Good morning. President Councilors, at this time, the minutes are not ready for the meetings of January 6, 2026 through April 7th, 2026. At this time, we'll entertain communications from the mayor. Good morning, Mayor Wiffin.

4:17 – 6:15Speaker 1

Madam President, good morning to you. Good morning, council. It's good to see all of you this morning. Hope everyone is well. Good morning to the general public as well as those who are in the audience this morning. Just two quick notes, one being regional wellness day. And so at this time I would like to ask Rochelle Wallace with health initiatives who's the health initiative manager for the office of community outreach and engagement in the O'Neal comprehensive cancer center to join me and any guests she may have with her. Um as she comes forward with her and her guests um they are here to share information with us about the third annual UAB O'Neal comprehensive cancer center regional wellness day. Um, this regional wellness day is a partnership between UAB, city of Birmingham, and this event provides community members with access to screenings for common health concerns such as glucose levels, blood pressure, as well as cancer screening referrals for age eligible individuals. And Miss Wallace can do this way better than I can. Good morning everyone to Mayor Woodman Council everybody. I am Michelle Wallace. I'm the health initiatives manager at the O'Neal Cancer Center at UAB. Here with me is my colleague Kimberly Braden. We are so excited to be able to announce to you all our third regional wellness day event. It's going to be held this Saturday at the Birmingham Crosslex from 10 until 2 pm. So, we invite everyone out to please just join us. It's going to be a day that's going to be focused on health prevention and community connection. So, the regional wellness day, it actually brings together trusted partners from

6:13 – 8:12Speaker 1

the within the community, health professionals and and community members. We do this in an effort to just increase awareness about screening about uh things that you can do to better engage yourself in better health for yourself. And it also gives us an opportunity to help to provide access to services and just to support healthier lifestyles. And thanks to valuable partners such as the city of Birmingham and other community stakeholders which include the Alabama Regional Medical Services, uh Cooper Green Mercy Health, uh the Alabama Department of Public Health, and many others. Attendees for the regional wellness day event will have access to cancer education uh as well as on-site biometric screenings. Those screenings will include um uh blood cancer education, uh blood pressure checks as Mayor Whiten already mentioned, cholesterol checks and blood glucose. But in addition to that, we will have uh various cancer screenings including clinical breast exams, PSA screenings, via blood testings. I had to say that because I know sometime we may run away from that, but this time we'll do it with a blood draw. uh as well as assessments for other screenings that may include uh cervical uh screenings as well as mammograms uh including uh lung cancer screenings as well with a referral. So attendees will have an opportunity to engage with leading health care professionals and there will be over 40 vendors and exhibitors on site. They'll provide additional resources and opportunities to connect with our local organizations uh that will bring ongoing support for this. Now, this event is designed to meet people where they are. Um, cancer is still a leading factor, uh, leading cause of death within our community. In fact, it's second to heart disease. However, we do know that early detection

8:09 – 8:54Speaker 1

saves lives. So, we want to educate and empower the community with the tools and resources that are going to be helpful to to help them to take better charge of their care and their health. So whether you're looking to learn more about your health and get screened, just come out and connect with the resources that will be available at the regional wellness day. It's going to be a wonderful opportunity so that you can take that important step. Uh this event is going to be free and open to the public regardless of your insurance status. So if you're insured or not, we'll be able to connect you with some of those services. And we invite everybody to just come out, get informed, and get screened because early detection saves lives. Um, Kim, is there anything

8:54 – 9:05Speaker 1

Thank you, Rochelle. We will have additional flyers and information outside for anyone who needs additional information about it. And there's a phone number you can call as well. Thank you.

9:03 – 9:53Speaker 1

Thank you so much. Thank you, Mayor Wooden, for presenting these guests. We are so excited for the wellness program that you have. Congratulations on the third year. We know that many members of our community often when it comes to cancer detection uh because we have not had preventive me medicine available to us often our cancers are in the very late stages. And so just getting this wellness um helping people to understand and have the resources that they can go and get this preventative screening and other wellness information is so helpful to us. So we look forward to that. And give us the date and time again. It is this Saturday, April the 18th from 10 until 2 pm. So, please uh welcome one, welcome all and let everybody you know know about it and please feel free to come out.

9:49 – 11:23Speaker 1

Thank you so much. Thank you. At this time, Madame President, I would like to invite you down to the podium with me as I invite up Coach Lane, Principal Goldmith, and of course the Winona Champion Dragons up to the podium and all the school administrators that are with them as well. Everyone, please come forward. Y'all were a little delayed on that clip. I won't tell nobody though. As everyone continues to come forward, we all know the Winona High School Dragon boys basketball team has brought tremendous and great pride and distinction to the city of Birmingham, to the to theirelves and their school for their extraordinary performance in the Alabama High School Athletic Association Class 5A state champs. And we wanted to take the time to pause and say congratulations to you gentlemen. We're very, very proud of you.

11:21 – 13:07Speaker 1

On the championship stage at Legacy Arena, um just to remind everybody, the Dragons delivered historic and dominant 101 to 40 score victory over Silicaga. Um, YEAH, these young men definitely set a new standard of excellence in Alabama high school basketball. So, it's only appropriate that today um we as a city um take the time to acknowledge them, love on them, celebrate these outstanding student athletes and of course their coach and staff with the special proclamation that I'll read in part. the states whereas the Dragons became the first team in boys history to score 100 points in the state championship game while also setting a record for the largest margin of victory 61 points in the championship contest. And whereas this remarkable achievement adds to the Winona High School's proud legacy, marking the seven boys basketball state title in school history. And whereas under the leadership of head coach Cedric Lane, the team demonstrated discipline, preparation, and a relentless commitment to excellence, embodying the highest ideals of teamwork, sportsmanship. and where standout performances by tournament MVP Brendan Davis who scored 42 points I saw it in person it was amazing along with Santez Pillington Devonte Pin and D pronounce and Taylor where's where's Mr. Taylor

13:05 – 15:03Speaker 1

Deier, I got to get your name right, my brother. Dezier Taylor showcased the depth of talent and dedication within this team. And whereas the Winona High School community, the students, faculty, families, and supporters you see here and those in community played an essential role in encouraging and uplifting these young men and this team throughout their championship journey. Now, therefore, I, Randall L. Woodin, mayor of the city of Birmingham, along with the Birmingham City Council, and of course, my dear friend and the president of our city council, a dragon herself, Bourdain Alexander, do hereby proclaim and recognize the Mona High School boys basketball team for their historic 2026 class 5A state championship victory and commend them for their outstanding achievements, record-breaking performance, and exemplary representation of our city. Before Madame President speaks, I think I attended the game with several of the counselors here. We saw their performance in person. It wasn't just the offense that put on the show. That was very impressive defense as well. And not just that game, but throughout the entire season. Young men, we're very proud of you. Congratulations, Madam President. Well, good morning. I cannot tell you that it is with immense pride that I stand here today to represent the Birmingham City Council as we pause to celebrate this historic victory that your students and your team made during the 2026 class 5A boys state state championship. When we talk about the decisive win that you all made, I just have to say how proud I am of each of you. Coach Lane, it has just been an

15:01 – 15:45Speaker 1

honor to work with you in every capacity when I've served the district. And I want to thank you for the work you and your staff have done to motivate and to train these students and make them the excellent athletes that they are. Now, you know that I carry this bond with you and this respect for you because as as Mayor Wolfin has already said, I'm a proud Winona graduate, but I'm even prouder that my father was a basketball coach at Winona High. He took them to the championship, but he never was the champion. And so, I'm proud of the work that each of you have done. Where is Brendan Davis? He's um he's actually at another banquet in Okay. with he's getting all the accolades clear to you

15:42 – 16:45Speaker 1

that that he deserves and has already been said uh the scoring points during the game believe he was also named the MVP again you've set records during this momentous championship game as has already been stated and I think it's worth saying again you were the first AHSAA boys team to score 100 points in the title game you had a new record for the margin of victory and the most points scored in the championship game so again I stand here today and And I bring forward this resolution on behalf of the Birmingham City Council and the mayor Woodin concurring as we pause in these deliberations to congratulate the Winona High School boys for their groundbreaking victory. We recommend the perseverance and hard work that it took for them to reach this point. Coach, staff, principal, players, I am so excited for you. You have brought this championship not only home to the city of Birmingham, but to District 7, and I love you for that. Thank you so much. So at this time, counselors, I'd like to ask for unanimous consent for um resolution.

16:44 – 17:13Speaker 1

Second. All in favor, let it be known by saying I. I. And now the resolution. Second. Second. All in favor, let it be known by saying I. Thank you, coach. This is your resolution. Um, I think the softball team may have to go what? George World Park.

And if you don't mind, I'll go ahead and read those items so they'll be part of the record. The consistency of the proposal with the jurisdiction solid waste management need as identified in his plan that was considered. The relationship of the proposal to local planned or existing development or the absence thereof to major transportation arteries and to existing state primary and secondary roads. the location of a proposed facility in the relationship of existing industries in the state that generate large volumes of solid waste or the relationship to the areas projected for development of industries that will generate solid waste. Four, cost and availability of public services, facilities and improvements required to support a proposed facility and protect public health, safety and the environment. the impact of a proposed facility on public safety and provisions made to minimize the impact on public health and safety. And lastly, the social and economic impacts of a proposed facility on the affecting community, including changes in property values and social or community perception. This information is also contained in the draft resolution that is before us that um makes a finding in the whereas clauses that propo that this proposal is consistent with these factors. Um counselors, are there any questions you have regarding this

40:39 – 41:24Speaker 1

particular item? Yes, ma'am. Yes. Go ahead. My understanding is that the reason that we had to wait to vote from the initial presentation was to allow for public comment to come in electronically. My understanding is that we did not receive any public comment to my knowledge. Is that true? Electronic. We'll verify that again. I believe we're going to go back to the um council administrator. Did we have any communications that came in to us is by council. Madam President, we have one communication that came through uh councelor Quinn's office and that email was forwarded for the record. Okay. Thank you. Any other questions regarding this item? Based on that, I call for the vote.

41:37 – 41:49Speaker 1

Council, I'm sorry. How would you like to vote? Councilman Woods. I'm Yes. Yes. C. Okay, he got it.

41:48 – 42:35Speaker 1

All right. Thank you. Item number one passes. I do want to say again um this was the first time that we considered this type of proposal under new state law. So I do appreciate the office of the city attorney uh planning and zoning and all of the administrative departments that assisted in um ensuring that we followed uh those through the letter. To the uh owners and those bringing this to this area, uh we're excited. Um we uh we're going to hold you to the letter. I know you have a very extensive community benefits agreement that you've made with the neighborhood and so we're just appreciative of the work that you did to engage the neighborhood and uh we look forward to this. So, thank you very much. All right, next item. So, item number one passes. Next item

42:33 – 43:24Speaker 1

should be item four, an ordinance authorizing the mayor to execute and deliver an agreement whereby Alabama Power Company is allowed to enter upon city own property that was purchased during their Federal Emergency Management Agency acquisition project located at 1240 Avenue Tinsley to install, operate, and maintain overhead transmission lines and electrical facilities along 13th Street Enley from Avenue T to Avenue U Alley to provide to upgrade electrical service in the Pratt city community and the western areas of Birmingham and authorized the mayor to accept the sum of $15,000 from Alabama Power for the transmission line easement along city owned property for Alabama Power Company's North Pratt transmission line project. Her number is 205-4328737. So, we're very grateful to them with grateful to KBB and the um Roosevelt Neighborhood Association who are also planning to participate. On Monday, April 22nd, we have the Birmingham Parks and Wreck plan that were presented part of their community meetings. This is to update and engage the community on uh as we look at survey and look at ways that we can help to improve our parks and recreation system. So that community meeting will be held at the Oxmore Community Center at 1992 Winona Road. Now this is the first of the ones in April. There are several others. I'm sure that other counselors will be announcing those or our arts and parks committee will be announcing those as they come to their area, but this is the first one um on the 27th of April at the Oxmore Community Center. I always want to remind you if you need to report illegal dumping or missed bulk trash

57:41 – 58:16Speaker 1

pickup, please report that to my Bham 311 or you can dial 2052548314. and to that contractor that continues to dump trash um right in front of the church. I saw you the other day and so I got you. So we'll get that in. Okay. Thank you very much. All right. Get them. All right. Thank you very much. At this time, Mr. Clerk will turn it over to our speakers list.

58:12 – 58:30Speaker 1

Okay. Um Pastor Chris Erskin. Pastor Erskin, as you come forward, you have three minutes. We welcome you today. And um I as soon as you want to give us a status report, you have three minutes. The time is over there on the clock for you. Okay. How are you this morning?

58:29 – 59:32Speaker 1

I'm wonderful. Good morning to you, Madame President, to um Mayor Wolfin, his office, and each of you all, our counselors. Um, I've been asked to do something historic today, uh, along with Winona and with Ramsay. I will probably be making the shortest speech I've ever had. Um, due to time, we do have some of our followers from our church here. I want to acknowledge them and ask them to stand as well as some of the advisory board members of our movement foundation. We also have Mr. Bob Gray and Richard here from GMC uh architects and engineers and I'm going to turn it over to them for a presentation. I would ask madame president and lean on our friendship if I could suspend the rules with time just for a second because they do want to show you an updated presentation

59:30 – 59:46Speaker 1

presentation. The only thing is we just it's not long at all. That's okay with the council. What's not long? Not long is less than two minutes. All right, that's a counselor agreement. Okay, cuz you're using up your time. So,

59:44 – 1:00:41Speaker 1

all right. So, two and a half years ago, actually two years, two months, and one day ago, this council voted in the affirmative for us to enter into agreement with the former Scott school project. We're here with a status report to let you know how that project is moving successfully and asking that this council would we will be reminded that one of your former colleagues, Miss Abbott, said to us that that presentation was amazing and that at that time we were not asking for any support but in the spirit of our foot soldier, Miss Roby, anything that the city can do to assist us to make sure that this project comes into fruition will be greatly appreciated. At this time, I will ask Mr. Bob Gray and Richard to come from GMC.

1:00:40 – 1:01:09Speaker 1

Okay. Because now you're really turning this into more of a meeting and a presentation versus community voices. So, I am going to ask you um to we're going to have to limit the time and the presentation because this is not the way we present this information. Okay. So, if you could just um I don't know how long they had planned because I really would like for you to just present to us what what you're here for today and what you'd like for us to consider or what you're trying to give us information on.

1:01:07 – 1:02:15Speaker 1

So, real quickly, the digital form of the presentation has been sent to each of you all already. We have a hard copy for each of you all as well. Um, these gentlemen were here because they provided us with renderings of what the school looked like, what it will look like in the near future, and how we can assist the city council and the city with our blight problem. We had a homeless problem. We had a squatters problem inside of the school. We had drug infestation as well as opiates on the premises, needles on the premises. We've cleared that. We're ready now to move forward with this project. And again, we wanted to be a great neighbor in our community by helping you to be updated on where we are. We're working greatly with Innovations um department, Miss Stewart, and her staff. But we felt an obligation to come back to this council because you voted for us to move forward with this redevelopment pro project.

1:02:13 – 1:02:57Speaker 1

All right. Well, thank you, pastor. I do appreciate you presenting this information to us. Um, if you said you provided that to us digitally and by email, that would be great. Um, again, we're the legislative body. I appreciate you want to bring that information to us. we do have to work with administration and allow them to bring these type of issues back to us for reconsideration and so we'll continue to follow up on that. Thank you so much. Thank you. Thank you, Willie Jenkins and I

1:02:55Speaker 1

pull your mic down, Mr. Jenkins. Good morning. You have three minutes.

1:02:58 – 1:04:43Speaker 1

You come by the uh desk, council desk, we'll give you that information. Okay. That's that's what I want. Yes, sir.

1:04:57 – 1:06:09Speaker 1

Thank you, Mr. Jenkins. We appreciate these updates. Thank you. Okay, next speaker. I see Elizabeth and Arlene Bever.

1:06:21 – 1:06:40Speaker 1

Good morning. As you come forward, you have three minutes. We have three minutes each. Uh, well, you're signed up together. Okay. So, can you put it together? Good morning to you. Okay. Go ahead. Give us your names again. My name is Elizabeth and I'm Arlene.

1:06:37 – 1:08:25Speaker 1

We are here um with a few complaints about Mom's Basement and the Kahaba Brewery. Every time they have an event um of course the overflow, they don't have adequate parking. The overflow ends up in front of our door. So, on Saturday, I called the police three times. Of course, the police did not respond. We have um uh no parking signs that are placed across the street from my mother's house. We have a bike lane in front of my mother's house. So, there's no reason there's no room for anyone to park there. So, but people still park there. When we call the police, we expect them to come out and give them a ticket just like they ticket the people up the street from us. Uh when you go up to Crestwood Boulevard, there's people parked by them. No parking sign. You have somebody marching right up there. A police officer come just like that and they ticket those cars. But in front of my mother's door, they don't ticket the car. They don't come out. I called them three times to no reveal. That was one of my issues. Next is a safety issue. That street is so narrow. The uh fire truck tried to come down. They had to go down at a snail's pace to get up the street to go up to the Kahaba brewery to u assist someone up there. Any emergency vehicle cannot uh come down our street because like I said, the police will not enforce the the law over there. There are and this is at 4346 3rd Avenue South. That's my mother's address and all the houses down the street um are blocked. My mailboxes are blocked. All of that's going on. Okay. U another issue there. We have two lots there. 4350 4352. There zone for single family home. Oh, how about they use that for a parking lot now. They come they parked 20 cars a par there and they're all from the mom's basement and from Kahaba brewery uh traffic and um they they knocked down they drove over our um hydrant last year that we had it replaced

1:08:23 – 1:08:34Speaker 1

and of course now they block it. We have a no park. Where my picture? I have some pictures I want you to see quickly

1:08:30 – 1:09:18Speaker 1

of the activity that's going on. Took those pictures Saturday, but this is happening every Saturday. Soon as it gets hot, that's what's happening. People are just parking everywhere. They validate all those parking, no parking zone signs, and they just do whatever they want to do. But this uh the lots that are zoned for single family homes, uh we need no parking signs to be placed there and we need some of the little iron poles to put there to block the driveway so they can't get onto that property that's zoned for single family homes. We need that to take place so that um those people won't drive up there. If somebody has an oil leak or gas leak from their car, they'll go our home. Our home is gone because you know they're parking on in an area that zone for single family home. Uh blocking it. Okay. And also I

1:09:16 – 1:09:29Speaker 1

Excuse me. Do you mind speaking to the mic? We can't hear you. We can't hear you. You just speak into the mic. We can a little bit, but you just pull the mic down. Okay. Do I need to do No, no, no. Just keep going.

1:09:28 – 1:10:39Speaker 1

I'm going to read. Okay. But like I said, for number one, safety issues, emergency vehicles cannot come down our street. Number two, the lots that are zone uh 4350 and 4352 are zoned for single family homes and there are people parking cars there. At least 20 cars are parked on those two lots. And we have the fire hydrant which is blocked constantly. My sister has a picture of um an 18 will just parked right there. I mean like there's no sign there but we as you can see from the pictures that are coming around. We have um we've been here before and we have the no parking signs in place. We just need the law enforcement to enforce the law. Just simple as that. And we need the uh we need some chains and no parking sign uh parked uh to be placed in the lots at 4350 and 4352 uh to keep people from coming onto that lot parking those vehicles. And right now I think it's some type of some type of other uh uh what is that? It's a it's another thing that's parked on that lot that needs to be taken off of the lot too. So um and I posted all of this information on the my 31 portal, my Birmingham 311 portal. I did send these pictures in so that you all can look at them and see the addresses too.

1:10:37 – 1:11:13Speaker 1

Well, thank you so much. I want to thank both of you. And how do you pronounce your last name? Beville. And I want to thank you and your sister for bringing this information to us today. Uh you have really addressed some issues. Um like you said, parking, zoning, and police enforcement. We're going to turn these issues over to administration. I've written down the addresses that um you provided to us and then we'll get this over to administration chief. Yes, ma'am. We have a team member waiting outside to speak with her as well. Also, if you Google the address, my mother's address, you can see the whole street. They'll show you the whole street and how it should look without those cars there.

1:11:11 – 1:11:45Speaker 1

Well, as you exit, they have a team from administration that are um going to get this rest of this information from from you. Thank you'all so much for presenting this today. Thank you. Next speaker. Hey, Dr. Murphy. Good morning. You have three minutes. Thank you, sir. through the uh city of Birmingham and all of his leadership. Um I come for one reason to speak about spiritual guidance.

1:11:45 – 1:12:29Speaker 1

Our salvation is the most precious thing that we have bar none. It's according how you look at where you are going is going to determine how you live. When we look at human endeavor, something is missing. We are watching some unfold. But if you're not spiritually aware, you can't see what Satan is doing. Nor can you follow God's direction because you're not in tune with him.

1:12:25 – 1:14:24Speaker 1

Why am I saying this? There are some giants that we must face as leaders. This is still one of the greatest governments and the best leadership to me that would never change. When I was walking to, and I'm not bragging, not begging either. When I was walking to Montgomery for 10 years, before that walk, I went by the Alabama Central Literacy Council and they basically told me, "You go ahead on cuz we're not going to help you." But at the same identical time, they was writing one. I ain't talking about nobody told me. They were sent a letter with a letterhead with one paragraph and get a quarter million dollars from the city. It reached 500,000 by the time I start my walk. But for black folk, they are tearing up our history, destroying our books. Yet, nobody is there talking about it. We're still sending them money to destroy our history. Watch this. I want you. All we have is a memory as though we are not living anymore about what we did in civil rights and this rights and this era. As though we don't have an era to live in anymore. If you look at the way Satan is playing this out, nobody is burning the midnight oil for human endeavor. It's all about how can I keep up with what's going on as though I'm going to keep on living but the clock is still ticking. When you look at over the last 60 years of our leadership, you show me where there's any organization exist

for unified leadership to tackle the major issues of another generation. There isn't one. Not one. You have to ask yourself the question, what am I really doing? Let me say it like this. Can I just finish this? I saw this with my own eyes. There was a runoff in the city in a city council position. This one position. I don't need to call any names. It was two candidates left. There was a big high-powered guy sent a limousine on 19th Street to pick up this certain person. They took him to Ross Bridge. They set him down at a table. And this is what they told him. Do you like coming out here? He said, "Sure, sure. Do you like the food out here?" He said, "Sure, sure. Would you like to bring your family anytime you want to?" He says, "Sure." He passed him across the table a $500 check and told him, "Now, there are some things going to come up on your chest some days. We just need you to vote vault in our favor." Sure. Sure. And it was a man of God. You're beyond your time.

Outstanding. Okay. I can talk long as I want to when I I'm going to still come in your favor. Thank you. Appreciate you. Right. Thank you very much. Believe that concludes our speakers list. At this time, we want to thank our officers on duty, officer Pinker and Officer Tarant of City Hall. We also want to thank our fire inspectors, Inspectors Snow and Johnson. At this time, Madam President, just one thing. I saw my good friend Leah Davis in the audience. Today is her birthday. So, happy birthday, Leah. Happy birthday. Happy birthday. All right. We'll take a motion. Second. All those in favor, please say I. I.
