Good evening. This is the City of Twinsburg Planning Commission meeting for Tuesday, February 17th, 2026. Roll call. Mr. Shipley, here. Mr. Walker, here. Sorry. Here. Mr. Hogler, here. Thank you. We begin this evening with our public hearing. This is a conditional use permit request for an indoor volleyball training facility in an IM innovation and manufacturing zone, 2242 Pinnacle Parkway. If the applicant could please come forward, give your name and address and a presentation to the community for what you're uh asking for this evening. Um, my name is Tyler Price. Do you want my physical address or the building address?
The building address is fine. Uh it is 2242 Pinnacle Parkway, Twinsburg, Ohio. Um I said my name is Tyler Price. This is Sheri Dodell. She is my assistant director. Um and she's the reason why our business runs so well as it does. And she has been a member or resident of Twinsburg for 35 years. So she's here to answer all the questions that I forget or don't know because this is definitely not in my wheel wheelhouse. This is all new to me. Um so Anay, thank you for meeting with us. Um a little bit about Ignite Volleyball. We have actually been in Twinsburg since 2011. Um, we are we've been around uh we started off at being at the Edge uh which we used to be Pinnacle Sports way back in 2011 if I'm not mistaken. Did do you have a daughter Ally? Yes. Yeah. She played there. Yeah.
I just I was on their board for one year. Yeah.
Um so we've been around since 2011. Uh I am a veteran. So this is a veteran owned business. Uh we used to rent gym space all in the area uh throughout uh Remville and Twinsburg. We got to the point where we wanted to have all of our teams under one facility. So, looking through what was going to be the best be uh financially responsible to all of our members of our club, we found out it's a place that we could rent um and lease and found the 2242 Pinnacle Parkway uh space. It's already built so we don't have to worry about building anything. We are very much on our own in in the space. We are on the evening hours so we try not to uh bother any other businesses around us. Uh we've talked to some of the local businesses to say, "Hey, just so you know, we're moving in. Are we interrupting you guys?" Because there is a karate institute, which is like our sister building on the same same it same parcel of land. So we've talked to them and just worked out some of the issues. We already kind of just had a little bit just our first as we're starting through this making sure we're all good neighbors. Um and so yeah, that is essentially the gist of Ignite Volleyball. And here we are. Okay, thank you very much. This the opportunity for members of the community to come forward and speak on this item either for or against or any comments.
Seeing I'm uh seeing no one, um we will close the public hearing and we'll move on to the work session. Uh the the item on the agenda is the conditional use permit. Uh it's actually for to allow an indoor recreational facility in the IM innovation and manufacturing zone. Um Mr. Price, anything else you'd like to share that you haven't already? Um we've actually been in the space for a couple months. So we've actually been working through with the city of Twinsburg to get all the information worked contacting Lynn a lot. Uh talked to her through very many phone calls and emails. So thank you Lynn for helping out. I can attest to that.
Yeah. Um, and so we we want to make sure that we are being safe as possible. So there's one driveway in and out of the building. So we make sure there's not a lot of people staying at the building. Uh, it's a lot of drop off. We don't allow parents in the building because parents when they watch a practice, they're the players are more worried about the parents and the coaches. So easiest way just to not have them in the building at all. Um, so there's a lot of drop off where they will just come drop off and then two hours later they'll come back and pick up the kids. the uh age group that do drive. So you have your juniors and seniors that can drive. They will stay. We have about 30 parking spaces in the back. Coaches park or in the front. The park coaches park in the back. So we're trying not to, you know, congest that spot in case there is, you know, crowdy classes going on or anything else that might be going on in the area. So we're trying to make sure we're in our own little golden niche. We don't do any big tournaments or host any big massive events. Uh so we don't have to worry about, you know, 160ome cars all being in the area. If we do anything like that, we do break it up. So we do like waves. So, we might have, you know, 30 cars in for an hour and a half and then they leave and then the next group comes in. So, that's that's all I got for now.
That all sounds uh good. Lynn, anything else that you want to share with us? My initial concern only was the um status of the lighting. There's no street lighting on Pinnacle, but there's lighting across the front of this building and in the back in the form of wallpack lighting. And the the parking's all up on on the sidewalk in front of the building and is lit by by the light coming off of the building. So, it's it's um appropriate enough for this use. It's good. Okay. Thank you. Um Ed, any comments or questions? No, sir. I have nothing. Okay.
Yeah. My my immediate concern was boy that's not not enough parking for tournaments because I've been to pinnacle where you know you're out in like a field and dirt and stuff. Um so I guess if you're saying that you're that you don't have these large terminals. I've been to those and parking's a mess everywhere. Every facility I've been at is parking a mess. Very much so. Um because they're not really built for 160 people, you know, showing up. Um, so that was my only concern really. Um, and if you've shared the same Yeah. Ditto, right? Are we all having PTSD from J volleyball? Yeah.
Yeah. Yeah. That's the only question, but sounds like that's been resolved by minimizing the the activity that you'll have. Totally unrelated. What's your service? Navy. Coast Guard. Thanks for your service. Would you finish out? What' you finish out as? Uh I finished as an E4. Uh actually when I was I was on deployment 2010 2011. Um and actually the previous owner of Ignite, she emailed me. He was like, "Hey, would you want to coach when you come back?" And I said, "Yes." So I went right from uh deployment, came back in June and started coaching in December. Good old 11year-old. So what was your rate? Uh I was a CM construction mechanic with uh so I was never on an actual ship. You're a CV? Yes, sir. I am. So no deck volleyball.

All right. Uh okay. If you just want to hold tight there for a minute, we're going to uh roll in to the regular meeting agenda. Um the first item is the approval of the November 17th, 2025 planning commission minutes. Any comments or corrections to those minutes? Seeing none, they'll be accepted as submitted. public participation members for the audience and community to speak before planning commission. Seeing no one, uh, let's roll into the next item, which is the conditional use permit request. Come back up to the mic. You just got comfortable.
Um, I'll ask just to be sure. Is there anything else that you'd like to share with planning commission regarding your application this evening? Sherry, is there anything I'm forgetting? We're trying to be a safe and better part of the community. We do have our emergency. You should probably come up to the mic if you're going to talk so recording we can hear what's this is why I bring your
um we have created an emergency action plan and we have all of our um floor plans outlined with parking spaces and that type of thing. um with our scheduling. We do run some um exterior programs, outside programs, but again, that's during the week. We invite the kids not the parents not to stay, that type of thing. So, there's not an issue with parking facilities. All good. Thank you. All right. One more time around just to see any final questions. That No, sir. Steve? Nope. Good. Craig, no. Michael, no, sir.
Lynn, anything else? This um will move on to city council next week to get the um they consider the recommendation from planning commission and then they approve or deny the permit. But this permit um is necessary for ignite to get their business registration fulfilled with the city and to get an appropriate certificate of occupancy from the building department. So this is their first step and um hopefully the most difficult step so it gets easier. So before they are legal, they'll need a building department inspection and a fire department inspection. Yep.
All right. I'd like to make the following motion. Upon reliance upon representations made by the applicant along with the submitted conditional use request and application for Tyler Price DBA Ignite Volleyball 2242 Parkway unit 100 permanent parcel number 64-06912 dated January 12th, 2026. I move that planning commission recommend to city council issuance of a conditional zoning certificate to allow an indoor recreational facility in the IM innovation and manufacturing zone. Second. Um, I didn't think I was going to have to I'd be leaving so soon, but when you get a call up for year-long orders, you do what you got to do. It's been really wonderful experience working with everybody here and working with Lynn. you are just the top example of a public servant. You know, I don't tolerate this. Well, so
I know you don't. So, I'm But um and it's it's been neat. You get to learn about things in the community you wouldn't know before. I didn't know we had a volleyball training facility coming in. Um and I've learned a lot from from working with each of you. Um, even more personally, you know, the last meeting I was at home uh looking after dad and he passed the day after the meeting and I really appreciate the support there. Um, I hope that uh that council will find a couple people to restock the committee, the planning commission here before the next two meetings. And I know Mark, you're going to be at the next one. Um, but um, really appreciate it. Always around to help and uh, keep in touch. Thanks. We just have some well wishes in writing.

So, but I'm I'm very glad um you are right. we do have quite a bit of work to to fill uh not only your seat but uh Mr. Cohen's seat here um in relatively short order. So, thank you both sincerely. Um turning to Mark, um I do have something that I would like to read on behalf of the mayor and of city council. Um I did not memorize this so I have to read it. Well, uh, dear Mark, it is rare for a community to see dedication and professionalism at a level that you have provided during your decades long tenure serving as the planning commission planner planning commission chairman. Your time, thoughtful deliberation and commitment to the long-term well-being of our community have not gone unnoticed. With this in mind, I and the administration and council of the city of Twinsburg, Ohio, would like to thank you for your distinguished and dedicated service that spans 21 years. You have led the Twinsburg Planning Commission through many challenges. Your expertise and commitment are unparalleled and you have supported city council and the administration in such a way that you are deserving of our appreciation. You have seen adoption of numerous planning documents, buildout of the quarterstone business park and development of many of our residential subdivisions and commercial development sites. Under your leadership, the planning commission and ultimately city council have greatly benefited from your dedication, integrity, and expertise. Mark, you are a tough act to follow. The decisions made by the commission play a vital role in shaping the character, growth, and livability of our city. Your willingness to balance development and the interests of residents demonstrates a deep sense of responsibility and public service. We are grateful for your openness to community input and your efforts to ensure that the commission decisions are made with transparency and care. Serving on the planning commission requires significant effort, often behind the
scenes, and we want to thank you for your contribution of your expertise and leadership for the benefit of our city. On behalf of the mayor and the entire city council, please accept this letter of our sincere appreciation for your efforts. Thank you, sir.
Well, thank you that OUR appreciate that. It's uh not was not an easy decision. I I I really love this. Um I mean I am on the other side of the podium you know many times for my for my job uh my my practice uh and I like being on this side um to try to make it better for uh our our residents and for our businesses and and for the betterment of the city. So I thank you for those words and um so of course we're seeing what planning commission does from here. Of course when retirement really gets in and I have left a few times you may see me knocking on the door. You are welcome back as are you, Mr. Walker, when you return. Both of you are welcome back any time.
We're going to see who hires Mark when he Thank you. God, Mr. Mark Cohen for a conditional use permit. Your shoes are not going to be filled. You They won't. Your shoes were yours alone. Mark.

I'm I'm not sure. So, we'll I won't know for sure until next week. I have um the Vantage Point office complex um that's off of Easter Road. They're looking to do a lot split. They they may um make it through the application process for a March meeting. Um Doyle Stman, Storage Units on Revena Road. I'm his application is still pending. He's kind of revising the site plan. I have a residential wads split that's out there floating around. Some possible tax amendments coming back to planning commission from council. Um so I don't know. I don't know that we'll have a meeting.
Yeah, we have a week still for commission. So um I guess we'll see what happens and if nothing we'll get the letter or the email. Yes. In April. So because of that, I'll say goodbye to you all and if I need to, I'll say goodbye. Right. It has been a pleasure serving with with everybody on the committee and those before you. Um we've done a lot of good work for the for the city. Um and um I know you guys will continue to to do the same going forward. Well, I'll say you're you're the cornerstone of this. I mean, you've come prepared and I mean I I I follow your lead. I I should look to you to lead us and you've done an awesome job.
