick for providing in his memo that there were some competitive quotes procured. So that makes us feel like we're even though we're having this all source because of the other reasons for it, at least we're trying to make sure that we're not overspending. So I appreciate that. Thank you.

2:010

All right. And other

2:03 – 2:143

Oh, Thank you, Jared. On that same note, the quote that was supplied from Herman Miller, that's just for comparable items, not the same brand of items, correct?

2:160

I tried a lot of different buttons before when Alder Hartzaim was speaking, hoping I would get it right.

2:214

Yes, that's correct. It's comparable furniture, just different company.

2:253

Okay, great. Thank you.

2:26 – 2:530

All right, thank you. Anyone else? Seeing none, we'll go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes four-zero. 20 six-one 100 and to award the design engineering contract for the 2026 J. C. Park Court Design Project to McMahon in the amount of $35,120 with a 5% contingency of one Move

2:532

for approval. Socket.

2:540

All right. Thank you. All right. Any comments or questions on this? I see a couple. So we'll go Alder Fenton and then Alder Hartzey.

3:00 – 3:195

Thank you, Chair. May I direct to Deputy Acting Director Fluitt? I got an email from a constituent concerned about tennis courts versus pickleball courts. And my question is, do we routinely also strike tennis courts for pickleball now?

3:21 – 3:384

So if we reconstruct courts, we would probably prefer to build designated pickleball courts over striping tennis courts. Just because of the size of the net, the height of the net is actually different from pickleball to tennis. So in here, it does state basketball slash tennis.

3:394

However, most likely, we'll be looking at a basketball slash pickleball courts. So very similar to what we did at Lundgard Park, one basketball court, two pickleball courts.

3:48 – 3:594

Once we get into surveying the property available undesignated green space, that'll drive what we can do. But traditionally, two pickleball courts equal about one tennis court.

3:595

Okay. Thank you for that.

4:010

All right. Alder Hudson?

4:02 – 4:141

Thank you, chair. May I direct to Deputy Director? Tom, why is it $36,000 to design a flat piece of blacktop or concrete?

4:15 – 4:584

That's a fantastic question. Why does it go all the way up to $50,000 It's apples for apples, but because we have to do site survey and do topographic analysis of the land, there's some extra costs in there. We don't have that data with this park. This is one of our first improvements in this park in many, many decades. So we have some extra expenses there that wouldn't traditionally be in engineering and design. After that, it's that's what today costs to to do the business. I've worked with all of these companies on sport court design and projects. They're all fantastic. I'd work with either one. So this is the low bid, and that's what we have to pay to move forward.

4:582

Thank you. I appreciate that. Thanks.

5:000

Thanks. Anyone else? All right. Seeing none, we'll go ahead and vote. All those in favor?

5:07 – 5:340

Opposed? Abstentions? That passes four to zero. 20 six-one 159 requests to award unit W26 sewer and water construction to Kruzec construction in the amount of $2,585,585 it says 23%, but this is a 2% contingency of $60,000 for a project total not to exceed 2,645,500

5:342

Move 90 for approval. Second.

5:37 – 6:080

Right. We have a motion and a second. Any questions, any comments on this? All right, I'm seeing none, so we'll go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes four-zero. 20 six-one 160 requests to award Unit H26 Northeast Sanitary Interceptor Sewer to PTS contractors in the amount of 1,018,600 with a this all supposed to be 2% contingency of $20,000

6:082

with All project total net

6:110

right. Alder Hartzack.

6:131

Thank you, Chair. May I direct to Deputy Director Neuberger?

6:182

Deputy Director? Thank you.

6:221

Pete, can you, in five seconds, tell us what an interceptor sewer is?

6:28 – 6:396

Sure. It's just a category of sewer that's less than a trunk sewer and bigger than a local sewer. It varies depending on the tributary area, but it's kind of a medium sized sewer.

6:392

Okay. Thank you. Appreciate that.

6:400

So kind of like the Collector Street Of Sewers then. That is correct.

6:441

Perfect. It's a Collector Street.

6:45 – 7:100

Thank you. Anyone else? Seeing none, we'll go ahead and vote. All those in favor? Aye. Opposed, abstentions? That passes, four-zero. Request 20Six-one61, Request to Award Unit DE26 miscellaneous sidewalk and concrete street repairs to Aldix Concrete Incorporated in an amount not to exceed $1,008,850

7:102

Move to approve. Second.

7:110

All right. Alder Hartzheim, Alder Fenton next.

7:141

Thank you, Chair. May I direct to Deputy Director Newburger?

7:19 – 7:381

Deputy Director Newburger, when I look at the second page or the last page there, it shows a much larger number coming from ALDEX Concrete. Are we just capping them at a certain point, trying to get as many projects done as we can in this budget dollar figure?

7:386

That's correct.

7:391

Excellent. Thank you.

7:410

Alder Benton.

7:425

Thank you for answering my first question. And my second question was, were they the only contractor who bid this?

7:524

Thank you.

7:53 – 8:260

All right. Anyone else? Seeing none, we'll go ahead and vote. All those in favor? Aye. Opposed? Extensions? That passes four-zero. 2062, request to award Unit A26 Concrete Paving to Vinton Construction Company in the amount of $3,755,429.12 with a 15% contingency of 55,000 for a project total not to exceed 3,810,000

8:262

No, two four hundred point and twenty

8:261

five Decimal points are I getting us

8:29 – 8:590

caught those all this weekend, I was like, oh, I've to remember not to say the full number, but here I am. All right. Are there any questions on the item? All right. I'm seeing none, so we'll go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes four-zero. 20 six-one 164 requests to approve Finance Committee report to preliminary resolution 1P26 for sanitary laterals, storm laterals, and storm main construction.

8:592

Move to approve. Second. All right.

9:01 – 9:230

We have our motion and a second. Any questions on this? Seeing none, we'll go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes four to zero. Request 2063, request to approve finance committee report for preliminary resolution 2P26 for concrete pavement, driveway aprons, and sidewalk construction.

9:232

Move to approve. Second.

9:25 – 9:430

Alright. Motion is second. Any questions on this? Seeing none, let's go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes. 4 to zero. 260169, request to approve development agreement for Comet Ridge Development, North Appleton Properties LLC.

9:432

Move to approve. Second.

9:450

Alright. Have a motion and a second. Any comments or questions on this? Alder Hartzeman? Alder Benton, next.

9:51 – 10:451

Thank you, chair. I would like to express my gratitude for the entire city for the work that has been done by the community development department in this regard. I think a lot of issues that are hopefully solved in this development agreement came out of some hard knocks in District 13 in particular. I'm grateful to see that we are looking at pre installing the 10 foot side path so that there's not any and thank you, Director Youngworth as well so that there's not any confusion or later on someone saying, well, that's not what I agreed to when I purchased my lot, even though they signed the papers that it did. I also appreciate the fixing of the cluster mailbox issue because that has become an issue in the new developments in District 13 as well.

10:45 – 11:111

And lastly, I do have a question, though, either one of you directors. The outlot stormwater pond, is the intention always to have a stormwater pond just serve a development and then this one would be perhaps oversized so that it could take more? Or is it like what's the situation that this particular subdivision has come to for this?

11:11 – 11:447

This one in particular is intended to be a regional facility to serve areas outside outside of this particular development. And our shift in stance has been that the city is not just taking every single storm water facility that gets put in. We are taking them only if they are regional in nature. So the intention is that this one is to be regional in nature. However, we are requiring agreements and other language to ensure that that does take place before the city accepts it.

11:44 – 11:551

So should the developer choose not to do that, then that has to be essentially like an HOA issue where the developer will have to manage that stormwater pond if it's specific to that subdivision?

11:557

Correct. That

11:561

is Excellent. Those are excellent things to iron out at this point in time rather than later on having to deal with them. Thank you.

12:060

Alder Fenton?

12:075

Alder Hartzheim mentioned all of my points, and I will defer to her as most of it happened in her district the last time.

12:16 – 13:010

No, thank you. Yeah, agree with the sentiment. Definitely the cluster mailbox, we had a little bit of an issue down in my neck of the woods So, with those as no, great to see the new additions and hopefully, as it sounds like it's intended to be kind of more of the part of the standard template, so that should make a lot of people's lives easier, especially with the finding out later part with some of these things. So much appreciated. With that then, we'll go ahead and vote. All those in favor? Aye. Opposed? Abstentions? That passes four to zero. We have a number of information items. Are there any questions on any of these? All right, seeing none.

13:012

Move to adjourn. Second.

13:020

All right, have a motion and a second. All those in favor?

13:050

That's four ayes. We're adjourned.
