Aaron. Aaron. Good morning everyone. This morning, we pause to recognize May as mental health awareness month. And it is a reminder that just like our city, we are resilient with neighbors supporting neighbors and friends showing up to support one another. That same resilience shows in how we care for our loved ones with mental health disorders and look out for one another every day in our families, our schools, and in our workplaces. This is why having dependable support that meet people where they are and help them through every step of the process is so important. Anchored in hope, healing, and help. NAMI Southeast Louisiana has served more than 83,000 individuals across nine parishes just last year by providing everything from housing and support groups to counseling and peer support. And each year, NAMI Southeast Louisiana responds to more than 35,000 requests for resources offering critical support and information to people living with mental health illnesses as well as their families, health care providers, mental health professionals, and first responders. Today we have a pre proclamation to present to Cali with NAMI of Southeast Louisiana. And Cali, we just want to thank you for everything that you and
all of the people who work for NAMI Southeast Louisiana do and serving one of our most vulnerable populations. We thank you for showing up today and we want to present this proclamation to you to bring back home to your team. And before I wrap this up, I just want to issue a call to order uh for everybody in the New Orleans community. If you, a loved one, a friend, a family member, a co-orker is dealing with a mental health disorder, please reach out to help. There are numerous services that take care of our most vulnerable. NAMI Southeast Louisiana being one of those amazing resources. So, Cali, thank you so much for showing up today and thank you for everything that you do for us.

I want to say one thing. I I do want to thank council um vice president Willard for this recognition. And um I do want to echo a very important part of what um he said and alluded to that um mental health is not something that someone um if they have a challenge should be ashamed of. They should recognize that there is help and um that there are a lot of people who want to help them. So, as family members who are watching um recognize this particular month, it's just important for f for folks to seek the help that they need and recognize that there is no stigma. At the end of the day, there are a lot of people who want to help. Seek the help that you need and disregard anything that you heard relative to negativity. Seek the help. It's there. Thank you.

All right. Good morning, everybody. Uh before we get started, I would like to take a moment to thank and recognize Girls Light Our Way, also known as Glow, and their outstanding work. Glow, led by Dr. Harris, who actually began her own professional journey right here in City Hall as an intern. Today she returns with a group of young people visiting here from the great city of Chicago, Illinois. Globe provides transformative experiences and exposure for youth and young adults with the goal of creating clear pathways out of poverty. One of their signature initiatives is the HBCU tour, which introduces students to the rich history and opportunities at historically black colleges and universities. Civic engagement is also a key component of their program and their visit today reflects that commitment. So, on behalf of the New Orleans City Council, we want to extend our most sincere appreciation to all of you, our young visitors today. Thank you for showing up with curiosity, with purpose, and with the courage to dream bigger. Your willingness to explore, to learn, and to engage with your community, even in a different city, speaks volumes about your potential. We are honored to have you here. And to Dr. Harris and to your entire GLOW team, thank you for empowering the next generation and for creating opportunities that truly change lives. Good morning. The grace and peace and the love of God and the unity and the fellowship of God's Holy Spirit be with all of you. Again, my name is Deacon Alan Stevens. I'm minister at St. Peter Claver Catholic Church in TMA. I'm also a member of Communities of Hope, an organizer working with quality of life in our city. I can appreciate Glow in the work that they do. But we call upon our God this morning. The God who woke all of us up today and given us new life. We thank God for the many blessings of life. As we remember our Lord and Savior who gave his life that we just celebrated on Resurrection Sunday, we thank him for this council, for the work they do. We ask God to bless them. Not only bless the work that they do, but bless their hands and their feet and their mind and the words that come out of their mouths. Bless our city. Bless our state and our world right now. As you know, we are a world at war. And we pray for families all over the world who are struggling, for states and cities, people that look like you and I. We pray that God brings them peace and tranquility as we struggle with life as all of us are called to leadership. And what does God require of us is pointed out in Micah 6 and8. But to love justice not just for some but for all. To love mercy.
mercy that require us to yield on the side of compassion and to walk humbly before our God. Humble that we do God's will and not our own. We follow in the way of the God that we all know of. We may call by a n different name but that one and same Lord who created us all. We ask this through Christ our Lord. And those gathered say amen. Amen.

Lindseay Edwards, 6000 Burgundy Street, lower 9inth Ward. I I came here because I'm disappoint although I'm in favor of the safe streets for all program. I hope everybody is, but I'm disappointed that it doesn't include highway grade rail crossings, which we know to be one of the most unsafe things in in our country. Even the federal government recognizes that and gives grants. So, this is because of uh the looming 24 reopening highway grade rail crossings in the lower 9inth ward and along S St. Claude corridor, which St. Claude corridor is already redlined as one of the problem areas on your study. So, right now, I looked up this morning and and indeed the federal government for safe streets for all program does give grants to um to help um like put up barriers and safety and flashing lights. Uh my comment to the to the plan uh to the commit the the whatever the committee that that heard it before was not read and I it was maybe it was flagged as not being um uh on topic but because I addressed it as as trying to be proactive in doing something like this. But if it's if we continue to let it happen and and this goes through, then at least let's put it on there that we have some kind of safety barriers. The five railroad crossings in by water have huge cantalievered flashing lights and and the port just approved an application
for a grant to do away with those five crossings even though they're at the same time putting in 24 new ones.

We have a legislative group in HDLC from Mark M. Maurice Maurice Law Firm LLC on behalf of R&D Design LLC requesting to appeal a historic district landmark decision of denial of the retention of the installation of inappropriate windows at a contributing rate two-story single family residential building without a certificate of appropriateness for a property located at 119 Olivia Street. We are motion M26140 by council member King granting the applicant's request for the property located at 119 Olivia Street. The decision of the HDLC is reversed.

Thank you. On July 24th, 2024, 119 Olivier Street was cited for the removal of the original wood windows and the installation of inappropriate vinyl windows with internal muttons. The windows on both the sides and the front of the Camelback elevation were replaced. While violation fees had been paid, no work had been performed to abate the violation. The HDLC then sent a realtor a notice that the property was for sale and had existing HDLC violations. As a result, the owner applied to retain the windows as installed. Because the windows were remove that were removed were the original wood windows highly visible and removed without a certificate of appropriateness. The HDLC does not believe that covering the windows with a full wood screen as is proposed by the owner is an appropriate solution. HDLC staff recommends replacement of the most visible windows with new windows that meet the HDLC guidelines. Staff respectfully requests that the city council uphold the decision of the historic district Landmarks Commission and deny the request for retention of the inappropriate windows.

Thanks so much for your time today. I had the pleasure of working with Councilman Blapon in 1994, Miss Lena Stewart, who's still here. And I learned a lot about what you do, but also what your staff does and the hard work. I want to tell you, Miss Burke and her whole staff has been wonderful through this as far as communicating with me and with my client. I went to the first HDLC meeting. I told him, "Thanks so much for your great communications." He told my client, "If he puts up these screens, you can approve these. It doesn't require HDLC approval." We put up the screens. We showed up at the meeting and I introduced myself and they said, "Wait a minute. We've never heard from your client before." And they passed the meeting to the next time. In that time, I went and got the four emails between my client HDLC. I went and got the phone records for the multiple phone calls between my client and the HDLC. We got apologies from the HTLC. But what had happened was they told my client, "Put these screens up. Your windows are recessed. Use the old historic hangers. This is what we can approve without HDLC full approval. We can approve that as a body on our own." And so my client went and did that. And then I go to the next meeting. and they said, "Well, you know, that's not good enough." I did a public records request and found there are emails from their her staff saying, "Let's just treat this like the other ones and approve it." So, not only do we have an email saying, "Let's just treat this like the other ones." But we also have a conversation between my client and these people saying, "If you do the screens, you can see the pictures of the screen work. It's done by a professional. It's recessed. There are many times when these are approved because they're recessed. We would ask that the council agree and and and and overturn the HDLC's ruling because my client relied on the words from the staff member who did not remember the conversation at all at the hearing and my client did the work. This is a request to overrule HDLC denial of a request to retain windows on historic single family home in Algeria's Point. These windows are situated along the sides of the building and do not I do not consider them to be vis visually prominent from the public rightway. I believe the cost of replacing them would be an undue burden to the property on and we have not had any any comments in opposition with this. I move adoption. Second by council member McCarron. Square 530 and 545 which forms a portion of Lafayette Lake Cypress Street right away unconstructed between South Galvvis Street in which improvements bear the municipal address of 2222 Porger Street, New Orleans, Louisiana 70119 lease premises to permit a certain non-permit signage permit the sale, service and consumption of alcohol on the lease premises and amend the rent the rent structure and related provisions of the lease. as more fully set forth in amendment number one as exhibit 8 and otherwise supervisor respects there too.

Should be very impressed. At the top of page 25, we have item 38, legislative grouping, ordinance count to 35,3787 by council members Harris and McCarron. An ordinance to establish a conditional use to permit a wine shop in an HUB1 historic urban business district on square 95 lie 8 in the seven municipal district bounded by Maple Street, Fern Street, Bert Street, and Short Street. Municipal address 7901 through 7915 Maple Street and 800 through 802 Fern Street and otherwise supervisor respects their two zoning docket 1726. There is an amendment to this ordinance by council member McCarron an amendment to ordinance calendar 35,377 to correct the reference section of the comprehensive zoning ordinance and remove neighborhood agreement language.
Thank you members. This is an a simple amendment that clarifies some language in the provisos. Um it also corrects a few typos that Claire said she made and she apologizes again. Uh there are no substantive changes. As a reminder, this stems from conditional use requests to permit Meer provisions to sell wine. Uh it's got the full support of neighbors and no opposition. At the top of page 26, we have item 41, ordinance calendar 35,391 by council member Hughes by request an ordinance to authorize a ma city of New Orleans to enter in to amendment number four to a previously executed cooperative endeavor agreement between the city of New Orleans and Capitol Area Corporate Recycling Council for the valuable purpose public purpose of providing electronic waste removal and recycling service, reducing dumping fees, reducing electron electronic waste in landfills and providing a greater access to technology to extend the term thereof for one year to reaffirm a maximum aggregated amount of compensation of $0 as mostly fully set forth in the amendment number four as exhibit A and may part hereof and otherwise to provide respects there too.
Uh thank you madam clerk. This is a one-year extension uh to a previously executed CA uh between the city of New Orleans and um corporate cooperative um I'm sorry, Capital Area Corporate Recycling Council. Um CACRC provides electronic waste removal services for the city free of charge, reducing our disposal fees. The e-waste that they remove is usually not eligible for disposal in the landfill given that e-waste may contain hazardous materials. Yes. Uh good morning uh council. Um so this uh capital budget ordinance is reallocating money from projects that have been completed uh cancelled or where the scope has moved into another project um into four different things. Um three projects that were short money and needed additional funding. Um but the majority of this money is going towards uh existing DPW personnel who are working on capital improvement related uh scope. So um these are the folks that are working on uh traffic lights, traffic signals, street lights, bridges um that are eligible for bond and this will reduce pressure on the general fund.

Yes, I'm happy to. Um the mayor Marino and the city were awarded $25,000 for the mayor's alliance to end childhood hunger. It's a I think it's a subsidiary of the council of mayors. Um what we plan to do with this is increase our ability to enroll residents in SNAPWIC and Medicaid. We know that um not everybody who's eligible for those programs is currently enrolled. We know that with the state and federal government tighting tightening restrictions and making reenrollment more common that people are going to fall off. And we also know that these programs are critically important in reducing food security in increasing nutritional status. We know WIC um has been shown to reduce childhood obesity and of course Medicaid increases access to health care. So we think these are critically important. They're going to support our team um in in community centers. So once a week we're in a different community center uh between New Orleans East, Lower Nine, Alers, Central City, and City Hall. It's going to support that work. It's also going to support an education campaign so that people know about it and um our work with Via Link. So if you call 211 saying, "Where do I sign up for SNAP benefits?" They're going to be directing um appropriate folks to us.
