All right, we have no public hearing tonight, so we'll begin our work session. The first item on the work session, the Paul Mitchell parking lot modification on Edison Boulevard. Regan, you want to tell us what you're looking for tonight? Good evening.
My name is Regan Gettins with Gettins Properties. I'm here on behalf of Paul Mitchell... as well as Orlando and Nicole Cumberland, who are current business owners in Twinsburg. They're just about a mile or two here from where we are at today. I appreciate the opportunity to be in front of you. This will be the second time for this project. Some of you were here for my prior project, attendance to this meeting. Nothing much has changed other than we are moving this forward as quickly as possible. I do want to just quickly get in our appreciation with the building department, Dale and his team, Lynn with her guidance over the years, as well as Mr. Dunn at the fire department. They've been wonderful to work with. Everybody here is been super helpful in allowing us to continue this process. Obviously we've had to resubmit a couple times, refile for permits and Dale and his team have been wonderful. I just wanted to point that out and we do appreciate that. As it relates to what we're looking at again today is a modification to the existing surface lot as well as the expansion of it. I believe each of you has the plan that I have in front of me here. The lot, as we have it shown, consists of 141 spaces. It includes an engineered plan for stormwater retention. I don't know the extent of how well it was circulated, but the photometrics, the landscape plan, and other components required for this undertaking. It is our goal to complete this work this coming fall and if there are any questions or any topics that the commission would like to discuss further, I'm here to answer any questions.
So this went through Planning Commission review three years ago as it's submitted now. And so we're essentially looking at the same site plan. The previous one just expired. Its shelf life ran out. We give folks two years and we had gone past that. So that's why they're back. Nothing really has been altered. It's just that the site plan ran out.
I think it's reasonable for the use of the building and repurposing that building. I think it'll be nice, the fact that it's so prominent that it's on the corner of Darrow and Edison there. It'd be a nice gateway to that area on Edison Boulevard there. It's kind of been let go for a little bit, but I'm pleased with the design. Thank you, Mr. Shebeck. Anyone else?

Yeah, I said the same thing in the last planner's report. The exact locations of the light poles and the exact locations of trees... in the interior islands at the end of the parking stall area. They're not shown on the site plan. So that was my only question. And I reviewed it. Can both of those things fit in that space? Sure.
And then the Google viewer or whatever image where there's going to be a parking lot, are those just paved pads or concrete pads that are showing? I'm just curious what that is. It's going to be a parking lot anyways there.

Right now, there's very limited waste. Unless something would materially change, we do have an area that was within the lot line and setback that could be utilized for dumpster space.
It looked like there was a concrete pad sort of back there by the loading dock.
That's exactly correct, and currently there is two picnic tables on that pad. which does not fall within this, the proposed parking lot dimensions.

Hello, everybody. My name is Todd Garber, and I represent TNT Power Wash. So our company is... We service the trucking industry, so we provide power washing, detailing, body shop to the trucking industry, private trucking companies, dealerships, companies down the road that just like Unifirst and everything from that down to car dealerships. So we have six locations across Ohio, Indiana, Kentucky, and Michigan. In our Twinsburg location, we service the Canton, Akron, Cleveland area. One of the primary functions of our detail shop is cleaning and painting truck frames. So when a dealer brings a truck to us, they want us to refurbish it so it looks new and they can put it on their used truck lot. So paying the frame will get the truck ready for a resale or just to put back into service. Some of our customers, our biggest customers in the area are Rush International in Cleveland and Akron, Peterbilt in Perrysburg, Cleveland and Canton. Ideal East and Valley Freight Line are in Akron, Mansfield, and Cleveland. So we service a lot of trucks, and in order to bring our Twinsburg facility, the decal shop, up to full service, we need to install a fully vented semi-truck paint booth, which we have within our other locations. This will enable us to properly paint frames. This would be an industrial cross-draft paint booth built by BCI equipment specialists out of Pennsylvania. It measures 16 feet wide by 19 feet high by 40 feet long. It's a fairly large piece of equipment. So we needed an accessory building to enclose this paint booth as well as all the supporting functions of that paint booth as we were running our power wash service out of our existing building and we're kind of out of space. The building would enable us to grow the detail side of our business in this location and fully service our customers and add several jobs to the community. We are seeking final approval of the site plan with the condition of approval of a site plan variance from the Board of Appeals and what T&T Power Wash is asking for does not affect the surrounding area or neighboring businesses due to this already developed area With gravel and storm water catch basins. The neighboring businesses are industrial in nature with loading docks and heavy trucks and equipment. And all uses of our detail and paint services will be contained inside of the building. We will not be creating any excess noise or dust. And finally, it is located behind our, it would be located behind our existing building, so it wouldn't be easily visible from the street.

What's the variance that you're waiting for?
It's a setback from the rear of the lot. It's currently the code is 50 feet. We're asking for a 20 foot variance. The reason being moving vehicles in and out of the buildings in between our buildings would be very tight.
The 60-foot setback from other buildings, which you want to have rooms there.
Exactly. That would enable safely in and out of each building.
You know, I was working on the BZA staff report, and I printed out an aerial shot of the rear yards of adjacent property owners. Did I send that to you guys?

We got part of it there. I'm going to just show this. This is the location. This is the storage yard that brought equipment, loading dock, loading dock.
It's a thing back there. It's not like you're backing up to a neighborhood that you're worried about 50 feet.

Yeah, it's pretty insensibly used back there. As opposed to... get the 50 feet but then you're creating a little bit of a squeeze between the rear of that building and the bouncing issue with the surrounding looks like most of the vegetational state here so let's just kind of shield it so yeah

So the paint booth is a cross-graph vented paint booth, meaning it has an inlet, four-foot inlet duct that pulls air from the roof of the building. and it's filtered, and it goes through the paint booth as you're painting where it hits a set of exhaust filters, and that captures all the overspray, the fumes, and then it's out the top again. And then the filters, once they're packed, once they've accumulated enough debris, then we discard them in the trash and put new filters up. The reason for the cross-draft is so while you're painting, If it didn't have a cross draft, as you're painting, the overspray hangs in the air and would get stuck to the truck as well as to the individual. Cross draft, air's moving slightly. And as I say, it's all filtered.

How many trucks would you handle in a day? Well, they can do up to like five a day if that's all we're doing, but it depends on our staff. So prepping the frame is a lot more time consuming than actually painting it. So we wash the frame, clean it. And then they tape off around the edges, tape the wheels and sort of tanks and all that stuff. And then they paint and then we let it dry and then we un-tape everything and it's ready to go. Is that then stored inside the facility or do you store it outside during the process? We try to store it inside for a day so it can dry. And that's why we need another building because we're running out of our other shop, the power wash. We have five power wash trucks, which are 27, 33 feet long, as well as water tanks and a lot of other equipment inside the other buildings. So we don't have much room in there. and so we need to have prep area as well as storage for those trucks that we're painting so we typically would have three or four on the lot um hope to turn them over in a day's time and then you know have them back to our customers all right any other questions

Just to reinforce our experience with the city of Twinsburg and the patience that each department has had, including the mayor's office. This is an important project to the owners. They have had a long-standing successful history here in Twinsburg and their existing location. This is an expansion for them, which is proof of their concept and that there's a demand and we're looking, as several members mentioned, looking forward to activating that area and having sort of a nice entry point off of edison uh to the balance i know the building just adjacent across edison is i believe for sale at this point and we're excited to welcome whatever new neighbor might might be coming along very good yeah i think it's a nice fit

So, just... Not to get in the weeds a ton on this, but there was work that's been completed. We've been working with the fire department. We have provisional and meaningful permits active with the building department. This component is really most focused on the exterior and how that works. is integrated into the overall business itself. So we are actively working on the project. Having this approval is important to the success of the project so that the parking is adequate for the use. And we're grateful to be here once again today, but I am confident that I will not be revisiting this meeting for a third time. Did that answer your question? Yes, thank you. Excellent, thank you.
The only thing that they have, according to the planner's report, is engineering still needs a final review and approval on some stormwater items. So that's going to be a condition in the motion that we make tonight to include that in there so we make sure we capture that because stormwater is a very important thing.
And we've had meaningful conversations and submissions. I brought the full set of engineered drawings over the past several years. Materially, nothing has changed. Obviously, weather patterns are out of our control, but we have been appropriately sized and already purchased the materials necessary for that installation to have adequate stormwater retention.

Well, other than thanking everyone for their time and to hear this, hear me out. So the T&T Power Wash, the core of our business is power washing and detailing. And as we come into a new location, which we came into Twinsburg a few years ago, I think it was 2022. if I'm not mistaken, two or three, I can't recall off the top of my head, but we typically start out power washing and doing a little detail, but once we get established, we grow the business to match our other locations, which is detailing and then down the road body shop. So this is an important step for this location so we can fully service our customers.
I think it's a nice fit. I think it'll fit in well with the area you have. The motion will contain stipulation that is based on, is contingent on the approval of the BCA on the setback variance. And there's still pending a fire review, so those will only be two conditions. But I think you should have positive results out of BCA. Anything else for anybody?
