You ready? Yes, sir. Let me call to order the 1,902nd meeting of the Deer Park City Council. We're going to open up with our invocation by Councilman Ripley and the Pledge of Allegiance by Councilman Georgette Ford.

Let's pray. Dear Heavenly Father, we just thank you for this evening. We thank you for all the many blessings that you bestow upon us, God. Everything that we have is from you, and we're just so thankful for that, God, for health, for this city that we live in and love. God, we're just so thankful for everything you give to us. I pray for tonight's meeting, that you're with us. You guide us and direct us. God, I pray for the employees of the city, especially our first responders. Be with them. Keep them safe and be with them. Lord, we just... We are thankful for a free country that we have, for those who fight to protect it. And just thankful for the leaders of our country. God, we just pray that you are with them and guide and direct them. And we just, above all things, thankful for your son, Jesus, who died on the cross for our sins. In your name we pray. Amen.

This information recognizes next week, June 22nd through the 26th, 2026, as City Safety Week in Deer Park. Safety Week is led by the City Safety Committee and is designed to promote a culture of safety, increase employee awareness, and encourage safe work practices throughout the organization. Activities this year include training and education on driving safety, Narcan administration, mental wellness, heat illness prevention, hurricane preparedness, and pet emergency preparedness, along with employee engagement activities that reinforce the importance of workplace safety. The goal is to support a safe and healthy work environment for all city employees while reducing workplace injuries and associated cost. We are turning up the heat next week.

What about the elected officials? You got any recommendations?

participating with the Wellness Committee on Wednesday for mental wellness. On Thursday, we're doing a chili competition, and Thursday, closing it out with a salsa competition.

They need a lot of help with their mental health narratives. Them elected officials. I'm just saying. Anything you wanna add? Do they do it safe? Do they cook safe? You go inspect them, make sure it's good? And you're bribing people with the food? Now, therefore, I, Mayor Jerry Mouton, City of Deer Park, along with the City Council, do hereby proclaim June the 22nd through the 26th of 2026 as City of Deer Park Safety Week. She's smart. Moving on to a joint public hearing with the Planning and Zoning Commission and the City Council. As mayor, I open up the joint city council public hearing. Would the city secretary please read the public notice?

Notice is hereby given that the City Council and Planning and Zoning Commission of the City of Deer Park, Texas will hold a joint public hearing at City Hall, 710 East St. Augustine Street at 7.30 p.m. on June 16, 2026. at which time and place they will hear all persons desiring to be heard on or in connection with any matter or question involving the proposed amendment to ordinance number 3886, the zoning ordinance, placing in the industrial park district, M1, zoning district, a 22.9 acre tract of land out of lot one, block one, Deer Park RV, aka 5151, 5301, and 5401 Red Bluff Road, Deer Park, Harris County, Texas, and taking the same out of the Highway Services HS Zoning District. It has been recommended by the Planning and Zoning Commission in a preliminary report filed with the city council, which is available for inspection by all interested parties, that such amendment be granted. All parties are warned that the City Council has the power to change any and all features of the proposed amendment as recommended by said Planning and Zoning Commission in its preliminary report and may or may not change such property to the above described zoning district.

At this time, let me call to order the joint public hearing at the request of Ron Taylor to rezone 5151, 5301, and 5401 Red Bluff Road lot one, block one, Deer Park RV, from Highway Service to M1 Industrial. And at this time, could you, Commissioner Kraft?

OK. And at this time, let me issue the first of three calls for those wishing to speak for this rezone. Yeah, this is when you might want to talk.

Good evening, Mayor. Good evening, Council. My name is Ryan Taylor. I'm in 949 Omar Street, Houston, Texas, 77009. I'm here on behalf of E&S Construction to ask that the properties at the three set addresses be rezoned from Highway Services to M1. A little bit about the property. It's three addresses for one parcel that equals the 22.9. This particular piece of property is located at the far southwest corner of Deer Park. Actually, the south and westbound boundary lines are adjacent to Pastina. This property has never been developed, and we are proposing that we change it to M1 so we can First off, for the opportunity, which it is, we think the highest and best use is for office warehouse with storage yard. This piece of property is outside of the floodplain. We've already got utilities figured out, and we've already got driveway permits issued through the city of Pastino. This property sits in the opportunity zone. Again, another reason why we think that this is the highest and best use for this property. We have a letter of recommendation for the Deer Park Chamber of Commerce in support of this change. And currently, we have three projects slated for new construction of office warehouse that will bring approximately $300,000 worth of tax dollars to the city of Deer Park. We think that we'll have economic development along with job growth, and we think it's a positive change for Deer Park. I'm here to answer any questions that y'all might have.

In Ordinance Amending, Ordinance Number 3886 of the City of Deer Park, Texas, adopted March 21, 2017, is amended by placing in the Industrial Park M1 Zoning District a 22.9-acre track of land out of Lot 1, Block 1, Deer Park, Deer Park RV, also known as 5151, 5301, and 5401 Red Bluff Road. Deer Park, Harris County, Texas, and taking the same out of the Highway Service Zoning District, providing for severability, providing more penalties by a fine of up to $2,000 for each state violation of the provisions of such ordinance as amended.
