The Board of County Commissioners discussed the KDOT Southwest Kansas highway expansion study, approved a proclamation for Drug Endangered Children's Awareness Day, and approved a contract for a new family planning nurse practitioner. They also approved the purchase of new mowers and tractors after a bid opening and discussion.

really got two things today. The first is uh House Bill 2470 which is the neighborhood revitalization bill went to the governor on March 27th. You count the days being generous. Today is the 10th day. 15 minutes ago she signed the first trunch of bills for the day. We were not in there. Other bills that went to her the same day as our bill were signed. So, um, don't necessarily panic, but that either means there will be another trunch of bills yet signed yet today. The bill will become law without a signature, which I cannot imagine, or it would be vetoed, which I also cannot imagine. But today is the 10th day. And so, it will become law today if it is if no other action is taken on it. Um, I am finally at a place where I can share with you um the K DOT study that I wanted to make sure you all are were aware of related to the Southwest Kansas um highway expansion. It studied the I'm sharing my screen now. Hope all y'all can see it. Um it studied this area of the state. There was a proviso included in the state budget that would have prioritized some more projects in this area. that did not make it through the conference committee process. So that is not in there. So basically this is the area that was studied. As I move hopefully down this PDF. Um the next image here, if you see those blue dots on Highway 54, those were um expansion passing lane projects that have been completed. That's what all those green check marks mean. And you can see up in a little farther north in the region, there's a the red is a four-lane uh expansion project. And then the lighter uh pink next to the darker red, which I realize Commissioner Jones doesn't know anything that I'm

saying right now with the colors, but he can imagine. Um it is the four-lane development pipeline projects. The next um graphic which I think is important to sort of understand

is related to the public input that they got. According to stakeholders, the most important um consideration when making investments in the roads in this area of the state is to reduce serious injuries. And then the second one is to reduce daily um following you know basically reduce construction congestion not construction the population for this part of the state is really projected to be flat. Um it it has been decreasing but that is is projected to sort of flatline because interestingly on the next slide um you can see by county roughly Pratt County has been pretty stable. It's a 1.6% decrease but you can see other counties have significantly um larger both increases and decreases. But when you look at the employment forecast on this slide, the top line is the population, the bottom line is the employment. So we're projecting there to be more jobs in southwest Kansas while the population remains the same. So that's one of two things can be happening there. Either you have workforce which is living outside of the region and working in the region or you're going to have a lot of unfilled jobs that we need to be attracting population to the region to fill. You're probably thinking why does K dot care about this? Well, because population and jobs mean congestion on the roads. This is the forecasted employment change. Pratt is in a very good spot in this. This is projected to increase um by almost 2,000 jobs over um from 2024 to60. That would be a significant significant amount. Um, Reno County is

only 420 um, jobs. Given the uh, Everg project that's going on there and some of the energy development, I I suspect that they could hit that like next year. But Pratt County for some reason had a huge projection in job growth. And just so you're aware, WSU um, expert economists and projectionists do this work. So the economic productivity forecast for a community the size of Pratt, we are doing a lot of the economic uh engine of the region essentially. So 3 point uh $372 million, 62.9% is what um the GDP forecast change is. So we're going to grow by over half is what the projection is in this. Um, you can see that vehicle crashes are generally down um over time. They were up slightly from 23 to 24. I'm pretty sure we're trending down this year as well. Um, trucks make people crash sometimes. Um, that was what that did. So you can see this red higher density of traffic right around the city of Pratt. You can see is one of the most densely traveled areas in the entire region where all of those roads are um joining together. The level of service um is this next is this next slide. So you can see um level two it really has to do with how what is the quality of the road. Um level three means maybe the shoulders are not as good and level four means very substandard skipping ahead. So the existing two-lane with passing lane and four-door and

four-lane corridor studies is really what they were looking at. So you can see on here the pink dots are the two lane with the passing lane and then the green sections are where there's already four lanes. So you can see coming out of Witchah there at the Kingman County line four lane down to two lane and then that other fourlane section. So they're really looking at where could they connect these green lines. This chart just shows where it connects to other states. So you can see coming into liberal four lane, then it's going to two-lane. You can see all the fourlane roads around the Witchah area and then stopping just west of Pratt County. The daily traffic is um what this chart shows. So one of the greatest sections in this entire region of the state is in Pratt County. the entire county is red and I don't believe there's another county besides possibly Yeah, there's not another county that has the entire section of their highway is greater than 6,000 um truck traffic and in car traffic a day. So when you when you look at the amount of traffic flowing through Pratt County, it is very significant and would um clearly warrant some additional investment by the state. That was all traffic. This is two-way daily truck traffic. So, um, trucks are going both ways still very, very congested in Pratt County and specifically between Pratt and Mullenville. The traffic speeds are also an issue. You can see despite what some might want to think, you know, the speed coming out

of town's pretty good, but then it gets slowed down as you go um west out of Prattton and certainly into Ky County. This is again future two-way truck traffic. Um that did we lose you? She on mute. She's on mute. I think we lost you, Heather. Hello.

Okay. So, basically this next slide is again the two-way traffic very very condensed. The only other place in the entire southwest region pretty much is between Dodge and Garden City that has as much traffic as we're dealing with the cons. This this slide is really about the future of the two-way daily traffic and they whether they think it's going to be increasing or decreasing. So you can see here US 400 to Greensburg from Pratt to Greensburg is one of the areas that they think is going to continue to be the heaviest traveled in the state of Kansas. Well, in this part that they studied in southwest Kansas. So they go on and talk about freight. So we know we have agricultural commodities that are going across our roads, but we also have freight. And so you can see coming out of Witchah straight through Pratt County, greater than 3,000 trucks a day are carrying freight. Again, one of the most heavily traveled roads in our in this area. So this is oversized and overweight vehicles. So clearly they're taking a bigger toll on our roads than some of the other uh vehicles that might not be as big or as overweight. So from Pratt to the um Kya County line overweight and um oversized very significant. So the next steps um Kott's really looking at the next transportation plan. So what are the projects? We already know what the project is for Pratt County. That is the four by pass. What are the baseline conditions? All the charts that I just showed you showed that the baseline

conditions are good for investment in that project. Um expansion analysis, you know, they may look at, you know, could there be more passing lanes or does it have to be a fourlane? I think in our part of this study, clearly there is enough traffic for a fourlane, but they may look in some of the other areas and projects that might have been previously designated as a four-lane. Could it be a passing lane when you're trying to figure out what the economics are of of the next plan? And then clearly they are moving into developing their next transportation plan. There will be a new governor, a new secretary of transportation in November. Um that will have to develop the next um transportation plan. But I say all this and show you this to say of all the areas in southwest Kansas that are primed for investment in the next transportation plan, Pratt County is very very near the top of the list. And so we need to advocate to make sure that we get our fair share so that we can continue to attract businesses to our community. And when you think about the regional impact, looking at all of that traffic coming through on a daily basis, certainly um that is attractive. The convergence of four or five major roads in a community can be attractive when people are looking to grow their business. I'm going to stop there and see if there are any questions.

What do they know that we don't about population increase? you know, they they look at birth rates and they also look at like demographic factors. Um, like a tech, some of that kind of thing. Like when you think about like the cotton genen, when you think about Pratt Energy, there those are sort of newer industries to the community. Um, and so they look at some of those things and also look at like the convergence of how close are we to other metro areas looking at wind, solar, you know, trying to predict the future. So are our projections perfect? No. And and to your point, sometimes when you're sitting in the middle of it, we don't realize that we're actually sitting pretty good compared to some of our neighbors.

And whereas with intervention, drug endangered children can move from risk to resiliency. And whereas resiliency can break generational cycles of substance use and child maltreatment. Changing the trajectory of a child's lives. And whereas all citizens in Pratt, Kansas, all citizens in Kansas, excuse me, can play a role in reducing risk and building resiliency in children throughout our community. Now therefore, we the county commissioner of PRA Kansas do hereby proclaim April 22nd, 2026 as National Drug Endangered Children Day in the County of Pratt County, Kansas. and I urge all citizens to join in this observation.
