Good afternoon. Today is the May 14th, 2026 meeting of the Unsafe Building Hearing Authority. Hearing authority members are Gretchen Cheeseman, Mayor Dan Rydenower, Councilman Jeff Green, and James Heimlet for uh historical preservation. Our city staff members here today are Taylor Reid, uh Richard Rawlings, and Danny Han are acting as administrators. Our uh city attorneys are unavailable today. Um and I am Courtney Walker acting as recording secretary. The unsafe building law IC36-7-9 is hereby entered into the record. For new cases set for hearing today, a reasonable effort has been made to notify owners of this hearing in the orders being reviewed. The owner of record and any entity with a recorded substantial property interest was notified by posting on the property certified mail and published in the Star Press. Notice of this hearing for status hearing cases was sent via regular mail following the last hearing at which action was taken. We will call each case set for the hearing today and take action on the cases in order listed on the agenda. Starting with the properties that have an owner and or representative signed in. If you are not the owner but wish to testify about a property on today's agenda, please identify yourself as an interested party when the property is called. The city staff members as agents of the enforcement authority will be will present the city's evidence about the condition of the property. You will then be asked to present your evidence. We ask that you stick to the issue of the current unsafe order when presenting your case by providing plans and a timeline to become compliant. Both the city and the property owner will be allowed to qu question witnesses and summarize their positions. The authority will make findings of fact and act accordingly and or set the status case the case for a status hearing at a later date. Findings of
fact and action will be taken will be mailed to the property owner via regular mail and filed in the Delaware County Recorders Office. If civil penalties are assessed today, an invoice for payment of the civil penalty will be included with the hearing record. You have the right to appeal any action taken at this hearing. Appeals must be made to the Delaware County Circuit Court and must be initiated within 10 days of today's hearing. All who expect to participate in the hearing today, please stand and raise your right hand and be sworn. No, he um took me to court after I got done with youth and the judge told him he cannot evict me. He cannot ask for no rent or nothing. And he tried he did not fix everything and I'm get I have another place to go. But he tried to break in my house. Why isn't my house? I was in the bathroom. I had I literally had to barricade my door. I'm moving slowly but slowly and he keeps stalking me at nine o'clock, 8 o'clock. He got his um lady who cleans stalking me. It's just too much. I'm trying to get out the floor. The apartment's so bad people don't want to come in there and he's not fixing nothing. I got bruises all down me. I had to go to the hospital cuz I fell down the steps. It's like I'm just tired of him stocking the whole building. I'm just worried about everybody in there because we got rodent rat droppings and all that stuff and all my attendants are just worried what's going on. It's like he don't want to fix nothing. And he put people in the building when he's supposed not to put no one in there where the other fire was. Okay. And I have the court papers where he trying to take me to court again and try to evict me. No, the judge said no. The first time no, he can't do it. I've got a little bit more stuff to get out. I had to get my own refrigerator because I didn't have no refrigerator.
What's your Do you have a timeline or a date that you're going to be moved into your the new I've been moving in there. You going to laugh? I've been using shopping carts. I've been using um the big metal racks because I live right down the street from here. I've been moving down and she been watching me. I have I have a police
thing when I had to go to the police station against the her watching me and I have on my phone when he kept calling me about rent when you're supposed not to. It's like every day constantly. I can't. It's hard. I'm trying to get out of there. I just got a little bit more stuff to get out. Like my refrigerator. He's trying to say the refrigerator is his mine. I practically I have pictures of my apartment how bad it get. She's my proof. She been in my apartment. It's really bad. No one was coming there. You can fall for the floor. The vents got socks and it is it's really bad. If you come in there now and look, you like how many units are in the building? Um, there's like there's one, two, three, four, five, six, seven.
Seven units. And they are all bad. I got pictures of them. It's really bad. So far, none of the other tenants have called us out to do an inspection. So, we've only been in number seven and around the outside. And I know the lady upstairs, the one was in the fire, the one apartment around here, she did call and that's I think she trying to get a case too because I have pictures of her apartment how nasty and the stove is. I have pictures all of it. And he's subleasasing too at the other apartment at 7 411 or something. He still don't take me off the lease with that one either.
Um is uh is anyone here to represent Southwest Units LLC? I don't believe so. Okay. And he changed his name, too. The property manager changed their name again since the fire at the other department. They changed his name. Okay. Have you been in contact with anybody at the human rights commission here? Um, my case worker from Open Door has been helping me, Lynn. She been helping me and my I have a letter from my case workers and stuff been helping me and the new landlord been helping me too.
Okay. Um, you I got bruises all down to me from falling. It's bad. Them floors. I I'm about to cry cuz it's it's sad. No one should live like this in the place. I mean, he said he when he when I told him I called, he said, "I you can't do nothing about him. I don't care." And the bricks out front is falling more. Affirm the order and find him $5,000. That's what the suggestion is. Yeah, I think. Yeah, I think so.
Okay. Um, I would entertain an order or a a motion to affirm the rehab order and issue impose a civil penalty of $5,000 for non-compliance and failure to appear. So moved. Second. All those in favor? Um foundation tucked and pointed and then fence needing to be repaired. Um I know that I've spoken with you once before. Um, what are the plans?
So, I'm trying to work with the community development and try to maybe get them to help them a little bit and then it's going to be on me financially to repair. So, if I could just be allotted some time um to get things up to par, I would appreciate it. So, are you the owner's niece? Yes. And do they live in the house? They've lived theirs 50ome years. Yes. Um,
they used to rent it and then there was an ordeal when the lady passed away. She owed like $28,000 or something in taxes. I ended up buying it in the tax sale for them when it went to the sea cell and just signed it over to them. Um, so it's not it's not had very much work done to it when she owned it, the lady. Um, so and they're elderly, disabled, they don't have an income. So, anything that gets done, it's on me.
And why is it 614 and a half? Is that is that house got a h point a half address? That's how Beacon addresses it. It was split from a house when Pat McGee Reynolds owned it. She split it into two apartments, but it's back as a house now. like they don't the upstairs has not been used since uh my cousin was killed um nine 10 years ago I think. So the upstairs has an apartment and it's unoccupied.
Yeah, they use it for storage. Um, aside from the the help that you're getting trying to get with community development, um, the other things that they can't help you with, do you know the timeline on that or how you think you'll be able to get those issues taken care of? So, I I tried to get them a home improvement loan, but when they ran their credit, they said they nothing showing up. So, the guy was telling me how to get credit established for them just so they can get some kind of credit score. So, hopefully next month maybe I can move forward with that because I went and got them the credit card, you know, to make a payment where something would show up.
So, we're going to try to do that for 25,000. If I can get that, then things would move along a lot quicker. I did go get 10 pieces of fence and some post to try to get that started this weekend. You know, tear that down and get some of that put up. Um my son gets out of school here. Um so he's going to help me with the back roof, take that down, put new boarding and all that up to get that hopefully going. So I don't know timeline. Um maybe six months. Um I can get quite a bit of it hopefully done. Um, what have you applied for from community development?
I'm still in the process with that because they needed me to do the um, credit report. Um, she said if it didn't show up, they would mail it. So, they're supposed to be mailing me that. Other than that, that's the last piece of Why don't we go out 30 to June the June hearing and kind of see where you are then? Okay. That's good for you guys. Yeah. How long have you lived in the house? Uh, how long have you been there? A good while. I'm not quite sure. Uh, the years wise, probably around 10, 15.

and if you income qualify, they could assist you with a new roof. Um, Nikita's here in the back of the room and she's the she manages that program. So, you might check in with her. Um, the guttering and probably the fascia would all be part of that if it was funded. If you don't income qualify, then we would wait for I mean, I guess we could wait for you to get the money together to work on it until um, how would you like to handle that? You want to do that administrative enforcement? Um, go out 90 days.

Is this um the roof's done. We did the gutters gutter hangers yesterday. So, we're working. The weather's been not been on our side, believe me. So you started the work on it? Yes. Okay. You'll probably have to address all your other code issues before you would be eligible for the program. But Nikita is here and she can help you figure that out if you're interested in applying for it.
All right. Well, I did reordered up the foundationing on the red bricks and all that and I masticked it and everything else, too. Okay. That's done up, too. Okay. Yeah. kind of get a progress inspection to see um all the work that he's done um and get an update on that. Make sure everything is looking up to code and then um see what your timeline is working with community development on their program for the roof.

If I do not sell it at the end of whatever the contract is, I think it's up in August, I believe, then we plan on Yes. putting a roof on and siding the garage and doing other stuff to the house. But to my knowledge, all the windows are boarded on the garage. You got the right getting it repaired and functional. So it it is boarded right now, but we want to make sure that it's a functional window. So, if there's glass m missing, getting that replaced or if there's a missing window altogether, getting one put in there.
So, if I do not sell it and I have to make repairs, does the garage have to have a window or could I just side it? I don't believe it has to have a window. No. Okay. And it needs an operational door, right? I don't the the door is, but we put a trash can up against there because um we were trying to prevent people from breaking into the Does it have like a padlock on it or anything?
There was and somebody cut the lock. They also stole the garage door. The whole door. Yes, the whole garage door. Two days after the tenants moved out, the garage door was stol. Okay. Yes. So, the scope of our work is to rebuild the roof structure, put a new roof on there, fix the fascia, the sophets, install gutters. Part of that process will be straightening up the sides because it's bowing right now. So, we we'll reinforce what needs to be reinforced. Do you um think 30 days, 60 days? Oh, 30 is fine. 30. Yeah. I'm representing Robin. She uh had a seizure before she was coming here today. Oh, she doing okay? Uh she she was out when I left. So Carol Marlo is your mother? That's her her mom. I'm her boyfriend. Oh, okay. All right. So, what's going on here? Um, we um made some repairs to the roof. They were She was supposed to have it sold and they decided to back out. So, we're going to keep it and get it fixed up. Have you gotten a building permit? No, not yet.
Okay. For the repairs that are needing to be made to the roof and any other structural repairs, a building permit needs to be obtained. Okay. Okay. When was this tagged? Uh March of this year. Okay. Um so your intention is to bring the house up to code. That's what she's wanting to do. And use it just a worker. Okay. Use it for a rental. She going to move into it? No. No. She wants to rent it. She's lived there for 25 years. Okay. So she doesn't live there anymore? No. She took over her mom's house.
Okay. Um, well, since it's changed since the last hearing, it was going to be sold. Yeah. And now it's going to be rehabbed. So, I would um think that we would need an inspection. Mhm.
Um permits and um a plan for how long the rehab's going to take and know what's going to need to be done there. Is the trash situation any better? um at the end of last month uh or at the end of March uh they had made some progress on cleaning up the exterior, but when we were out um at the end of April, the inspector didn't know any other progress. All right. So, we really need to get the trash the debris cleaned up in the backyard. It already is. We We had it done a couple days ago.

Okay. So, what um is your update for getting the roof repaired?
So, until I'm done with my court hearings or all that, cuz I went to So, I was told by Nikia that it was going to get done in October. I ended up getting arrested in October 15th. I guess they sent me an email in November, end of November when I got out. I'm on the release program on on PBS, so I had to get um scheduled to come. That's why I didn't come last month because I didn't tell my case banker and everything has to be scheduled for me to leave my house. I'm on house arrest, but everything has to be scheduled. Um, I emailed her February 17th cuz I said I had to reach her by March 31st for my application so it doesn't get um uh denied or whatever cuz I was I was approved for the roof. 3 days later, she emailed me and says that it came to their attention that I was under legal proceedings. So, they denied my application for right now until I'm done. I go to court again June 22nd. I submitted a bunch of evidence. my lawyer's trying to get either dismissed or at least reduce charges. I'm at the point where I just want to accept the plea to get overdone with because I'm only part-time two days a week right now because it's hard to find a employer. Well, there are people that accept people that are on felonies, but mine are pending. So, they don't want to take a risk on somebody that's pending charges. So, that I was approved the first time. I just have to wait until my legal proceedings are done. And you won't have an update until June 22nd on that?
Yep. Are you living in the house in the meantime? Yeah. Um, are you mowing it and um I have cleaned up tomorrow to mow it? He h he mowed half of it last Saturday, but then when he was mowing my lawn, I guess on like our alleyway, he found his dead cat, so he just stopped mowing it. So I told him just come back out next Saturday and just mow it. So, or this Saturday, I mean. Wow.
So, what's the public hazard to public health public nuisance part of this tag? I believe at the time the garage the condition that the garage was in the garage has been torn down. Yeah. The only thing that needs to be done was the roof and the gutters, which when they do the roof, I was told that community does the gutters, too. So, they going to put new gutters and a new roof on. So, so is there a motion to continue to July hearing date, which is July, is it 11th? July 9th. And for an update from his June 22nd court proceeding. So moved.

Uh, and let's see. Was there a reason for the slowdown and removal?
We've gotten rid of so many. Um, so everything else that not that we won't still be scrapping cars. Um, we have two more already scheduled for scrap. They have to meet again for the back row of the east lot. Um, we have two Crown Vicks that are going to be sold as uh cash cars, race cars. Um, we have a few large items. I have to contact another scrapper on it. I'm waiting for him to get back with me because pick a part can't do the large cars because it won't fit in their Which vehicles is that?
Huh? Which vehicles? Uh the limo that's there. Um anything that's like you said larger than a suburban pick a part cannot take. Right. So, how how many more vehicles in your opinion are you planning to scrap?
Not many more. Um, it it's almost kind of like a monthtomonth this probably at least eight more next month. Um, I've got three repos sitting on there. Those will end up coming over to my lot. I've got three over there that are waiting for engines. They're customer cars. Um I said we probably got at least eight more that's going to be scrapped and then two that are probably going to um body shop. So we are focusing on we've got um mowing service. They've done the weed kill. Um we have bought a tree puller. So our next month we want to work on the trees on the inside. Um the engines to storage outside we kill. Tires are done. They just have to go into the trash bin.
Have you guys been out there? Yep. Yeah. Is that adequate progress? And we've signed off on fire or fire marshall should have signed off. Yeah, they those things have for the fire department. Um to me it was better than what I thought it was going to be, but it's still hard to see with all the overgrowth on the property and then you have like the vehicles with trees growing through them and the the piles of engines, which I talked to her about. Yep. And then you just have all those cars in the front that are kind of just like shoved in there. Um,
three of those, like I said, those three of them over on the right side are repos. As soon as they're done their 15 days, they should be able to come over to me. Um, there are three up front that are engine jobs as well. I mean, I mean, it is progress, but what do we want to see her do at this point? So, we've got the inventory number, but the other thing was to provide a plan to clean the property. So, I think she said next month they plan on finishing pulling the trees and overgrowth and putting the engines into storage.
Engines into storage. They are working on the outside. They have weed killed the outside. They just sprayed yesterday. So, that should take care of the weed killing outside fence. Um, it's on a contract to be mowed permanently. So, who's the contract with? Cardinal Mowing.
We had asked you to remove 40 cars a month and you have um not complied to that. You did tell us that the rest of the vehicles uh two months ago or the letter we received uh vehicles were running, keys were in them. We went down and inspected. 95% of them did not start. Keys were in them. We turned the keys. Nothing happened. Um I mean he jumped, but my husband has moved. That's why everything is the way it is. But we do have to work on the east slot back side. But you're not not zoned for a salvage yard or scrap yard, however you wish to say that,
right? But I am a repair shop. Repair shop's different than a salvage yard. You're not zoned for that. Um, I'd like to see all all these all this cleaned up. It's one thing to have vehicles there that can be refurbished and used, put back on the road, but you have a lot of them that are not most of them by the look of it. I said he has started and moved everything
except for like I said, we know that there's at least eight. The Impala, the Sierra, the two cop cars will be sold as cash for Are you still vehicles almost most of it's done in Anderson but yes
yes I do work on it but I also have a finance company there that takes payments yeah looks like yeah no and and I explained to you that I mean what you're doing there is considered a scrapyard even if most of it you're using it for your own use that's scrapping and salvaging parts and vehicles and so you are not zoned or licensed to do that.
So my own vehicles that we own. So I'm not buying vehicles and bring them onto the lot to scrap them. But what you have there you're using, you're scrapping and salvaging and then also repo vehicles are being brought there still. Correct. Sometimes. So it's still goes to my law. Right. So it's still being operated when you don't have a license. You're not permitted to be doing that there. And so what we're just really just trying to see is they don't have a license for what? A dealer's license or a scrap scrapping license. It's not zoned. My license is good for that. They've reinstated your dealer's license. When did they do that
for Anderson or Muny? Both. When did they reinstate it? Um, not just before last month. Okay. So, they're coming over to me to settle. That was Okay. I'll um It was before the last meeting.

No, we went to a training class and that's I don't I don't know how much you guys are interested in it or what but this is this is the class that we have now this is I don't know but we we realize that we as there's only so much that we can do we have now connect connected with this company to help us build our business to connect with the people that will help us turn it around into what we what you guys would approve of, what we approve of because we want to have it looking nice. We want to be a part of our community. We want to some of some of the things that we have done and that other these other people are doing um is community research outreach. Um, if I have a nice facility, then I can connect with the middle school to offer training to the middle school. We offered a training to young ladies who don't know anything about a car. But to do that, it needs to look nice. It needs to be presentable.
So that is I mean that is the goal. This company will help us take it to the next level. They help other people. They they've done an amazing job. So, you've contracted with them? Yes. Um, I think we're on our third or fourth week. Um, and what what have they recommended specifically for this property? We it's you fix the owner, you fix the business.
That's that's the philosophy. You fix the owner, you fix the business. But as far as physically physical changes to the bit to the location on 29th Street class, we went to uh their facility and then tour their facility to see how they have it. The simplicity of it, making things simple um color-wise, not a bunch of stuff um so it's easy for a customer to come in to see the business, to know what's going on. And like I said, and if we want to do training and extend to our community, then you have to have a facility that where they can come on to, they can park, they can um stay for a training class.
So, do they think that it's that you should keep 195 vehicles on your property?
I haven't talked to him about that yet. It's like I said, it's fixing the owner, the mindset to understand that this is where you need to go. um getting people in place. We are have a mechanic. So from one of our training classes uh we hired a mechanic. He starts Monday. We are in talks with an a tech and I don't know if you know what that means. He is uh so he he's got 30 years of experience. Um he used to run a shop here in Muny. We are in talks with him to maybe take over and be the shop manager to get the right people in place. He is a master diag diagnostic uh guy. So which would help get the car. Hey this car, yes, this car can be fixed. Um or this car can't get it out.
Okay. Where is he going to be if that person were brought on to your team? He will probably be at Sparks. So, he won't even be at this location. The other employee that you mentioned earlier you mentioned there was someone else that you were planning to start here shortly. Where will they be placed? He will be with my my tech, my mechanic. So, he'll be at Sparks as well or Anderson? Anderson Anderson my where needed to help.
We have to we have to fix the owner or fix the property. That's our responsibility. and uh the fact that we've said 40 pro 40 cars leave that property and this is based on neighbor complaints, it's based on zoning, it's based on the look and feel that you I think you understand needs to change. Uh but we said 40 a month and you had complied. Uh but this time you didn't and uh we don't we don't feel that there's 40 left but there's 195.
Um I mean there's there's 195 on the site and we have photographs of of them. We're being put in a really difficult spot. Yes. In that we either listen to the residents who are frustrated with how it's been for years. Uh or we're listening to you that this is all somehow going to miraculously change. When it was 40 When it was 40 a month, I felt very comfortable that they're making progress. They're making progress. But 40 down to eight. Um, and you're saying you don't have any that you can move, but there's 195. We've, you said we have more.
The employees that are coming in are not going to this location. I mean, it's it's they'll be working at both locations right now. Well, Anderson and Sparks. No, Anderson and Muny. Wow. So, are you saying there's 195 properties on this on the property right now, assuming that's the proper count? Well, it'd be less the eight that you removed this month because that was from April 17th. Um, so let's say 185 property uh cars cars on the lot that are capable of being um rehabilitated so they'll run and be for sale. That's what he told me. Who's he? My husband.
Well, he said we do have some that need to go to the body shop. We have the cop cars that'll be sold. I do have scrap. I have the big scrap that I have to get done because pick can't take that. See, my my challenge um and I I'm speaking for for me. I can't speak for the others. Um but my challenge is we tried to set up a plan that helped us know that this was getting cleaned up and you did comply a couple of months, but this time you didn't. and uh that it that's just not it just didn't move forward and
but we did we've got we're getting the outside cleaned up. We're getting the we did the fire marshall stuff. We tires taken care of the there's I would just say that right now we don't have and this was something I noted when we had stop in place. I mean they don't technically have an occupy for what they're building. How do you obtain the occupancy? Well, I mean they would have to in order to do what they're doing right now which would be the salvage which is again they have to get that approved in order to have that.
So they have to go to the planning commission. The planning commission has to approve it. Then you have to go, not only is that a public meeting, then you have to go to two public meetings for the city council to approve the plan, the zoning change. Yeah. And that would be the new occupancy because right now the only occupancy that they had was for the car. Well, they're not running the car. They're running in financial office. Do you agree that you're running a scrapyard? No, I don't sell parts out of there. I don't I just fix up my cars.
You still working on cars there after I know when we was there last time everything was to cease. Not working on any cars, no selling cars because you're not zoned for that. And that's what we that's what why we were down there. I'm not zoned for selling cars. Scrap scrap. But if I'm working on my cars that my customers are driving, you're not zoomed for that either. You're zed as a car lot. Are you zed as a garage to be working on cars? Auto repairs. Is it business variety? Is that what it is? I believe.
Isn't auto repair permissible in business variety? Yeah. There's just the thing is is there's just so many different the main issue right now is that what they're doing right now all of this is they're not zone to be doing any of this. So that's why we've done the zoning thing with the attorney or whatever where that's at. That's why it's like I don't even know how how we how we would move forward as a board because well we attempted to have 40 disappear from that particular lot each month. That's what we were promised and we didn't get that. Correct. We did. You have until last month. Correct. Correct.
Is a lot of cars that come off that lot. Well, the way I look at it, if if for 40 divided by 195 divided by 40, you can do it in five months. They could all they would all be I'm not going to get rid of all the cars. So, in that wouldn't make sense. in your new um community oriented plan. Um what to uh with a goal of making your place look better, what how many cars would be the ideal amount of cars to be for sale there on your lot. The whole front row would be
I mean, but is that what is that 30 cars? Like if and you know, you're going to have if you're going to repair cars, you're going to have cars in and out. So, you know, that might be 10 cars in and out at any one time. Um, but so you're you'd like let's say the whole front row and that would be what is that 40 cars maybe? So, so are you saying that you'd really like to get your inventory down to about let's say 50 cars on the lot and now you have 185. So, you really need are looking to potentially get rid of maybe another 130 cars. I'm not the best person to ask on that.
He should come. I know that he he plans on repairing the cars that are there and selling them. Yes. And not getting more. So, if he doesn't want to keep 200 cars on the lot, my goal right now is anything um older mileage is to either be sold or sold for cash. Okay. So, if we shifted our focus from getting all the scrap cars off to getting cars repaired and sold. Yes.
How many cars do you think could be repaired and sold in a month? I'm not real sure. I said we got a new guy hired for Monday. I have an the engine jobs that depending on when I can get the engines or 10. Yes.
15. I would like as many as possible for me, but realistically my mechanic can only work so much. We have taken cars when Sparks if Sparks isn't busy, we take cars over there for them to work on to try and keep them busy so that we are trying to get as many done, taken care of. Like I said, we want the older inventory gone so that we have a newer inventory. So that's where we're focusing because I think that would address his issue as well, getting the older stuff gone so that it's either sold for cash or it's on the road for maybe a short-term two-year loan for a brand new kid that has no credit. That'll get him into a nice $60 payment car. he's good. We warranty that car for that life of the loan and then it gets him to his next level. That's the
That's a community service. That's I take everybody whether they've just got out on jail and they're trying to get on their feet, whether they've been through cancer, been through a divorce, the little kid that just moved here, the and I try to counsel them and talk to the kids that are now have a baby on the way and they're trying not to sell drugs anymore so that they can start their life. And that's my heart. So, but I can only we need to get rid of the older cars. Danny, one of the biggest problems we have with this whole mess. The last time me and Taylor was there, I honestly believe she's doing what she can.

So to just say and being part of being almost here and people complaining about it for even longer than what we had for I think I have only been here since October and I have been working on it. I'd like to ask a question of the board members. So for our purview overseeing this, I think maybe it would be uh in our best interest to with acknowledging that cars have been moved that if this is their new focus that they're not wanting to remove a certain number of cars as scrap to get rid of that they present us next time ne next month with a detailed plan of what their plan is going forward. how they're going to repair, what their goal is each month to remove, and so that we can discuss and then um review and work with them on that and hold them to the plan that is agreed upon.
We asked to have it um like emailed everything written so I can provide that to you guys prior to the next meeting so you can review. Do you have an inventory of all the cars you have on the lot? Probably do. They're in my system. So So if you could print out your inventory and bring it back and say you said we want to get rid of the older cars. So like define Yeah. Define how many how like put it in writing. Yeah. What's your what's your definition of an older car? A model before what year? 200 10 10 10.
So you know then you know how many cars you have that are before 2010 and then you can classify those as cars that you want to repair and sell and cars that you want to just cash out and set get rid of. And then we'd have an idea of if you were writing to of how many cars um would would be left and then kind of what your plan is from there. I I hate coming here, but it's I'm sure you do. I like coming here because I like working with you to improve the property. I know you don't want to keep seeing me every month. No, we do want to see you every month because every time you come, you make a little bit of progress,
but I mean, you know, so we've shifted from getting all the salvage cars off. So, you know, as you're as you look through your inventory, there might be some more that you need to salvage. just because we're shifting a little bit that we're not going to continue to do progress, right? Yeah. And that's that's what we need to see. Yes. But we need to all be on the same page of what that looks like. Okay. And and we owe it to the citizens to enforce these rules. Yes. Um, the last time we were here, we were in between getting the property sold. Property has been sold. It's been transferred into a new owner. We've pulled a permit. Also, they got a electrical permit, which Tyler was out there, I believe last month or beginning of this month,
couple weeks ago. Uh, we got the power relocated. And a couple of days ago, I sent pictures to Courtney. Their property owner is working on the chimney side. He's got it wrapped. There was there was a rot water damage. Property owner got that repaired. He has it wrapped and we're actually at this point asking for a continuence or if we could put this on administrative and not no longer a demo. And as we you guys already know me, you know, I keep Courtney updated on every single progress that's going up on there. And I'm on the property owner's tails, you know, to make sure they get this thing done, get this done, you know. So, at this point, we feel the only thing that's needs to be done is just for them to resside the chimney
and the back part of the the rear the rear of the house just needs to be sid uh resided with the mounted. How's the interior? the interior. Um, the interior is actually pretty good. He's been out there. He could vouch and set the interior. It's not bad.
It's not bad. Just maybe mop. They got to probably at some point redo the re uh sanding because it has original wood flooring in there. So, they just have to resand it. But other than that, it was we're actually just trying to get to the point where the city had it tagged, you know, for electrical and the sighting around the property, and that's going to be taken care of, I believe, this weekend per the property owner. So, was the fire in the chimney?
There was it was an electrical fire, but we couldn't find where there was fire because on the interior, um, he seen it also. There was no fire damage on the inside. I think at some point maybe they put something like a barbecue grill up against the siding and since it's plastic or something, it caught fire and it just melted. There's no fire on the inside. Okay. And the shed's gone. The burnt shed. The shed has been gone. That shed was the first thing that was gone. It This was modified to a rehab order back in January. So, it is a rehab order, right? Do you wanted to put it on administrative enforcement? That's what he's asking us, right?
Yeah. Because we figure for what the city had originally written up the house for would be cured within the next two months. Yeah. I did speak with Taylor about that um because she is the electrical inspector and she says once you are messing with any kind of electrical um it all has to be upgraded to code. So I can't just eliminate that section of the house. Okay. So I'll get an estimate I'll get an electrician in there to estimate the repairs on that.
Um you seen some of what's been done already. There is a little bit more clean up I'm going to do yet this week. Um and then over the course of the next month, I'll have all the um ceiling tiles and grid work removed from the basement apartments along with the cabinets, uh appliances, fixtures, tub, toilet, all that stuff so that they're no longer even livable as apartments that they'll be eliminated. Same with the attic apartment. um and the very little that remains in that one apartment on the first floor. That'll all be taken care of. Um the the permit for the electrical, I'll pull as soon as I get the estimate and get the owner's approval.
The electrician will have to pull that. Yeah. Yeah. But yes, absolutely. Yeah. Um for the removal of the ceiling tiles and the grid and all that, do do I need to pull a permit for that? No, it's not structural. Okay. So yeah, that's more cosmetic kind of work. Okay. So that does not require Do you recall anything there that I personally do need to pull in a permit for? Um when repairing the um that front porch area, the rotted part that and then um if any of the foundation work needs more than just mortar. Okay. Um and tuck and pointing that would require a permit. Um
I will pull one for that because I'm going to do that myself. Um there is some structural issues there on the front corner that but that's what I specialize in. So that that I'll take care of. Yeah. But I believe that was from what I remember um all the stairs seemed fine. Um I didn't see any other framing issues while I was there. Um so I don't believe you would need a permit for anything else. Um I would like to try to get into those last two apartments. That's uh that leads my next question. Um do I need a permit to replace a front door? If you need to replace the framing of the front door. I'm going to replace it all on that front door. Um, if it's if it's just Well, as long as it's the same size. As long as it's not bigger, the header should stay the same.
That's what I thought. I was just want to make sure. Yeah. So, yeah, cuz I'm going to I'm the frame is currently damaged and I'm it's not going to get any prettier when I break into it. So, um I'll take care of that as well and um I'll call for an inspection for the next hearing. You guys will be able to see both those apartments then. So there won't be any apartments and I've made I've already made the owners aware of that. They may not like the idea of losing four apartments and out of nine but there it's better losing all of them. So yeah if I felt claustrophobic in those apartments a normal size one house they got nine apartments. So yeah.
Yeah. Is um the health department happy with are have they signed off? Are they done with you at this point? Not officially, but they're liking the progress. Yeah, they're I think they will be soon. You feel like uh are you looking to get these rented before school starts? I'm not sure what their plan is to rent. Um they haven't said anything to me about it. Uh I did remove the for rent sign there. I I'd forgotten it a couple times already, but I got it out of there. Um they're not actively advertising it or anything as far as I know. And they haven't asked, Usually when they do rent one, they have me show it and they haven't asked me to show anything. So, okay. Uh, no. just it's so when I first bought the house from the uh land bank um of course I had thought I had enough funds to do what needed to be done then my son I asked my son to come in point tuck all the masonary work that needed to be done and he was like dude you got to tear all this out it's no good and literally it was just sitting bricks sitting on top of bricks there was no mortar to it so we got ready to repair that and we realized that there was a whole tree trunk that had messed up the whole uh south side of the foundation and totally tore apart. And at the time I had had a box truck company and I didn't realize that my bank account was attached to the business account. And as we were working and the truck was breaking down, we ran out of money and it messed up my credit really, really bad to where I couldn't even afford to pay people. I I still owe some people that worked on my property for me
to this day. It was a bad situation. I'm not making excuses. I mean, I have been over there. I mean, I literally been in the rain working by myself digging trenches for the foundation. So, you're going to relay the foundation and relay all the old blocks. Knock the old one new blocks out. Okay. And then you're going to rebuild the the wall back part. Yes. My son is a brickmason by trade. He's in the union. He's going to be the one doing all the work. So, what's your timetable look like?
I can't really say. I'm going to get with him this weekend to see if he can come down either weekend or next week. He actually had hurt his back at work um last month. He's just now getting back to work. So, and he moved to Fort Wayne. They're building, I guess, the new hospital up there and he's actually training for the position of supervisor for being over the crew now. So, good for him. Okay. Thanks.
