All right, I will call this uh April meeting of the utilities commission uh to order. Uh the clerk can call the role. Gordon Gant, Tanner Sawers here, Aaron Reinhardt here, Quinton Platt here, Jessica Lucenberg here, John Ruckman here.
All right, so we have a quorum present and we will move on to the minutes approval. Commission members, you have the March 5th utility commission meeting minutes in your packet. All right. We'll move on to new business. There is nothing under new business. Move on to old business. We are looking at the backflow ordinance which is attached or the proposed I should say backflow protection ordinance that is attached to your packet. Um there are a few things I want to um maybe bring up here. There is a lack of a hazard classification in this. Is that a concern for and maybe this could be for Mr. Reinhardt and Mr. Zimmerman, but uh there's lack of a hazard classification. those two together, a certified tester requirement, an annual testing requirement, device standards, which we decided that those would be covered under kind of like an administrative code. I don't like to pepper in a bunch of um organizational standards that could change repeatedly into a into a codified order.
The um uh couple things. The device standards will be determined by this group. There's rule making authority also the frequency with which tests occur will be decided by this group also based on rule making. So when we make those rules that will all be covered under there. Yes. The one thing that uh the hazard classification and the certified tester requirement I do feel like should probably be reflected in here. Those also requirements.
Yeah. classification certified tester. And by certified tester, you mean on the city from the city? No. State. The certified tester is going to be the annual requirement. They will have someone who is licensed through the state. It's up to the property. Oh, they they they pay for their own testing. Yes, they submit the test to us and then when my my uh department goes in to inspect, we will there will be a tag that is stamped with a date and a signature and basically we are going in and looking for that. that they have had a certified tester come in and inspect that and they'll actually be able to upload that into their account on open gov when we get that up and running here in a couple weeks. Okay. Anything else? Members of the utility commission or any of the interested parties out here?
I do have a question on section D. I This is throughout city code. Um, we sometimes refer to the public utilities department as the water and waste water departments, but we normally refer to them as the public utilities department. Does that matter just for sake of consistency?
No, I mean is that we we go back and forth and so I am happy to use whichever nomenclature this group wants. I mean the public utilities department is perfectly fine. I And I think that that's probably a more uh it's a larger group because and so I think that probably it's something we should probably use. The way Yeah. the way that this would read then nobody from distribution and collections or plant maintenance could Yeah. Okay. Broaden it to all divisions. Well, we'll just say the public utilities department
division division. And if we want to at some point we can do if we need to we can do some sort of uh universal swap in the codified if that's something that would be useful to the uh police commission. So we will just uh not labor this. Mr. Rman, do you see anything additional that clean up?

I do have something. I I did my due diligence. Sorry, Tanner. I did my due diligence and watched the last meeting uh since I did have to vote on the minutes. And one of the things that was brought up by Mr. reason then was the um waste hauling regulations and the it seemed like there was lack of teeth in the ordinance for enforcing the um curbside recycling. Mr. Bor had suggested doing adding a weekly pickup and in 75501 A12 in the definition section it says curbside pickup of solid waste and recyclables must be done on a weekly basis. So
yeah, well we've also added there's language in front of council to specifically move it up uh to the front part of it so that there is no ex uh there is no confusion. Great. So yeah but yes we've done that. Awesome. So just want to make sure everybody was aware that was already very well in the requirement. Yeah, the way it's buried, it's a little hard to find. And so this way no one can say, "Oh, you buried in a definition section." And on the front page, it's pretty hidden. Yeah. Yeah. Right there alone. That's all I had. Yeah.
