A proposal to amend the Green Valley Specific Plan to rezone 3.4 acres, generally located at the northeast corner of Murrieta Road and Watson Road, from Open Space Zone to Public Facility Zone to facilitate construction of a future fire station as planned for and identified in the original Specific Plan; and determine that the Specific Plan Amendment is in conformity with the City’s General Plan. A proposal to consider the following entitlements for the development of Nance Street Trailer Storage and Maintenance Yards on three separate sites totaling 9.72 acres, located along Nance Street between Nevada and Webster Avenues within the General Industrial (GI) Zone of the Perris Valley Commerce Center Specific Plan (PVCCSP): 1. Tentative Parcel Map (TPM 38528) to consolidate 8 parcels into one parcel for Site 1, totaling 5.61 acres; and 2. Development Plan Reviews for the site plan and building elevations of Sites 1 and 2, each proposed to be developed with an 11,700 square foot mechanical service and maintenance building with outdoor trailer storage, and for Site 3, which is proposed to be developed as a trailer storage facility. A proposal to amend Chapters 2.0 and 4.0 of the Perris Valley Commerce Center Specific Plan (PVCCSP), Chapters 19.08 and 19.44 of the Zoning Code, and the Perris Good Neighbor Guidelines, to update industrial development standards aimed at enhancing protections when industrial warehouses and distribution projects are in proximity to sensitive receptors. REQUESTED ACTION: Adopt Resolution 25-21, recommending that the City Council determine the project is exempt from California Quality Act (CEQA) Guidelines pursuant to Section 15061(b)(3) (Common Sense Exemption) and approve Zoning Code Text Amendment 25-00005 to amend Chapters 19.08 and 19.44 of the Zoning Code amending the industrial development standards aimed at enhancing protections when industrial warehouse and distribution projects are in proximity to sensitive receptors, based on the findings contained herein. Adopt Resolution 25-22, recommending that the City Council determine the project is exempt from the California Environmental Quality Act Guidelines (CEQA) pursuant to Sections 15060(c)(3) and 15061(b)(3) (Common Sense Exemption), and adopt the amendment to the Good Neighbor Guidelines for consistency with Resolution 25-21 related to the industrial development standards, based on the findings contained herein. Adopt Resolution 25-26, recommending that the City Council determine the project is adequately covered by the Perris Valley Commerce Center Specific Plan EIR (SCH# 2009081086) pursuant to Sections 15162, 15308 and 15061(b)(3) (Common Sense Exemption) of the California Environmental Quality Act (CEQA) Guidelines as it can be seen with certainty the proposed amendment will not have a significant effect on the environment, and approve Specific Plan Amendment 25-00002 to amend the PVCCSP for consistency with Resolution 25-21 related to the industrial development standards, based on the findings contained herein.

Specific Plan Amendment 22-05280, Tentative Parcel Maps: 22-05279 (TPM 38576) and 24-05150 (TPM 38985), Conditional Use Permits 22-05295, 24-05141, and 24-05142, and Development Plan Reviews 22-00028 and 23-00021

A proposal to consider the following entitlements to facilitate the construction of Perris Gateway Commercial Center in two phases on 20.28 acres, located on the north side of Ramona Expressway between the I-215 freeway and Webster Avenue within the Commercial (C) Zone of the Perris Valley Commerce Center Specific Plan (PVCCSP): 1. Specific Plan Amendment to amend the Perris Valley Commerce Center Specific Plan (PVCCSP) to allow self-storage facilities in the Commercial Zone, subject to a Conditional Use Permit; 2. Tentative Parcel Map 38576 to subdivide two (2) existing parcels into four (4) parcels in Phase 1, and Tentative Parcel Map 38985 to subdivide one (1) existing parcel into four (4) parcels for Phase 2; 3. Conditional Use Permits to allow a self-storage facility in the Commercial Zone, six (6) drive-through fast-food restaurants, two (2) vehicle fuel stations, and the off-sale of beer and wine (Type 20 Alcohol License) at the Maverick convenience store in conjunction with a Determination of Public Convenience or Necessity; and 4. Development Plan Reviews for the reviews of the site plan and building elevations for the proposed commercial project consisting of a 157,928-square-foot self-storage facility, two sit-down restaurants totaling 12,000 square feet, six drive-through fast-food restaurants totaling 18,400 square feet, two convenience stores totaling 10,039 square feet, two vehicle fuel stations, and a 5,425-square-foot self-automated car wash. REQUESTED ACTION: Adopt Resolution 25-24 recommending that the City Council certify the Final Environmental Impact Report (SCH #2024080050), adopt the Mitigation and Monitoring and Reporting Program, Findings of Fact, and Statement of Overriding Considerations, and approve the following entitlements: - SPA 22-05280; - TPM 22-05279 (TPM 38576) for Phase 1, TPM 24-05150 (TPM 38985) for Phase 2; - CUP 22-05295 to allow a self-storage facility, CUP 24-05141 to allow six (6) drive-through restaurants, CUP 24-05142 to allow the off-sale of beer and wine (Type 20 Alcohol License) at the Maverick convenience store in conjunction with a Determination of Public Convenience or Necessity and a vehicle fuel station in Phase 1 and a vehicle fuel station in Phase 2; and - DPRs 22-00028 and 23-00021 for review of the site plan and building elevations in Phases 1 and 2 to facilitate the construction of the Perris Gateway Commercial Center on 20.28 acres, based on the findings contained in the Resolution and subject to the Conditions of Approval.

Perris Boulevard, on the northwest corner of N. Perris Boulevard and Harley Knox Boulevard, in the Commercial Zone of the Perris Valley Commerce Center Specific Plan (PVCC SP).
