2026-372 RESOLUTION CELEBRATING THE FOUNDERS' DAY OF IOTA PHI THETA FRATERNITY, INC. IN GUILFORD COUNTY

Requested Action: Present a resolution celebrating September 19, 2026 as Iota Phi Theta Fraternity, Inc. Founders' Day in Guilford County. Sponsors: Commissioner Frankie T. Jones, Jr.

2026-385 HHS-DEPARTMENT OF PUBLIC HEALTH - NATIONAL RECOVERY MONTH PROCLAMATION

Background: WHEREAS, daily, citizens throughout Guilford County prove that recovery from substance use and mental health disorders is possible, and join the thousands of vital, active, and contributing members in our communities; and WHEREAS, individuals in recovery demonstrate the power to transform themselves through evidence-based health and well-being initiatives that aim to prevent drug use, increase opportunities for early intervention and integrated treatment in health care, and support recovery; and WHEREAS, it is essential we recognize the dedicated professionals, support groups, family members, and friends whose skill and empathy guide these individuals through the treatment and recovery process, and whose strength and perseverance help dispel myths and stigmas surrounding addictions and mental health disorders; and WHEREAS, we are actively working on the renovation of the future Women with Children Recovery Center and have completed renovation for the Reverend Prince Edward Graves Recovery and Treatment Center, both of which will provide comprehensive substance use treatment, case management, transition planning, and support to their target populations, thus expanding access to medication-assisted recovery; and WHEREAS, we recognize the new Peer Living Room at the Guilford County Behavioral Health Center, where individuals who are struggling with mental health and substance use can connect with a peer for resources, community, and support; WHEREAS, Guilford County will participate in a National Recovery Month community event at Foundations Health High Point on September 19th to celebrate recovery, promote mental wellness, and reduce the stigma around substance use disorders; and WHEREAS, the US Department of Health & Human Services (HHS), the Substance Abuse and Mental Health Services Administration (SAMHSA), the State of North Carolina, and Guilford County invite citizens across the country to participate in the 37th annual observance of National Recovery Month. NOW, THEREFORE, BE IT RESOLVED that the Guilford County Board of Commissioners does proclaim September 2026 as NATIONAL RECOVERY MONTH and encourages citizens to participate in appropriate programs, activities, and ceremonies that share the triumph in overcoming mental health and substance use disorders, and inspire others to seek care and reclaim their lives. 2026-388 APPROVE PROPRIETARY MAINTENANCE SERVICE AND PARTS AGREEMENT WITH STRYKER MEDICAL FOR TREATMENT AND TRANSPORT EQUIPMENT

Background: Over the past two fiscal years, the Board of County Commissioners has invested in replacing aging Emergency Medical Services (EMS) equipment to improve reliability, patient safety, and employee safety. EMS uses Stryker equipment on County ambulances and during special events, including stretchers and loading systems that help safely move patients into and out of ambulances. Because this equipment is used regularly in emergency situations, it requires routine preventative maintenance and occasional repairs to remain safe and dependable. This agreement provides annual maintenance and repair services for the County's current inventory of 83 stretchers and 71 ambulance loading systems. The annual cost for maintaining this equipment is $162,852.80 and includes parts, labor, travel, and required preventative maintenance. The service also helps ensure that the equipment continues to meet applicable safety standards. Each year, Stryker adjusts the agreement to reflect equipment that has been added, remains under warranty, or has been removed from service. The agreement also provides maintenance for other recently purchased lifesaving equipment. The County's 65 LIFEPAK 35 cardiac monitors will receive seven months of maintenance coverage this fiscal year at a cost of $91,872.30 because the monitors remain under their original warranties for the first five months of the year. In addition, 25 LUCAS mechanical chest-compression devices will receive a full year of maintenance at a total cost of $46,300. Maintaining this equipment through a comprehensive service agreement helps protect the County's investment, reduce unexpected repair costs, and ensure that EMS personnel have reliable equipment available when responding to emergencies. Requested Action: Approve a one (1) year proprietary maintenance service and parts agreement with Stryker Sales Corporation, for comprehensive preventive maintenance and repair of seventy-one stretcher mounts and eighty-three stretchers in the amount of $162,853, as authorized by G.S. 143-129 (e) (6), which provides that formal bidding requirements do not apply when a needed product is available from only one source or supplier. Additionally, annual maintenance and repair on Cardiac Monitors is $91,872 and Lucas cardiac compression devices is $46,300. Total commitment is $301,025. 2026-361 HHS-DEPARTMENT OF PUBLIC HEALTH: GUILFORD COUNTY PARTNERSHIP FOR CHILDREN (SMART START) CONTRACT FOR ADOPT-A-MOM PROGRAM ($75,000)

Background: This agenda item is meant to accept the FY 2027 Adopt-A-Mom grant and appropriate associated funds. Through funding awarded by the Guilford County Partnership for Children, the Adopt-A-Mom Program provides prenatal health care, health education, counseling, and referrals to community resources for individuals who are uninsured and do not qualify for Medicaid. The program supports healthy pregnancies and families and helps reduce barriers to obtaining appropriate prenatal care. For more than 35 years, the program has partnered with obstetric providers throughout Guilford County to provide quality prenatal care at a reduced cost to eligible individuals who would otherwise have limited access to care. The program serves approximately 230 individuals annually. The awarded amount of $75,000 will be used to support the Adopt-A-Mom Program. Of the total amount, $60,000 will provide prenatal care for up to 100 uninsured individuals at a reduced cost of $600 per participant. The remaining $15,000 will support a portion of the Medical Interpreter's salary and fringe benefits to provide interpretation services during prenatal care appointments for Spanish-speaking participants who require assistance. The Guilford County Department of Public Health partners with Cone Health Family Practice; Cone Health Center for Women's Healthcare locations at MedCenter Greensboro and High Point; Femina; Resurgent; Drawbridge; Stoney Creek; Dr. Henry Dorn; and the Greensboro and High Point Public Health Maternity Clinics to provide antepartum care. The funding will support access to prenatal care and related services for eligible uninsured individuals in Guilford County. Requested Action: Approve receipt of FY27 Guilford County Partnership for Children Smart Start Adopt a Mom Grant in the amount of $75,000. 2026-390 HHS-DEPARTMENT OF SOCIAL SERVICES CONTRACT VENDORS REQUIRING BOARD APPROVAL

Background: Guilford County Social Services provides foster care services and support for more than 750 children and youth who are in the County's custody and care. When children cannot safely remain in their homes, the County is responsible for working to identify an appropriate placement that provides a safe, stable environment while also addressing each child's individual needs. Foster care placements can include family-based foster homes, therapeutic foster care, group homes, residential treatment settings, and other specialized placements. Because the level of care needed varies significantly from child to child, Guilford County contracts with qualified service providers that can offer different types of housing, supervision, treatment, and supportive services. These providers work closely with the County's Children's Services team to help ensure children receive appropriate care while staff continue working toward reunification, guardianship, adoption, or another permanent living arrangement. Social Services is preparing Room and Board service contracts for the twelve-month period of October 1, 2026 through
