On to our presentations. Number one, we have a proclamation recognizing Wayne Toby for thirty nine fun filled years of devoted service to the city of Coconut Creek. City manager Rose will read the proclamation into the record and conduct the presentation.

Thank you, mayor. It's clearly my honor to read this proclamation, and it and I'm so pleased to see the outpouring of support from both your staff and your family. Whereas Wayne Toby has faithfully served the city of Coconut Creek since 10/05/1987 when he was hired as the city's first recreation leader intern. And whereas throughout his tenure, Wayne has advanced through numerous leadership roles progressing from parks and Recreation Supervisor in 1995 to Parks and Recreation Manager in 2001, Assistant Director in 2006, and ultimately serving as the Parks and Recreation Director beginning in 2016. And whereas, for thirty nine years, he's enriched the lives of residents by creating welcoming parks, meaningful programs, opportunities for people of all ages to connect, play, and grow.

Whereas Wayne has dedicated more than ten years volunteering as youth athletics coach for baseball, flag football, soccer, and basketball, and sharing his vast knowledge of sports and the passion for athletics, and believing every child deserves the opportunity to play, learn, and be part of a team, always ensuring that every player had their chance on the field. And whereas, during his years of exemplary service, Wayne helped advance recreational opportunities in Coconut Creek community with the growth of the city's parks network, assisting in the design and development of 15 parks, creation of the counselor in training program in 1987, the annual Butterfly Festival in 2001, and the city's premier anniversary celebration, going twenty five years strong. Whereas, through his leadership and vision, he has played a vital role in building a strong foundation of dedicated staff who work tirelessly to ensure that Coconut Creek's parks and recreation opportunities remain a source of pride and happiness and well-being for all its residents. And whereas Wayne's retirement marks the culmination of a distinguished career characterized by passion, dedication, and unwavering commitment to building a vibrant, healthy, and connected community, Now, therefore, it be resolved that the City Commission of the City of Coconut Creek hereby recognizes Wayne Toby for his outstanding contributions to the City Of Coconut Creek and encourages all residents to join the city in extending a heartfelt gratitude for his thirty nine years of dedicated service and his lasting legacy.

Oh, it's a hard start right there. I'll say this. Steve Miller Band, you probably won't remember, I'll probably never forget. I saw Lisa here. Is she still here, Aronson? There she is. In 2011, I came to this commission well before I was elected and had an issue because miss Amana, I don't know if she's here, was running a kids program for like pregnant mommies at the North Rec Center. There was a change in programming, and Lisa suggested come to a commission meeting and talk. And I had never done that in my life. And I came to a commission meeting, and Lisa and Becky were here, and it was a different commission at the time.

I think it was the early twenty twelve. And I got taken outside, because that's what we do with people that come and speak. Take them outside, right? Take them outside and talk to them. I got taken outside by, at the time, Linda Weinerspan and Wayne Toby. And neither of you probably don't even remember this, but I remember it. And it was a commitment to, hey, what's the programming you like? What do you need? How can we fix it? And literally within three weeks of coming to that meeting, thank you to Lisa and Becky who was super supportive of it, the programming was changed.

And Jamie, as a pregnant mom, was back to doing mommy and me stuff. So you don't remember that moment, but my family will remember that moment, and I think that defines how you've led. I appreciate you. I appreciate everything you've done ever since. So thank you, and I will say it again, Steve Miller Band, you probably wouldn't remember, I'll probably never forget, and I bet you all those staff members here have those memories of you that you may not remember that moment, but they all do. So, thank you, Wayne.

Yeah. Well, I wish I had gone first. I don't have a story about somebody else, but I have a story, you know, just about me. When I met you at Parks and Recreation, and you and Linda Weiderspan. So for ten years, thank you, Becky, for putting me on that board. I really appreciate it. Parks and Recreation just really rocked. And it was very active, engaged. We all learned so much. And it didn't matter what age it was coming from.

Well, 2008. So 2008 was a very critical year in the city because that's when we created softball. So I sat down with Wayne, and we started talking about what the goals were, and how we wanted to format this and how we could do stuff. And it was a great conversation, by the way. No heartburn with that conversation. It was all positive. And about two years later in 2010, I was trying to coach my son in baseball. And Wayne took a chance on me. If you didn't know this, can be a little bit rambunctious. But Wayne said, you know, I'll have him on my team.

And I'm to be honest with you, absolutely the best year I have ever coached baseball and had time with my son. And it's you. The atmosphere you put on that dugout and you put on that field was amazing. And it made me feel at home. And you put me at ease that you were doing the right stuff. And it was amazing. And my son still talks about that year, by the way. That was the year he got hit, I think, nine times at bat. Not all of them were very fun. But it was that moment where we you made an impact on my son's life. And Wayne, I appreciate that. That's something to live on memory. So I appreciate you Wayne, and I hope the best for you. I've known both sides as a brother too over in Margate. Just a great family, and I appreciate everything you've done for the city.

I remember when I came on the commission, we took a ride together, Right? We took a drive. We went out to all the parks. You showed me around. And it got to the point where I was like, Dude, I gotta eat dinner. And we went to, we were driving for so long because you were just sharing so much about the parks. And if you know me, I I gotta eat dinner. I gotta I gotta eat. But I just remember being like, man, I gotta I gotta eat. I gotta eat.

And he's just going on about these parks. But you were so passionate. And you were really trying to share and teach me and educate me about what our parks have, and the different features, and all the good stuff, and the leadership, but it's your legacy. Right? Thirty nine years looking at the parks, looking at the playgrounds, looking at the things that you helped develop. It's gotta be so special for you to see, and now for you to leave it and have kids go and be a part of it and families. And, I just wish you the best. And, seriously thank you on behalf of my family and future families for all you did for the Parks and Rec Department in our city. Thanks, Wayne.

You've been a good listener, a good leader, and spearheaded many, many activities that make the Parks and Recreation Department the heart and soul of the city. Because as many of the commissioners talked about, everybody has connection to Parks and Recreation. So thank you, Wayne, for everything you've done, leading all of the Parks and Recreation staff over the years.

So the next item on the agenda is a presentation recognizing the service of Jacqueline Raley as the mayor for the past year 'twenty five-'twenty six. So it is my honor, to say a few words about mayor Jackie Rayleigh and her service over the past year. I've had to start, you know, just by acknowledging her enthusiasm and her energy that she's brought to her role as mayor. If you've ever been to any of our events, salsa in September, disco in December, you see the mayor front and center dancing, but also making people feel welcome and making them feel part of the city and enjoying the time that they're spending at our events. Your signature style just shines bright, bright, bright.

You truly have been a really positive reflection on the city. When you show up, people start to smile. But you also build relationships. I don't want to make you cry. Sorry. You're present. You're accessible. You're available to talk to people. And it really makes a difference. It's such a positive reflection on this city.

Also, over the past year, you really stepped forward and took on some of the hard tasks. The legislative issues were difficult. The proposed property tax reform, the town hall that you helped I mean, that was something we put together in just a couple of days to help educate the residents. But it was important that you let the residents know and inform them in a sort of substantive way. And you really stepped up and did that.

Your leadership really extends well beyond this dais and beyond the city. You know, your longstanding commitment to the community and to win more is obvious. I don't know how you do it all. But from the bottom of my heart, one of the most important things that you do is you advocate for our staff. Taking care of our workforce and making sure they know they're appreciated is so valuable. Tammy Lutieri, 3302 Carambola Circle South, Coconut Creek. You all know that Broward County wants to build a dangerous sludge dryer at the North County Wastewater Treatment Plant in Pompano, fueled by methane emitted from the dump. Beam Fir claims this is a good use of the methane, but waste management already extracts it and converts it to electricity, which they sell to the grid to power homes. More importantly, the South County wastewater treatment plant in Hollywood uses a more sustainable and cost effective approach to process their wastewater sludge known as anaerobic digestion. But that's not in the cards for the North County, and I wonder why.

Since the North County treatment plant has newly installed solar panels and may add wind turbines, it begs the question, do they really need methane to power a sludge dryer? And who benefits from this? Not Coconut Creek, Deerfield, or Pompano. Since the county's sole incinerator is fast approaching capacity, I want to know what else Coconut Creek is doing to increase recycling rates and minimize trash volume. According to US PERG, cardboard and paper are the easiest products to recycle, yet the most prominent waste in landfills at 23.1%.

That's unacceptable. In a recent study of manatee autopsy results revealed that one in six manatees had plastic obstructing their digestive system. For many, it was listed as the cause of death. This coincides with the Lancet's Countdown on Health in Plastics report, which has labeled plastics a grave threat to planetary health, especially when used for food storage. City and county agencies can help by mandating recycling of all cardboard and office paper, committing to double sided printing, more aggressive PSA notices regarding the dangers plastic poses to humans and wildlife and implementing mandatory employee educational programs highlighting the urgency of the need to reduce, reuse, and recycle with an emphasis on recycling correctly.

For perspective, you should know that Germany's recycling rate is 70% and Broward's is 32%. Change is possible. Through a series of notices containing various graphics and brief instructions, my HOA made significant gains reducing contamination in recycling bins in a little over a year. And the message was clear to residents. Less trash means more cash for them. Thank you.

I say it because I wanna thank John too because I was at more events with him sitting there not dancing when I was with at an event where Jackie was sitting there dancing. And when our community is dancing and happy and receptive and engaging is the best thing that we could do for the city of Coconut Creek.

Also, today, we had a Bernadette and I went to the mayor and staff roundtable with the school board and staff and county. And it was very interesting. And there are some things that Superintendent Hepburn had brought out and other municipalities. And it was very interesting. I made a statement of all that we do here in Coconut Creek, and I think they were impressed.

Of course, they've experienced our Do the Right Thing and all the awards that we give to our students, and the support we give our schools. But Superintendent Hepburn did say that we're losing 10,000 students annually, And that's a problem. But it's because of the average age moving out of Florida is 45 years old. The average age coming into Florida is 75 years old. So obviously, we're losing our students.

We're losing our young families. So there is a deficit, of course, in revenue that is in the millions, actually. It's $30,000,000 a year over budget to run the schools. So, obviously, they're making cuts. SRO came into play, was mentioned.

Of course, several of us made arguments why they shouldn't touch our SROs and why how important they are to our schools, not just for safety, but for relationships. So we emphasize that, as well. And the $113,000 a year reimbursement would cost them very close to that, to bring in their own PD, their own school police. So I think it was an interesting conversation.
