Madam clerk, if you would please read the consent agenda. A resolution to authorize a settlement of litigation in David Maddox Edall vers city of Little Rock Edall to repeal the Little Rock Arkansas resolution number 16,961 February 3rd 2026 and for other purposes a resolution to ratify the appointment of Alvin Pier as a commissioner on the Little Rock Housing Authority Board of Commissioners doing business as Metropolitan Housing Alliance and for other purposes. That concludes the consent agenda. There's a motion and a second. Uh before we take the vote, we have uh both the scenes is Director Acock. Do you have your hand up right there?

7:45 – 8:160

All right. And uh Director Miller. Thank you, Mayor. Uh if it would be in order, I would like to to uh ask um Alvin Pier to come before the board, introduce himself, [snorts] uh tell us a little bit about his resume and why he would like to be appointed to the uh MHA Little Rock Housing Authority Board.

8:13 – 9:330

Well, good evening everyone. Uh as stated, I'm Alvin Pier. I'm a 27-year USDA employee. I am a 13-year farmer in Lee County. I'm a 12year landlord. Um, which nine years before that, I was uh the handyman with my parents' real estate and uh uncles. uh as the when asked the question why why I believe that affordable housing is a necessary thing. I think that understanding our resources is another very necessary thing. I think collaborating together to see how we put those things together to to talk about bettering our city is necessary more than anything. formulating more community developments for future [snorts] housing because the the city of Little Rock is growing, the need is there and the opportunity is great and by grace and mercy we will always need to help those that are less fortunate and that's the reason why I stand before you today. Thank you, Mr. Pier. All those in favor, please say I.

9:300

All those post say nay. Eyes have it. Is there a motion to adjurnn? Second. There's a motion and a second. All those f please say I. All

9:38 – 10:210

post say nay. Eyes have it. Meeting adjourned. We'll now come back into our agenda meeting. You all don't have to stay if you don't want to stay to the judge. And we always want to recognize Judge Ali Neil. Uh one of the greatest judges in these United States. [laughter] All right, we have our consent agenda. Members, are there any questions on items 1 through 4? Director Acock.

10:19 – 10:490

Yes. The first one number seven, the ordinance of the withdrawal. Why we withdraw this? There was a question about notice and whether it was sufficient. Uh just before this meeting I learned that we evidently got certain title work today. So it is possible we will be able to put this back on for Tuesday. We'll know that tomorrow but at this point we don't have sufficient notice.

10:46 – 12:310

Thank you. Members of the board, any questions on items um 5- 17. Seeing none. questions on item 18. Director Phillips. [snorts] Yes, Mayor. Uh, this for number 18. I don't think the chief joined us today. So, I would make a request that we have someone to give us a presentation next week. We had a lengthy multiple meeting discussion last year uh about Shot Spotter. Um my position is currently unchanged, but hopefully I shouldn't say hopefully we'll see if um there's information that's shared next week that can change um my position related to us spending money on this technology that at least is my understanding is not u completely accurate at all times. So my request to you is to have someone here to address what we've done with Shot Spot over the past year uh for next week's meeting. Um and then to my colleagues to reiterate the concerns that I had last year that I will let them know that I'll be sharing those in detail next week as well.

12:30 – 13:070

Almost do. All right. And and mayor, I guess in that vein, one other thing I know we did we I requested the u update from the chief related to all the technology that uh the police department used based on his presentation to us at the end of last year and I know I think I requested that to be done within the first quarter. So if we can get that on schedule before the end of March, I would appreciate that as well. Yes, sir. And that's all I have. Thank you. Board members, any questions? I've got one. Yes, director Acock.

13:05 – 13:430

Yes. I would also like to know if this expands that program and if there is going to be an expansion of it. [clears throat] Excuse me. And what areas would they expand it if we did build it and had an expansion? Also, I'd like to see all the numbers from this program. But I would also like to have that before the meeting next week. I'd like to have it by Friday. Yes, ma'am. Uh, I can give you a quick answer. It does not expand. This is just a renewal. It's the same renewal from last year. So, it's still the same areas. It has It is not expanding.

13:41 – 14:150

But we had some people last year that was here and they said they would like to have it in their area. And I would like to know why we're not expanding. This is very successful. Uh, people are happy with it. So, why are we not expanding it? Um, twofold. Our chief is not recommending the expansion. He's only recommending the renewal. Um, so that's number one. Uh, well, that's that's the answer. Our chief is not making that did not make that recommendation to us.

14:11 – 14:410

And my final one is the fire station that serves this area has talked to me about wanting to know why they cannot have a link where they're notified when they're going into an area where there's shot fires. so that they know to be more careful and that there are live shells being shot there. We'll see if that's possible. That may just be more on the tech end, but we'll see if that's possible. Okay. Thank you.

14:42 – 15:160

Any more questions before we adjourn? Going once, [snorts] going twice. This may be a record. Nine minutes. All those in favor, please say I. I. False. Nay. Is that meeting J? Well, you actually can't vote anyway. Yeah. [music]
