Bow your heads. Heavenly Father, we come to you today asking for your guidance, wisdom, and support as we begin this meeting. Help us engage in meaningful discussion. Allow us to work as a group and nurture the bonds of community. continue to remind us that all we do here today, all that we accomplish is for pursuit of the truth and for the betterment of our city. Thank you, Mr. President. Congratulations to the new city commissioners. Tim Schwanger, 362 Sheffield Way. I have uh three items that have questions tonight. The first one is item number one, which is the Dockside Hospitality Group agreement for Dockside Cafe, uh, which is at the Paper District Marina. The question I had is, was this agreement put up for bids? Uh, if not, why is it that we sometimes put our con some of the other concession stands out for bid and other times we don't do it? Uh number two is the $3 million uh from city taxes that we collect through the emissions tax and parking tax for the $3 million uh waterline replacement on the causeway. [snorts] The one question is is there going to be any contribution at all from Cedar Fair or are we paying it 100% through our admissions tax and parking tax? The second question is, and I asked in an email, I believe yesterday, if a if Cedar Fair were to build a new causeway, which there's been talk of that, uh, a secondary causeway, so we're not using the uh, Shaw, which is troublesome to the residents, would Six Flags or Cedar Fair pay for that new causeway, including utilities, which would be the waterline? And I got an answer back saying, well, you know, that's kind of hypothetical that, you know, there's other factors that may factor into that. Uh, which I'm leading up to is through history, Cedar Fair, Six Flags does not pay the admissions tax. I think finally after 20 years, we finally determined that it's the residents that go to Cedar Point and the tourists that go to Cedar Point. Cedar Point Cedar Fair collects the tax

and then they give it back to us. Um, as you all know, I'm kind I'm opposed to using this tax for a private roadway. Uh, obviously, um, I don't see where we're getting a whole lot of benefits out of this other than the fact that we're going to get a 10-ft walkway on either side for bicycles. Don't really think that many people that are riding bicycles or walking are actually going to go to Cedar Point, but I could be wrong. Uh the other item is item number five which is the battery park tiff. Uh three questions on it. Actually four questions. How long is the tiff agreement? When is the starting date? When is the ending date? Is there an established or a ballpark figure? We kind of talked about this before the meeting. Is there but from the from the finance department? I'd like to ask is there an estimated dollar per year that we may collect from that tiff? Will the TIFF dollars be used for actual brick and mortar, the hotel, the parking, uh parking garage, etc., or is it only going to be used for water, sewer, uh lights, parking lot, what whatever have you? [snorts] Um the fourth question is how many actual tiffs agreements do we now have in the city of Sunduski? Again, the finance department probably would probably know [snorts] and it's understanding re reading through the supporting documents that the schools will get 16.5% of whatever's generated which is great. My my concern is though,

Um, next we have something a little special. I'm going to use a little bit of my opportunity as as sitting in this chair to change something around. Um, we have a special um something special to honor this evening. And I instead of making um everyone sit through this incredibly moving meeting um for the next hour or so, I'd like to take care of something really special and um and and do a little honoring here tonight. So, um, a while back we received a letter from, uh, late John Ferris's family, um, who was an incredible basketball player, um, one of the best basketball players in our community ever to be here. And they, he grew up around Farwell Park. And they requested or advocated that is there a potential that we could potentially rename the basketball courts after um, Mr. John Ferris. and as commission um and staff everybody uh talked and we absolutely think that is something to do. So I will need a motion tonight for that.

I appreciate this. I really do. Um, but I do have a request. I'd like to know if it could be put in his f his full name, John B. Ferris Jr., if that could be Sure.

And, uh, that's what he went by. So, I pray I thank, you know, I thank you for, you know, and he, um, that was the park that he really played in all the time. You could see it from his backyard of his home. And, uh, he really he would keep that park up as much as he could. And it was just even when I became his girlfriend, [laughter] I go he'd had me sended the park while he played some games. So [laughter] that was him. And then um you know, of course, after we married, he you know, uh uh still maintain going to the park after, you know, went to college and stuff like that. So it was it's just an honor. Uh, yes. I I I briefly want to um just say something um because uh you're absolutely right in saying that um Mr. Ferris was an incredible basketball player, but more than that, he he was an incredible man. And I say he was an incredible man because he was a humble man that walked humbly, right? and and although he he had some challenges that he faced because of how he was treated, um he still walked humbly and he still did what he needed to do to be strong, to be an example to others. Um he was a praying man. Um that's what I appreciated about him. I liked how he carried himself and he was an influence for me um and how he carried himself. Um and so I'm grateful to be a part of this moment and I'm grateful to see the family and that we're able to do this. Um, you'll be pleased to know that the city commission has done some things already to beautify Farwell Park. Um, one of those you've probably already seen is that we repaved the courts there. Um, and they're beautiful now. Um, there's also something that you may not know that there's also going to be some new playground equipment out there before the summer comes. So, I know that there's going to be some amazing things that the city commission can provide in terms of maybe doing something special um, in the near future. So, thank you for being here. It's an honor.

And then to the Ferris family, just so you know, u when the weather gets a little warmer and we get the snow melted off the courts, right, [laughter] we'll go out there with you um and we'll dedicate that spot with with some sort of a plaque or or some memorialization there. Okay. For that. And the other thing I wanted to say that I it really struck me is that I did a little research about Farwell Park. Um cuz I kind of you know I've lived here my whole life too but why is it named Farwell Park and Farwell Park is named after Moors Farwell who was here before the city of Suski became the city of Sunduski and he actually became the first mayor of Sunduski. He was a trailblazer for our community. And when I thought about that I thought he thinks I'm sure he would think it is pretty special that we have a trailblazer like John Ferris Jr. going to be naming those part those courts for years to come for for everyone playing basketball and hopefully kids understanding who he was and setting a great example for them to become the type of person he was. So congratulations and we're really excited to do that. [applause]

So um she was awarded that. Um

there was a you know substantial amount of uh investment that she's made over the years. She ran the facility good. The other person that submitted had a very um good offer as well. Okay, Mr. Myers, will you call the role? Uh, Mr. Schwer, I had a couple questions on this and um I'll be happy to address it because it is a

a significant amount of money and uh public interest. So, the the uh $3 million was um when we passed the or uh original emissions tax and parking tax increase um for the causeway, they obviously didn't um use utilize those funds for a number of years. Uh we knew that uh a water line was needing to get replaced. I think they did it in 1959. Um we uh uh the engineer at the time estimated that was going to cost us about $3 million for that project uh to to do ourselves. So um as the causeway projects going on, you know, they're out there doing a lot of uh underground utilities now. They want to get um ahead of that before they uh redo their uh causeway. So the uh um understand Mr. Schwanker's uh comments, but we uh [clears throat] only water lines and uh although it's a private road and the water lines service all of the uh uh Sha as well. So um it's not just a a water line for uh Cedar Point, it's also a water line to service uh the community that's out there as well. So, um, want to make sure that the public is aware of that. Um, we, uh, also have had eight water mane breaks on our 16 in, um, over the last, uh, 5 years. Um, so our water distribution folks are, um, pretty excited, uh, for the public's knowledge. So, they're going to start the waterline project uh, soon. um they won't uh complete that until the new high bridge and and the construction for the causeway is complete so that they can tie it in. So it'll be uh some time before that project's complete. This water line

replacement's completed. But um we uh also um you know uh M. Reader does a a phenomenal job in over the last years on um doing uh projects or not doing projects out of our water fund. And so this project literally could have been uh a water fund project that were not utilizing water funds. We're using um admissions tax dollars that um to Mr. Schwagger's point the visitors and um citizens are paying. But, um, it won't impact our water rates. Um, you know, having to take out a $3 million loan to to do this stretch. So, [snorts] just wanted to make those points. Thank you.

The school approved the tiff agreements back in 2018. There were some modifications in 2023. um this uh school in Maruse uh development had um had discussed and there's additional things that this the agreement with uh the school board and the schools um that Maruse has with scholarships and um apprenticeships and things like that. So um this is a um the original tiff was for 12% for the schools. This is a 16 and a half% which was um agreed to by Maruse and uh the school board. So, um, the school board, uh, like I said, has already approved this, and this is just, uh, finalizing, um, and putting the tiff into place.

Um, you know, Mr. Orz, I thought we had a good talk just to point out one of the things that um this TIF agreement that's happened and was done quite a while back. Currently, the schools get zero. Is that correct? For that property. So we're looking at potentially a couple hundred million maybe project in the end potentially and it's 16.5% of the sales on the on the property tax of that. Correct. Correct. So that's a when you do the math on that it's a very large number. Every year they will get paid that and they're currently getting nothing. Motion's approved. Thank you very much. Um for uh finance committee uh we will be having a meeting on Friday, February 20th, 2026 at 8 a.m. at city hall. The governance finance officers association of the United States and Canada GFOA has awarded the certificate of achievement for excellence in financial reporting to the city of Sunduski for its annual comprehensive financial report for the fiscal year ended December 31st, 2024. The certificate of achievement is the highest form of recognition in the area of governmental accounting and financial reporting and its attainment represents a significant accomplishment by government and its management. Like uh congratulate Miss Reer and her staff for uh continuing to do a phenomenal job. Um public works work at the intersection of Cleveland Road um US6 and Cedar Point Drive will begin the week of February 9th. Much of the early work will involve shaping where the planned roundabout will be placed. Due to the phasing of construction, traffic will be restricted in this area to allow for the greatest amount of work to occur outside of the park season. In the park season, work will continue at other intersections where signal and intersection work is planned. Community development. The uh city of Sunduski has released a request for qualification seeking professional real estate development project teams to reinvest in the historic Beckling building in Pier site, 105 West Shoreline Drive. Um project teams intending to respond must submit a letter of intent by February 13, 2026. Qualifications are due March 27th, 2026. Questions can be directed to Colleen Gillson, director of community development at cgillson cityofuski.com and the full RFQ can be um viewed on our website. The Public Arts and Culture Commission is seeking artist submissions for two projects for Wheels Park. A mural project and a sculpture project.

Parks and Rec has annually applied for the community links internship program with Erie County Community Foundation. the city of Sunduski Park and Reccks Division is working with Shores and Islands, Ohio and the Greater Sunduski Partnership for the return of the Strongman Champions League to Sunduski for an event on Friday and Saturday, September 4th and 5th in 2026. Um through the work of um this commission particularly uh Madame Chair and uh our vice president, we met and we talked about um being able to and it started out by talking about committees, commissions, boards. Um but it elevated into another discussion about uh what we can do for citizens to be able to talk freely and informal manner. Um and we're going to start that process and we call it the Sanduski Community Circle. So this will um occur every second Thursday of every month and it'll tie into the community relations commission. So anything that we um have a question about and we're unable to answer then we'll get it to our city manager. City manager will get it to the department heads. Try to get an answer before we get to the community relations commission. But as soon as we get the information, we'll share that information with the individuals who ask the questions and then we'll move on and continue to do that in the future. So I think that's a good thing. I think it's a step forward in order to give student I'm not students. I'm so used to wearing different hats in the school and on the city commission, but uh I just think it's a good thing and um I'm glad that we're doing that. I want to thank m um Commissioner Coons too for be willing to come and talk to the community and our residents and um find out um the needs that they may have um and and then bringing them back and putting them in the form of our of our committee and having a good agenda to have a robust discussion and s and and and solve issues or concerns or just get answers. I've been signing up since 2019. Um, I it was my ideal for the Henron Park, the sensory park. Um, the blue shading on Central Park and I help out with Anvest Park and I feel I got a lot to offer. I'm not saying that being entitled, but I'm saying it's an opportunity and I never had a phone call and that that's about it. And number three is the tiff agreements. Um I did my numbers. The city get about eight times more money than the schools, the public schools. And these I saw in the paper the GSP wanted to redevelop more with tiff agreements which I don't I ain't trying to stop development but we got public kids and funding that that hurts funding like he said 16%. So that's like me telling my son, I go to Kroger's and buy 10 cookies, I eat nine and a half and give you one and a half of it. Um, I just want you guys to be mindful of the children and because last year the schools lost potentially 1.6 6 million on my numbers and 2023 they had a levy for 1.5 million and that's a deficit and I just wish you guys be
